  • Quantifying socio-economic novelty in fisheries social-ecological systems

    • Socio-economic development has shaped fisheries social-ecological systems (SES) worldwide across different scales. No work has yet undertaken how this development led to novel, not experienced before, systems structure in marine SES. Here, we quantify socio-economic novelty as the degree of dissimilarity relative to a specific spatiotemporal baseline in the Baltic Sea fisheries SES between 1975 and 2015. We used catch by "gears," catch by "commercial groups" and trade ("import" and "export") as respective indicators of novelty at national, regional and international governance levels. We found that socio-economic novelty increased over time nonlinearly in relation to the 1975–1979 baseline. The contribution to total novelty shifted from the dominance of “gears” and “commercial groups” in the late 1990s and early 2000s to “import” and “export” after the mid-2000s, i.e. from national and regional levels to the international level. The fastest increase in novelty occurred with the trade dominance shift, primarily related to monetary value rather than quantity. Spatially, novelty emerged with a large difference across countries, and a major contribution by Sweden, Denmark and Poland. We identified the influence of different management interventions and governance actions on the emergence of novelty in the Baltic SES. The decreasing socio-economic novelty at national and regional levels could indicate reduced variability due to management intervention in recent years which might decrease SES resilience to shocks. Calculating socio-economic novelty and studying its drivers at different scales could provide a better understanding of SES complexity and inform urgently needed adaptation and transformation towards sustainable future pathways.

    • Overfishing of large predatory fish populations has resulted in lasting restructurings of entire marine food webs worldwide, with serious socioeconomic consequences. Fortunately, some degraded ecosystems show signs of recovery. A key challenge for ecosystem management is to anticipate the degree to which recovery is possible. By applying a statistical food-web model, using the Baltic Sea as a case study, we show that under current temperature and salinity conditions, complete recovery of this heavily altered ecosystem will be impossible. Instead, the ecosystem regenerates towards a new ecological baseline. This new baseline is characterized by lower and more variable biomass of cod, the commercially most important fish stock in the Baltic Sea, even under very low exploitation pressure. Furthermore, a socio-economic assessment shows that this signal is amplified at the level of societal costs, owing to increased uncertainty in biomass and reduced consumer surplus. Specifically, the combined economic losses amount to approximately 120 million E per year, which equals half of today's maximum economic yield for the Baltic cod fishery. Our analyses suggest that shifts in ecological and economic baselines can lead to higher economic uncertainty and costs for exploited ecosystems, in particular, under climate change.

    • The first ICES Workshop on DEveloping Integrated AdviCE for Baltic Sea ecosystem-based fisheries management (WKDEICE) had the aim to start identifying and devel-oping ways to include environmental and economic considerations into ICES advice on Baltic Sea fish stocks. The WKDEICE meeting was held in Helsinki, Finland, on18–21 April 2016, with 12 participants from three countries and was chaired by Chris-tian Möllmann (Germany), Rudi Voss (Germany), and Maciej T. Tomczak (Sweden). Focusing on Eastern Baltic cod (subdivisions 25-32), WKDEICE addressed five main topics:1)developing a strategy for integrating environmental and economic infor-mation in fish stock advice;2)conducting an integrated environmental assessment;3)conducting a socio-economic assessment;4)conducting short-term projections informed by environmental and economic conditions; and5)communicating the approach and the results.Eastern Baltic cod has been selected as a case study. The exercise will likely be ex-tended to the baltic clupeid stocks of herring and sprat.A central point of the meeting was to discuss and design a concept of operationalized Integrated Ecosystem Assessment (IEA) including short-term predictions, to be used in advice on the main Baltic Sea fish stocks. The group developed an operational strategy, and started to quantify potentially useful environmental indicators, focusing on hydrographic conditions influencing cod recruitment. Economic short-term fore-casts were established to include the human dimension, and to provide additional quantitative information on fishing options. The suggested integrated advice frame-work will be further developed using simulation modelling during a next meeting in 2017. This meeting will be coordinated with the ICES/HELCOM Working Group on Integrated Assessments of the Baltic Sea (WGIAB) and the Baltic Fisheries Assess-ment Working Group (WGBFAS) to test concepts, apply Management Strategy Eval-uation (MSE) models, and have direct feedback for relevant ICES bodies.

    • Multispecies models have existed in a fisheries context since at least the 1970s, but despite much exploration, advancement, and consideration of multispecies models, there remain limited examples of their operational use in fishery management. Given that species and fleet interactions are inherently multispecies problems and the push towards ecosystem-based fisheries management, the lack of more regular operational use is both surprising and compelling. We identify impediments hampering the regular operational use of multispecies models and provide recommendations to address those impediments. These recommendations are: (1) engage stakeholders and managers early and often; (2) improve messaging and communication about the various uses of multispecies models; (3) move forward with multispecies management under current authorities while exploring more inclusive governance structures and flexible decision-making frameworks for handling tradeoffs; (4) evaluate when a multispecies modelling approach may be more appropriate; (5) tailor the multispecies model to a clearly defined purpose; (6) develop interdisciplinary solutions to promoting multispecies model applications; (7) make guidelines available for multispecies model review and application; and (8) ensure code and models are well documented and reproducible. These recommendations draw from a global assemblage of subject matter experts who participated in a workshop entitled “Multispecies Modeling Applications in Fisheries Management”.

    • Marine ecosystems evolve under many interconnected and area-specific pressures. To fulfil society's intensifying and diversifying needs while ensuring ecologically sustainable development, more effective marine spatial planning and broader-scope management of marine resources is necessary. Integrated ecological–economic fisheries models (IEEFMs) of marine systems are needed to evaluate impacts and sustainability of potential management actions and understand, and anticipate ecological, economic and social dynamics at a range of scales from local to national and regional. To make these models most effective, it is important to determine how model characteristics and methods of communicating results influence the model implementation, the nature of the advice that can be provided and the impact on decisions taken by managers. This article presents a global review and comparative evaluation of 35 IEEFMs applied to marine fisheries and marine ecosystem resources to identify the characteristics that determine their usefulness, effectiveness and implementation. The focus is on fully integrated models that allow for feedbacks between ecological and human processes although not all the models reviewed achieve that. Modellers must invest more time to make models user friendly and to participate in management fora where models and model results can be explained and discussed. Such involvement is beneficial to all parties, leading to improvement of models and more effective implementation of advice, but demands substantial resources which must be built into the governance process. It takes time to develop effective processes for using IEEFMs requiring a long-term commitment to integrating multidisciplinary modelling advice into management decision-making.

    • Objectives: Systemic lupus erythematosus (SLE) is an autoimmune disease with extensive heterogeneity in disease presentation between patients, which is likely due to an underlying molecular diversity. Here, we aimed at elucidating the genetic aetiology of SLE from the immunity pathway level to the single variant level, and stratify patients with SLE into distinguishable molecular subgroups, which could inform treatment choices in SLE. Methods: We undertook a pathway-centred approach, using sequencing of immunological pathway genes. Altogether 1832 candidate genes were analysed in 958 Swedish patients with SLE and 1026 healthy individuals. Aggregate and single variant association testing was performed, and we generated pathway polygenic risk scores (PRS). Results: We identified two main independent pathways involved in SLE susceptibility: T lymphocyte differentiation and innate immunity, characterised by HLA and interferon, respectively. Pathway PRS defined pathways in individual patients, who on average were positive for seven pathways. We found that SLE organ damage was more pronounced in patients positive for the T or B cell receptor signalling pathways. Further, pathway PRS-based clustering allowed stratification of patients into four groups with different risk score profiles. Studying sets of genes with priors for involvement in SLE, we observed an aggregate common variant contribution to SLE at genes previously reported for monogenic SLE as well as at interferonopathy genes. Conclusions: Our results show that pathway risk scores have the potential to stratify patients with SLE beyond clinical manifestations into molecular subsets, which may have implications for clinical follow-up and therapy selection.

    • Sustainable environmental management needs to consider multiple ecological and societal objectives simultaneously while accounting for the many uncertainties arising from natural variability, insufficient knowledge about the system's behaviour leading to diverging model projections, and changing ecosystem. In this paper we demonstrate how a Bayesian network-based decision support model can be used to summarize a large body of research and model projections about potential management alternatives and climate scenarios for the Baltic Sea. We demonstrate how this type of a model can act as an emulator and ensemble, integrating disciplines such as climatology, biogeochemistry, marine and fisheries ecology as well as economics. Further, Bayesian network models include and present the uncertainty related to the predictions, allowing evaluation of the uncertainties, precautionary management, and the explicit consideration of acceptable risk levels. The Baltic Sea example also shows that the two biogeochemical models frequently used in future projections give considerably different predictions. Further, inclusion of parameter uncertainty of the food web model increased uncertainty in the outcomes and reduced the predicted manageability of the system. The model allows simultaneous evaluation of environmental and economic goals, while illustrating the uncertainty of predictions, providing a more holistic view of the management problem.

  • Ecological-Economic Fisheries Management Advice—Quantification of Potential Benefits for the Case of the Eastern Baltic COD Fishery

    • Fishing is a social and economic activity, and consequently socio-economic considerations are important for resource management. While this is acknowledged in the theory of Ecosystem-Based Management (EBM) and its sector-specific development Ecosystem-Based Fisheries Management (EBFM), currently applied fishery management objectives often ignore economic considerations. Year-to-year management, however, implicitly responds to short-term economic interests, and consequently, regularly resorts to tactical short-term rather than strategic long-term decisions. The aim of this article is to introduce a new way of estimating management advice referred to as an “ecologically-constrained Maximum Economic Yield” (eMEY) strategy, which takes into account ecological criteria as well as short- to medium-term economic costs. We further illustrate what net cost reductions per year are possible applying the eMEY strategy compared with the existing way of setting total allowable catches (TACs). The eMEY approach aims at maximizing the economic benefits for the fishery as well as society (consumers), while safeguarding precautionary stock sizes. Using an age-structured optimization model parameterized for the Eastern Baltic cod case study, we find that application of eMEY advice results in more stability in catch advice. Quantification and visualization of the costs of deviating from eMEY advice offers a transparent basis for evaluating decision-making outcomes. The costs of overfishing are mainly borne by the commercial fishery, while fishing less than optimal is particularly costly for the processing industry and consumers. To foster the uptake of our eMEY approach in current advice given by the International Council for the Exploration of the Sea (ICES) and the EU fishery management system, we suggest an easy-to-implement scheme of providing integrated advice, also accounting for economic considerations.
