  • Framing collective identities in Swedish and Spanish left-leaning parties intra-party education

    • This article sets out to uncover the role that educational activities for members play in the construction of identities in political parties. Guided by a framing perspective, the study focuses on five left-leaning parties in Sweden and Spain and their intra-party education, and interviews have been conducted with party representatives and study leaders. The analysis reveals that the educational activities provided by the parties for their members are intended to create a sense of belonging and connect the members to the parties. Three different tendencies for creating a sense of we-ness in the parties unfold - (i) Welcome!, (ii) Get in line! And (iii) Unite! - which mirrors how identities are constructed within the education to reinforce the members relationships with their parties. Emphasising these three identities serves to distinguish how frames are integrated into educational settings and how the parties motivate their members to become engaged in the party collectives.

    • This research examines the identity management strategies among Bosnian religious leaders belonging to the three major religious groups in Bosnia and Herzegovina (B&H), namely the Islamic Community, the Serbian Orthodox Church, and the Roman Catholic Archdiocese of Vrhbosna. The research is based on 31 semi-structured interviews conducted with religious leaders from the aforementioned groups. It specifically focuses on how religious leaders manage negative in-group identities in the context of the country’s EU integration process. Identity management strategies described in the previous literature cannot explain how the respondents in the post-conflict environment of B&H deal with negative in-group perceptions. Instead, this research identifies a new strategy: multiple identification, i.e. identifying not only with the in-group but also with an out-group, thereby paving the way for a novel approach to identity management through multiple group affiliations, emphasizing shared values. With the help of thematic analysis, the article demonstrates how multiple identification with both the in-group and the perceived European society as an out-group evolves in this empirical case.

    • This article discusses the status of the Romani in Swedish and Finnish societies. The article scrutinises the history and current state of Romani policies in Sweden and Finland, critically evaluating the state of the art of Romani inclusion and comparing approaches of the two countries. The also reviews research on Romani inclusion. In 2012, Sweden adopted a coordinated 20-year strategy for Romani inclusion (2012–2032). Finland adopted the First National Policy on the Romani in 2009, and the second National Policy on the Romani entered into force on 1 January 2018 and will run until 2022.

    • The transdisciplinary coherence of area studies can be enhanced through a cross-fertilisation of historical and social sciences with concepts derived from philology and cultural studies. The five Scandinavian power investigations (Norway 1972–1982, Sweden 1985–1990, Denmark 1997–2003, Norway 1997–2003, and Finland 2007–2010) are here recognised as a unique body of work. Blending politically guided perspectives with collaborative scholarly analysis, these investigations represent events rather than texts. For this reason the concept of genre does not sufficiently capture their essence. Instead, power investigations are seen as comprehensive politico-cultural practices identified by 14 characteristics imported from the humanities. The utility of these investigations in suggesting transparency and self-reflection enhances the legitimacy of Scandinavian government.

    • The Northern Dimension (ND) initiative officially launched by the EU a decade ago has recently been transformed in order to better reflect the current situation in Northern Europe, where four Baltic Sea states became EU members in 2004 and where Russia and the EU are developing their relationship based on four Common Spaces. From initially being developed as an EU foreign policy initiative, the ND is today considered a ‘common policy’ of four equal partners—the EU, Russia, Norway and Iceland. The rather innovative elements of the ‘new’ ND policy make it challenging to address from a conceptual point of view. In the study at hand the author addresses the characteristics of the ‘new’ ND in relation to its development over the last decade. The author argues that insights drawn from international regime theory seem pertinent when it comes to conceptualizing the transformation of the ND into a ‘common policy’ of four equal partners based on a number of emerging sectoral partnerships, contributing to its concrete implementation.

    • Public inquiries into the state of democracy and power were undertaken in three Scandinavian states—Norway, Denmark and Sweden—on the threshold of the twenty-first century. The parliamentary directives identified globalization and, above all, the effects of European integration as the main challenges to popular rule in these three small democracies. The Scandinavian power investigations arrived at different conclusions about the impact of European integration on national sovereignty and on the distribution of power in the respective societies, and each country saw their problem differently. The Swedish report acknowledged minor difficulty with regard to the distribution of power; the Norwegian investigation concluded on a bleak note; whereas the Danish conclusion was affirmative and was self-conscious of being a European role model. The article attributes national differences to different normative conceptions of sovereignty and to the historical and institutional character of the three states' relationship with the EU.

    • This article analyses the background, activities and reception of the Swedish power investigation (1985–1990). It argues that the power investigation had to navigate between two distinct expectations: on the one hand, the investigation was to expose private power in the interest of equality and justice; on the other hand, it was to improve the exercise of public power in the interest of democracy and efficiency. Because of this two-fold objective, the power investigation was criticised for having neither disclosed private power openly enough, nor pointed out possible ways of adequately rejuvenating welfare state policies clearly. However, the article concludes that one may also assess the power investigation insofar as it served to reconceptualise the socio-political language of welfare state politics in general, as a result of the power inherent in the right to investigate power.

    • The article is a result of field studies on the transformations of multicultural heritage in the east-central European cities of Cracow, Wrocław, Lviv and Chernivtsi. In all these cities, a majority of the pre-war populations (and in Wrocław, practically all pre-war residents) disappeared as a result of WWII. After decades of silence imposed by the ruling communist elites, collective memories of the post-war populations are now surfacing in public discourse. Precisely how the contemporary populations living in the zones of ‘dismembered multiethnicity’ approach the past's cultural diversity in the everyday life remains, however, an underinvestigated topic. Under these circumstances, ethnography proves to be an innovative methodological approach particularly suited to studying local expressions of transnational memory. Based on the methodological approach of multi-sited ethnography, the article examines thematic restaurants which allude to cultures of some perished ethnic groups (in particular, Jews, Poles and Germans).

    • This article seeks to compare and analyse the historical and contemporary arguments concerning the existence of the brand the 'Great Game' in Central Asia with that of a 'new' Great Game in the South Caucasus, while assessing the validity and problems of using this term. The article analyses the regional state of affairs and possible impacts of the Russian factor in forging close relations between South Caucasus states and NATO. It is argued that Russia's and NATO's vested interests in the region rhetorically contribute to European security system in the context of the security environment after the Georgian-Russian War of 2008 and its repercussions. NATO's presence may be interpreted as counterbalancing the Russian military presence in the region, but there are also clear limits to the alliance's willingness to actively engage in the region, not least the reluctance to antagonize Moscow. The context of geopolitical competition may be interpreted as a 'new' Great Game sharing similarities with nineteenth century competition of great powers, yet a number of clear differences also exist relative to the traditional Great Game.

    • EU-Russia relations constitute an interesting case through which to examine the way the EU affects how member states operate in external relations with third countries, and to what extent the member states can shape EU policy. All 27 member states partake in EU decision-making, and all of them also maintain bilateral relations with Russia. This article examines why it is that EU member states struggle to speak with one voice. In particular it investigates whether a convergence of member states' individual policies has developed into an EU policy or, alternatively, if their bilateral relations with Russia prevent a common policy from developing. Different avenues through which individual states' national preferences can shape EU policy towards Russia are examined in the first part of this article, while the second part addresses the perennial debates about the trade-off between the 'shared values' and the individual national interests of member states. It is argued that member states are split on matters of principle, effectively supporting contrasting approaches which are intrinsically difficult to reconcile. This study of the EU's relationship with its most important neighbour on the continent opens a window onto whether the EU is developing as a viable foreign policy actor.

    • When human rights abuse escalates, before using any other instrument, international actors first try to persuade abusive regimes to reverse their practices. While the effects of persuasion by the United Nationsand non-governmental organizations received scholarly attention, the effects of the European Union's (EU's) human rights persuasion on the subsequent situation have never been studied in a large-N study. Using a novel dataset accounting for 12 post-Soviet states over 20 years, the article shows that EU persuasion through resolutions issued by the European Parliament can trigger an improvement of a country's human rights situation. Moreover, persuasion is context dependent - it is more impactful among states that have EU membership aspirations.

    • This article analyses the development and consolidation of an illiberal (or shadow) economy and its connection to political projects in Serbia and Kosovo. Here, some comparative remarks are made over the form of economy and its political connections and implications. In spite of methodological problems with sources being scarce or of varying quality, the phenomenon of illiberal economy and its coupling with political projects is too important to be neglected by researchers. To some extent 'soft sources' have been accepted here, where hard evidence is lacking. The article argues that the considerable consolidation of illiberal economies in Serbia and Kosovo (as elsewhere in the post-Yugoslav space) have been intimately connected to politics, political violence and conflict in the region, and produced a transformation of wealth and resources. In this manner the conflicts in the region can be analysed from the perspective of social transformation. The latter concept emphasises that the trajectory of social and political change is not necessarily linear, towards liberal democracy and market economy, which is implied in the concepts transition (where the end stage is assumed to be liberal democracy and market economy) or social breakdown (which assumes a possible reconstruction to the norm of a harmonious state). Instead we may see fairly sustainable alternative political and economic projects, capable in their own (illiberal) way of integration into global networks and structures. Whereas the formal economy in these areas is marginalised in the global economy, these illiberal forms of economy may be both relatively long-term sustainable and provide the basis for alternative ways of social protection as well as exclusion. They are in certain regards political, and integral to political projects, but they should be viewed in terms of emergence rather than causation. Conflict cannot be reduced to an understanding of illiberal economy, but the latter provides for redistribution of resources and power, which is of direct relevance to conflict and its dynamics. The relationship is of a dialectical, rather than causative, nature. The level of political violence may vary and the illiberal economy expresses considerable capacity for adaptation. These arguments are not only of theoretical relevance, i.e. for how to conceptualise social and political change in the region, but highly policy-relevant as well, especially with regard to international aid policy and the governing in international protectorates.

    • While there is extensive literature about public concern about climate change, most studies rely on cross-sectional static data. Based on a unique panel survey conducted in nine European countries in 2018 and 2019, we make a rare investigation of factors that explain why some young people (age: 18-34 years) are, have become or have lost their concern about climate and environmental issues at times of widespread discussions about the climate emergency. The analysis tests argument about the importance of individual-level factors such as values and political orientations and consider the role of cross-national variations, the experience of extreme weather events and youth-led climate strikes. Our results support prior studies as we find that young people with libertarian rather than authoritarian values, with more positive views towards immigration and redistribution policies, tend to be more concerned about climate change and the environment. We find little effect of contextual factors. Young people who have experienced economic hardship and have a right-wing political orientation are less likely to become concerned for climate and environmental issues. Socio-economic conditions, values and political orientations are crucial to understanding climate concern among young Europeans, affecting youth climate engagement at times of increasing inequalities and polarization.

    • The aim of this article is to draw attention to the dangerous, indeed poisonous, nature of the current debates on immigration and multiculturalism in today’s ‘omniphobic’ Europe, plagued not only by a severe economic crisis, but also a more general normative crisis, a ‘crisis of values’ so to speak, which has been consistently overlooked or manipulated by politicians and academics alike, or reduced to an epiphenomenon bound to disappear when financial balances are restored. I will argue in this context that nationalism (in some cases even outright racism) is key to understanding this crisis, a catalyst acting either as a cause or a symptom, and almost always as a profound source of legitimacy. Following a brief critique of the literature on the purported ‘death’ of multiculturalism—the academic side of the same coin—the article concludes by sketching the normative contours of an alternative model of multiculturalism, one that stresses the importance of the ideas of recognition, redistribution and participation.
