International container shipping through the Covid-19 pandemic - Disruptions from a Swedish perspective

- At the onset of the pandemic in spring 2020, the Swedish shipping sector was first affected by border closures preventing passengers to use RoPax shipping and cruise ferries. There were some blank sailings but in general they kept operating to foster intra-European trade by trucks despite the missing revenues from passengers. Shipping in general was affected by port disruptions and complicated crew changes. Eventually, however, it was clear that the most dramatic disruptions on a global scale where experienced in the container segment. General media reported on delayed goods, high freight rates and, however not related to the pandemic, the Ever Given blocking the Suez Canal for a week in March 2021. Currently, there are few reports of supply chains and shipping suffering from disruptions and capacity constraints related to the pandemic. The peak in freight rates was rather replaced by depressed rates and there is a certain risk that some logisticians and supply chain managers regard the pandemic as a once-in-a-lifetime event and just want to get back to a previous behaviour seeing container shipping as a commodity with indefinite capacity at a reasonable price. Nevertheless, the war in Ukraine, the drought in the Panama Canal and the attacks by the Houthi rebels in the Red Sea create other problems for container shipping. Freight rates increase significantly, but from very low levels. The purpose of the report is to describe and analyse how international container shipping was affected by the Covid-19 pandemic and other disruptions. The analysis takes a Swedish perspective on disruptions and tries to go beyond the anecdotal reporting and capture what happened and why. Container shipping is put into a context of economy, consumption, world trade, supply chains and logistics. The pandemic and more current events affecting container shipping market are described together with how shipping lines responded. A series of interviews with Swedish actors revealed how they perceived the disruptions and what countermeasures the actors have applied to mitigate the effects, their organisational learning and how they prepare for future disruptions.

Effektiva kombiterminaler och avtal

- Kombiterminaler spelar en viktig roll i transportsystemet. Förutom utmaningarna med att utforma effektiva kombiterminaler som bidrar till hög produktivitet för järnvägstransporter så finns också en rad utmaningar i de avtal som måste skrivas/upprättas med berörda aktörer. Exempel på sådana upprättade avtal är genomförandeavtal och anslutningsavtal med Trafikverket, terminaloperatörsavtal och trafikeringsavtal med berörda tågdragande företag. Syftet med föreliggande rapport är att identifiera brister och utmaningar vid upprättandet av avtal mellan de olika aktörer som hanterar kombiterminaler för att undvika problem som annars kan påverka transporteffektiviteten negativt. Projektets syfte uppnås främst genom att genomföra en analys av olika avtal för 5 olika kombiterminaler som upprättats mellan olika aktörer senaste 10-15 åren.

- Forskningens syfte är att närmare studera motiv till, utformning och funktion av regional logistiksamverkan och möjligheten att utveckla regionala logistikcentra. Av speciellt intresse är att identifiera nyttan av regional samverkan och samarbetsprocessen för utvecklingen av regionala logistikcentra. Denna studie är en del av ett större projekt om regionala logistiksystem. Forskningsfältet kartläggs genom att belysa tidigare forskning och projekt om regionala logistikcentra och närliggande områden. Analysen skall förstärka och skapa större förståelse av dynamiken bakom logistisk samverkan och fenomenet regionala logistikcentra. Rapporten avser att förklara utvecklingen av regional logistiksamverkan för att förbättra den logistiska konkurrenskraften i regioner.

Description of the Gothenburg container port conflict and its logistics consequences

- Port conflict issues can have a significant impact on port performance (Galvao et al., 2016). With that fact in mind, this study aims to outline the basic events of the Port of Gothenburg (Sweden) conflict and the logistical disturbances that have arisen since June 2016. Thus, this report starts with a description of the most important international port conflicts that have occurred during the last decade. Following that, an in-depth examination of the Port of Gothenburg’s conflict is laid out. First, the organization of the Swedish port system is reviewed. Second, the importance of container cargo and intermodal transportation in the Port of Gothenburg is stated. Third, the study traces a chronological investigation of the port dispute, categorizing all agents involved in the dispute as well as the consequences of their actions. Finally, the main conclusions and policy implications are discussed in the last section.

Port Initiated Incentives and Fees for more Sustainable Transport from a Hinterland Perspective

- This present framework aims to identify incentives and fees established by ports in order to improve the environmental performance of its connecting transport network, with focus on hinterland logistics. Through an analysis of several case studies around the world, it has been identified and analysed five main incentives from a Swedish perspective with the help of key stakeholders. Thus, this study permits proposed measures based on effect and feasibility for further research. The results from the workshop session suggests that the reduction of air emission measure, the modal shift and intermodal incentive would have higher impact on sustainability. However, not all cases would gain industry acceptance and finally, only the reduction of air emission incentive would be easy to implement and be interesting to analyse in the future.

Behovs- och systemanpassat underhåll av godsvagnar

- Dagens godstransportsystem på järnväg behöver åtgärdas för att förbättra såväl pålitlighet som punktlighet. Förevarande projekt syftar till att identifiera lösningar som enkelt kan implementeras och där effekter också enkelt kan beskrivas och förutses med avseende på underhåll och service av godsvagnar för morgondagens behov. Det bakomliggande syftet för dessa åtgärder är mer effektiva godstransporter. Tonvikt ligger i detta avseende på behovs- och systemanpassade åtgärder. Projektet syftar närmare till att utreda förutsättningarna för ett behovs- och systemanpassat underhåll av godsvagnar. Under projektets gång har mobila lösningar kring underhåll varit i fokus, varför rapporten riktar in sig på denna typ av underhåll. Trafikverket har bidragit med medel till projektet och utöver dem har Swemaint AB, BS Verkstäder AB och Handelshögskolan vid Göteborgs universitet medverkat i projektet. Föreliggande rapport redovisar resultaten av projektet.

Transport and logistics facilities expansion and social sustainability: A critical discussion and findings from the City of Gothenburg

- Ports’ importance for international trade and for local, regional, and national economies is often empha-sized by port authorities, governments, and the business community alike. The argument goes that the port has to grow for domestic industry to be competitive internationally and against other ports with over-lapping hinterland. At the same time, port growth also generates more freight to be transported and stored, putting stress on the city, its urban landscape and social sustainability. The aim of this report is to contribute with a critical discussion concerning the relationship between investments and expansions in [transport] infrastructure and logistics facilities, national and local policies, and social sustainability. The point of departure is that the port-city relationship is multifaceted and difficult to delimit spatially, but needs to include factors such as institutions, governance, democratic planning processes, transparency, and citizen participation. The management of road and rail links and the siting and management of ma-jor nodal facilities such as port terminals and warehouses is crucial in this balance. This concern has both a very local neighbourhood dimension and a wider urban dimension. At the local level, the direct interface with communities and the urban landscape is at stake, while at the metropolitan scale, the impact of freight networks and infrastructure on urban structure and performance is important. The work is funded by the Foundation for Economic Research in West Sweden.
