    • After thirty years of autocratic rule under ”Life President” Kamuzu Banda, Malawians experienced a transition to multiparty democracy in 1994. A new constitution and several democratic institutions promised a new dawn in a country ravaged by poverty and injustice.This book presents original research on the economic, social, political and cultural consequences of the new era. The book engages with a culture of politics in order to expand the purview of critical analysis from the elite to the populace in its full diversity. A new generation of scholars, most of them from Malawi, cover virtually every issue causing debate in the New Malawi: poverty and hunger, the plight of civil servants, the role of the judiciary, political intolerance and hate speech, popular music as a form of protest, clergy activism, voluntary associations and ethnic revival, responses to the HIV/AIDS pandemic, and controversies over women’s rights. Both chameleon-like leaders and the donors of Malawi’s foreign aid come under critical scrutiny for supporting superficial democratization.The book ends with a rare public statement on the New Malawi by Jack Mapanje, Malawi’s internationally acclaimed writer. Dismayed at the continuation of an ”oral culture of dictatorship”, Mapanje urges Malawians to confront their past in order to have a future that is free from fear and intolerance.Anyone interested in politics and culture in sub-Saharan Africa will find this book an important source of insight and detailed analysis for a comparative understanding of Africa’s democratization.

  • A new partnership for African development : issues and parameters

    • As part of the on-going review by the Swedish government of the entire basis for its relations with Africa, a seminar on the theme Partnership Africa was convened in Abidjan in January 1997 under the auspices of Nordiska Afrikainstitutet and the African Development Institute of the African Development Bank. The Seminar was attended by some 25 scholars, development bankers, government officials and civil society activists from all parts of Sub-Saharan Africa and some 10 development co-operation officials and academics from Sweden and the other Nordic countries.The aim of the Abidjan seminar was to enable participants to explore the problems of and prospects for the establishment of a new partnership between Sweden and Africa  in the context of the major changes that have taken place on the global and regional scenes over the last decade. For this purpose, various issues central to the history and dynamics of North-South relations generally and Swedish-Africa co-operation in particular were critically examined. Participants also sketched out what they considered to be the essential pre-conditions and parameters for a new partnership, one that would be premised on greater equality, mutual respect and a transparency of purpose and goals.This publication brings together in a volume, the various papers which were commissioned to serve as background materials for the debate that took place in Abidjan. The volume was edited for publication by Henock Kifle, Director of the African Development Institute of the ADB, Adebayo O. Olukoshi and Lennart Wohglemuth, respectively Senior Researcher and Director of Nordiska Afrikainstitutet.

  • A new scramble for Africa? : imperialism, investment and development

    • Dramatically escalating prices of raw materials, driven by rapid industrialisation in China and other countries of the global South as well as by looming world shortages, had for the few years preceding the financial meltdown and global recession of 2009 promoted a new scramble for Africa’s natural resources. It signalled a brisk turnaround in prospects for what The Economist had dubbed the ‘hopeless continent’ as recently as 1999. However, while average growth rates across the continent have increased, the implications for Africa’s development were and remain at best dubious.In this important volume, the new scramble for Africa is placed in the historical context of imperialism and the contributors show important continuities with the original nineteenth-century scramble. However, while the previous scramble was between major European powers, today the continent provides a battleground for competition between the US, the European Union, China and other emerging players such as India and South Africa.This book raises significant general questions relating to the nature of emerging global competition between the US and China; the centrality of the struggle for oil and minerals and resulting militarisation; the international battle to capture Africa’s markets; the marginalisation of African capitalism; and the ambiguous benefits that investment and production by multinational companies bring to African communities. Arguing that exploitation of the continent by comprador African elites remains central, the book concludes by raising important questions about the prospects for development in Africa.

    • Be it a house or a makeshift, a shared or rented room, or a home of one's own, a place to live is central in surviving strategies of all urban households. In this volume the authors explore the gendered experiences of housing and housing rights in African countries. There are many differences but also many similarities in the pattern of women not having the same access and control over housing as men have. While women often are the bread-winners, they are also the home-makers, in the sense that it is women who put intense efforts in making a place home.

The report aims to be a resource for the policy community, mapping African-Nordic cooperation, in pursuit of peace and security in Africa.

    • This Policy Note focuses on the gendered consequences of the militarisation of the Horn of Africa. Despite being in different ‘moments’ of conflict, the countries of this region share features of extreme social, economic and political violence, which impact negatively on their citizens. Protracted refugee and refugee-like conditions, extreme disinvestment in social programmes, increasing militarisation and political repression adversely affect women, thereby further entrenching gender disparities. Concerted national and international efforts and resources should support local democratic initiatives to find political solutions to these protracted conflicts and advance the struggle against sexual and gender-based violence and discrimination.

    • For centuries livestock have formed the backbone of the Somali economy. Camels are especially highly valued by Somali herdsmen.The practical uses of the camel have been eloquently described by Somalis in their extensive oral poetry, handed down through generations from father to son. It forms a complete literacy tradition composed of poems, proverbs, metaphors and tales of wisdom.The collection and preservation of Somali oral literature are important subjects that require urgent attention. This rich literature was transmitted to us orally from generation to generation. The cultural and historical life of the Somali people is reflected in this ancient oral data.The present collection of oral literature on the Somali camel is the result of an extensive research work. Oral literature has been one of the subjects studied by the "Somali camel research project", a bilateral undertaking between Somalia and Sweden (the Somali Academy of Sciences and Arts, SOMAC, and the Swedish Agency for Research Cooperation with Developing Countries, SAREC).

    • The Russian invasion of Ukraine in February 2022 has emerged as an exogenous shock to global food supply chains, which foreshadows worrying impacts on Africa’s food security and nutrition, and threaten to derail national and global efforts to end hunger and poverty and to achieve sustainable development goals on the continent. This article provides an early assessment of the implications of the invasion for Africa’s food supply chains and food security. Two particularly aggravating factors, which explain the current and likely future impact of the invasion on Africa’s food security are discussed: the timing of the invasion and the two parties involved in the conflict. The article underlines four major channels by which the invasion disrupts African food supply chains: energy markets and shipping routes, availability and prices of agricultural production inputs, domestic food price inflation, and trade sanctions and other financial measures. In addition, the article considers the risk of social and political unrest that disruption to food supply chains and spikes in domestic food prices may inflame. Finally, the paper briefly discusses options for short- and long-term responses by African governments and their development partners to mitigate the repercussions of the conflict on food supply chains, boost food and nutrition security, and build resilience of Africa’s food systems

    • Purpose – A better understanding of the determinants of demand through accurate estimates of the elasticityof import demand can help policymakers and exporters improve their market access and competitiveness. This study analyzed the EU’s demand for imported potato from major suppliers between 1994 and 2018, with the aim to evaluate the competitiveness of Egyptian potato.Design/methodology/approach – This study adopted an import-differentiated framework to investigatedemand relationships among the major potato suppliers to the EU’s. To evaluate the competitiveness of Egyptian potato on the EU market, expenditure and price demand elasticities for various suppliers werecalculated and compared.Findings – The empirical results indicated that as income allocation of fresh potatoes increases, theinvestigated EU markets import more potatoes from other suppliers compared to imports from Egypt. The results show that EU importers may switch to potato imports from other suppliers as the import price ofEgyptian potatoes increases, which enter the EU markets before domestically produced potatoes are harvested.Research limitations/implications – Due to data unavailability, the present study relied on yearly data onquantities and prices of EU potato imports. A higher frequency of observations should allow for consideringseasonal effects, and thereby providing a more transparent picture of market dynamics and demand behaviorof EU countries with respect to potato import from various sources of origin.Originality/value – The study used a system-wide and source differentiated approach to analyze importdemand. In particular, the empirical approach allowed for comparing different demand models (AIDS,Rotterdam, NBR and CBS) to filter out the superior and most suitable model for that data because the suitabilityand performance of a demand model depends rather on data than on universal criteria.
