    • How can cities and communities around the world become more sustainable? What can we do as researchers to help them? As we move through the twenty-first century, these questions assume ever-greater importance. Many of the quickest wins for human and planetary health involve reimagining and reconfiguring cities. Activities that generate negative impacts like air pollution and poor health are concentrated in cities, as are the potential benefits of improving resource efficiency and liveability. It is cheaper, easier and more efficient to provide services to people who are concentrated in cities. This fact applies to green infrastructure, sustainable housing, high-speed broadband and low carbon transport alike. Because cities concentrate material and human resources as well as services and infrastructures they offer incredible opportunities to advance sustainability.

    • Climate City Contracts or CCCs are being developed in the context of a larger mission, with many stakeholders, funding, and growing momentum, hopefully providing a new force, legitimacy, and inspiration to ongoing urban climate actions. CCCs differ from current strategies for tackling climate change in cities because they are being developed in the context of the mission approach to tackle some of the most pressing challenges facing humanity. CCCs are a mechanism to ensure that city-level work is not occurring in a vacuum but rather facilitates multi-level integration between cities, national agencies, and the European Union, but also collaboration across a diversity of stakeholders. The current focus of CCCs is mostly on process rather than outcomes. Ambitious Climate Investment Plans, which encompass private sector efforts, are necessary to underpin the goals and activities outlined in CCCs.

But the majority of the population of Sweden and many other countries do not live in big cities, but in small towns, medium-sized cities or in a rural area. With a smaller and less densely populated population base, these areas are less interesting for commercial sharing services, and it also considered to be more difficult to create a critical mass for sharing under such conditions.

  • Technological Innovation Systems for Biorefineries – A Review of the Literature

    • The concept of a bioeconomy can be understood as an economy where the basic building blocks for materials, chemicals, and energy are derived from renewable biological resources. Biorefineries are considered an integral part of the development toward a future sustainable bioeconomy. The purpose of this literature review is to synthesize current knowledge about how biorefinery technologies are being developed, deployed, and diffused, and to identify actors, networks, and institutions relevant for these processes. Several key findings can be obtained from the literature. First, investing more resources in R&D will not help to enable biorefineries to cross the ‘valley of death’ toward greater commercial investments. Second, while the importance and need for entrepreneurship and the engagement of small and medium-sized enterprises (SMEs) is generally acknowledged, there is no agreement how to facilitate conditions for entrepreneurs and SMEs to enter the field of biorefineries. Third, visions for biorefinery technologies and products have focused very much on biofuels and bioenergy with legislation and regulation playing an instrumental role in creating a market for these products. But there is a clear need to incentivize non-energy products to encourage investments in biorefineries. Finally, policy support for biorefinery developments and products is heavily intertwined with wider discussions around legitimacy and social acceptance.     • The utilisation of biofuels is attracting growing support from the European Union and member states as a strategy to tackle climate change, enhance energy security, and contribute to regional development. This paper describes, compares, and analyses the markets for biofuels in Germany and the UK. The introduction of biofuels for transport in these member states provides contrasting pictures, and the success or failure of biofuels here is pertinent to the development and diffusion of biofuels across Europe. This paper concentrates on the socio-political context for the biofuels industry in Germany and the UK, discusses the lessons learned from the German and British experiences, and presents general conclusions for policy-makers that are predominantly relevant for the early stages of a biofuels industry.     • During the transition to a market economy, many countries with a planned economy in Central and Eastern Europe face similar challenges when the established socio-economic systems and infrastructures deemed inefficient in a market economy. Also new issues are being raised by the trends of globalization and the vision of sustainable development. In the energy sector the challenges raised by the Kyoto Protocol and its implementation mechanisms are especially interesting, because they are intertwined with other socioeconomic sectors. This paper addresses the challenges in the energy sector for transition countries, taking the case of bio-energy in the Ukraine as a prime example of a country undergoing major changes in its economic structures. Given the large potential for bio-energy development in the Ukraine, the current dependence on imported energy resources which threatens the Ukraine’s energy security, and the economic, social and environmental benefits associated with bio-energy, this paper investigates drivers and barriers to an increased use of bio-energy in the Ukraine. The paper was written by a group of MSc students of the International Institute for Industrial Environmental Economics at Lund University during a field trip to Kiev city and the Lviv region in Ukraine. The field trip has been supported by the Swedish Institute.

    • The recent upsurge of interest in the experimental city as an arena within and through which urban sustainability is governed marks not only the emergence of the proliferation of forms of experimentation – from novel governance arrangements to demonstration projects, transition management processes to grassroots innovations – but also an increasing sensibility amongst the research community that urban interventions can be considered in experimental terms. Yet as research has progressed, it has become clear that experimentation is not a singular phenomenon that can be readily understood using any one conceptual entry point. In this paper, we focus on one particular mode of experimentation – the urban living laboratory (ULLs) – and develop a typology through which to undertake a comparative analysis of 40 European ULLs, to understand how and why such forms of experimentation are being designed and implemented, and to identify the particular forms of experimentation they entail. We argue that there are distinct types of ULLs taking shape, delimited by the ways in which they are designed and deployed through, on the one hand, specific kinds of configuration and practice and, on the other hand, by the ways in which they take laboratory form: the different dispositions towards the laboratory they entail. We propose three ‘ideal’ ULLs types – strategic, civic and organic – and argue that these can be placed along the spectrum of four dispositions: trial, enclave, demonstration and platform.

    • Urban Living Labs (ULL) are advanced as an explicit form of intervention delivering sustainability goals for cities. Established at the boundaries between research, innovation and policy, ULL are intended to design, demonstrate and learn about the effects of urban interventions in real time. While rapidly growing as an empirical phenomenon, our understanding of the nature and purpose of ULL is still evolving. While much of the existing literature draws attention to the aims and workings of ULL, there have to date been fewer critical accounts that seek to understand their purpose and implications. In this paper, we suggest that transition studies and the literature on urban governance offer important insights that can enable us to address this gap.

    • The unfolding COVID-19 pandemic, and the unprecedented social and economic costs it has inflicted, provide an important opportunity to scrutinize the interplay between the resilience of small and medium-sized enterprises (SMEs) and the resilience of the communities they are embedded in. In this article, we articulate the specific ways that SMEs play a crucial, and underappreciated role in building resilience to human and natural hazards, and provide new opportunities to accelerate the adoption of sustainability practices through the configuration of 'enabling ecosystems' geared towards promoting sustainability in the private sector. We argue that capacity-building and experimentation are not only required within companies, but also throughout this emerging supportive ecosystem of policies, resources (i.e. finance, materials, skills), governance actors, and intermediaries to adequately focus investment, technical capabilities and innovation. Ultimately, we call for a new transdisciplinary action research agenda that centers on SMEs as pivotal actors and amplifiers of community resilience; while recognizing that these firms are themselves in need of support to secure their own capacity to respond to, and transform in light of, crises. This research program calls for recognizing and applying the lessons that the pandemic presents to the urgent need for accelerated climate action. This will be enabled by developing more targeted approaches to collaborative capacity-building activities in SMEs that feed into experimentation and allow for the accelerated adoption of deliberate and strategic resilient business practices and models.

  • Local power: Exploring the motivations of mayors and key success factors for local municipalities to go 100% renewable energy

    • This paper investigates the decision-making processes of mayors on the municipal level in Brandenburg, Germany, to support 100% renewable energy policies as well as the respective key success factors. Three different cases and their specific settings are examined: (1) Turnow-Preilack with Germany's largest solar power plant, (2) Prenzlau, a town claiming the title 'City of Renewable Energy’ and (3) the village of Feldheim, the first energy independent settlement in Germany. On the basis of exploratory site visits and interviews, the process of implementation of renewable energy is investigated. The methodology developed here is based on the 'theory of planned behaviour’ which helps to visualise the individual decision-making processes of key actors. Not surprisingly, many different factors influence the investigated cases. The decision-making processes must be investigated in their context that is shaped by the attitudes of mayors, the expectation of how their actions will be perceived, and the control mayors estimate to have over projects. The identified factors point at the key finding that the mayors first and foremost think about the 'good of their municipality’. This does not necessarily refer to economic factors but can encompass aspects such as 'strengthening community life’. More abstract factors such as climate change or contributing to the transition of the national power supply play - if at all - a minor role. Policies that aim at supporting energy transitions in similar settings should therefore shift their focus from communicating climate change mitigation to the co-benefits that ambitious renewable energy policies can bring to a community.

    • Reaching the 1.5°C target of the Paris Agreement not only requires ambitious goals from national governments, but also the active participation of local municipalities. It is in cities where climate actions need to be implemented to reduce greenhouse gas emissions and reach international and national climate goals. While the importance of cities and their participation in networks has been well-researched, studies have systematically neglected the committed individual agents in small and medium-sized cities and overlooked the importance of national networks. To address these research gaps, this article looks at how local climate managers use their municipality's membership in national networks to increase action and implementation. This article is based on 12 semi-structured interviews with seven municipal representatives and five representatives of two national city networks, and four informal discussions. Through comparative content analysis, it was identified that the main functions derived from network participation are direct exchanges between the climate managers, mobilization of others in the municipality, accounting of greenhouse gas emissions, and project support. These functions helped overcome key limitations that the actors often faced within the municipality related to a lack of legal competences, administrative resources and internal support for climate work and financial resources. This has implications for city networks which have been focusing on larger cities and not including smaller cities who have less capacity and who can benefit the most from the functions provided by them.

    • Establishing an advanced European bioeconomy is an important step in achieving the transition towards sustainable development and away from fossil fuels. The bioeconomy can be defined as an economy based on the sustainable production and conversion of renewable biomass into a range of bio-based products, chemicals, and energy. Several strategies have been produced in Europe from different perspectives that outline visions, intentions, and recommendations for the transition to a bioeconomy. An analysis of twelve of these strategies was conducted using a meta-analytical framework. This paper outlines the results of this study covering national, regional, and industrial perspectives on the bio-based economy in Europe. The analysis shows that a common direction for the bioeconomy, based on research and technological innovation in the various applications of biotechnology, is developing in Europe. It highlights the important role that the regional level will play in facilitating collaborations between industries and research institutions needed to foster innovation and optimize the use of biomass. The analysis also identifies that the development of European bio-based product markets are needed for bioeconomy expansion. However, the transition needs to have a lifecycle perspective in order to ensure that an economy founded on biomass is sustainable and equitable.

  • Fossil Fuel Free Municipalities in Sweden : Analysing Modes of Governing

    • Based on national legislations, Swedish municipal authorities have the responsibility as well as the means to shape their own transport and energy systems and lead the transformation towards fossil fuel free cities. In this report we explore how sixteen Swedish municipalities work toward fossil fuel free visions and goals with a particular emphasis on the urban transport and energy systems. We derive our findings from a broad review of municipal policy, strategy and program documents as well as from structured interviews with civil servants working within theseissues. The report presents a summary of the visions and goals adopted by municipalities in Sweden as well as the translation of these visions and goals into key targets and strategies. It also provides a summary of general patterns derived from document analysis and interviews of how municipal authorities work with and use various governing modes to facilitate the transformation towards less dependence on fossil fuels, using transport and energy as a focus area.

    • Urban experimentation has gained traction in cities all over the world as a way to find new, more sustainable ways to plan and develop cities. Interventions designed to address a diverse range of urban challenges bring innovative social and technical components together to learn by doing. Seen through this lens, the modernist planning that dominated the urban arena for much of the twentieth century seems to have given way to what we might term the experimental city - a condition where the urban both forms an arena for experimentation and is shaped by it (Evans et al. 2016). The appeal of urban experiments lies in their ability to be radical in ambition while limited in scope; ground-breaking rather than rule-breaking. Experimentation permits learning, which is increasingly identified as a necessary ingredient to ‘scale up’ solutions both within and between cities.

However, there is scant evidence of how these activities can enhance social well-being and contribute to just and equitable communities. Smart and Sustainable Cities? Pipedreams, Practicalities and Possibilities provides one of the first examinations of how smart cities relate to environmental and social issues. It addresses the gap between the ambitious visions of smart cities and the actual practices on the ground by focusing on the social and environmental dimensions of real smart city initiatives as well as the possibilities that they hold for creating more equitable and progressive cities. Through detailed analyses of case studies in the United States, Australia, the United Kingdom, Japan, Germany, India, and China, the contributors describe the various ways that social and environmental issues are interpreted and integrated into smart city initiatives and actions. The findings point towards the need for more intentional engagement and collaboration with all urban stakeholders in the design, development and maintenance of smart cities to ensure that everyone benefits from the increasingly digitalised urban environments of the twenty-first century.

    • Smart cities promise to generate economic, social and environmental value through the seamless connection of urban services and infrastructure by digital technologies (Hollands 2008, Viitanen and Kingston 2014), but there is scant evidence concerning their ability to enhance social well-being, build just and equitable communities, reduce resource consumption and waste generation, improve environmental quality or lower carbon emissions (Cavada et al. 2015). This special issue addresses the gap between the pipedream and the practice of smart cities, focusing on the social and environmental dimensions of real smart city initiatives, and the possibilities that they hold for creating more equitable and progressive cities. We argue that social equity and environmental sustainability are neither a-priori absent nor de-facto present in technological designs of smart city initiatives, but have to be made, nurtured and maintained as they materialise in particular places. This is the ‘possibility’ alluded to in our title, and where the focus of the Special Issue on the gap between the pipedreams and practicalities of smart cities leads. In this introduction we unpack this argument in greater detail and situate our six contributions within it.

  • "White and Green": Comparison of market-based instruments to promote energy efficiency

    • The "White and Green'' project completed under the EU SAVE Programme reviewed policies and measures to promote energy efficiency, which involved analysing the experience with instruments that are already implemented, and assessing innovative instruments that are proposed. In particular, the practicability of using ''White Certificates" energy efficiency) along the same lines as "Green Certificates" (renewable energy) was explored. Several of the policies. and measures, were simulated using technical-economic model of the MARKAL family. The results show that by 2020 it is possible to increase energy effiency by 15% at no cost without taking externalities into account. If externalities are considered, an increase of 30-35% with respect to the business-as-usual scenario is justified. The wealth of information obtained through the models and analysis provides a set of recommendations for policy-makers including: (1) the need for closer co-ordination between energy policies and environmental and climate policies; (2) the opportunity to establish more ambitious targets for energy efficiency; (3) the scope for increased EU co-ordination; (4) the extension of White Certificates to the medium and low energy-intensive industries; (5) the need to support White Certificates with accompanying actions, such as running information campaigns, promoting energy service companies, and, providing dedicated credit lines; (6) the need to develop similar instruments for transport and(7) the continuing need for energy research and development.
