    • In this paper the Swedish municipal housing companies (MHCs) will be approached from a sociological perspective with a special focus on their activities to increase safety, in relation to their social obligations and market conditions. In recent decades, the traditional role of MHCs on the housing market has changed, partly due to the fact that they have been ascribed new functions, partly as a result of new financial market conditions. While financial sustainability or return has become increasingly important for these companies, their social responsibility has been abolished or re-interpreted. To work for increased safety in exposed residential areas is at the same time a recent re-formulation of the ‘social’ dimension and a new tool to increase the demand for dwellings in these blocks of flats. This paper will try to illuminate and analyze how social, economic and safety goals of the MHCs are interrelated and intertwined in the management of three residential areas in the city of Gothenburg. Data on safety strategies and discourses have been gathered within the framework of an interdisciplinary research project, “Public Housing and Local Safety”, through documents, observations and interviews with officials within MHCs, the city administration, and tenants. The analysis focuses on how the claimed reasons for safety work and its outcomes are related to social and economic goals of the MHCs. Discourse analytic as well as critical realistic thinking and economic sociology will be applied.

    • The purpose of this article is to make a preliminary analysis of the Municipal Housing Company (MHC) Gårdstensbostäder’s struggle to transform a disadvantaged district of Gårdsten in the city of Göteborg, Sweden. We analyse data gathered from interviews and documents. The analytical frame is mainly inspired by Pierre Bourdieu’s concepts of field, capital and symbolic violence. The situation of Gårdstensbostäder is special. On the one hand, the company has a commission to develop the district of Gårdsten. On the other hand, it only administers and lets dwellings in this single district. The fate of the company is, therefore, intimately related to the development of Gårdsten. The company does much to promote the local community. It refuses, however, to provide new housing for people on welfare. The direction taken by Gårdstensbostäder implies a deflection of an important aspect of its responsibility for vulnerable groups on the housing market. This development can only be understood in relation to the city’s interest of improving its position in the field of transnational city regions and the MHC’s interest of conserving its dominant position in the field of housing companies. It is too early to say with any certainty whether this is the path other MHCs will embark upon.

    • Is the refashioning of the municipal housing companies (MHCs) the beginning of the end of public housing in Sweden? In terms of social responsibility, how is one to understand the new direction of these companies? The purpose of this paper is to make a preliminary analysis of the new role and direction of the municipal housing companies in Göteborg, in particular in the district of Greenhill. We analyze data gathered from interviews and documents. The empirical material was collected within a research project in progress, which looks at public housing and safety in three stigmatized districts of Göteborg. The analysis is mainly inspired by Pierre Bourdieu’s concepts of field, habitus and capital. The new role of the municipal housing companies is viewed as a reproduction strategy, aimed at maintaining a dominant position in the field of rental housing companies. The strategy has evolved in a situation where the former financial privileges of public housing have been revoked, and the municipal housing companies, to an increasing extent, are forced to attain great economic strength. The situation of Greenhill Dwellings, a local municipal housing company, is somewhat special. In contrast to other municipal housing companies, they only administer and let dwellings in one single district – Greenhill. The fate of Greenhill Dwellings is, therefore, intimately related to the development of Greenhill. The Greenhill Dwellings do much to promote the local community. They refuse, however, to provide new housing for people on welfare. Moreover, when a child of a tenant commits a crime, their policy is to evict the family. The direction taken by Greenhill Dwellings implies, among all, a deflection of their responsibility for vulnerable groups on the housing market. It is too early to say with any certainty whether this is the path other MHCs will embark upon. If they do, they risk to liquidate themselves, since this kind of social responsibility is a constituent element of the MHCs.
