    • Urban development politics are being challenged in various ways today, which becomes obvious when analysing strategies for sustainability versus competitiveness. In parallel to this, alternative ways of fi nancing, planning and organizing urban development and transport projects are becoming more common. However, although the use of publicly owned enterprises in urban development is becoming more common it is still a fairly new phenomenon and differs considerably from development led by a traditional government agency. The question analysed in this article is how well equipped these new governing arrangements are to handle goals of both sustainability and economic competitiveness. As a case study we use a special fi nancial and planning model used in the development of public transport (the metro) and a new urban area (Orestad) in Copenhagen, here called the Orestad model. Special focus is given on the creation of the Orestad Development Corporation, a new hybrid development organization, which was given the mandate to develop both Orestad and the metro. The study shows that there is a lot to gain from both a sustainability and an effi ciency perspective by integrating land use development and public transport infrastructure in the same hybrid project organization. While there is definitely a tension between the goals of sustainability and competitive image building, the two do not have to be mutually exclusive. Even though the role of the state is transformed in this new governance arrangement, our case clearly shows how the state remains a crucial actor in sustainability governance. However, there is an obvious risk of a lack of strategic thinking and accountability when a hybrid project-oriented organization is responsible for planning.

    • A robustness-driven hybrid descriptor (RDHD) for noise-deterrent texture classification is presented in this paper. This paper offers the ability to categorize a variety of textures under challenging image acquisition conditions. An image is initially resolved into its low-frequency components by applying wavelet decomposition. The resulting low-frequency components are further processed for feature extraction using completed joint-scale local binary patterns (CJLBP). Moreover, a second feature set is obtained by computing the low order derivatives of the original sample. The evaluated feature sets are integrated to get a final feature vector representation. The texture-discriminating performance of the hybrid descriptor is analyzed using renowned datasets: Outex original, Outex extended, and KTH-TIPS. The experimental results demonstrate a stable and robust performance of the descriptor under a variety of noisy conditions. An accuracy of 95.86%, 32.52%, and 88.74% at noise variance of 0.025 is achieved for the given datasets, respectively. A comparison between performance parameters of the proposed paper with its parent descriptors and recently published paper is also presented.

  • Governing the transition to low-carbon futures: A critical survey of energy scenarios for 2050

    • There is a growing scientific consensus that limiting the increase in global average temperature to around 2 C above pre-industrial levels is necessary to avoid unacceptable impact on the climate system. This requires that the developed countries' emissions are radically reduced during the next 40 years. Energy scenario studies provide insights on the societal transitions that might be implied by such low-carbon futures, and in this paper we discuss how a greater attention to different governance and institutional issues can complement future scenario exercises. The analysis is based on a critical review of 20 quantitative and qualitative scenario studies, all of relevance for meeting long-term climate policy objectives. The paper: (a) analyzes some key differences in energy technology mixes and primary energy use patterns across these studies; (b) briefly explores the extent and the nature of the societal challenges and policy responses implied; and (c) discusses a number of important implications for the design and scope of future scenario studies. Our review shows that in previous scenario studies the main attention is typically paid to analyzing the impact of well-defined and uniform policy instruments, while fewer studies factor in the role of institutional change in achieving different energy futures. We therefore point towards a number of strategies of integrating issues of transition governance into future scenario analyses, and argue for a closer synthesis of qualitative and quantitative scenario building.   • Orientation Independent Chipless RFID Tag Using Novel Trefoil Resonators

    • In this paper, a compact and fully passive bit encoding circuit, capable of operating as a chipless radio frequency identification (RFID) tag is presented. The structure consists of novel concentric trefoil-shaped slot resonators realized using Rogers RT/duroid (R) 5880 laminate, occupying a physical footprint of 13.55 x 13.55 mm(2). Each resonating element is associated with a particular data bit, having a 1:1 resonator-to-bit correspondence. Bit sequences are configured through introducing modifications in the geometric structure either by addition or exclusion of each nested slot resonator. Such changes manifest directly in the electromagnetic signature of the tag as presence or absence of corresponding resonant peaks. The proposed 10-bit tag offers minimized inter-resonator mutual coupling and insensitivity to changes in polarization and incident angles thereby demonstrating orientation independent functionality. Moreover, error-free encoding is achieved through stabilizing the shift in resonant frequencies for a variety of different geometric configurations and orientation of the structure. The tag operates within the license-free ultrawideband ranging from 5.4 to 10.4 GHz, providing spectral bit capacity and bit density of 2 bits/GHz and 5.44 bits/cm(2) respectively.

    • This paper ideates a novel texture descriptor that retains its classification accuracy under varying conditions of image orientation, scale, and illumination. The proposed Overlapped Multi-oriented Tri-scale Local Binary Pattern (OMTLBP) texture descriptor also remains insensitive to additive white Gaussian noise. The wavelet decomposition stage of the OMTLBP provides robustness to photometric variations, while the two subsequent stages - overlapped multi-oriented fusion and multi-scale fusion - provide resilience against geometric transformations within an image. Isolated encoding of constituent pixels along each scale in the joint histogram enables the proposed descriptor to capture both micro and macro structures within the texture. Performance of the OMTLBP is evaluated by classifying a variety of textured images belonging to Outex, KTH-TIPS, Brodatz, CUReT, and UIUC datasets. The experimental results validate the superiority of the proposed method in terms of classification accuracy when compared with the state-of-the-art texture descriptors for noisy images.

    • Rapporten presenterar en kartläggning av satsningar på elbuss i svenska och europeiska städer. Genomgången visar på stor bredd för elbussprojekten i Sverige och Europa. Det finns dock vissa gemensamma nämnare. Kommuner och regioner är den aktör som är mest aktiv och främst driver fram elbussprojekten. Ett stort antal busstillverkare är med och levererar elbussar, medan bussoperatörer inte är lika aktiva. Elbussatsningar sker ofta utanför det vanliga upphandlingsförfarandet och kommun eller regioner tar vanligtvis på sig den extra finansiella risken. Det finns två olika typer av elbussprojekt: utvecklings- och demonstrationsprojekt och satsningar på elbussar som ingår i den normala verksamheten. Helektriska bussar är vanligare än laddhybrider. I Sverige är den vanligaste lösningen att ladda i depå. I Europa finns större bredd vad gäller laddningslösningar.

    • In this study, a potentiometric urea biosensor has been fabricated on glass filter paper through the immobilization of urease enzyme onto chitosan/cobalt oxide (CS/Co3O4) nanocomposite. A copper wire with diameter of 500 mu m is attached with nanoparticles to extract the voltage output signal. The shape and dimensions of Co3O4 magnetic nanoparticles are investigated by scanning electron microscopy and the average diameter is approximately 80-100 nm. Structural quality of Co3O4 nanoparticles is confirmed from X-ray powder diffraction measurements, while the Raman spectroscopy has been used to understand the chemical bonding between different atoms. The magnetic measurement has confirmed that Co3O4 nanoparticles show ferromagnetic behavior, which could be attributed to the uncompensated surface spins and/or finite size effects. The ferromagnetic order of Co3O4 nanoparticles is raised with increasing the decomposition temperature. A physical adsorption method is adopted to immobilize the surface of CS/Co3O4 nanocomposite. Potentiometric sensitivity curve has been measured over the concentration range between 1 x 10(-4) and 8 x 10(-2) M of urea electrolyte solution revealing that the fabricated biosensor holds good sensing ability with a linear slope curve of similar to 45 mV/decade. In addition, the presented biosensor shows good reusability, selectivity, reproducibility and resistance against interferers along with the stable output response of similar to 12 s.

    • The great hopes in Brussels that a circular bioeconomy will help bridge the growing divide between urban and rural areas and allow the hinterlands to prosper from 'green growth' are addressed in this article, which reflects on insights from three Nordic case studies of brown, green and blue biomass use at different levels of technology readiness. A closer examination of the forward, backward, fiscal and final demand linkages at regional level from increased biomass utilization, from eastern Finland and northern Sweden to Jutland and North Atlantic islands, suggests that linkages are and will remain relatively weak, predominantly dashing the expectations. As suppliers and exporters of natural resources, disadvantaged regions may all too easily get locked into a 'staples trap', where the value creation evaporates owing in part to the steep start-up costs and the associated boom-and-bust cycles, which place them in a weak position vis-a-vis the resource manufacturers and consumers. To make the prospects of development, employment and prosperity in the hinterlands materialize, measures are needed to strengthen the regional-level economic linkages. Regional-level revolving funds based on benefit-sharing instruments related to natural resources can be used to bolster economic development, as reflected in such schemes present in both China and Canada. We call for further research into whether and how such approaches can be replicated successfully by channeling revenues from biomass cultivation to regional-scale revolving funds, with mandates to strengthen long-term economic linkages and prosperity within the hinterlands.   • Diffusion of biogas for freight transport in Sweden : A user perspective

    • Current freight transport is highly dependent on fossil fuels and there is a need for a transition to alternative fuels and technologies. Biogas is a type of biofuel that has the potential to reduce climate emissions from freight transport, while providing additional benefits such as recycling of nutrients and increased energy security. This paper uses theories on the diffusion of green technologies to analyse the barriers and drivers for the increased use and diffusion of biogas in freight transport. The empirical focus is on the region of Västra Götaland in Sweden, and qualitative interviews have been conducted with demand-side actors such as transport buyers, haulage companies and vehicle manufacturers. The results confirm the important barriers observed in previous research, such as the higher costs of biogas, financial uncertainties and lack of infrastructure, as well as the interplay between barriers. The main drivers are an increased focus on sustainability both within the sector and from wider society, as well as the environmental properties of biogas. Specific barriers have also been identified such as a fragmented freight market structure with a mix of large and small transport companies, tight profit margins and reduced capacity for investments. There is also a division of labour and responsibilities between transport companies and transport buyers, which makes it unclear who will drive the transition to alternative fuels. In general, the study shows that the different types of uncertainty are perceived by the actors as being a significant barrier that needs to be better conceptualised in diffusion theory. © 2021 The Authors

  • Sustainable Personal Road Transport : The Role of Electric Vehicles

    • Electric vehicles can play an important role in a future sustainable road transport system and many Swedish politicians would like to see them implemented faster. This is likely desirable to reach the target of a fossil independent vehicle fleet in Sweden by 2030 and a greenhouse gas neutral Swedish society no later than 2050. However, to reach both these targets, and certainly to support the full scope of sustainability, it is important to consider the whole life-cycle of the vehicles and also the interaction between the transport sector and other sectors. So far, there are no plans for transitions towards a sustainable transport system applying a sufficiently wide systems perspective, in Sweden or elsewhere. This implies a great risk for sub-optimizations.The overall aim of this work is to elaborate methodological support for development of sustainable personal road transport systems that is informed by a strategic sustainable development perspective.The Framework for Strategic Sustainable Development (FSSD) is used as a foundation for the work to ensure a sufficiently wide systems perspective and coordinated collaboration across disciplines and sectors, both in the research and application. Maxwell’s Qualitative Research Design and the Design Research Methodology are used as overall guides for the research approach. Specific research methods and techniques include literature studies, action research seminars, interviews, and measurements of energy use, costs, and noise. Moreover, a case study on the conditions for a breakthrough for vehicles in southeast Sweden has been used as a test and development platform.Specific results include a preliminary vision for electrical vehicles in southeast Sweden, framed by the principled sustainability definition of the FSSD, an assessment of the current reality in relation to that vision, and proposed solutions to bridge the gap, organized into a preliminary roadmap. The studies show that electric vehicles have several sustainability advantages even when their whole life-cycle is considered, provided that they are charged with electricity from new renewable sources. Electrical vehicles also imply a low total cost of ownership and could promote new local ‘green jobs’ under certain conditions. Particularly promising results are seen for electric buses in public transport. As a general result, partly based on the experiences from the specific case, a generic community planning process model is proposed and its usefulness for sustainable transport system development is discussed.The strategic sustainable development perspective of this thesis broadens the analysis beyond the more common focus on climate change issues and reduces the risk of sub-optimizations in community and transport system development. The generic support for multi-stakeholder collaboration could potentially also promote a more participatory democratic approach to community development, grounded in a scientific foundation. Future research will explore specific decision support systems for sustainable transport development based on the generic planning process model.

    • The integrated nature of the Sustainable Development Goals (SDGs) presents a challenge to implementing the 2030 Agenda. Analytical methods to support decision-makers are often developed without explicitly incorporating decision-makers’ views and experience. Here, we investigate whether existing methods are fit-for-purpose in supporting decision-makers at national and subnational levels. We identify prominent methods for SDG interaction analysis, which we then evaluate by engaging directly (via a survey and interviews) with method developers and decision-makers in Sweden. We find that decision-makers prioritize methods that are simple and flexible to apply and able to provide directly actionable and understandable results. They are less concerned with the accuracy, precision, completeness or quantitative nature of the knowledge. Prominent categories of methods include self-assessment, expert judgement, literature-based, statistical analyses and modelling. Interviewed decision-makers consider these methods in line with the features prioritized in the survey but highlight low performance on features they value highly, such as the extent to which results are actionable and overall ease of use. Methods developers have limited awareness of decision-makers’ priorities and requirements, so hindering methodological advancement. They should focus on the practical value of applications to support decision-makers, resource-constrained organizations and those seeking to evaluate multiple cases.

The multidisciplinary team of contributors combine fresh insights from all levels of governance all around a carefully crafted conceptual framework to advance our understanding of the effectiveness and legitimacy of new types of steering, including networks, public private partnerships, and multi-stakeholder dialogues. This is a crucial contribution to the field.
