Success factors of global goal-setting for sustainable development : Learning from the Millennium Development Goals

- The Millennium Development Goals (MDGs) were an important precursor to the Sustainable Development Goals (SDGs). Hence, identifying the conditions that made the MDGs successful enhances our understanding of global goal-setting and informs the global endeavour to achieve the SDGs. Drawing on a comprehensive review of 316 articles published between 2009 and 2018, we identify six factors that have enabled or hindered MDG implementation. Our analysis stresses the importance of path dependencies and shows that the MDGs catalysed changes only for those countries with sufficient resource availability, administrative capacity and economic development, as well as adequate support from external donors. National ownership and NGO pressure bolstered efforts to implement the MDGs. These findings suggest that globally agreed goals do not easily trickle down from the global to the national level. Thus, this article adopts a forward-looking perspective and draws key lessons for the current implementation of the SDGs in developing countries.

- This chapter focuses on the national level and studies interlinkages, institutional integration and policy coherence in the context of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. After defining key terms, the chapter reviews how perspectives on interlinkages have shaped a new discourse, followed by an analysis of the steering effects of the global goals on institutional integration and policy coherence. The chapter finds that some measures have been taken by national governments to advance institutional integration through coordination by central agencies and inter-ministerial exchanges. Growing policy coherence, however, is not clearly observable. Existing barriers in political-administrative systems preventing institutional integration and policy coherence have not vanished with the adoption of the Sustainable Development Goals. Although recent studies have considerably enhanced knowledge on the conceptual understanding of interlinkages, integration and coherence, empirical data about how these concepts play out in practice at national level is still very limited.

- Key messages The Paris Agreement and Agenda 2030 include cross-cutting and ambitious goals, as defined in nationally determined contributions (NDCs) and Sustainable Development Goals (SDGs). Countries are more likely to meet these goals if they enhance policy coherence between the two agendas.An initial analysis identifies the synergies and conflicts between NDC goals and SDGs in six countries – Germany, Kenya, South Africa, Sri Lanka, Sweden and the Philippines – and offers insights on the key barriers and governance challenges to policy coherence.The Agenda 2030 goal to reduce inequality, or SDG 10, conflicts with other goals in all six countries, appearing when governments plan for just energy transitions away from fossil fuels, promote economic growth for poverty alleviation, or enact fuel taxes that open up an urban-rural divide.Institutional measures, such as reducing government fragmentation, can increase policy coherence. But policymakers also must look to the underlying political factors that are at the root of policy incoherence, such as the values, norms and vested interests unique to each country
