    • The presence of an elite group in civil society elicits a discursive friction between the long-standing normative understanding of civil society, acting as a check on government overreach and autocratic tendencies, and elite theories. Robert Michels’s iron law of oligarchy posits that as individuals rise in the ranks to become organizational leaders, they begin to take on elite attributes, and their priorities align with those of other elites and away from those of their constituents. Michels’s argument echoes with today’s populist anti-elitist rhetoric and the way populism rejects any intermediary bodies between the people and the political leaders, including interest organizations in civil society. As an attempt to empirically probe this theoretical tension, this paper explores satisfaction with the way democracy is working among the top-level leaders of the most well-resourced national-level civil society organizations in Sweden and in the UK, drawing on a survey study conducted in 2020–21.

    • Welfare capitalism has developed in the context of rapidly expanding, fossil fuel-driven industrial economies. Faced with the urgent need for systematic changes of economic systems so that they stay within planetary limits, decoupling welfare from economic growth is an important task. This chapter introduces the concept of sustainable welfare, referring to welfare systems that prioritise the satisfaction of human needs within planetary boundaries. Rather than aligning with the growth imperative through income protection schemes for the socio-economically marginalised and investments in human capital equipped for globalised and competitive economies, sustainable welfare states would prioritise eco-social policies, aiming at basic needs satisfaction for all, limiting excessive consumption behaviours and restricting income and wealth inequalities that have been exacerbated in recent decades. The chapter discusses the ways in which the mutual dependency between welfare systems and economic growth can be decreased by addressing the work and welfare nexus, shifting funding sources for welfare systems, strengthening preventive functions of welfare and redefining the chief goal of welfare systems as sustainable needs satisfaction for all. The chapter further discusses how the governance of this transition process to sustainable welfare can be envisioned, where multi-level governance models and deliberative processes will play a crucial role.

Trots det finns det knappa kunskaper om vilka organisatoriska förutsättningar och konkreta arbetssätt de utgår ifrån.Genom en dokumentanalys kartlägger vi hur omställningsorganisationerna är organiserade och vilka typer av privata aktörer som anlitas av dem.

    • We are increasingly witnessing the social and ecological crises of our time becoming entangled and amplifying each other. The current policy responses from national states and international governance bodies remain within the dominant framework of economic growth-centred strategies. In this editorial, we argue that a new paradigm of sustainable welfare is needed, which includes eco-social policies addressing social and ecological sustainability concerns in integrated ways. We first demonstrate how social and ecological problems are interconnected and why green growth approaches fail to tackle them. As an alternative, and as a pointer to a social security system that can help people navigate the dire straits of increasing eco-social risks, we present the foundations and principles of sustainable welfare, and discuss how this, according to Kuhn, can be understood as a new social policy paradigm. In the second part of this editorial, we introduce the papers brought together in this special issue. The cutting-edge research of the contributing authors includes theoretical and conceptual advances, empirical case studies from different European countries, and transnational studies. Each paper discusses the implications of its findings for European social security systems.

    • Vårt samhälle står inför dubbla utmaningar vad gäller att ställa om till mer hållbar energi- och resursförbruking, och mer hållbara ekonomiska och sociala system, inklusive att minska växande ojämlikheter. För att nå Sveriges klimatmål samt Agenda 2030-målen måste resurs- och energiförbrukningen signifikant reduceras. Samtidigt finns det väldigt lite evidens för att denna reducering kan lyckas i en kontext av ekonomisk tillväxt (Parrique et al 2019; Hickel & Kallis 2020; Haberl et al 2021).Målet med projektet har varit att utveckla nya generationens socialpolitik inom en posttillväxtkontext som är både socialt och ekologiskt hållbar, med särskilt fokus på kombinationen av expertkunskap och medborgares praxiskunskap. Vi tog avstamp i begreppet hållbar välfärd samt teorier om behov, vilka betonarallmänmänskliga behov, samtidigt som kulturellt och socialt varierandebehovstillfredställare i förhållande till kontext tas i beaktande. Genom attkombinera medborgarforum, enkätstudie och expertforum, har vi reflekterat över vårt nuvarande sätt att tillfredsställa våra behov och utvecklat en rad nyabehovstillfredställare som kan möjliggöra en skälig nivå av välbefinnandesamtidigt som planetens gränser respekteras och resurs- och energianvändningminskas. Projektet ledde till nya kunskaper om hur den svenska befolkningenresonerar kring hållbar behovstillfredställande inom planetära gränser. Projektethar även undersökt allmänhetens stöd för ekosociala policyåtgärder som föreslogs av medborgarforumen inom fyra områden: arbetsliv/inkomstdistribution, kost, mobilitet och boende.

    • ‘Sufficiency’ has become a key term within sustainability science. The satisfaction of basic human needs for all and for multiple generations is only possible if coupled to the implementation of ecological ceilings that prevent wealthy groups from disproportionate production and consumption patterns and energy use. While much sufficiency research has focused on the poor and how to provide corresponding social floors (i.e. an adequate level of sufficiency), this conceptual paper theorises structural barriers to implementing ecological ceilings for production and consumption by considering research on elites. The argument is illustrated with examples from urban spaces that are increasingly structured to accommodate the preferences of economic elites. A better scholarly understanding of the structural barriers to sufficiency dissemination can be facilitated through a systematic account of the political, social and symbolic strategies deployed by elites to accumulate and legitimise power. Conversely, a consideration of sufficiency principles would also be beneficial for research on elites, which has so far focused on social inequality and sidelined the ecological crisis. The discussion highlights how research on sufficiency and elite consumption may interact to be mutually beneficial. A research agenda is proposed to understand economic elites as barriers to the dissemination of sufficiency principles.

    • The climate crisis calls for a new generation of social policy compatible with planetary limits and economic postgrowth circumstances. This article analyses how some of the pillars of such a new generation of social policy may be conceptualized by highlighting commonalities between the most recent IPCC report and the sustainable welfare literature. Methodologically triangulating content analysis of the IPCC report, literature review and qualitative data analysis from citizen forums, we argue that this convergence is particularly evident in four areas central to policymaking: the importance of human needs in eco-social policymaking; the identification of governance structures suitable for a social-ecological transformation; the requirement to co-develop policies via a deliberative, «bottom-up» element; and the need to decouple welfare provision from economic growth.

    • Very few countries have managed to decouple economic growth from resource use and greenhouse gas emissions in absolute terms and at rates to meet the climate targets of the Paris Agreement. To achieve this, technological solutions would need to be combined with sufficiency-oriented policies in a postgrowth context. This paper develops policy ideas for a sustainable welfare–work nexus via citizen engagement and examines the level of democratic support for such ideas. Theoretically, it employs “sustainable welfare” to understand welfare and wellbeing within planetary and social limits. The paper first sketches the welfare–work nexus as developed in the postwar circumstances in Western Europe, highlighting that this model was at no point in time ecologically generalizable to the rest of the world, and then briefly reviews the existing debate on sustainable welfare. The empirical analyses start with qualitative data from 11 deliberative forums on sustainable needs satisfaction, with emphasis on policies targeted at respecting the upper and lower boundaries of a “safe and just operating space” for economic and social development. The qualitative data are then triangulated with quantitative data from a representative survey, which was constructed based on the policy suggestions from the forums, hence allowing for an exploration of their popularity in the Swedish population as a whole.We find a considerable gap between the far-reaching policy measures that forum participants consider necessary and the measures that the general public in Sweden are prepared to support, especially when it comes to policies targeting maximum levels of needs satisfaction.

    • This article contributes to the understanding of power structures in civil society by exploring organizational connections of leaders holding multiple top-level leadership positions in resource-rich civil society organizations (CSOs) in Sweden. Based on unique association network data among national level CSOs collected in 2018, we discuss possible explanations behind the observed clusters of organizational connections via leader interlocks. Our results show that the resource-rich, national CSOs in Sweden are highly connected with each other via leader interlocks. We find that working within similar policy areas, sharing similar ideological backgrounds or historical legacies, and being a member of sectoral umbrella organizations or federations are among the salient characteristics of CSOs connected via leader interlocks. We suggest a multilevel understanding of leader interlocks among CSOs, including those at the individual level, as an avenue for further research. The focus on the individual level explanation would allow an understanding of the field of CSOs through the lens of an elite phenomenon rather than an organization-centered view.

    • This chapter explores the composition of civil society elites and to what extent this differs from the general population, what we call the ‘civil society elite-masses gap’. While the civil society elites are, from a normative point of view, expected to be representative of the general population in terms of their social composition and attitudes, professionalisation and elitisation of civil society might lead to exclusive patterns of social composition of the top-level leadership strata of civil society organisations. This chapter presents an analysis of novel comparative survey data targeting the top-level leaders of the most resource-rich civil society organisations in five European contexts. The results show that there are striking similarities in terms of attitudes among civil society elites across different civil society regimes that are distinct from general populations. The civil society elite-masses gap in terms of sociodemographic backgrounds is also evident, but the pattern varies across contexts.

By comparing four different country contexts, we analyse differences in the characteristics of networks, find different mechanisms that seem to structure organisational links across the cases, and identify who the most powerful actors are based on the CSOs’ network positions. While we find small components of tightly connected organisations in the Italian and Polish cases, mainly around similar policy areas, these contexts are characterised by overall fragmentation. In Sweden and in the UK, on the other hand, we find that there are a handful of key CSOs that link the majority of the resourceful organisations, thus occupying powerful network positions.

    • The implications of professionalization of civil society organizations have seldom been explored in relation to the governance structure of organizations’ and leaders’ different terms of engagement. This study draws on a survey targeting leaders of Swedish welfare-oriented civil society organizations (N. 140) and compares the motives for engagement and leadership ideals of two groups of leaders: board chairs, whose engagement in civil society organizations is largely on a voluntary basis, and executive directors, who are mostly employed full time as leaders. Sweden, characterized by a strong tradition of leadership ideals emphasizing voluntary commitment within advocacy-orientated civil society organizations, serves as a relevant empirical context for exploring the implications of professionalization. In fact, the shift in recent decades from advocacy to service, in the orientation of Swedish CSOs, and especially within the social welfare policy area, has placed greater emphasis on the need for professional employed staff. The results show that the motives and leadership ideals of the executive directors reflect ideals of professionalized civil society organizations compared to the board chairs, confirming the contrast between the traditional ideals of voluntary civic engagement and the career-oriented and employment-mediated managerial leadership role. The presence of two leadership positions entailing different grounds for engagement (voluntary vs. paid) and different motives and ideals, could be traced back to the combination of a still-strong popular movement tradition and increasing demand of professional skills.

    • To avoid catastrophic consequences of impending ecological crises our socio-economic systems need to be transformed in rapid and radical manners. Focusing on working life and Sweden as an example for countries of the Global North with a social-democratic welfare tradition, we ask how social protection systems may be reorganised according to the concept of ‘sustainable welfare’, the satisfaction of basic human needs across space and over time. We combine a literature review with an analysis of qualitative data from deliberative citizen forums following Max-Neef's Human Scale methodology. After taking stock of the existing literature that highlights the unsustainable character of current work regimes, we present our application of the methodology used in the citizen forums as well as the data. Our participants generally highlighted the importance of broadening the concept of work beyond ‘employment’ when reflecting on the role of work in addressing and satisfying multiple human needs within planetary limits. The introduction of a universal basic income, a participation income, an expansion of universal basic services, working time reduction and a sabbatical year conditioned on civic participation/education were among the eco-social reform ideas that forum participants highlighted to liberate work from its current unsustainable and capitalist contexts and turn it from a negative into a positive need satisfier.

    • This paper presents a novel methodological approach, multi-dimensional measure of resource stratifcation in civil society (MMRSC). The method aims at mapping civil society organisations based on diferent types of resources for studying resource stratifcation in civil society. The approach is based on six indicators consisting of economic, political, and media resources, internal and external to civil society. The MMRSC is a development and adaptation of the positional method within the elite research tradition aiming at identifying individuals holding central positions in powerful organisations. To be able to apply the positional method to civil society studies, the paper argues for a multi dimensional understanding of resources taking into account diverse organisational forms and goals within civil society. The method is presented in a systematic step-by-step structure with exemplifcations based on how it has been used in a study of civil society elites in four European countries and at the EU level.
