  • Reassessing the Impact of SHG Participation with Non-experimental Approaches

    • This paper critiques recent work that measures the impact of self-help groups, and explains the biases that result from this assessment. Using survey data, it is shown that the methodologies used yield results that misstate the impact. A categorical breakdown is proposed to improve upon these studies, and a simple alternative procedure, the pipeline method, is then estimated to properly correct for selection bias. The results indicate that SHG participation has an impact on assets, livestock income, and salaries. Applying more advanced methods, training is also found to have a positive impact on assets, and empowerment is found to increase with SHG participation.

  • Marriage squeeze and mate selection – Analysing the ecology of choice and implications for social policy in China

    • The marriage squeeze in China, whereby the sex ratio imbalance leaves many males without a marriage partner, is not only about numbers, but also about how the institution of marriage is socially, economically, and politically underpinned. This paper uses the concept of ecology of choice in mate selection to demonstrate how different social processes and practices have ramifications on who can marry, who they can marry, and under what circumstances. It points to the historical and cultural practices of patrilineage, hypergamy, and concubinage, which contributed to a marriage squeeze long before the sex ratio at birth became an issue. It also examines how the policies of the Chinese Communist Party have affected social institutions related to marriage, reinforcing the marriage squeeze, and discusses the implications of this.

    • Previous research has addressed questions of reproductive justice and the stratifications of Indian women’s reproductive lives in terms of class position and economic status. However, the question of caste has received little attention in the literature and there has been a lack of research on assisted reproductive technologies and caste along with the absence of Dalit feminists speaking out on reproductive technologies. This paper attempts to begin exploring the significance of caste by drawing on in-depth interviews with Dalit feminists who challenge dominant understandings of surrogacy in both international and national debates on reproductive technologies. It highlights how an insistence on the wider socio-economic context of women’s lives challenges notions of reproductive rights, replacing them by reproductive justice.

    • The Rabhas who live in the Buxa tiger reserve buffer zone must see some irony in their officially acknowledged status of partner's in wildlife conservation. The tiger project has so far meant only curtailed employment and access to the forest for them, for the concept of popular participation in conservation is still only a concept. What is wanting is an effort to address appropriately the question of indigenous peoples rights.

    • India's nuclear programme has suffered from a shortage of uranium. As elsewhere in the world, the main uranium deposits are located on lands belonging to indigenous or tribal peoples. This paper discusses the unfolding controversy relating to uranium mining in the West Khasi Hills of Meghalaya. The government-owned Uranium Corporation of India has for long been trying to get access to the deposits of uranium, but has failed due to local opposition. During the past two years the government has stepped up its efforts to allow mining in Meghalaya and seeks to win over local people with promises of development. Although a reasonable proposition for some, there is also a strong opposition to this, usually citing either health reasons or issues having to do with ethnic sovereignty and indigenous rights. Allowing uranium mining, it is argued, would lead to the loss of indigenous lands and open the region to a large-scale influx of non-tribal people.

  • Reforming or Replacing the Public Distribution System With Cash Transfer?

    • The targeted public distribution system, intended to provide subsidised food to poor households, is the largest welfare programme in India, with a budget corresponding to about 1% of the net national product. Several studies have found the system to be inefficient and costly in assisting the poor. This paper analyses the case for, and against, replacing a reformed version of this system with a targeted and differentiated cash transfer scheme. Such a scheme could cover about two-thirds of households, and make far larger transfers to the poorest compared to the actual subsidy embedded in the current system, eliminating the risk of large exclusion errors. Further, the overall budget can be held at the present outlay level. It is argued that most of the objections to such a transfer scheme can be circumvented at the design stage.
