Åtstramningspolitik och högerpopulism har fått bred förankring i partipolitiken. Samtidigt uppstår motrörelser, där civilsamhälleliga aktörer kräver en fördjupad demokrati och social rättvisa. Vi står inför ett skifte. Kommer en nyliberal ekonomisk politik att smälta samman med en auktoritär, rasistisk populism? Temporal Dispossession: The Politics of Asylum and the Remaking of Racial Capitalism in and Beyond the Borders of the Swedish Welfare State

- This thesis sets out from the post-2015 Swedish asylum legislation, which made Sweden’s asylum policy among the most restrictive in the EU. The most decisive changes were the shift from permanent to temporary residence permits as the standard protection provided, along with the increasingly blurred lines between migration regimes and labour market policies. With temporary residence permits as the new norm, time and labour market productivity are central to the distribution of vulnerability and life chances, as labour market participation functions as the only means of qualifying for permanent residence. The policy shift can be seen as an institutionalization of temporality and deportability, as it carries the inherent risk of deportation if residence permits are not reissued upon renewal. Against this background, this thesis draws on temporal enactments of dispossession and racial capitalism as a theoretical framework to analyse how the control of time results in different forms of dispossession – a feature that is closely tied to the selection logics of late racial capitalism, namely: differentiation, devaluation, and competition. Although dispossession has been conceptualized as a mechanism of authoritative control over the spatial, emotional, and relational aspects of (neo)colonized subjects’ lives, research often fails to recognize the significance of time and temporality in understanding this process. Here, I seek to bridge this gap. Furthermore, where migration studies have been critiqued for perpetuating methodological nationalism, temporal dispossession foregrounds time as central to the distribution of rights to make visible how the control of time is an experience shared across multiple positions – citizens and non-citizens alike. While this directs our attention to the continuum of temporal control, those positioned as migrants are often experiencing the most acute effects of the temporal restrictions that affect access to rights. The thesis builds on four years of ethnographical engagements with interlocutors who sought asylum between 2015 and 2017, and interviews with street-level bureaucrats, from the Swedish Migration Agency, NGOs, asylum lawyers, to the Swedish Public Employment Service. Consequently, engaging with the interlocutors’ experiences through the theoretical lens of temporal dispossession is a means of centring time not only within the workings of racial capitalism, but also on how border regimes work to sustain racial capitalism and how labour market exploitation is exacerbated by the legal liminality the interlocutors inhabit. Chapter 5, on temporal dispossession through migration bureaucracy, examines the temporal dimensions of the Migration Agency’s New Public Management (NPM) procedures as they assess asylum applications. It traces the enforced deceleration, interrupted by pockets of acceleration, that obscures the interlocutors from frames of intelligibility in the asylum process. Here, temporal dispossession consists of preventing those seeking asylum from making progress in their cases, using temporal means of discarding their need for protection and relegating them to a different pace of time as compared to the surrounding society, effectively positioning them as untrustworthy and thus as undeserving asylum subjects. Chapter 6 investigates ‘islands of dispossession’ where time and space merge in the analysis of the body as the most intimate scale of such islands, asylum camps and make-shift camps as the national scale, and enforcement archipelagos as the global scale. Together, these tease out the role of temporal dispossession in carceral geographies and the role of border regimes in sustaining racial capitalism. The chapter also engages with how interlocutors redefine and resist the spaces of the camp through community formations. The final analytical chapter on the workings of temporal dispossession in the labour market (Chapter 7) examines the productivity of time in the production of surplus, cheap, and disposable labour forces, where labour market participation constitutes the only means of securing permanent protection. This is examined through the interlocutors’ experiences navigating the informal labour market, ‘fast track’ labour market programmes, and their attempts to ‘switch’ tracks from asylum to labour market migration to secure their futures and reduce the pervasive threat of deportability. Taken together, the thesis seeks to contribute to research on how dispossession operates in and through the border regime, specifically through its temporal configurations, and how the latter is weaponised to dispossess people of their life chances. The thesis further seeks to contribute to research on the political economy of borders in the Nordic context by examining the operation of racial capitalism through the welfare state, where labour market exploitation is exacerbated by the precarity produced through its migration bureaucracies.

- En 1996 el movimiento político Pachakutik –asociado a la confederación indígena CONAIE- participó electoralmente por primera vez y desde entonces el movimiento indígena se ha establecido como una importante fuerza a nivel local, entre otros, en Cotacachi y Otavalo. Estos dos cantones se identifican como la cuna intelectual del movimiento indígena ecuatoriano. En este libro se analiza el proceso político local desde las perspectivas indígenas, principalmente durante el período entre 1996 y 2010. Un enfoque principal está en lo que el autor denomina el dilema intercultural del movimiento indigena, es decir, los desafíos político-electorales asociados a la interculturalidad y las alianzas establecidas más allá de la definición étnica. Igualmente se problematizan analíticamente las implicaciones de los avances del movimiento político del Presidente Rafael Correa a partir de 2006 dentro del movimiento indígena. Asimismo, se examina el faccionalismo dentro de las organizaciones indígenas en Cotacachi y Otavalo. A través del análisis de las percepciones e interpretaciones por parte de los actores indígenas, se intenta captar la dinámica y las tensiones dentro de esta complejidad al nivel cantonal. Es extremadamente importante ofrecer espacio académico a los protagonistas políticos. Por ende, metodológicamente, se incluye una gran cantidad de entrevistas con los actores. La segunda parte del libro consiste en una selección de 16 conversaciones entre el autor y destacados personajes indígenas, entre otros, los tres alcaldes protagonistas del estudio; Auki Tituaña y Alberto Anrango en Cotacachi, así como Mario Conejo en Otavalo, lo que por sí contribuye a llenar un vacío de documentación académica del movimiento indígena ecuatoriano y la historia política local.Rickard Lalander es politólogo, Doctor y Catedrático en Estudios Latinoamericanos, investigador y profesor en las universidades de Helsinki y Estocolmo. - A wide range of factors shapes irrigation institutions and collective action with regard to irrigation. They include the distribution of land across irrigation command areas and across classes, land tenure systems, access to new technology such as bore wells, the availability and cost of electricity and other energy sources for lifting groundwater, and, above all, state policies related to irrigation. Participatory irrigation management is hampered severely by policies in irrigation, such as the unregulated use of bore wells with free electricity provided by the state, that most benefit rich farmers. The paper, which is based on fieldwork conducted in Karur and Tiruchirapalli districts in Tamil Nadu in 1980 and in 2005, argues that the rapid and mostly unregulated development of well irrigation without any concomitant change in the legal framework and costing structure, and the lack of an objective basis for all water users to come together in collective action (given their different and often potentially conflicting interests), are the major causes for weakening collective action in irrigation management.

- In this chapter Branka Likić-Brborić addresses the emerging global governance of migration. She scrutinizes the structuring of human and labour rights discourses and contingencies for their institutionalisation and implementation by discussing their prospects for the promotion of global social justice. Issues of accountability and contingencies for the implementation of labour and human rights as migrants’ rights are discussed in the wider context of the existing global governance architecture. The chapter questions assumptions that setting up a workable model for codification and institutionalisation of labour standards, human rights and migrants’ rights could be left to a currently asymmetric global governance regime or to a variety of codes of corporate social responsibility. Global and regional trade union confederations and other civil society organizations have an essential role in repositioning a rights-based approach to migration, labour standards and development onto the terrain of a just globalisation.

- The paper explores movements for social transformation in precarious times of austerity, dispossessed commons and narrow nationalism; movements counterpoised to an exhausted neoliberalism on the one hand, and a neoconservative xenophobic populism on the other. Applying ‘rainbow coalition’ as generic concept it points at contours of a globally extended countermovement for social transformation, traversing ‘race’, class and gender, driven by reimaginings of the commons and indicating how they could be repossessed and democratically ruled; that is ‘reimagineered’). A multisited enquiry explores how actors express their claims as activist citizens under varying conditions and constellations, and if/how discourses and practices from different locations and at different scales inform each other. It interrogates whether there may be an actual equivalence of outlook, objective and strategy of ostensibly homologous contending movements which develop under varying local, national and regional circumstances in contemporary communities riveted by schisms of class, ‘race’/ethnicity and gender, occupied by the ‘migration’ issue and challenged by popular demands for social sustainability. The paper contributes to social theory by linking questions posed by critics of ‘post-politics’ concerning contingences of pluralist democracy and revitalised politics of civil society, to precarity studies focused on globalisation and the changing conditions of citizenship, labour and livelihoods.

- The three-part article of which this one is Part III is predicated on the principle that creativity is a universal activity, essential in an evolutionary perspective to adaptation and sustainability. This work on the sociology of creativity has three purposes: (1) to develop the argument that key factors in creative activity are socially based and developed; hence, sociology can contribute significantly to understanding and explaining human creativity; (2) to present a systems approach which enables us to link in a systematic and coherent way the disparate social factors and mechanisms that are involved in creative activity and to describe and explain creativity; (3) to illustrate a sociological systems theory's (Actor-Systems-Dynamics) conceptualization of multiple interrelated institutional, cultural, and interaction factors and mechanisms - and their role in creativity and innovative developments in diverse empirical cases. Part I of this article introduced and applied a general model of innovation and creative development stressing the socio-cultural and political embeddedness of agents, either as individuals or groups, in their creative activities and innovative productions. Part II investigated the "context of innovation and discovery" considering a wide range of applications and illustrations. This 3rd segment, Part III, specifies and analyzes the "context of receptivity and institutionalization" where innovations and creative developments are socially accepted, legitimized, and institutionalized or rejected and suppressed. A number of cases and illustrations are considered. Power considerations are part and parcel of these analyses, for instance the role of the state as well as powerful private interests and social movements in facilitating and/or constraining innovations and creative developments in society. In the perspective presented here, generally speaking, creativity can be consistently and systematically considered to a great extent as social, cultural, institutional and material as much as psychological or biological. © 2016 - IOS Press and the authors. Still, little is currently known about how such attitudes are distributed among different countries, men and women, classes, occupations, age groups and so on. What happened, for example, to work orientations in Iceland when the country went bankrupt? The answer is quite surprising. Or, is it true that work is losing its position in people's lives in Western world? - SUMMARY Report from the field of brand production From the viewpoint of an international advertising agency in Stockholm, this article sketches some important power lines that structure the social space within which “creators” and “curators” in the Swedish advertising industry perform their actions. Inspired by Pierre Bourdieu’s field theory, Galli also examines the tense relation between a field of production specialized in constructing specific symbolic products known as brands, and a world of legitimate cultural production. In the field of brand production different sorts of recognized skills and resources render its possessors communicative capital, an active property expressed in objectified, institutionalized, and embodied states like awards, membership in field-specific boards and juries, and the bodily capacity to master social presentations. A study of “brand-day workshops” rounds off the text suggesting that institutional and individual agents in the field of power not only aim at perpetuating and control brand competition through advertising and branding, but also the more hidden dimension of already existing social distinctions and divisions.

- The article examines the organisational production and distribution of normatively charged ideas for governing transnational business. Based on the United Nations Global Compact Initiative, it is argued that the UN version of ‘corporate social responsibility’ (CSR) builds on a metanarrative of rationality, involving ideals of transparency and legibility combined with an emphasis on consensus and harmony. The strong accent on partnership, agreement and dialogue leaves little space for the involved parties to articulate and defend diverging interests. By transforming what are basically political conflicts of interest into win–win terms, CSR standards and the technologies of transparency, legibility, and accountability foreclose conflictual space, and emerge as an instance of ‘post-political global ethics’.

The failure of civil society : the third sector and the state in contemporary Japan

- The global discourse on civil society is both complicated and enriched in this participant study of Japan’s volunteers, known as the third sector. In the wake of the Japanese government’s failed response to the 1995 earthquake, volunteers took the lead in providing aid to victims. This recent sea change in Japanese society was quickly followed by the 1998 NPO Law (nonprofit organization law) that encourages third sector activities. Drawing on his fieldwork at one of the new NPOs, Akihiro Ogawa explores in detail the social and historical particularities of Japanese “civil society” or shimin shakai, revisiting how the concept is interpreted and practiced by the volunteers themselves. Civil society, Ogawa argues, can best be understood as an active, dynamic process rather than as a static, abstract model.

- While violence against health care workers is being progressively recognised as a serious problem in the healthcare industry, it remains an under-studied area of enquiry in global public health. Anthropologists have long observed that violence toward patients is tied to institutional care practises in multiple ways, including repression, misrecognition and silencing. But research on health care staff’s experience of violence is still lacking. This article aims to address this literature gap by providing research on the daily experience of vulnerability to violence that health care providers face during their work. To do so, the paper ethnographically explores the effects and perception of violence against health care workers in an emergency department (ED) in northern Italy, a place with a dramatic escalation of violent incidents. The article illustrates how the ED staff attended to the experience of suffering of potentially violent patients. In so doing, ED professionals shifted the responsibility of violence against them from violent individuals to violent structures shaping health inequities. The paper thus argues that ED professionals display a structural competence perspective when dealing with violence.

Human rights and socio-legal resistance against female genital cutting : an anthropological perspective

- Human rights-based interventions against genital cutting practices (FGC) have increasingly emphasised the need for legislation against such practices with little attention to the consequences. Accordingly,the international community has compelled state parties by linking international development aid to good governance and human rights- the rights of women and children- through the elimination of genital surgeries and other gender-based discriminatory practices by adopting appropriate legislation that will deter practitioners. This ethnographic study explores diverse local reactions among FGC practicing Ejagham ethnicities in Southwest Cameroon. It highlights the dilemmas inherent in an anti-genital cutting legislation. Drawing from the experiences of African countries that adopted anti- FGC legislation, it demonstrates that the ''bifurcated power structure” in the postcolonial Context and therefore multiple overlapping authority systems- between the national government and traditional village authority system - and the state's lack of '”statehardness” are some of the dilemmas compromising the adoption and implementation of an anti-FGC legislation in Cameroon.

His Master’s Voice? The Role of Business in the World Economic Forum

- This paper departs from an interest in the involvement of business leaders in the sphere of politics, in the broad sense. Many global business leaders today do much more than engage narrowly in their own corporation and its search for profit. At a general level, we are seeing a proliferation of usages of non-market corporate strategies, such as testimony, lobbying, interlocking of positions and other means to influence policymakers at all levels of government and international institutions as an adjunct to the firm’s market strategies. Conversely, there is an enhanced interest on the part of policymakers to influence firm behaviour through multi-stakeholder involvement, public – private agreements and networks forms of governance. The paper brings to the fore the role of corporations in the World Economic Forum, and how firms act through the WEF to advance their interests, financial as well as political. What is the role of business in the World Economic Forum, and how do business corporations advance their interests through the WEF?The results show that corporations find a strategically positioned amplifier for their non-market interests in the WEF. The WEF functions to enhance and gain leverage for their ideas and priorities in a highly selective and resourceful environment. In the long run, both the market priorities and the political interests of business may be served by engagement in the WEF.However, the WEF cannot only be conceived as the extended voice of corporations. The WEF also makes use of the corporations to organize and expand their own agency, which not necessarily coincides with the interests of multinational corporations. By way of corporate financial resources, the tapping of knowledge and expertise, and access to vast networks of business relations, the WEF is also able to amplify its own voice.

My Friend Who Never Let Me Down : Ambiguous Emotions at Pet Cemeteries

- Pets are liminal creatures: they are regarded as friends and family while they are, at the same time, considered to be belongings. Violence against pets is highly socially stigmatizing in most contexts, but at the same time, owners of companion animals may chose to end their pets’ lives without facing legal charges. There is a general idea, present both in research and popular culture, of a widespread norm against strong emotional responses to the passing of a pet. The reason would be that pets are not considered fully human, and grieving pets in a way similar to human mourning would challenge the boundary between humans and other animals. Yet, there are numerous products and services specifically designed for bereaved pet owners: condolence cards, bereavement counseling, popular psychology books—and pet cemeteries. Through an ethnographic study of pet cemeteries in Sweden, Finland and Norway, we show how pets’ ambiguous status is conveyed through tombstones, decorations and the practices of cemetery visits. Relying on photographs, field notes, interviews with key informants, and the studied pet cemetery organizations’ documentation, we explore the material and meaning-making practices that make these places possible. We suggest that these spaces enable a double sense of pets’ life: pets are simultaneously grieved as human-like friends and family members through anthropocentric gestures, and as nonhuman others through innovative and norm-challenging ways of grieving. Drawing on Judith Butler’s writing on grief, and Giorgio Agambens’ conceptualization of “the animal,” we discuss how practices at pet cemeteries convey abstract and sometimes ambiguous understandings of what life is.

- In the year 2015 we remembered the 50th anniversary of Malcolm X’s assassination in Harlem, New York. Spurned by the commitment to continue the critical work that Malcolm X began, the scholars represented in the book have analysed the enduring significance of Malcolm X’s life, work and religious philosophy. Edited by Dustin J. Byrd and Seyed Javad Miri, Malcolm X: From Political Eschatology to Religious Revolutionary, represents an important investigation into the religious and political philosophy of one of the most important African-American and Muslim thinkers of the 20th century. Thirteen different scholars from six different countries and various academic disciplines have contributed to our understanding of why Malcolm X is still important fifty years after his death. - HIV sensitisation campaigns often aim to empower people living with HIV or AIDS (PLWHA) to enable them to cope with their illness by getting on with normal life as best as they can. However, contained within these messages are implicit assumptions about the needs of PLWHA. This research found that in Jamaica PLWHA's reproductive health needs are considered to be met largely by condoms. However, PLWHA respondents in this study expressed desires to have children and felt that their right to this was being denied. As such, dominant HIV sensitisation messages fail to respond to Jamaican PLWHA's own perceptions of their needs. This information is of importance, as the focus of the international HIV response moves away from simply preventing new infections to supporting those who have already been infected through locally appropriate interventions. As part of this, local perceptions need to be acknowledged 'up-stream' in HIV programming. © 2013 Copyright Taylor and Francis Group, LLC.

- In this analytical chapter we focus on human factors to shed light on what a 21st-century project might look like from within. Adopting a non-essentialist perspective to project-making, we at the same time acknowledge that the notion of human nature is blurred, dynamic, changeable, heterogeneous, and internally riven. The human condition, hence, always dictates what ontological position a project adopts regarding its subject matter, execution and end results. In this respect, with this book we commit to an open-ended normativity: normative by reluctantly accepting the bias of the project formulas as we have defined their ability to shape the contemporary world, but open-ended with regard to a constant awareness that all knowledge is constructed, fluid and flawed, and that the insights here presented are only some of many possible interpretations. That said, we do not believe that plurality of opinion is intrinsically useful for creating ‘good projects’ – we believe it is an overused statement (cf. de Botton 2019) – but plurality of opinion is possibly the only way to unravel how a project operates and what keeps it afloat, including its silent triumphs and hidden pathologies. Since values and value systems can differ even within very small entities, to truly understand the inner workings of a project requires covering all its nooks and crannies. This methodological approach – autoethnography – is represented in the vast empirical section of this book – top to bottom and side to side, the results of which are discussed in the ensuing nine subsections. When things are whipped up into a sustainability frenzy with a flurry of divergent messages, it is easy to lose track of goal and purpose. For change to happen, we must dare to open a can of worms and find each other in the disenchantment of our broken world. The battle against unsustainability is a war of attrition: words against deeds – and both are enclosed in projects.

- This report, the first in Sida’s gender-based violence series, draws on an original case study, including extensive interviews with members of thearmed forces in the Democratic Republic of Congo (DRC). By critically exploring and convincingly challenging existing stereotypes and narratives about sexual violence in conflict settings, the authors reveal the need for a nuanced understanding of SGBV, including its invisible victims. Their analysis transcends reductionist explanations that separate SGBV from other forms of violence that afflict war-torn societies, and haunt post-war contexts. They thus provide invaluable insights into the complex circumstances in which SGBV occurs.

- Globally, the EU plays a leading role in combating Illegal, unreported and unregulated (IUU) fishing activities. Specifically, the EU exercises normative power to influence regulatory strategies and governing frameworks in third countries. In 2015, the EU issued Thailand a yellow card, indicating that economic sanctions would be implemented unless IUU fishing practices were eliminated. Concurrently, revelations about ‘modern slavery’ in Thailand's fishing industry had received international attention, through media and NGOs, exposing slavery-like practices among migrant fishworkers. Conventionally, the EU IUU policy addresses only issues of catch and environmental sustainability. This paper explores how an initial bilateral dialogue was bifurcated into two dialogues: a Fishery Dialogue and a Labour Dialogue. Drawing on semi-structured interviews with involved actors, expert opinions, field-visits and secondary documents, we ask: How were labour issues integrated into the bilateral dialogue, and what consequences emerged from the IUU policy for Thai fisheries management? Tracing the bilateral dialogue between EU and Thai governments, we argue that Thailand's fisheries reform was a result of both fisheries’ sustainability concerns and the kind of labour rights valued by the EU. Our Normative Power Europe approach shows how norms of labour rights shaped the reform through policies and implementation. We maintain that this unique case-study reveals how the EU incorporates a broad-based normative approach that goes beyond catch sustainability.

- Arbetare med invandrarbakgrund marginaliseras på den svenska arbetsmarknaden. Arbetsdelningen präglas av etnisk uppdelning. Ny teknik och förändring av arbetsorganisationen på verkstadsgolvet verkar komma att förstärka dessa allmänna tendenser.Detta är huvudkonklusioner av den studie av multietniskt arbetsliv i Sverige på 1990-talet som redovisas i denna bok. De sex författarna analyserar bland annat skilda yrkeskarriärer, varierande möjligheter till befordran, diskriminerande rekryteringsstrategier, långtidssjukskrivning och etnisk sexism. Särskilt belyses arbetsvillkoren för tre grupper av anställda vid Volvo Torslanda: etniska svenskar, samt invandrade finna och jugoslaver av bägge könen.Studien har genomförts i samarbete mellan forskare vid Umeå och Göteborgs universitet samt Arbetslivscentrum i Stockholm.

Identity, Old(er) Age and Migrancy : A Social Constructionist Lens

- ldentity research in relation to ethnicity and migration has tended to focus an younger people whilst identity research in relation to ageing and old(er) age has not focused an migrants. This inadvertent mutual neglect has led to a lack of identity research that examines the identity categories of old(er) age and migrancy together, a lacuna that this dissertation aims to redress. This dissertation departs from a social constructionist understanding of identity as situationally accomplished in the interplay between how one defines oneself (internally) and how others define one (externally). The questions raised by this perspective and addressed in this dissertation are: When (in what situations) and in relation to whom do old(er) age and migrancy (respectively) seem to become meaningful for identification? How do the identity categories of old(er) age and migrancy seem to be negotiated? The empirical material consists of in-depth interviews with 24 older migrants (13 men, 11 women) aged between 55 and 79 who have been living in Sweden for 18 to 61 years. Interviewees come from 12 different countries that vary in perceived cultural distance from Sweden. The findings suggest that identifications with old(er) age and migrancy seem to be dynamic and flexible rather than necessarily permanently meaningful, thus gaining meaning in specific situations and in relation to particular Others. External definitions furthermore do not always seem to match with internal ones. Regardless of how old(er) age and migrancy are constructed, they seem to be negotiable. This dissertation thus contributes to identity research by studying old(er) age and migrancy together and furthermore sheds light onto how the social constructionist lens allows us to see variability where stability otherwise would be presumed.
