  • Phosphorus : a nutrient with no home - multiple stakeholder perspectives on a critical global resource for food security

    • As an essential nutrient for crop growth and hence food production, phosphorus is a resource of global significance. Yet the main source of phosphorus – phosphate rock – is a non-renewable resource and high-grade global reserves of phosphate rock are likely to be depleted in the next 50-100 years while demand continues to increase. Unlike oil, which can be substituted with renewable energy sources, there is no substitute for phosphorus in food production. Increasing environmental, geopolitical, economic and social challenges means there is a pressing need to reassess how phosphorus is sourced and used in the global food system. For example, while all farmers need access to phosphorus, just five countries currently control around 90% of the worlds remaining phosphate rock reserves. Further, the quality of reserves is decreasing, while the environmental pollution is increasing and cheap fertilizers are likely to be a thing of the past. Given this situation, it is concerning that no existing international organisation is taking an active role in governing phosphorus resources to ensure its long-term sustainability for future food security. This paper first synthesizes findings from a series of international in-depth stakeholder interviews regarding sustainability perspectives on global phosphorus resources for food security. The findings are integrated within a broader institutional analysis of the situation. The analyses revealed that there is little consensus on the nature of the phosphorus situation and indeed possible solutions. Phosphorus is conceptualised in many different ways depending on the context, such as a fertilizer commodity or an environmental pollutant. There is substantial institutional fragmentation and ambiguity regarding roles and responsibilities. In order to ensure future phosphorus accessibility and availability for global food production, phosphorus scarcity needs to be added to the food security discourses alongside water and energy scarcity.

    • This paper presents a process of systemic inquiry into the roles, relationships and perceptions in the management of phosphorus resources in the context of global food security. Phosphorus, like water, energy and nitrogen, is critical for food production. All modern food production and consumption systems are dependent on continual inputs of phosphate fertilizers derived from phosphate rock. Yet phosphate rock is a finite resource under the control of only a handful of countries – mainly China, Morocco and the US. Production of current global phosphate reserves could peak in 30 years, within decades of peak oil. Given this situation it is surprising that phosphorus is not considered a priority in the dominant discourses on global food security or global environmental change. Checkland’s Soft Systems Methodology offers a framework to guide an inquiry or ‘learning process’ into the nature of the problem situation and system failure, incorporating results of an analysis of stakeholder interviews, a substance flows analysis and an institutional analysis. The soft systems inquiry reveals that not only is there no stakeholder consensus on the nature of the problem, there are no international institutional arrangements, much less an international organisation, responsible for monitoring and facilitating the long-term sustainability of phosphorus resources for food production. Further, without such an actor and associated institutional arrangements, there is no ‘feedback loop’ that can correct the system. Given the critical nature of phosphorus to all modern economies, this is a concerning finding and warrants further analysis, deliberation and enabling of change.

    • The element phosphorus underpins the viability of global and national food systems, by ensuring soil fertility, maximising crop yields, supporting farmer livelihoods and ultimately nutritional security of the global population. The implications of global phosphorus scarcity therefore have serious potential consequences for future food security, yet these implications have not been be comprehensively or sufficiently assessed at the global or national scales. This paper offers a new integrated framework for assessing the vulnerability of national food systems to global phosphorus scarcity—the Phosphorus Vulnerability Assessment framework. Drawing on developments in assessing climate and water vulnerability, the framework identifies and integrates 26 phosphorus-related biophysical, technical, geopolitical, socio-economic and institutional factors that can lead to food system vulnerability. The theoretical framework allows analysis of context-specific food system by examining impact due to exposure, sensitivity and adaptive capacity. The framework will also ultimately provide guidance for food and agriculture policy-makers, phosphate producers and phosphorus end-users (primarily farmers and consumers) to take action to reduce their vulnerability to this new global challenge.

    • Closing the loop for nutrients in wastewaters (municipal sewage, animal wastes, food industry, commercial and other liquid waste streams) is a necessary, sustainable development objective, to reduce resource consumption and greenhouse gas emissions. Chemistry, engineering and process integration understanding are all developing quickly, as new processes are now coming online. A new "paradigm" is emerging, globally. Commercial marketing of recovered nutrients as "green fertilizers" or recycling of nutrients through biomass production to new outlets, such as bioenergy, is becoming more widespread.This exciting conference brings together various waste stream industries, regulators, researchers, process engineers and commercial managers, to develop a broad-based, intersectional understanding and joint projects for phosphorus and nitrogen recovery from wastewater streams, as well as reuse. Over 90 papers from over 30 different countries presented in this volume.

  • The Australian story of phosphorus : sustainability implications of global phosphate scarcity for a net food-producing nation

    • Phosphorus is an essential nutrient for the growth of all living organisms including plants and animals, hence critical for food production. Mining of phosphate-rich deposits of guano and phosphate rock have played an important part in feeding the world in the past 100 years, and supporting the Australian economy. However, increasing environmental, economic, geopolitical and social concerns about the short and long-term use of phosphate rock in agriculture means there is a need to initiate a policy discussion, research and action to address the pertinent challenges both at the international and national levels. A peak in global production of phosphate rock is expected to occur by 2030 yet there are no alternatives currently on the market that could replace phosphate rock on any significant scale. This paper addresses the sustainability implications of global phosphate scarcity for Australia. Australia has naturally phosphorus-deficient soils while simultaneously has invested in phosphorus-demanding export industries like beef and dairy. This paper considers the historical and present situation in addition to possible future pathways. A distinction is made between ‘hard landing’ responses to phosphorus scarcity, including further fertilizer price spikes, increasing environmental costs and reduced fertiliser availability and hence crop growth, and preferred ‘soft landing’ responses such as diversifying sources of phosphorus fertilizers, including recovering from organic waste streams, and demand management options that are likely to ensure a smoother transition. As a phosphate-dependent nation heavily dependent on agricultural exports, the Australian situation is of global interest.

    • Phosphorus is a critical element on which all life depends. Global crop production depends on fertilisers derived from phosphate rock to maintain high crop yields. Population increase, changing dietary preferences towards more meat and dairy products, and the continuing intensification of global agriculture supporting this expansion will place increasing pressure on an uncertain, but finite supply of high-quality phosphate rock. Growing concern about phosphorus scarcity and security, coupled with the environmental impact of phosphorus pollution, has encouraged an increase in research exploring how phosphorus is used and lost in the food system-from mine to field to fork. An assessment of recent phosphorus flows analyses at different geographical scales identifies the key phosphorus 'hotspots', for example within the mining, agriculture or food processing sectors, where efficiency and reuse can be substantially improved through biotechnological approaches coupled with policy changes.

    • Food production requires application of fertilizers containing phosphorus, nitrogen and potassium on agricultural fields in order to sustain crop yields. However modern agriculture is dependent on phosphorus derived from phosphate rock, which is a non-renewable resource and current global reserves may be depleted in 50–100 years. While phosphorus demand is projected to increase, the expected global peak in phosphorus production is predicted to occur around 2030. The exact timing of peak phosphorus production might be disputed, however it is widely acknowledged within the fertilizer industry that the quality of remaining phosphate rock is decreasing and production costs are increasing. Yet future access to phosphorus receives little or no international attention. This paper puts forward the case for including long-term phosphorus scarcity on the priority agenda for global food security. Opportunities for recovering phosphorus and reducing demand are also addressed together with institutional challenges.

    • The story of phosphorus began with the search for the philosopher’s stone, and centuries later the critical role of phosphorus in soil fertility and crop growth was highlighted. Eventually, phosphorus was implicated in the global environmental challenge of eutrophication. Now, we are on the brink of yet another emerging chapter in the story: global phosphorus scarcity linked to food security. Through a transdisciplinary and systemic inquiry, this thesis has analyzed, reconceptualized and synthesized the physical and institutional dimensions of global phosphorus scarcity in the context of food security, leading to a new framing, ‘phosphorus security’ to guide future work towards a more sustainable and food secure pathway.In a world which will be home to nine billion people by the middle of this century, producing enough food and other vital resources is likely to be a substantial challenge for humanity. Phosphorus, together with nitrogen and potassium, is an essential plant nutrient. It is applied to agricultural soils in fertilizers to maintain high crop yields. Phosphorus has no substitute in food production. Therefore, securing the long-term availability and accessibility of phosphorus is crucial to global food security. However the major source of phosphorus today, phosphate rock, is a non-renewable resource and high quality reserves are becoming increasingly scarce. This thesis estimates peak phosphorus to occur before 2035, after which demand will exceed supply. Phosphorus scarcity is defined by more than just physical scarcity of phosphate rock and this thesis develops five important dimensions. For example, there is a scarcity of management of phosphorus throughout the entire food production and consumption system: the global phosphorus flows analysis found that only 20% of phosphorus in phosphate rock mined for food production actually reaches the food consumed by the global population due to substantial inefficiencies and losses from mine to field to fork. There is also an economic scarcity, where for example, while all the world’s farmers need access to sufficient fertilizers, only those with sufficient purchasing power can access fertilizer markets. Institutional scarcity, such as the lack of governance structures at the international level that explicitly aim to ensure long-term availability of and access to global phosphorus resources for food production that has led to ineffective and fragmented governance of phosphorus, including a lack of: overall coordination, monitoring and feedback, clear roles and responsibilities, long-term planning and equitable distribution. Finally, geopolitical scarcity arising from 90% of the world’s remaining high-grade phosphate rock reserves being controlled by just five countries (a majority of which are subject to geopolitical tensions) can limit the availability of phosphorus on the market and raises serious ethical questions.The long-term future scenarios presented in this thesis indicate that meeting future global food demand will likely require a substantial reduction in the global demand for phosphorus through not only improved efficient use of phosphorus in agriculture, but also through changing diets and increasing efficiency in the food chain. The unavoidable demand for phosphorus could then be met through a high recovery and reuse rate of all sources of phosphorus (crop residues, food waste, manure, excreta) and other sources including some phosphate rock. A ‘hard-landing’ situation could involve further fertilizer price spikes, increased waste and pollution (including eutrophication), increased energy consumption associated with the production and trade of phosphorus fertilizers, reduced farmer access to phosphorus, reduced global crop yields and increased food insecurity. A preferred ‘soft landing’ situation will however require substantial changes to physical and institutional infrastructure, including improved governance structures at the global, national and other levels, such as new policies, partnerships and roles to bring together the food, fertilizer, agriculture, sanitation and waste sectors for a coordinated response.Finally, this thesis proposes a new global goal – phosphorus security – to be integrated in the dominant research discourses and policy debates on global food security and global environmental change. Among other criteria, phosphorus security requires that phosphorus use is decoupled from environmental degradation and that farmers’ access to phosphorus is secured.

    • As an essential input to crop growth via soil reserves or fertilizer, phosphorus underpins global food security. Without phosphorus, food could not be produced, yet phosphorus is mined from fi nite reserves, most of which are controlled by only a few countries1 (UNEP 2011; Jasinski 2015; Cordell and White 2014). Fertilizer prices are likely to increase as fi nite reserves become critically scarce. Globally, a billion farmers and their families cannot access fertilizer markets and many rely on phosphorus-defi cient soils that produce low crop yields (IFPRI 2003). Moreover, mismanagement along the phosphorus supply chain from mine to fi eld to fork has resulted in massive losses and waste, which largely ends up in waterways, causing nutrient pollution and algal blooms (Bennett, Carpenter and Caraco 2001). The global phosphorus challenge is inherently complex; it is as much about international relations as farm soil fertility. It transcends disciplines, sectors, and scales – from geopolitics to ecology to nutrition. In this chapter, we describe and refl ect upon a new project using a novel transdisciplinary approach to address this phosphorus challenge.

There is a lack of local and global governance mechanisms to ensure phosphorus is sustainably managed. The P-FUTURES research initiative aims to address this gap by working with stakeholders to explore visions and pathways of social transformation towards food and water security. In the seed phase of the project, academic, civil, industry, and municipal stakeholders interacted as partners in Blantyre (Malawi), Hanoi (Vietnam), Sydney (Australia), and Phoenix (USA) to collaboratively develop a full proposal and build capacity for transformational change. The article offers guidance on the opportunities and challenges of co-developing a research approach and proposal in a transdisciplinary, international setting.

    • Phosphorus is an essential element for food production whose main global sources are becoming scarce and expensive. Furthermore, losses of phosphorus throughout the food production chain can also cause serious aquatic pollution. Recycling urban organic waste resources high in phosphorus could simultaneously address scarcity concerns for agricultural producers who rely on phosphorus fertilisers, and waste managers seeking to divert waste from landfills to decrease environmental burdens. Recycling phosphorus back to agricultural lands however requires careful logistical planning to maximize benefits and minimize costs, including processing and transportation. The first step towards such analyses is quantifying recycling potential in a spatially explicit way. Here we present such inventories and scenarios for the Greater Sydney Basin’s recyclable phosphorus supply and agricultural demand. In 2011, there was 15 times more phosphorus available in organic waste than agricultural demand for phosphorus in Sydney. Hypothetically, if future city residents shifted to a plant-based diet, eliminated edible food waste, and removed animal production in the Greater Sydney Basin, available phosphorus supply would decrease to 7.25 kt of phosphorus per year, even when accounting for population growth by 2031, and demand would also decrease to 0.40 kt of phosphorus per year. Creating a circular phosphorus economy for Sydney, in all scenarios considered, would require effective recycling strategies which include transport outside of the Greater Sydney Basin. These spatially explicit scenarios can be used as a tool to facilitate stakeholders engagement to identify opportunities and barriers for appropriate organic waste recycling strategies.

    • Changes in human diets, population increases, farming practices, and globalized food chains have led to dramatic increases in the demand for phosphorus fertilizers. Long-term food security and water quality are, however, threatened by such increased phosphorus consumption, because the world’s main source, phosphate rock, is an increasingly scarce resource. At the same time, losses of phosphorus from farms and cities have caused widespread water pollution. As one of the major factors contributing to increased phosphorus demand, dietary choices can play a key role in changing our resource consumption pathway. Importantly, the effects of dietary choices on phosphorus management are twofold: First, dietary choices affect a person or region’s “phosphorus footprint” – the magnitude of mined phosphate required to meet food demand. Second, dietary choices affect the magnitude of phosphorus content in human excreta and hence the recycling- and pollution-potential of phosphorus in sanitation systems. When considering options and impacts of interventions at the city scale (e.g., potential for recycling), dietary changes may be undervalued as a solution toward phosphorus sustainability. For example, in an average Australian city, a vegetable-based diet could marginally increase phosphorus in human excreta (an 8% increase). However, such a shift could simultaneously dramatically decrease the mined phosphate required to meet the city resident’s annual food demand by 72%. Taking a multi-scalar perspective is therefore key to fully exploring dietary choices as one of the tools for sustainable phosphorus management.

    • Phosphorus (P) is an essential fertilizer for agricultural production but is also a potent aquatic pollutant. Current P management fails to adequately address both the issue of food security due to P scarcity and P pollution threats to water bodies. As centers of food consumption and waste production, cities transport and store much P and thus provide important opportunities to improve P management. Substance flow analysis (SFA) is often used to understand urban P cycling and to identify inefficiencies that may be improved on. However, SFAs typically do not examine the factors that drive observed P dynamics. Understanding the social, ecological, and technological context of P stocks and flows is necessary to link urban P management to existing urban priorities and to select local management options that minimize tradeoffs and maximize synergies across priorities. Here, we review P SFA studies in 18 cities, focusing on gaps in the knowledge required to implement P management solutions. We develop a framework to systemically explore the full suite of factors that drive P dynamics in urban systems. By using this framework, scientists and managers can build a better understanding of the drivers of P cycling and improve our ability to address unsustainable P use and waste.

    • Global food production is dependent on constant inputs of phosphorus. In the current system this phosphorus is not predominantly derived from organic recycled waste, but to a large degree from phosphate-rock based mineral fertilisers. However, phosphate rock is a finite resource that cannot be manufactured. Our dependency therefore needs to be addressed from a sustainability perspective in order to ensure global food supplies for a growing global population. The situation is made more urgent by predictions that, for example, the consumption of resource intensive foods and the demand for biomass energy will increase. The scientific and societal debate has so far been focussed on the exact timing of peak phosphorus and on when the total depletion of the global reserves will occur. Even though the timing of these events is important, all dimensions of phosphorus scarcity need to be addressed in a manner which acknowledges linkages to other sustainable development challenges and which takes into consideration the synergies between different sustainability measures. Many sustainable phosphorus measures have positive impacts on other challenges; for example, shifting global diets to more plant-based foods would not only reduce global phosphorus consumption, but also reduce greenhouse gas emissions, reduce nitrogen fertiliser demand and reduce water consumption.     • The impact of global phosphorus scarcity on food security has increasingly been the focus of scientific studies over the past decade. However, systematic analyses of alternative futures for phosphorus supply and demand throughout the food system are still rare and provide limited inclusion of key stakeholders. Addressing global phosphorus scarcity requires an integrated approach exploring potential demand reduction as well as recycling opportunities. This implies recovering phosphorus from multiple sources, such as food waste, manure, and excreta, as well as exploring novel opportunities to reduce the long-term demand for phosphorus in food production such as changing diets. Presently, there is a lack of stakeholder and scientific consensus around priority measures. To therefore enable exploration of multiple pathways and facilitate a stakeholder dialog on the technical, behavioral, and institutional changes required to meet long-term future phosphorus demand, this paper introduces an interactive web-based tool, designed for visualizing global phosphorus scenarios in real time. The interactive global phosphorus scenario tool builds on several demand and supply side measures that can be selected and manipulated interactively by the user. It provides a platform to facilitate stakeholder dialog to plan for a soft landing and identify a suite of concrete priority options, such as investing in agricultural phosphorus use efficiency, or renewable fertilizers derived from phosphorus recovered from wastewater and food waste, to determine how phosphorus demand to meet future food security could be attained on a global scale in 2040 and 2070. This paper presents four example scenarios, including (1) the potential of full recovery of human excreta, (2) the challenge of a potential increase in non-food phosphorus demand, (3) the potential of decreased animal product consumption, and (4) the potential decrease in phosphorus demand from increased efficiency and yield gains in crop and livestock systems.
