- This book advances critical discussions about what coloniality, decoloniality and decolonization mean and imply in the Nordic region. It brings together analysis of complex realities from the perspectives of the Nordic peoples, a region that are often overlooked in current research, and explores the processes of decolonization that are taking place in this region. The book offers a variety of perspectives that engage with issues such as Islamic feminism and the progressive left; racialization and agency among Muslim youths; indigenizing distance language education for Sami; extractivism and resistance among the Sami; the Nordic international development endeavour through education; Swedish TV-reporting on Venezuela; creolizing subjectivities across Roma and non-Roma worlds and hierarchies; and the whitewashing and sanitization of decoloniality in the Nordic region. As such, this book extends much of the productive dialogue that has recently occurred internationally in decolonial thinking but also in the areas of critical race theory, whiteness studies, and postcolonial studies to concrete and critical problems in the Nordic region. This should make the book of considerable interest to scholars of history of ideas, anthropology, sociology, cultural studies, postcolonial studies, international development studies, legal sociology and (intercultural) philosophy with an interest in coloniality and decolonial social change.

- This paper sets out to explore the preconditions for trust formation using a comparative approach. It takes an empirical point of departure, in two longitudinal and ethnographically inspired studies in the differing contexts of Sweden and Tanzania. The comparison reveals many similarities between the contexts with regard to the influence of informal institutions, as well as the significance of categories in trust formation. Perhaps surprisingly, trust and co-operation are not as low as could be expected in Tanzania, given the inadequate formal institutional environment, but instead, the greater need for co-operation evoked entrepreneurial initiatives that enabled the creation of trust. While the Swedish small-business owners could afford their ‘tribalism’, Tanzanians created trust in an entrepreneurial way. The importance of interventions to understand the local institutional framework is highlighted and it is argued that arranging business training, or similar events, is a fruitful way to facilitate the trust creation process in development contexts.

Retirement Return Migration from Sweden

- This study deals with return migration among immigrants in Sweden who are between 51 and 80 years old. An important question regards the impact of retirement on return migration. Some circumstances connected to the withdrawal from the labour market suggest an increased propensity to return, such as the transition from a wage income to a pension, which weakens the link between place of residence and income. In addition, patterns of return migration at the end of working life may indicate whether or not temporary migration is a planned strategy. It is found that when reaching the age of 65, the legal retirement age in Sweden, the probability of return migration increases, in particular for men. The effect of retirement is immediate; the probability of return migration declines again beyond the age of 65, indicating a conscious plan to return to the home country when the labour market career is over. Furthermore, immigrants who receive early retirement compensation have a considerably higher probability of return migration compared to those who are not retired. These clear “retirement effects” show that return migration can be an important ingredient in the welfare optimization strategies of migrants. When it comes to income selectivity, the analysis shows that there is a positive selection, something that is expected when migrants are target savers with a temporary migration strategy.

- In this chapter Branka Likić-Brborić addresses the emerging global governance of migration. She scrutinizes the structuring of human and labour rights discourses and contingencies for their institutionalisation and implementation by discussing their prospects for the promotion of global social justice. Issues of accountability and contingencies for the implementation of labour and human rights as migrants’ rights are discussed in the wider context of the existing global governance architecture. The chapter questions assumptions that setting up a workable model for codification and institutionalisation of labour standards, human rights and migrants’ rights could be left to a currently asymmetric global governance regime or to a variety of codes of corporate social responsibility. Global and regional trade union confederations and other civil society organizations have an essential role in repositioning a rights-based approach to migration, labour standards and development onto the terrain of a just globalisation.

Åtstramningspolitik och högerpopulism har fått bred förankring i partipolitiken. Samtidigt uppstår motrörelser, där civilsamhälleliga aktörer kräver en fördjupad demokrati och social rättvisa. Vi står inför ett skifte. Kommer en nyliberal ekonomisk politik att smälta samman med en auktoritär, rasistisk populism? Eller är de nya rörelserna en öppning mot ett mer inkluderande, jämlikt och rättvist samhälle, där visionen för framtiden byggs på hopp och optimism — inte rädsla och hot?

- This article investigates the announced refusal to answer asa form of dispreferred and challenging response in broadcastpolitical interviews. The aim is to study how the rightnessand wrongness of conduct is dealt with in situations of announcedrefusal. More specifically, the paper focuses on: (1) announcedrefusal as a particular type of conduct; (2) the orientationto norms and accountability in situations of announced refusal;(3) how the legitimacy of politics and journalism is negotiatedin broadcast interviews. The data consist of 23 cases from Swedishelection campaigns, and the analysis is based on ConversationAnalysis, focusing on how the participants treat themselvesand others as normatively accountable. The study indicates thatthe politicians understand themselves as accountable and avoidhostile actions in the interviews. Their refusals are designedmainly to be understood as appropriate distancing actions withoutexplicitly complaining about the interviewers’ conduct.

- In many countries, current research policy is dominated by managerialism and excellence, manifesting the aim of making universities into national strategic assets in the globally competitive knowledge economy. This article discusses these policy trends and their mirror in recent developments in public funding for academic research, with special attention to Sweden. A review of the language in three consecutive Swedish governmental research bills from the past 10 years shows a clear policy shift towards the promotion of excellence and strategic priority on the level of higher education institutions. Reforms to the funding system, especially the launch of specific strategic excellence funding programmes, are introduced to put the policy in practice. While the policy shift itself might be discursive, the changes to the funding system clearly show a determination on behalf of the Swedish government to increase strategic profiling and the pursuit of excellence in research on behalf of universities. © 2012 Copyright Taylor and Francis Group, LLC.

- The aim of the Swedish Quality Handbook Project is to help Swedish libraries in all parts of the public sector to start conducting systematic quality management, by utilizing performance indicators. The project is intended to serve as a springboard for libraries interested in engaging in quality development. The cooperation is based on the collection of data for the twelve indicators over a period of three years and a comparison of the results over time and with those of other libraries. The most important outcome from the project is that it has led 50 Swedish libraries to start performing systematic quality management. The project is run by The Special Interest Group for Quality Management and Statistics within the Swedish Library Association, which plays an active role in encouraging Swedish libraries to engage in quality development and evaluation.

- During the development of research to compare the processes and impact of inclusive education in Sweden with results obtained from a study undertaken in Ireland, a pilot study was conducted and documented. The pilot study had three aims: (1) to gather data to provide guidance for a substantive study adapted to Swedish conditions through modification of Irish research procedures and instruments, (2) to critically interrogate how we as researchers could most effectively conduct a pilot study utilizing observational and video-recorded data, and (3) to use the Irish theoretical model as a tool of analysis for studying inclusion in two Swedish schools. Although pilot studies are frequently conducted to assess the efficacy of research instruments for use in qualitative research projects, few publications have drawn upon empirical findings related to such studies. Additionally, while methodological texts recommend the use of pilot studies in qualitative research, there is a lack of reported research focusing on how to conduct such pilot studies. We argue that our methodological findings may contribute to greater awareness of the important role that a pilot study may have for full-scale qualitative research projects, for example, in case study research where semi-structured qualitative interviews are used. This argument is based on the assumption that researchers, and especially novice researchers, having conducted a pilot study will be better informed and prepared to face the challenges that are likely to arise in the substantive study and more confident in the instruments to be used for data collection. A proper analysis of the procedures and results from the pilot study facilitates the identification of weaknesses that may be addressed. A carefully organized and managed pilot study has the potential to increase the quality of the research as results from such studies can inform subsequent parts of the research process.

- How has war journalism changed since the end of the Cold War? After the fall of the Berlin Wall in 1989 and the dissolution of the Soviet Union in 1991, there was talk of a new world order. The Balkan Wars of the 1990s gave rise to the concept of "new wars". The 1990-91 Gulf War was the commercial breakthrough for the around-the-clock news channel CNN, and the war in Afghanistan in 2001 for its competitor al-Jazeera. The 2003 Iraq war saw Internet’s great breakthrough in war journalism. A new world order, new wars, and new media – what impact is all this having on war journalism? This article outlines some important trends based on recent media research and discusses the new challenges as well as the consequences they entail for the conditions of war journalism, its professional reflexivity and democratic role.

- Centrum för kommunstrategiska studier (CKS) vid Linköpings universitet är en centrumbildning vars uppgift bland annat är att främja framväxten av för kommunerna relevant forskning samt öka kontakten mellan forskarsamhället och den kommunala praktiken. Verksamheten finansieras sedan mitten av 1990-talet gemensamt av kommunerna i Östergötland samt universitetet. Under de år som verksamheten funnits har ett hundratal projekt genomförts.I samband med tillkomsten av den nya Institutionen för studier av samhällsutveckling och kultur (ISAK) togs initiativ till ett gemensamt projekt benämnt ”Östgötar- finns dom?” I detta projekt har Tema Q (Tema Kultur och samhälle), Enheten för historia, Kulturarv Östergötland, Centrum för lokalhistoria samt CKS på skilda sätt varit engagerade. Som ett viktigt inslag i projektet genomfördes under hösten 2003 en konferens med deltagande av forskare, politiker och tjänstemän. Föreliggande rapport är en dokumentation från denna konferens.Rapporten inleds med en diskussion kring vilka frågeställningar som framstår som centrala i utvecklingen av projektets fortsättning. Denna del är författad av initiativtagarna till projektet Peter Aronsson, temaansvarig vid Tema Q samt Lars Kvarnström, enhetschef vid Enheten för historia. Doktorand Helena Kåks dokumenterade seminariet och tre av forskarinläggen återfinns som bilagor till rapporten.
