  • Using Spatial Econometrics to Analyze Local Growth in Sweden

    • The paper investigates factors that determine the average income growth and net migration rates in Swedish municipalities during 1981-99. The main issue is to test the hypothesis that conditional on a set of other possible determinants of regional growth, the growth rate in one municipality is affected by the growth rates in its neighbouring municipalities. The hypothesis of conditional convergence is also tested. A positive correlation is found between net migration rates in neighbouring municipalities, which suggests that net migration tends to 'spillover' to neighbouring municipalities. When it comes to average income growth, the results indicate spatial dependence in the error terms during the 1980s. However, there is no clear evidence in favour of the hypothesis of conditional convergence. Instead, the results predict conditional divergence between municipalities located in the Stockholm region throughout the period and also for municipalities outside the Stockholm region during the 1990s.

    • This paper analyses the relationship between the composition of local government expenditure and income growth rate at the local level. Based on a panel of municipality-level data for Sweden spanning the period 1996-2015, we find indications of a negative relative 'growth effect' of education spending compared with both perceived non-productive expenditure shares and childcare and infrastructure spending, both viewed as productive. However, the robustness of these results is challenged when considering spatial interactions, and the choice of panel construction to address reverse causality. To some extent the results are confined to the assumption that local fiscal policy is exogenous.

    • The objective of this paper is to analyze the amount of risk sharing that takes place between regions in Sweden. It is found that the capital market is the largest source of risk sharing of an exogenous change in gross regional product in Sweden. Still, roughly 20% of a change in regional output is smoothed among the regions through the fiscal system. There is also some evidence that there are regional differences in the sense that regions located in the south rely more on the capital market as a source of insurance against shocks in output, while the tax and transfer systems provide a larger extent of risk sharing for regions located in the north.

    • We employ geocoded data to explore the effects of ethnic enclaves in Swedish cities on the propensity of Middle Eastern immigrants to transcend from having no employment to self-employment. We demonstrate a robust tendency for immigrants to leave non-employment for self-employment if many co-ethnic peers in the enclave are business owners, while we observe weak effects emanating from business owners in other groups. Net of these effects, overall enclave size, measured by the local concentration of co-ethnic peers, has a negative influence on the propensity for a non-employed immigrant to become self-employed. © 2020 The Author(s). The geographic scale at which density externalities operate is analysed in this paper. Using geocoded high-resolution data, the analysis is focused on exogenously determined within-city squares (‘neighbourhoods’) of 1 km2. The analysis confirms a city-wide employment density–wage elasticity and an economically significant density–wage elasticity at the neighbourhood level that attenuate sharply with distance. Panel estimates over 20 years suggest a neighbourhood density–wage elasticity of about 3%, while the city-wide elasticity is about 1%. It is argued that the neighbourhood level is more prone to capture learning, e.g. through knowledge and information spillovers. This interpretation is supported by (1) significantly larger neighbourhood elasticities for university educated workers and (2) sharper attenuation with distance of the effect for such workers.

Using longitudinal Swedish data, we document robust evidence consistent with highly localized spillovers at the level of sub-city districts between individuals in similar occupations. We further demonstrate less distance-sensitive benefits of working in districts and regions, characterized by high overall density (of employees in other occupations). We find no evidence of benefits from overall density outside Sweden’s three main metropolitan areas.

    • This paper argues that planning in the Global South needs to be embedded within a more complex and systemic framework based on understanding cities' functions and transformations, at both local and regional levels, whilst advocating for and incorporating informal and temporary dynamics. This is to differentiate between two competing processes: formal planning and citizen-led place-making, here considered as a form of reactive alternative-substitute place-making that occurs when there is no available alternative. The paper calls for a better integration of such impermanent, adaptable, temporary and alternative forms of place-making into the planning process for regional futures.

Few techniques can capture different types of regional innovations, despite the importance of distinguishing between the innovation types for practitioners and policy-makers. This paper develops and illustrates a methodology based on data envelopment analysis that could be employed to shed light on this critical issue. Different types of regional innovations are analysed based on a longitudinal analysis of all Swedish counties over a five-year period. The approach can be used to analyse and distinguish between expansion-, catching-up- and shift-based types of regional innovation. Regional innovativeness is shown to be related to the regional levels of entrepreneurial activity.

    • This study derives and estimates models for the work travel time of each spouse in the household conditional on both spouses' hours of work. The model is estimated using Swedish household data. The own labour supply has a positive impact on travel time for females and a negative one for males. The estimated effects of the other spouse's labour supply are insignificant. An overall test of whether the hours of work are weakly separable from work travel time indicates that this hypothesis cannot be rejected for males but can be rejected for females.

    • This paper concerns the regional growth pattern in Sweden, and the purpose is to analyse what factors determine the growth rate of average income and the net migration at the regional level. We find a negative relationship between the initial level of regional average income and subsequent income growth. The results also imply that the initial endowment of human capital (measured as the percentage of the population with higher education) has a positive effect on the subsequent net migration. Other determinants of regional income growth and population movements are 'fixed endowments' (related to geography and climate) and regional labour market characteristics.

This policy model brings together concepts like related variety, knowledge bases and policy platforms. Related variety attaches importance to knowledge spillovers across complementary sectors. The paper categorizes knowledge into 'analytical' (science based), 'synthetic' (engineering based) and 'symbolic' (arts based) in nature, with different requirements of 'virtual' and real proximity mixes. The implications of this are traced for evolving 'platform policies' that facilitate economic development within and between regions in action lines appropriate to incorporate the basic principles behind related variety and differentiated knowledge bases.

Interest in regional innovation systems has grown significantly over the past three decades driven partly by advances in theoretical analysis, partly by the growing interest in innovation as a source of competitive advantage, and partly by the need for new policies to address regional inequalities and divergence. This article explores the elements and characteristics that exemplify the regional innovation systems approach. It provides an appraisal and synthesis of the regional innovation systems paradigm and aims to shed light on a number of areas where theoretical, empirical and policy-based questions remain unanswered. It outlines and assesses the major strands in recent theoretical and empirical debates and discusses how they might be developed to contribute to the further advancement of the regional innovation systems literature. Three interrelated questions form the key themes around which the article is structured. The first concerns the very nature of the system itself. The second concerns the boundaries of industrial districts, clusters and regional innovation systems, and the role of cognitive frontiers, knowledge transfer and learning. The third relates to the central role of knowledge and learning in clusters and regional innovation systems and in particular to the role and functioning of the labour market. These three cross-cutting themes separately and collectively provide new theoretical, empirical and policy insights; they also raise other questions which are intended to stimulate much future research.

    • Using data for over four decades, we examine the ageing of Swedish municipalities and if there has been convergence or divergence across time and space, where we differentiate across the urban–rural hierarchy. As migration is claimed to be a moderating factor in the ageing of places, we assess how the share of immigrants relates to ageing patterns. Our findings show that the share of older individuals increases in more peripheral localities and that there has been convergence across municipalities. However, the share of foreign population is negatively related to the ageing profile of a place.

Taking the example of the contested closure of Belgium's last coal mines in the Province of Limburg and the subsequent tumultuous attempts to reconvert the region's economic base, the paper assesses the importance of the political armature in structuring processes of regional change under conditions of prolonged economic stress. Particular attention is paid to the relationship between supra-national (European) programmes and the negotiation of these with regional institutional power configurations, resulting in a new articulation of European and local scales of governance. In the first part, we shall summarize the recent political-economic history of Limburg and indicate the role of hegemonic political apparatuses in shaping development trajectories. In a second part, we shall detail the more recent epochal changes that have changed the political-institutional framework in decisive ways and altered the economic restructuring process. We shall assess the functioning of the recently evaluated First Programme (1989-93). Finally, we shall suggest why the Second Programme (1994-98) has been so unsuccessful in meeting its objectives. We conclude that a regional analysis and planning that ignores the subtleties of power relations, their institutional configuration and shifting power geometries will invariably fail to account for or influence regional socio-economic development paths.

Despite theoretical and empirical advances, the proximity framework has remained essentially static. A dynamic extension of the proximity framework is proposed that accounts for co-evolutionary dynamics between knowledge networking and proximity. For each proximity dimension, how proximities might increase over time as a result of past knowledge ties is described. These dynamics are captured through the processes of learning (cognitive proximity), integration (organizational proximity), decoupling (social proximity), institutionalization (institutional proximity), and agglomeration (geographical proximity). The paper ends with a discussion of several avenues for future research on the dynamics of knowledge networking and proximity.

This paper investigates how universities may affect regional entrepreneurship through the localization decisions of entrepreneurial alumni. Empirically, a comprehensive, individual-level data set from Sweden for the period 2003-2005 is employed. The results suggest that even when controlling for their spatial history, individuals have an increased propensity to set up in the region where they studied. This effect is found to substitute for both urbanization economies and localization economies as drivers of regional-level entrepreneurship. Thus, the present analysis provides evidence on how universities affect regional economic development that complements the strong focus on spin-off activities by university researchers in previous studies.

    • This article develops a more comprehensive understanding of innovation-based renewal of industries from a structural perspective. Arguably, established perspectives offer rather simplistic views, portraying structures as either enabling or constraining for certain forms of regional industrial change. Inspired by work in organizational institutionalism on ‘institutional infrastructures’, this article focuses on the degree of elaboration and coherence as decisive features of regional structural conditions. Arguably, this conceptual lens allows for a better understanding of the potentials and limitations for industrial change entailed in different structural configurations. Empirically, we investigate renewal processes in traditional automotive regions in Austria and Sweden.

    • Technology development is often a boundary-spanning activity where insights and discoveries from different organizations or organizational units are merged into new products or new technical solutions. In some cases, projects of this kind are organized within large multinational firms. In other cases, technology development projects are organized within networks through co-operation between independent companies possessing unique resources that can be utilized as parts of the project. In this paper, we discuss and analyse how distances are bridged in technology development projects. We focus on: (1) the relationship between implicit and explicit knowledge; and (2) different distances inherent in the development effort. Two different bridging processes are proposed as means to overcome distances: a separating-integrating process; and a linking-formalizing process. It is argued that a development project typically runs through either one of these two processes.

    • Migration rates are highest among young adults, especially students, and their location choices affect the regional distribution of human capital, growth and local public sector budgets. Using Swedish register data on young adults, the choice of whether to enroll in education and the choice of location are estimated jointly. The results indicate a systematic selection into investment in further education based on school grades and associated preferences for locations with higher per capita tax bases. For students, the estimates indicate lower preferences for locations with higher shares of older people.  The importance of family networks for the choice of location is confirmed.

    • Industrial renewal in the 21st century: evidence from US cities. Regional Studies. Where and why do new industries emerge? Using revisions of official industrial classifications, this paper documents the appearance of new industries in the US economy between 2000 and 2010 stemming directly from technological advances. Examining differences in new industry creation across cities, this paper shows that new industries mainly emerge in human capital abundant places and cities that specialize in industries that demand similar skills. Instrumental variables estimates that exploit the location of 19th-century land-grant colleges as an instrument for contemporary differences in human capital assigns a causal interpretation to these results.

    • While economic geography has contributed deep insights into the knowledge-related determinants of industry emergence, less is known about the legitimacy that people confer to the new industries. Based on a comparative case study in the potable water reuse industry (California, United States) and the video games industry (Hamburg, Germany), this article explores the legitimation dynamics in regional industrial path development. We elaborate on how system-building/reconfiguration and institutional work processes differ between industries that are new-to-the-world versus new-to-the-region. Our framework contributes to specifying the embedded agency that supports legitimation and thus path development in these two distinct industry formation trajectories.

    • This study investigates the relationship between labour market externalities and regional growth based on real labour flows. In particular, we test for the importance of labour mobility across so-called skill-related industries. We make use of a sophisticated indicator that measures the degree of skill-relatedness between all industries, and we employ actual labour flows between 435 4-digit industries within 72 Swedish functional labour market regions to estimate how labour market externalities are related to regional growth in the period 1998-2002. Both our fixed effect models and GMM-estimates demonstrate that a strong intensity of intra-regional labour flows between skill-related industries impacts positively on regional productivity growth, but less so on regional employment growth. Labour mobility between unrelated industries tends to dampen regional unemployment growth while a high degree of intra-industry labour flows is only found to be associated with rising regional unemployment.

    • Relatedness as driver of regional diversification: a research agenda. Regional Studies. The regional diversification literature claims that regions diversify in new activities related to their existing activities from which new activities draw on and combine local capabilities. The paper offers a critical assessment and identifies a number of crucial issues for future research. It calls for (1) a disentanglement of the various types of capabilities that make regions diversify; (2) the inclusion of more geographical wisdom in the study of regional diversification, like a focus on the effects of territory-specific contexts, such as institutions; (3) a thorough investigation in the conditioning factors of related and unrelated diversification in regions; and (4) a micro-perspective on regional diversification that assesses the role of economic and institutional agents in a multi-scalar perspective.

    • Towards a theory of regional diversification: combining insights from Evolutionary Economic Geography and Transition Studies. Regional Studies. This paper develops a theoretical framework of regional diversification by combining insights from Evolutionary Economic Geography and Transition Studies. It argues that a theory of regional diversification should not only build on the current understanding of related diversification but also account for processes of unrelated diversification by looking at the role of agency in processes of institutional entrepreneurship, and at enabling and constraining factors at various spatial scales. This paper proposes a typology of four regional diversification trajectories by cross-tabulating related versus unrelated diversification with niche creation versus regime adoption, and it develops a number of propositions.

    • Boschma R. Towards an evolutionary perspective on regional resilience, Regional Studies. This paper proposes an evolutionary perspective on regional resilience. It conceptualizes resilience not just as the ability of a region to accommodate shocks, but extends it to the long-term ability of regions to develop new growth paths. A comprehensive view on regional resilience is proposed in which history is key to understand how regions develop new growth paths, and in which industrial, network and institutional dimensions of resilience come together. Resilient regions are capable of overcoming a trade-off between adaptation and adaptability, as embodied in related and unrelated variety, loosely coupled networks and loosely coherent institutional structures.

    • Geographical concentration, entrepreneurship and regional growth: evidence from regional data in Sweden, 1975-99, Regional Studies 38, 929-947. This paper implements Swedish data cross-tabulated on 143 industries (four-digit level) and 70 labour market regions for 1975-99 to examine empirically the degree of concentration in the production of goods and services, the relationship between concentration and regional growth, and the role of regional entrepreneurship. To our knowledge, these issues have not been analysed previously at this level of aggregation. Ellison-Glaeser indexes and Gini location quotients reveal a geographical concentration in Swedish industry that is stronger than in the USA. The econometric results imply a 2-6% higher growth in regionally concentrated industries. The effect is more pronounced for knowledge-intensive manufacturing, network industries and industries intensively using raw material. It is also found that regional entrepreneurship and regional absorption capacity are important explanations of regional growth, whereas the impact of the skill-level and economies of scale is more mixed.

    • Causal relations between knowledge-intensive business services and regional employment growth. Regional Studies. This paper studies the causal relations between regional employment growth in knowledge-intensive business services (KIBS) and overall regional employment growth using German labour-market data for 1999–2012. Adopting a recently developed technique, it uses a structural vector autoregressive model in which the causal directions between KIBS and other sectors are examined including various time lags. Results show that although regional growth has a negative short-term effect on KIBS, KIBS growth has a long-term positive effect on the whole regional economy. This confirms the claim that KIBS can play a key role in regional policies.

    • Although creative industries and creative talent have traditionally clustered in established global centres such as London and New York, new forms of independent production, digital technologies and mobilities are reshaping this landscape. Drawing on 87 interviews and participant observation, this paper considers whether independent fashion designers in Canada still need to locate in the established centres to realize their ambitions. It explores how these entrepreneurs choose a ‘home base’ for their operations and demonstrates how they mobilize three forms of mobility (temporary, mediated, virtual) to access opportunities and resources within Canada’s fashion system.

Although governance in multilevel settings has become a prominent research field in political science, there are few comparative studies that focus on explaining sub-national coalition outcomes in such settings. This paper sets out to study regional government formation in eight European countries and it builds on a dataset that covers information on the policy preferences of parties drawn from regional election manifestos. The results show that parties at the regional level are likely to form congruent coalitions, that is, copying' the patterns of national government formation, and that they are more likely to do so in specific regional contexts.

    • 'Urban' and 'rural' are commonly used in an oppositional fashion. Authorities and agencies have similarly developed policies for development and regeneration in Britain with little cress-referencing. This paper argues that there are benefits to be gained by taking an integrated urban-rural approach to regional development and by focusing on interdependencies and commonalities rather than on differences. Policy documents at the European, national and regional levels are increasingly stressing interdependencies and the move towards regionalization adds to the shift in emphasis towards functional regions rather than to town and country. The paper reports primary research in England into the scale and scope of joint urban-rural collaboration in practice.

    • Castellani D. and Pieri F. Outward investments and productivity: evidence from European regions, Regional Studies. Using a novel data set on international investment projects, this paper builds measures of outward foreign direct investments (FDIs) for 262 regions of the European Union. This allows as estimation to be made of regressions of productivity growth over the 2007–11 period as a function of the number of FDIs. The number of outward FDIs in manufacturing activities is negatively associated with productivity growth in the home region, but investments in sales, distribution and marketing are associated with a boost in local productivity. This is driven especially by investments towards non-European Union locations. This evidence qualifies the fear of hollowing-out as a consequence of outward investments.

This study presents novel data (European QoG Index - EQI) on the 'quality of government' (QoG) - understood as low corruption, impartial public services and rule of law - for national and sub-national levels in twenty-seven European Union countries. The EQI shows notable within-country variations: while high-performing regions in Italy and Spain (for example, Bolzano, País Vasco) rank amongst the best European Union regions, others perform well below the European Union average. The index is highly correlated with sub-national levels of socio-economic development and levels of social trust, yet political decentralization is uncorrelated with greater within-country, or higher levels of overall, QoG. © 2013 © 2013 Regional Studies Association.

This paper analyses the potential, barriers and limitations for regional innovation policy to facilitate industrial renewal in old industrial regions. It draws on a case analysis of the policy programme 'Biorefinery of the Future' geared to promote renewal of the forest industry in Northern Sweden. It is shown that infusion of radical emergent technology is necessary for new regional path development, but not sufficient. To avoid a singular focus on technology-push, policy should pay more attention to complementary experimentation processes in relation to demand-side characteristics, firm strategies and business models as well as regulatory aspects. Moreover, coordination between regional innovation policy and adjacent domains and levels of policy-making is needed as some of the most pressing obstacles for renewal are not specific to the region but instead to the industry at large.

    • Urban 'third places' foster informal interactions and face-to-face contact that is critical to the development of new innovations and start-up businesses. Our research utilises extensive microdata in combination with telephone interviews with over 200 start-up companies in Stockholm, Sweden. Our findings indicate that access to third places has a significant impact on the number of new high-tech start-ups (both by entrepreneur place of residence and work) in their vicinity. This suggests that third places play a demonstrable role in innovation and economic growth.

    • The effects of a new IKEA store on retail revenues, employment and inflow of purchasing power in the entry municipalities as well as in neighbouring municipalities were investigated using data from 2000–11. A propensity score-matching method was used to find non-IKEA entry municipalities that were as similar as possible to the entry municipalities based on the situation before entry. The results indicate that IKEA entry increased entry municipality durable goods revenues by about 20% and employment by about 17%. Only small and, in most cases, statistically insignificant effects were found in neighbouring municipalities.

    • Borrowed size refers to the idea that small cities near larger metropolitan centres can reap the advantages of large agglomerations, but without the costs of agglomeration. The study explores whether broadband internet helps such smaller cities to enjoy the labour market benefits of a larger city. Using Swedish micro-data from 2007 to 2015, together with unique data on broadband, suggestive evidence is found that broadband indeed allows smaller cities to reap such benefits. Borrowed size is primarily driven by the overall penetration of broadband in the place of residence, rather than by broadband availability at the residence.

    • Critical and conflict materials (CCMs) are providing an important material infrastructure for recent technological shifts. Relying on text analysis of US Patent and Trademark Office (USPTO) data, this exploratory study examines the technological and geographical linkages between technological paradigms and selected CCMs. Our descriptive analysis finds evidence of a clear association between information and communication technologies (ICTs) and CCM intensity over time, and of a striking resource–technology divide between value-creating and -extracting activities across the Global North and the Global South and their regions. The paper emphasizes the need for a more critical, spatially sensitive approach to studying resource-based technological change to expose its uneven development consequences.

    • The policy priorities of European Union Regional Policy, particularly the European Regional Development Fund (ERDF), shifted significantly between the 2000-06 and 2007-13 programming periods. The former period was based on a redistributive mechanism favouring the least favoured regions; the latter period was based mainly on growth-oriented objectives for all regions across the European Union. Focusing upon islands, mountains and sparsely populated regions, this paper explores the extent to which the shift in policy focus towards promoting growth' influenced the way in which the ERDF was used (or not) in these regions. The findings raise a number of policy insights related to addressing the inherent territorial tensions' in European Union Regional Policy.

    • This paper discusses to what extent Smart Specialisation Strategies (S3) are applicable in sparsely populated areas (SPA) departing from the S3 concept's theoretical background and the experiences of S3 implementation in five European SPA. It was found that S3 has induced a transition in how innovation is addressed, for example, through a more decentralized support system and more proactive approaches to natural resource management unlocking new market opportunities for bio-based innovations. Finally, the research noted a drive to find new governance mechanisms (multi-actor, multi-sectoral and multilevel), in order to sustain human capital development, the most critical resource in the SPA.

    • This paper discusses the growing regional socio-economic disparity in Sweden and investigates two regions’ power relationship with the economically and politically dominant Stockholm region: one region with a negative economic trajectory and the other with a positive economic development over 25 years. The conceptual framework is based on the topography/topology nexus, using the key concepts of ‘reach out’ and ‘fold in’ in different resources. To enrich this framework, we incorporate two concepts in regional planning: ‘borrowed size’ and ‘agglomeration shadow’. The findings suggest that ‘reach out’ and ‘fold in’ explain why ‘borrowed size’ and ‘agglomeration shadow’ take place, or do not.

    • This paper explores how the network structure of local inter-industry labour flows relates to regional economic resilience across 72 local labour markets in Sweden. Drawing on recent advancements in network science, we stress test these networks against the sequential elimination of their nodes, finding substantial heterogeneity in network robustness across regions. Regression analysis with least absolute shrinkage and selection operator (LASSO) in the context of the 2008 financial crisis indicates that labour flow network robustness is a prominent structural predictor of employment change during crisis. These findings elaborate on how variation in the self-organisation of regional economies as complex systems makes for more or less resilient regions.

In this paper, we examine how individual labour market status and spatial variations in employment opportunities influence interregional job search behaviour and mobility decisions in Sweden. The econometric analysis is based on 290,000 individual observations and refers to the years 1994–95. The empirical results show that the probability of interregional labour mobility unexpectedly decreases with the accessibility to employment opportunities in neighbouring regions. As expected, the findings reveal that accessibility to job openings in surrounding regions significantly increases the likelihood of choosing commuting as the mobility mode.Moreover, the empirical findings indicate that individual unemployment experience increases the likelihood of mobility as well as migration.

    • Enflo K. and Hjertstrand P. Relative sources of European regional productivity convergence: a bootstrap frontier approach, Regional Studies. This paper addresses the issue of Western European regional productivity growth and convergence by means of data envelopment analysis (DEA), decomposing labour productivity into efficiency change, technical change and capital accumulation. The decomposition shows that most regions have fallen behind the production frontier in efficiency and that capital accumulation has had a diverging effect on the labour productivity distribution. Using bootstrapping methods, the paper also accounts for the inherent bias and the stochastic elements in the efficiency estimation. It is found that the relative ranking of the efficiency scores remains stable after the bias correction, even after controlling for spatially correlated measurement errors, and that the DEA successfully identifies the regions on the production frontier as significantly more efficient than other regions.
