  • A City for the Temporary? : Political Economy and Urban Planning in Darwin, Australia
  • 2010
  • Ingår i: Urban Policy and Research. - : Informa UK Limited. - 0811-1146 .- 1476-7244. ; 28:3, s. 293-310
  • Tidskriftsartikel (refereegranskat)abstract
    • Darwin, in Australia’s Northern Territory, faces urban planning challenges consistent with those reported in ‘resource peripheries’ around the world. The city has recently experienced strong population growth associated with resources and construction projects, and an increase in public sector workers sent to address the challenges faced by remote (particularly Indigenous) populations. The Northern Territory Government is determined to foster further growth, and promotes ‘major projects’ in urban development as the key. Analysis of the public debates about two recent major projects (the Waterfront Development and the Lyons residential development) reveal a planning process consistent with the clientelism observed by Rayner and Howlett (2009) in resource peripheries in Canada. The risks of clientelism are both the marginalisation of important internal publics and the institutionalisation of ‘temporariness’ as the driver of growth. Shifting to a more consultative planning process might help stimulate internal development, but could also put at risk the relationships that the Northern Territory Government has established with external investors.

  • Planning Ecologically Just Cities : A Framework to Assess Ecological Injustice Hotspots for Targeted Urban Design and Planning of Nature-Based Solutions
  • 2022
  • Ingår i: Urban Policy and Research. - : Informa UK Limited. - 0811-1146 .- 1476-7244. ; 40:3, s. 206-222
  • Tidskriftsartikel (refereegranskat)abstract
    • This paper presents a typology of ecological injustice hotspots for targeted design of nature-based solutions to guide planning and designing of just cities. The typology demonstrates how the needs and capabilities of nonhuman nature can be embedded within transitions to multi- and interspecies relational futures that regenerate and protect urban social-ecological systems. We synthesise the findings of previous quantitative and qualitative analyses to develop the Ecologically Just Cities Framework that (1) works as a diagnostic tool to characterise four types of urban ecological injustices and (2) identifies nature-based planning actions that can best respond to different types of place-based ecological injustices.

  • Caught between Plan and Market : Vietnam's Housing Reform in the Transition to a Market Economy
  • 2008
  • Ingår i: Urban Policy and Research. - : Routledge. - 0811-1146 .- 1476-7244. ; 26:3, s. 309-323
  • Tidskriftsartikel (refereegranskat)abstract
    • The housing sector in Vietnam follows a ‘gradualist’ approach of transforming from a socialist system in which the state assumed effective control to a market-oriented system that the laws of supply and demand rule. Yet the long and winding transition within such a dual system produces inevitable contradictions between the state and the market as well as between the economic and the political institutions. This paper explores the dynamics of such interactions and contradictions in Vietnam’s transforming housing system, employing Hanoi as a case study. The paper analyses the functioning and teething problems of the new housing market as well as the resurgence of the role of the state in solving the contradictions in the reform process.

  • Urban space production in transition : the cases of the new urban areas of Hanoi
  • 2015
  • Ingår i: Urban Policy and Research. - : Taylor & Francis. - 0811-1146 .- 1476-7244. ; 33:1, s. 79-97
  • Tidskriftsartikel (refereegranskat)abstract
    • In recent decades, hundreds of master-planned new urban areas (NUAs) have developed on the urban fringes of expanding cities in Vietnam. They are promoted as a new urban planning concept in the post-reform policies. This paper discusses the NUAs’ planning concepts based on qualitative case studies of four NUAs in Hanoi, and on an examination of the 1990-2000 urban policies. It sheds light on transitional planning and urban space production processes in Vietnam and discusses urban quality in a rapidly urbanising Asian context. The paper argues that NUAs are products of a transitional system where the predominant role of the state in urban space production is changing, and that of corporate actors is on the rise. NUAs are hybrid products of government-led, entrepreneur-driven planning and self-organising space production by the residents. The self-organising space production activities contribute to the urban quality of these new urban spaces, while the production of privatised, commodified spaces by corporate actors poses a threat to community life.

  • The dynamics of Swedish national and regional house price movement
  • 2004
  • Ingår i: Urban Policy and Research. - : Informa UK Limited. - 0811-1146 .- 1476-7244. ; 22:1, s. 49-58
  • Tidskriftsartikel (refereegranskat)abstract
    • In this study, the recent persistent growth of regional house price pattern in Sweden is explained by the fundamental variables and the regional distributive perspective on household income and wealth are indicated to be important to understand the different level and development of regional housing market. We also discuss the long running relationship between house prices and migration flows and highlight its critical role on house price analyses.
