- Many residential buildings in Sweden were demolished in the 1960s and 70s, whereas others endured a drawn-out threat of demolition and gradual dilapidation. This article deals with an area of landshövdingehus (a type of tenement) on the Eken and Cedern urban blocks at Södra Gårda in Gothenburg. These tenements have been threatened with demolition for over a half century. The aim is from an actor–structure perspective to examine how the buildings still remain standing. The issues I wish to analyse are why the tenements were originally built here, and how prevailing structures and individual actors have influenced the sequence of events.An actor–structure perspective requires the concepts of actor and structure to be viewed in relationship to each other. An actor always works within certain structural frameworks that partly influence the actor’s behaviour. Yet an actor also possesses independent room for manoeuvre and can, to some degree, affect and alter given structures. The influence of structures on actors can occur on three different levels: regulatory, normative and cognitive. Examples of regulatory structures include laws and regulations, whereas normative structures may take the form of ideologies and values. Structures on a cognitive level influence actors in a more fundamental way, affecting how they perceive and interpret reality. Examples of these structures include frameworks of ideas and categories.The building of Gårda, a manufacturing and working-class community, began in the 1880s, largely as a result of regulatory structures. At the time the area lay within Örgryte landskommun (a now-abolished form of rural district), just outside the Gothenburg city boundary. Because planning regulations did not apply here, developers were free to erect simpler, cheaper buildings than they could in town. The majority of tenements on the Cedern and Eken blocks date from the late 1920s. Later, when the E6 motorway was built through Gothenburg, the entire Eken and Cedern area was earmarked for demolition. In the event only half was torn down in 1980, which is most likely attributable to an individual actor who did not sell their property to the council. The actions of the City Planning Administration over the past half century have been influenced by the prevailing normative structures at any given time. Yet the aim to demolish the buildings has endured, due in part to their outdated standards and location beside the E6 motorway, with its concomitant noise pollution and poor air quality. On the other hand, strong public opinion has been in favour of preserving the buildings. Tenants have written newspaper opinion pieces, given press interviews, produced blogs, invited politicians and council employees into their homes to inspect their personally renovated flats, and have created attention by holding flea markets and festivals. The conservation argument has centred on the idea that one should not demolish cheap flats, which are currently ingreat demand. By skilful operation the tenants have brought the politicians on side, and in March 2018 the City Planning Committee voted by a large majority, despite strong, contrary advice from the City Planning Administration, to draw up a new detailed development plan to save the buildings once and for all
