- Projektet Kommunikation och beslut i kommunalt säkerhetsarbete (KOBS) har bedrivits under åren 2007-2009 och består av två delstudier riktade mot olika forskningsområden. Den ena delstudien behandlar frågor om kommunikativa processer i kommunalt säkerhetsarbetet. Den andra delstudien följer forskningsmässigt hur idéer om säkerhetsarbete sprids till politiska beslutsprocesser på kommunal nivå. Rapporten redovisar resultatet av studierna och belyser teoretisk och empiriskt betydelsen av kommunikationens organisering och meningskapandet i den kommunala organisationen. Resultaten belyser även hur det webbaserade informationssystemet IDA (indikatorer, data och analys för skydd mot olyckor) och lagen ”Lag om skydd mot olyckor” påverkat institutionaliseringen och diffusionen av idéer om skydds- och säkerhetsarbete i kommunerna. Studien är genomförd på uppdrag av dåvarande Statens Räddningsverk, numera Myndigheten för samhällsskydd och beredskap. Vår ambition har varit att belysa hur kunskap och idéer används och sprids inom de organisationer som hanterar kommunalt säkerhetsarbete inom ramen för Lagen om skydd mot olyckor.

Kommunikation och politiska frågor i det kommunala skydds- och säkerhetsarbetet : Halvtidsrapport inom KOBS-projektet

- Statens Räddningsverk utvecklar under åren 2007-2008 ett nytt webbaserat informationssystem:Indikatorer, data och analys för skydd mot olyckor (IDA). I samband med IDA formulerades uppdraget att belysa uppföljningens och utvärderingens roll för den fortsatta verksamheten i kommunerna avseende kommunikation och beslut om skyddet mot olyckor. Projektet Kommunikation och beslut i kommunalt säkerhetsarbete (KOBS) skall bedrivas under åren 2007-2009 och består av två delstudier riktade mot olika forskningsområden. Den ena delstudien kom att behandla frågor om kommunikativa processer i kommunalt säkerhetsarbetet. Den andra delstudien kom att studera hur idéer om säkerhetsarbete sprids till politiska beslutsprocesser på kommunal nivå. Rapporten redovisar resultatet av den första datainsamlingen under sommaren och hösten 2007 inom båda delstudierna och beskriver förhållandena innan IDA-systemet helt infördes och togs i bruk. Studien har en kvasiexperimentell design. Fem IDA-pilotkommuner/kommunalförbund har valts ut och för att möjliggöra analyser har en jämförelsegrupp av fem matchade kommuner/kommunalförbund skapats. Metoder utgör intervjuer, bild- och ljudinspelning av diskussionsforum och dokumentanalys. Resultaten av delstudie 1 visar att en kommunikativ infrastruktur med ett relativt likartat utseende har utvecklats i kommunerna. Den består främst av att: A) Ansvaret för uppdraget är politiskt och kommunfullmäktige är det definitiva beslutsforumet. B) Ansvaret för skrivandet av handlingsprogrammet är delegerat till en professionell tjänsteman som ofta är direkt underordnad kommunstyrelsen. C) Då kommunen ingår i en förbundsbildning tar förbundet oftast ansvar för LSO-handlingsprogrammet för räddningstjänst. D) Det finns oftast en lägre hierarkiskt inordnad politisk nämnd eller styrgrupp i kommunen som gör prioriteringar. E) Riskhanteringsgrupper finns i de flesta kommuner och dessa ingår aktivt i handlingsprogramsarbetet LSO. Inom LSO-området arbetar man tydligt förvaltningsövergripande medan det sektorsövergripande blir mera tydligt inom området extraordinära händelser. De nya områdena som tagits in i handlingsprogrammen är främst natur-, klimat- och miljöfrågor. Delstudie 2 undersöker om och i sådana fall hur de frågor som rör kommunalt skydds- och säkerhetsarbete diskuteras på den kommunpolitiska nivån. Protokoll från kommunfullmäktige och kommunstyrelsen i sju kommuner har studerats under tidsperioden januari 2006 - juni 2007 utifrån sexton sökord/nyckelbegrepp. Det kommunala säkerhetsarbetet blir främst en fråga för kommunfullmäktige/-styrelsen när lagar och förordningar kräver det. Krisledning och räddningstjänsternas organisering, budget och reglementen är frekvent förekommande i protokollen, liksom beslut att utse och entlediga ledamöter. Ett par frågor sprids också framgångsrikt via diffusion – trafiksäkerhet och trygghet för äldre. Trafiksäkerheten dominerar det politiska säkerhetsarbetet i kommunerna. Samtliga kommuner diskuterar också en typ av hjälp i hemmet för äldre, kallad ”Fixar-Malte”. Malte beskrivs minska antalet fallolyckor bland äldre och öka deras trygghet. Äldre och barn förekommer frekvent i det kommunala säkerhetsarbetet. Även kvinnors säkerhet diskuteras vid något tillfälle i fem kommuner, medan politikers säkerhet behandlas i tre kommuner. Det kommunala skyddsarbetet handlar främst om natur- och miljöskydd. Hur explicit natur- och miljöskyddet involverar den kommunala räddningstjänsten varierar dock.

Explorations of a Sex Therapy Question in Feminism : Feminist Interventions in Sex Therapy

- This study aims to investigate the consequences for feminist sex therapy that it is promoted as an alternative to a mainstream approach. Analytically I focus on the relation between normativity, claims to knowledge and professional legitimacy. I study sex therapeutic academic texts, and the material is approached through a framework developed by combining Donna Haraway’s concept of situated knowledges with elements from Karen Barad’s agential realismMy analysis starts in feminist sex therapists’ criticism of how masculine norms in mainstream sex therapy lead to a flawed theory of sexual matters. Feminist sex therapists, however, allege that it is specifically feminist norms that grant a more complete theory of sex and sexual problems within feminist alternatives in sex therapy. To that effect, feminists discern sexual problems in relation to the impact a patriarchal society has on particularly women’s sexualities, and treatment is articulated as seeking to liberate women from constraints associated with gendered social positions.In mainstream sex therapy, allegedly value-neutral insights into human physiology are called upon for the establishment of professional legitimacy. Nevertheless, normative investments are relied upon implicitly to discern sexual problems and sexual well-being with the consequence that sexual problems are understood as conditions that interfere with the ability to have sex, largely equated with coitus, and with the motivation to form coupled sexual relations. By alleviating sexual problems, these abilities and motivations are allegedly restored in the form of natural, already present, capacities for sexual functioning. Comparing my analysis to feminist critiques, I argue that the latter have not fully theorized the significance of normative investments, and have left unchallenged assumptions in mainstream therapy that enable a restorative and liberationist construal of sex therapy’s objective.Although feminist alternatives contain a markedly different theorization of sexual problems, they have retained, from the mainstream approach, the notion that sex therapy seeks to liberate its clients. This notion stands in conflict with feminist theorizations of sexual problems, and in my conclusion I argue that feminist sex therapy would benefit from abandoning its liberationist element.

Jeans - blå byxor och drömmar i denim : en studie av aktörer på jeansmarknaden och skapandet av symbolvärden

- The blue denim trousers called jeans are extremely common. They are worn by men and women, for different occasions, in most countries. Jeans can be casual or high fashion, cheap or expensive and mean a lot of different things for their users. In this paper we focus on the shaping of jeans as a commodity, and as carriers of symbolic values. We try to map different actors involved in the production of jeans, to show how they influence and try to organize the market for jeans. Following a pair of jeans through the production chain we investigate which organizations pay an interest to jeans at different stages and what aspects of the commodity they are interested in. Influential actors might be classified into four groups: producers, regulators/supervisors, lobbyists and consumers. These actor groups all try to form the jeans market according to their interests. Our analysis shows that they sometimes act in unpredictable ways and also form alliances trying to influence mainly potential buyers and denim producers but also the symbolic value of specific jeans brands. Looking closer at the symbolic values of jeans, male elite consumers and (mostly male) designers and branded retailers, but also environmental labeling and fair trade organizations, seems to have impact on the economic and symbolic value of jeans.

- To make domestic services like maids and nannies less expensive, thereby increasing the legal market for companies offering such services, tax deduction has been on the right-wing feminist/political agenda in Sweden for almost fifteen years. On the 1st of July 2007, after a successful lobby campaign, such a reform was implemented. This paper, based on interviews with actors involved in promoting the reform, describes how the law permitting tax deduction finally passed and how the market for domestic services developed the years before and after the reform. The protagonists’ arguments for the importance of tax deduction for the survival and expansion of the market are also described. Their main arguments were: a) that the tax deduction would encourage people to buy these services from legal companies instead of using illegal workers, b) that many unemployed could be offered a legal job in the sector, and c) that the equality between men and women in work life would increase when women got rid of some of their family responsibilities. Our analysis shows that by framing the question differently in different situations, the reform protagonists managed to avoid some of the conflicts regarding gender equality, working conditions, competence, immigration/ethnicity and social class inherent in their arguments. These value conflicts are outlined in the papers final section. By integrating sociological theories on intersectionality with theories on the organization of markets, we analyze the value conflicts and also discuss why the reform antagonists (left-wing politicians, feminists and parts of the trade unions) failed to organize their resistance.

I omsorgens namn : Tre diskurser om äldreomsorg

- The aim of this study is to describe and analyse three different discourses on elderly care, as they emerge in statements from care staff and research. Each discourse centres on a sign, or pair of signs: care, education/professional competence, and the elderly/ageing. Drawing its main inspiration from Laclau and Mouffe, and Foucault, the analysis is made with regard to how the discourses are constructed, what they include and exclude. The discourse on care interconnects family, homeliness and mutuality. Empathy, a good attitude, family ideals endow elderly care with distinctly feminine connotations. Theoretical concepts such as rationality of care and an almost exclusive research focus on women’s work have tended to construct the same nexus. Unknowingly, or sometimes despite intentions, the discourse in this way reproduces conservative gender roles. A discourse on ‘anti-care’, exemplified by disorganisation and incompetent management, is also created and invested with responsibility for shortcomings. The discourse on education and professional competence centres on claims to medical and executive tasks by nurses, the struggle against deprofessionalisation of assistant nurses, and the attempt of nurse aids to resist categorisation as ‘anybody’. Education/training are considered important to raise work status, but also leading to an instrumental attitude and distance from the core of the occupation – care. The discourse on the elderly and ageing characterises them as lonely and depressed. Also being violent and ungrateful, their behaviour undermine the notion of mutuality. Social interaction and outdoor walks are presented as means to improve their situation. Fundamental to the discourse is an ambiguous approach to ageing as both natural and something to be deferred. Ageing is further presented as decivilisation process, in which gradual loss of control over the body is also a loss of human-ness. The body is, paradoxically, what both defines and disqualifies the elderly as fully human. The depersonalising and biographing procedures of elderly care, sequential but overlapping, display its proximity to Goffman’s total institution and Foucault’s panopticon. Conversation plays an important disciplinary part in encouraging the elderly to want to do right, i.e., be socially active, and avoid amoral or asocial habits like drink, sex or solitude.
