  • The new Eurasian land bridge: trade facilitation through single window reforms
  • 2019
  • Ingår i: International Trade Law & Regulation. - 1357-3136. ; 25:4, s. 210-226
  • Tidskriftsartikel (refereegranskat)abstract
    • The Belt and Road Initiative (BRI) has contributed to the opening of several railway corridors connecting approximately 60 cities in China with 50 cities across 15 European countries by March 2019. The development of railway corridors is a component of Beijing’s long-term strategy to promote trade with Central Asia and the European Union to stimulate economic development in China’s western and central provinces. Transportation by railway offers a suitable middle ground in terms of cost between ocean and air freight, and opens up new trade opportunities along with great possibilities for e-commerce. The purpose of this article is to evaluate the prospects and the new trade opportunities presented by the New Eurasian Land Bridge. The article examines the railway corridor from Chongqing to Duisburg, and identifies practical challenges that disrupt its efficiency. The article proposes that the true potential of the Chongqing–Duisburg railway corridor can be unlocked through the implementation of trade facilitation reforms which enable better exchange of information between various stakeholders in the corridor through digital infrastructures such as single windows and their interoperability. In this context, the article proposes that implementation of the provisions of the WTO Trade Facilitation Agreement in the countries situated along the corridor is essential. Several instruments developed by international institutions such as UNCITRAL and UN/CEFACT are briefly discussed to elucidate their importance in allowing the interoperability of national single windows along the corridor. In conclusion, the article submits that China, through the BRI, has the prospect of leading and implementing trade facilitation reforms to make the railway corridors efficient and assist in the development of new supply chains.
