- In this article we use two immigrant projects to identify similarities and consequences in order to discuss and analyse outwarding collaborative projects in human service organizations as a tool for change. The heavy use of projects in a slimmed public sector originates from projects’ contradictory promises of flexibility and effectiveness in the New Public Management context. Usually projects are used as a way to get more resources to long-term needs but are seldom implemented as planned in the regular organisation. Seemingly politicians, management and civil servants preferred are focusing on the positive side of projects as means to legitimate the organizations and to bring change by targeting and steering activities. However, they tend to overlook the negative consequences from projects. Citizens and participants experience frustration and distrust. The long-term development in organizations is scarce. Projects are seldom implemented meanwhile as the problems the projects were expected to target still are remaining or even are increasing.

- The purpose of the article is to discuss in what way stereotype notions of leadership and male and female leaders mig affect executive´s conditions and changes of working on equal terms, irrespective of what sex they are. By means of a study of Swedish county council administration managers, which was carried out using three different methods, the author has found that male and female administration managers look at their executive work in a similar way, but still seem to accomplish their tasks differently. Also, women are generally seen as being of less authority than men. The author holds, however, that this may be an effect of people´s forming an opinion of male and female leaders respectively on the basis of their own expectations.

- This article evaluates the idea and ideal of the democracy dialogue in citizen and politician encounters and the meaning of establishing a communication arena to develop health care. It further explores the meaning of establishing a communication arena to participant in such a group, the impact of on the political process and the outcome of the interaction and the dialogue. Through dialogue, citizen and politician have gain a mutual understanding an insight of complex health care problems from both perspectives. The results also indicate that such a dialogue is likely to influence the political agenda as well as decision-making-process in a more citizen focused perspective.

- Många studier har visat på svårigheten att hantera komplexa, gränsöverskridande problem i kortsiktig projektform; likväl fortsätter politikens projektifiering. I denna artikel genomförs en empirisk studie av Malmö stads projektverksamheter i syfte att und ersöka förändrande och stabiliserande effekter av projekt. Ett vidare syfte är att utveckla den statsvetenskapliga förståelsen av den ökade användningen av projekt inom offentlig sektor. Dels genomförs en metastudie byggd på 30 utvärderingar; dels genomförs tre kortare fallstudier. Artikeln visar att projekt sällan implementeras i ordinarie verksamhet, men ofta ger upphov till nya projekt. Detta leder till att projekt blir relativt stabila uppsamlingsplatser för verksamheter, vilket ty dliggörs när särskilda organisationer skapas med syftet att hantera projekt. Denna relativa stabilitet kan förstås utifrån motsättningen mellan olika logiker: en systemlogik (styrd av externa finansiärer) inriktad på det kontinuerliga skapandet av nya projekt; en politisk logik som har behov av att demonstrera utvecklingsinriktad samverkan; samt en organisationslogik som är inriktad på förutsägbarhet, och som därmed tenderar att stöta ifrån sig temporära organisationsformer. En slutsats är att det inte i första hand är projektformen som är problematisk, men att den tenderar att leda till byråkratisering eftersom lokala beslutsfattare inte tar ansvar för utvecklingen.

- Climate change is one of the most challenging global issues today. Acknowledging no political or administrative borders it has to be tackled at all levels of society. This article focuses on how and to what degree Swedish municipalities cooperate with actors on different societal levels. How does politics, the levels of CO2 emissions and municipal resources affect the patterns of cooperation? The empirical material in this study is a survey conducted in the year 2005, a database with data from all Swedish municipalities, statistics from Statistics Sweden, the Swedish Association of Local Authorities and Regions and the Swedish Environmental Protection Agency. Among the conclusions are that the municipalities are involved in multilevel governance but mainly with other municipalities or other public actors. Politics and resources matter while CO2 emissions have less explanatory-power concerning the municipalities activities in co-operations addressing climate change. The state plays an important role in stimulating municipalities to address the issue of climate change.

- Governments have a choice whether to intervene in the transport infrastructure sector to manage, finance and own the assets of the sector, or to rely on markets and private sector actors for the provision of these systems. In this article the development of rail and road infrastructure in Sweden and the choice between government and market provision of these systems are analyzed from a co-evolutionary perspective. Technology, economics, and politics have influenced the government’s policy formation and decisions on organizational models over time, such as the nationalization of roads and railroads in the 1930s-40s. The aim for improved economic efficiency and reduction of cost differences between different parts of the country rather than political ideology explain why roads and railroads were nationalized. Through adjusting its ownership role and policy content the government has, over time, accommodated to the different influences from technology, economics and politics. The government’s ownership of transport infrastructure has not been challenged since the nationalization. This could be seen as a sign of a successful gradual policy adjustment from the government’s side, thereby avoiding private sector solutions.

- Kommunernas dubbla roll som arbetsgivare och kanal för det politiska förverkligandet av sina invånares intressen gör dem till en ypperlig arena för att studera kvinnorepresentationens betydelse för kvinnors livsvillkor. Vi studerar politiska beslut att erbjuda alla kommunalt deltidsanställda heltid; beslut som framförallt gynnar kvinnor som grupp och som fattats i flera kommuner under senare år. Till skillnad från tidigare kvantitativa studier analyserar vi om kvinnorepresentation får större effekt när den innebär att kvinnor återfinns på högre, snarare än lägre, politiska poster. Våra empiriska resultat bekräftar att skillnader i förekomsten av heltidsbeslut kan hänföras till skillnader i kvinnorepresentation, men att detta samband framförallt återfinns då man ser till kvinnorepresentation på högre politiska poster.

- The radical right-wing Populist Party, the Sweden Democrats (SD), triumphed in the2006 local elections in Sweden. Previous research, however, does not tell us muchabout the political effects of the upswing of such a party. This article contributes byinvestigating effects on coalitions, and politics in Swedish municipalities. Building onprevious research, three hypotheses are tested: These hypotheses state that the SD,when holding the balance of power in a municipal council, increases the probability (i)for cross-partisan coalitions, (ii) for minority coalitions, and (iii) that minority coalitionslooses votes. It is concluded that the SD indeed limits the opportunities of the establishedparties, resulting in slight increase in cross-partisan coalitions, but a muchmore substantial increase in minority coalitions. It is further concluded that the SD,when controlling the balance of power in municipalities with minority rule, increasesthe probability that the ruling coalition looses votes.
