    • The increasing use of Artificial Intelligence (AI) for making decisions in public affairs has sparked a lively debate on the benefits and potential harms of self-learning technologies, ranging from the hopes of fully informed and objectively taken decisions to fear for the destruction of mankind. To prevent the negative outcomes and to achieve accountable systems, many have argued that we need to open up the "black box" of AI decision-making and make it more transparent. Whereas this debate has primarily focused on how transparency can secure high-quality, fair, and reliable decisions, far less attention has been devoted to the role of transparency when it comes to how the general public come to perceive AI decision-making as legitimate and worthy of acceptance. Since relying on coercion is not only normatively problematic but also costly and highly inefficient, perceived legitimacy is fundamental to the democratic system. This paper discusses how transparency in and about AI decision-making can affect the public's perception of the legitimacy of decisions and decision-makers and produce a framework for analyzing these questions. We argue that a limited form of transparency that focuses on providing justifications for decisions has the potential to provide sufficient ground for perceived legitimacy without producing the harms full transparency would bring.

  • Implicit Values in the Recent Carbon Nanotube Debate

    • Carbon nanotubes (CNTs) are one of the first examples of nanotechnology, with a history of promising uses and high expectations. This paper uses the recent debate over their future to explore both ethical and value-laden statements which unsettle the notion of CNTs as a value-free nanotechnology and their regulation as purely a technical affair. A point of departure is made with the inclusion of CNTs on the Substitute-It-Now list by the Swedish NGO ChemSec, an assessment process that anticipates and complements the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) regulation in Europe. An argument map is constructed to illustrate the core contention in the debate—should CNTs be substituted or not—which follows from a systematic literature review and content analysis of sampled journal articles. Nine arguments are articulated that bolster one of two camps: the pro-substitution camp or the contra-substitution camp. Beneath these arguments are a set of three implicit values that animate these two camps in prescribing competing interventions to resolve the dispute: (i) environmental protection and human safety, (ii) good science, and (iii) technological progress. This leads to a discussion around the regulatory problem of safeguarding conflicting values in decision-making under sustained scientific uncertainty. Finally, the study suggests further empirical work on specific nanomaterials in a pivot away from the abstract, promissory nature of nanotechnology and other emerging technologies in science, technology, and innovation policy. The examination of ethics and values is useful for mapping controversies in science and technology studies of regulation, even amongst experts in cognate research fields like nanomedicine and nanotoxicology.

  • Trustworthy AI in the public sector: An empirical analysis of a Swedish labor market decision-support system

    • This paper investigates the deployment of Artificial Intelligence (AI) in the Swedish Public Employment Service (PES), focusing on the concept of trustworthy AI in public decision-making. Despite Sweden’s advanced digitalization efforts and the widespread application of AI in the public sector, our study reveals significant gaps between theoretical ambitions and practical outcomes, particularly in the context of AI’s trustworthiness. We employ a robust theoretical framework comprising Institutional Theory, the Resource-Based View (RBV), and Ambidexterity Theory, to analyze the challenges and discrepancies in AI implementation within PES. Our analysis shows that while AI promises enhanced decision-making efficiency, the reality is marred by issues of transparency, interpretability, and stakeholder engagement. The opacity of the neural network used by the agency to assess jobseekers’ need for support and the lack of comprehensive technical understanding among PES management contribute to the challenges in achieving transparent and interpretable AI systems. Economic pressures for efficiency often overshadow the need for ethical considerations and stakeholder involvement, leading to decisions that may not be in the best interest of jobseekers. We propose recommendations for enhancing AI’s trustworthiness in public services, emphasizing the importance of stakeholder engagement, particularly involving jobseekers in the decision-making process. Our study advocates for a more nuanced balance between the use of advanced AI technologies and the leveraging of internal resources such as skilled personnel and organizational knowledge. We also highlight the need for improved AI literacy among both management and personnel to effectively navigate AI’s integration into public decision-making processes. Our findings contribute to the ongoing debate on trustworthy AI, offering a detailed case study that bridges the gap between theoretical exploration and practical application. By scrutinizing the AI implementation in the Swedish PES, we provide valuable insights and guidelines for other public sector organizations grappling with the integration of AI into their decision-making processes.

    • In recent years, a growing discussion about how we should design our cities has emerged, particularly for the more controversial modes of design such as “defensive,” “hostile,” or “disciplinary” architecture (i.e., benches on which one cannot sleep, or metal studs on which one cannot skate). Although this debate is relatively mature, many studies have argued that these design notions are undertheorized and are, thus, challenging to study from an empirical and normative perspective. In this paper, I will define the most common terms used in the literature and show how they are interconnected by utilizing a set of “conditions of adequacy” from philosophy to facilitate a more transparent and well-grounded discussion of them. Terms such as “hostile” and “defensive” design are underlined by several different phenomena, not just one as is sometimes commonly assumed. I will also show that these phenomena and their conceptualizations require—and sometimes force us to use—different moral reasons when justifying the utilization of different designs.

  • Defining “Social Sustainability”: Towards a Sustainable Solution to the Conceptual Confusion

    • The interest in "social sustainability" has recently increased in the field of urban development. We want societies, cities, and neighborhoods to be economically and environmentally sustainable, but we also want urban areas that are safe, diverse, walkable, and relaxing, just to mention a few examples. Strikingly, however, there is no consensus regarding what definition of "social sustainability" should be employed. Additionally, some people are skeptical about the prospect of finding a useful definition at all and claim it is impossible to satisfactorily define the concept for various reasons, such as its complexity. A potential first step towards navigating this conceptual maze is to provide desiderata for a definition of social sustainability. We defend a list of nine desiderata and thereby create a theoretical framework for analyzing and constructing a definition of "social sustainability". We also examine the skeptical arguments and find that it is premature to conclude that the goal of finding a useful definition is hopeless. With the criteria in place, the future debate can proceed by assessing definitions of "social sustainability" in a more structured and transparent manner. This activity is of upmost importance if we want to create just cities.

  • Exploring the measurement of political trust: A multilevel observational analysis of six Swedish public agencies

    • Political trust is a well-used construct and serves both as an explanation and an outcome in the social sciences. Considering the importance of the construct,relatively little attention has been allocated to its measurement. While the existing literature on the measurement of political trust focuses on either developing and validating new scales, or scaling and equivalence assessment of the more general measures, this article contributes by analysing the contents of the widely used survey items of political trust. Put differently, what is in a typical political trust measure? The analysis uses relevant observational data from Sweden (n = 1760)with repeated questions over six public agencies, where the typically used trust measurement is regressed on theoretically motivated psychological antecedents of trust using a hierarchical heteroskedastic ordered probit model. Results imply that the typical trust measurement contains traces of perceived competence and less so perceived motivation. The results also suggest that political actor sdo carry meaning beyond the trust construct, influencing both the location and scale of the response distribution.

  • "Hostile architecture" and its confederates: A conceptual framework for how we should perceive our cities and the objects in them

    • In recent years “hostile architecture” or designs (also called “disciplinary architecture” and “defensive architecture”) has become an ever more common feature of our cities. Examples of these designs are benches you cannot sleep on, spikes you cannot stand on, and metal plugs you cannot skate on. These designs have created an outrage among activists and the general population since they have largely been conceived as an attack on the worst-off and there is an increasing academic body of work mostly looking into their design features, the motivations behind them, but also whether and under what condition they should be used. Although progress has been made on the issue of these forms of architecture/designs, no clear definitions currently exist for “hostile architecture,” (etc.) and their related concepts, which are especially concerned with their respective environments, such as a “hostile environment.” As a result, there has been no clear discussion of how these concepts relate to each other and also to morally permissible and impermissible actions, which many times lead the discussion astray. In this paper I try to amend this by defining the central concepts, as well as showing how they relate to each other and morally permissible and impermissible actions.

  • Integrating Large Language Models into Higher Education: Guidelines for Effective Implementation

    • The emergence of large language models (LLMs), such as OpenAI’s GPT-4, introduces transformative opportunities for higher education across various disciplines. While the integration of LLMs into higher education has sparked significant debate regarding whether to fully incorporate these systems into curricula or restrict their use, this paper contends that there has been an inadequate focus on the process of establishing suitable guidelines for their usage. Given the importance of stakeholder buy in, especially in terms of perceiving the final decision as legitimate, this paper advocates for transparent and inclusive procedures that involve faculty, administration, and students during the integration process. Once a decision is made, clear justifications for LLM guidelines should be provided, paired with an effective implementation strategy, to ensure widespread acceptance and adherence.
