Are local fisheries important for marine tourism? A case study of the Swedish fishing village Träslövsläge

- Coastal fishing fleets are declining in many parts of Europe. In Sweden, this has left many traditional fishing harbours with no or very few active fishers. This might have effects on the marine tourism industry where the existence of commercial fishing is part of the visitors’ tourism experience. In this paper in-depth interviews with local representatives for the tourism sector are combined with a questionnaire to 647 tourists visiting the Swedish harbour of Träslövsläge in 2020. A travel-cost analysis shows that tourists value the existence of fishing vessels to about 9 percent of the total value of the visit, while fishing architecture and a harbour with active commercial fisheries are lower valued. The importance of the fishing attributes varies substantially among tourists. From the interviews it can be concluded that the fishery is important for characterizing the village, but that the tourism experience also needs other activities such as restaurants.

- Den svenska fiskeflottan har krympt under lång tid och idag har mångafiskelägen endast ett fåtal fiskefartyg kvar. Även om yrkesfisket är enliten näring kan förlusten av fisket innebära att viktiga värden för lokalsamhället går förlorade. Ett sådant är att fisket lockar turister till hamnen. I den här rapporten analyseras fiskets betydelse för turismen isvenska fiskesamhällen. Detta görs genom två fallstudier; Träslövslägei Varbergs kommun och Skillinge i Simrishamns kommun. Syftet medstudien är att se hur turistnäringen och besökare i hamnen ser på yrkesfiskets roll för turismen i de två samhällena och vilka egenskaper i hamnarna som är viktiga ur turismsynpunkt. I studien kombineras kvalitativa intervjuer av nyckelpersoner inom turismnäringen (både privataoch offentliganställda) med kvantitativa enkätundersökningar riktadetill turister i respektive hamn.Båda samhällena är traditionella fiskelägen där hamnen och fisket fortfarande är en central del av samhällets identitet och turistupplevelsen.Genom enkäterna framkom att fiskerelaterade attribut som fartyg, fiskebodar och aktiva fiskare är viktiga för många av de turister som valtatt besöka hamnen i båda samhällena. Det finns emellertid även en storgrupp turister som inte bryr sig om dessa värden. Även intervjuer medföreträdare för turistsektorn visar en splittrad bild där vissa ser fisketsom en garant för en genuin upplevelse medan andra menar att det gåratt utveckla attraktiva alternativ till fisket för att locka turister. En viktigslutsats från studien är att fisket lockar turister men behöver draghjälpav aktiviteter som exempelvis restaurang, försäljning, vattensport, elleren glasskiosk. Totalupplevelsen i hamnen är viktig och består av enkombination av estetisk och känslomässig upplevelse (genuinitet)kopplat till möjliga aktiviteter.I Träslövsläge genomfördes en så kallad reskostnadsundersökning föratt beräkna hur stort värde (mätt i kronor) turisterna upplevde att fisketbidrog med för deras besök i hamnen. De som deltog angav att de tänktebesöka Träslövsläge i genomsnitt elva gånger under 2020. Om hamneninte hade haft fiskerelaterade attribut hade de minskat antalet besök med cirka två per år. Det beräknade värdet för turisten uppgår till 341kr per person och besök. Utan fiskebåtar i hamnen skulle värdet minskamed 36 kr (11 procent) och utan aktiva yrkesfiskare med 22 kr (7 procent) per person och besök.Kopplingen mellan yrkesfiske och turism är komplex och de resultatsom framkommit i studien är begränsade till de hamnar som studeratsoch de turister som aktivt valt att besöka de studerade hamnarna i ställetför att åka någon annan stans. Men för de valda fallen visar resultatenatt yrkesfisket bidrar med ett värde för turistsektorn som riskerar att gåförlorat om fisket försvinner från hamnarna.

Local attitudes towards management measures for the co-existence of seals and coastal fishery - A Swedish case study

- Marine mammals and coastal fisheries are two features commonly associated with thriving marine environments, but it is also a case of wildlife impact on human interests. This paper analyses the seal-fisheries encounter in a Swedish Baltic Sea fishery. The problem concerns seals eating fish from the fishing gear which causes considerable economic losses to small-scale fishermen. This mixed-method study addresses local attitudes towards management measures that might be introduced. A questionnaire was sent to all households in three traditional fishing villages and interviews were conducted with local stakeholders. The results show a consensus that something needs to be done or the local fishery cannot continue. Economic compensation for lost catches is viewed as a short-term strategy, while investment subsidies for seal-proof gear are considered positive but problematic due to low efficiency of the new gear. The management measure viewed as most positive in the local context is hunting. In general, a more active management is perceived as urgent for the survival of the small-scale coastal fishery in the studied area.

Does fishery activity affect local tourism? Evidence from Denmark

- Fishery and tourism coexist in many harbors. Active fishing vessels may attract tourists, which may also provide income to hotels and restaurants. This paper analyzes whether fisheries affect tourism by investigating the effect of the presence of active vessels on overnight stays in coastal areas of Denmark. The analysis is based on monthly panel data from 2016 to 2021 divided into postal code areas. Estimating a double logarithmic model accounting for fixed effects, it is found that when the number of fishing vessels belonging to a harbor in a postal code area increases by 1%, overnight stays in the same area increase by 0.11%, and when the number of fishing vessels landing in an area increases by 1%, overnight stays increase by 0.08%. Our results suggest that tourism is significantly positively affected by having active fishing vessels landing in local harbors. This implies that by considering the interactive effects of fisheries and tourism when designing fisheries policy, society might attain economic gains, potentially resulting in a larger fleet than what would be optimal solely from a fisheries perspective.

- Det finns en uttalad politisk vilja att stödja det lokala fisket i Sverige. Ett skäl till detta är att levande fiskehamnar kan locka turister till kustnära samhällen. I denna studie analyserar vi kopplingen mellanyrkesfiske och antalet gästnätter på hotell, vandrarhem och stugbyar.* Vi finner att antalet gästnätter är högre i kustkommuner med mer yrkesfiske.* Vi finner däremot inte stöd för att yrkesfisket genererar fler gästnätter. Detta gäller både fiske generellt och småskaligt fiske.* Även om det inte går att säga att yrkesfiske generellt lockar turister, kan fisket vara viktigt för turismen ienskilda kommuner.

- Local commercial fishing is often claimed to attract tourists to coastal communities. We investigate the impact of local fishing on tourism demand, measured as overnight stays, in Sweden. Using municipal-level data for the period 1998–2015, we perform a quantitative analysis using ordinary least squares (OLS) as well as panel-data methods that take unobserved heterogeneity between municipalities into account. A statistically significant positive relationship is found between fishing and overnight stays when OLS is used as the estimation method. The relationship is also found to be stronger on the west and south coasts of Sweden, regions where the fishing cultural heritage is particularly recognized. However, when using panel-data methods that introduce fixed effects for municipalities, we are not able to find a stable significant relationship between fishing and tourism. We therefore find it difficult to claim that fishing promotes tourism, at least when tourism is measured as overnight stays.
