  • Online participation in higher education decision-making : a mixed methods study of the MyUniversity EU-project

    • This article considers online participation in higher education decision-making using the MyUniversity EU project as a case study. MyUniversity was a pilot designed to provide European universities with a web-based system to empower and involve students and other members of the academic community in the Bologna Process. Thirteen universities in Spain, Slovakia, Bulgaria, and Lithuania participated in trials. The study uses data collection methods from across the quantitative and qualitative spectrum: web analytics, online surveys, key performance indicators, interviews, focus groups, participant observation, document studies, and usability evaluations. The results are represented by 10 themes: project design, participation, functionality and usability, impact on decision-making, privacy and trust, institutional resistance, motivational factors, the political, economic, and sociocultural context, language barriers, and moderation and framing. The article ends with a discussion based on the results, including recommendations for future research.

  • Publishers Working with Open Government Data : A Work Framework

    • This paper presents an Open Government Data (OGD) publisher framework, with work roles, field of work, and environmental descriptions. Previous knowledge about publishers' work is fragmented, with gaps and variations, indicating a high level of complexity with variations in approaches and processes. A two-stage research approach, based on Design Science Research, was used to synthesize the publisher framework. First, a tentative framework was synthesized from previous research, empirical material, and public documents. Second, it was reviewed by informed OGD experts, as well as researchers attending a work conference, and evaluated in two international contexts. As a result, the publisher framework includes environments, social units, and fields of work. The publisher framework is ready to be evaluated in other international contexts, where as, practitioners can use it to inform their work.

    • This article elaborates a concept of co-creative media that aims to support citizens’ democratic engagement by facilitating participatory and co-creative processes. The research adopts a concept-driven design approach to theoretically underpin and empirically inform the concept. This was accomplished by adopting theoretical resources from the framework of actor-network theory (ANT), identifying criteria in an analysis of existing socio-technical systems for democratic engagement, and building on the results from four research studies. The main contribution of the article, namely the concept of co-creative media, could serve as a basis for further theoretical reflections and a point of departure to support future participatory design processes where relevant stakeholders collectively contribute to the practical implementation and evaluation of co-creative media. Co-creative media have the potentials to provide citizens with a new approach to democracy and could broaden citizens’ democratic engagement by means of creating virtual spaces in which new ideas, initiatives, knowledge, and solutions could emerge.

  • Political campaigning 2.0 : The influence of online news and social networking sites on attitudes and behavior

    • This study aimed to examine differences in influence between online news (e.g., New York Times) and social networking sites (e.g., Facebook and Twitter) on attitudes in political campaigns. In a web-based experiment, campaign, polls and election between two fictitious candidates were simulated. Participants’ explicit and implicit attitudes as well as voting behavior were assessed using self-report items and the Implicit Association Test (IAT). The results reveal that information emanating from online news had a significant influence on explicit and implicit attitudes while that of social networking sites did not. Overall, negative items had a stronger impact than positive ones, more so in online news compared to social networking sites. Negative information from either type of media was more likely to change participants’ explicit attitudes in a negative direction and as a consequence also change their vote. Practical implications of the findings and limitations of the study are discussed.

    • A political battle is being waged over the use and control of culture and information. While media companies and copyright organisations argue for stricter intellectual property laws, a growing body of citizens challenge the contemporary IP-regime. This has seen a political mobilisation of piracy. Pirate parties see themselves as a digital civil rights movement, defending the public domain and the citizen’s right to privacy against copyright expansionism and increased surveillance. Since the first pirate party was formed in Sweden in 2006, similar parties have emerged across the world. This article draws on a study of the culture and ideology of copyright resistance, through interviews with pirate party representatives in Europe and North America. It focuses on challenges to democracy, and the distinction between public and private property and spaces, in the wake of the war on terror and the global financial crisis.

    • Web analytics technologies provide opportunities for organisations to obtain information about users visiting their websites in order to understand and optimise web usage. Use of such technologies often leads to issues related to data privacy and potential lock-in to specific suppliers and proprietary technologies. Use of open source software (OSS) for web analytics can create conditions for avoiding issues related to data privacy and lock-in, and thereby provides opportunities for a long-term sustainable solution for organisations both in the public and private sectors. This paper characterises use of and engagement with OSS projects for web analytics. Specifically, we contribute a characterisation of use of OSS licensed web analytics technologies in Swedish government authorities, and a characterisation of organisational engagement with the Matomo OSS project for web analytics.

    • There is an increased use of public e-services integrating citizens into public administration through electronic interfaces. On-line interaction among public organizations and citizens is one core relation in e-government that hereby becomes embedded into daily practices. A safe entry into e-governmental systems is essential for security and trust in the e-governmental systems and schools as well as public services in general. This paper addresses how electronic identification has been used for access to public e-services in schools in a Swedish municipality. This paper draws on a case study of use of ICT platforms in education administration in order to study the implementation of secure login process and factors that may have implications upon trust in-and legitimacy of public e-services at local e-government level. Besides describing the implementation process and analyzing security and organizational arrangements connected to the use of the platform, the paper address the argument that secure identification tools are essential for increased use of e-services and lead to greater legitimacy of the public (e)services. The analysis focuses on information security, organization set-up and potential development of the platforms, contributing with empirical findings and conceptual applications. A key finding was that the organization of identification and access to public e-services seemed highly dependent of the organizational structure of the public schools. The more general implication of the findings was that safe and well organized identification systems that were considered as trustworthy and useful among citizens were essential for increased use of the services and legitimate public e-services in general.

    • We investigate digital citizenship by exploring attitudes and experiences of digital inclusion and eHealth with data from a survey study based on face-to-face interviews in differentlanguages, in a marginalised hard to survey neighbourhood. Through public eHealth services,people can exercise digital citizenship. We explore differences between the marginalised neighbourhood and the national level, and among residents in the neighbourhood, with disaggregateddata. The results show that the respondents in Skäggetorp report lower usage of the internet,lower access to smartphones, a somewhat lower usage of BankID, higher concern for surveillance, and a higher number of respondents feel excluded from digital society in comparison tothe nationwide survey. The results in the disaggregated data show some differences in attitudesto and experience of digital inclusion among residents in Skäggetorp. We conclude that thestudies of digital citizenship need to be broadened to address feeling included, social rights,and difference.

    • Open Government Data (OGD) is an important driver for open innovation among public entities. However, extant research highlights a need for improved feedback loops, collaboration, and a more demand-driven publication of OGD. In this study, we explore how public platform providers can address this issue by enabling collaboration within OGD ecosystems, both in terms of the OGD, and any related Open Source Software (OSS) and standards. We conducted an exploratory multiple-case study of four OGD ecosystems with diverse characteristics, using a qualitative research approach. Based on the cases, we present a conceptual model that highlights different attributes of OGD ecosystems that may help public entities in designing and orchestrating new or existing OGD ecosystems. We conclude that enabling collaboration in an OGD ecosystem is a complex exercise yet believe that it offers ways for public entities in how they can leverage open innovation to address their goals and directives.

    • Many public sector organisations (PSO) use SaaS solutions from dominant global providers. Implementation of these solutions may raise issues concerning both lawful data processing, and the obligations that those PSOs have to maintain their digital assets. One example is a large Swedish PSO which addressed these issues as part of the adoption and implementation of Microsoft 365. The study identifies challenges and presents an analysis of the organisational implementation of that SaaS solution, exposing legal issues that arose in that context. Findings show an absence of a documented risk analysis related to the PSO's use of that SaaS solution, covering data processing and maintenance of its digital assets. Recommendations are presented to facilitate a PSO's procurement and implementation of such a SaaS solution to address issues around data processing and the processing of digital assets.

    • Implementation of an e-participation system in a low-income region with poor infrastructure, limited access to ICT and low awareness of civic rights and responsibilities, is challenging and requires thorough understanding of the contextual conditions and requirements. Present study provides a qualitative analysis of the implementation phase of an e-participation platform mapping the specific factors that play key roles in defining the access to and the use of the system by the citizens. Social and political context as well as the design and management of the platform are found to be the two crucial dimensions defining successful use of a platform.

    • This study explores ICT-enabled co-production using civil citizens and semi-professionals as volunteer first responders in excluded areas, in order to identify key factors and to compare the groups. It shows that volunteers can make a major difference if arriving first at an emergency site, e.g. saving lives, administering CPR and extinguishing fires. The semi-professionals are more protected than civil citizens where challenges relate to individual versus collective engagement, gender aspects, language barriers or insufficient legal protection. However, the citizens have an advantage in relying on easily accessible ICT support installed on their own mobile phones. For the initiatives to expand and enable long-term engagement, calibrated ICT solutions matching competence, role and language with incident and area are needed. The study confirms previous research arguing for the merging of policy science and information systems research in a rapidly digitalized public-sector transformation, but adds that they need to be complemented by perspectives from sociology in initiatives involving excluded areas.

  • Critical Factors for Open Data Publication and Use : A Comparison of City-level, Regional, and Transnational Cases

    • There is a lack of research concerning the factors influencing the success or failure of open data initiatives. Based on the results of two workshops, we provide a list of 47 success factors for open data publication and 18 success factors for open data use.  We further use three case studies (ENGAGE, Open NY, and Open Vienna) to examine how the criticality of factors varies depending on the geographical level and other characteristics of the open data initiative. The cases, representing open data initiatives at city, regional and transnational levels, point at different categories of critical success factors. Our key conclusions are that 1) the criticality of the factors depends considerably on the context of the open data initiative; 2) a number of success factors appear to be more universally applicable than others; 3) the factors that are critical to all three cases are derived from many different success factor categories, which suggests that open data initiatives should adopt an interdisciplinary approach, and 4) further work is needed to detail the success factors for open data publication and use in other contexts.

    • The elections 2010 were the first in Sweden where social media platforms were used to a large extent by politicians and parties in their campaigns. In this paper we follow the liberal parliamentarian Nina Larsson, who in tandem with traditional election campaigning used social media platforms with the guidance of a local communication agency, Hello Clarice. The paper is theoretically grounded in an understanding of our time as late modern, of social media use as expressive and web campaigning as to large extent revolving around image-management. The research question that will be attended to in this paper is how Nina Larsson used social media platforms in her campaign negotiate the image of herself. The methods used for empirical data-gathering are inspired by (n)ethnography, with both participant observation online and offline, interviews as well as content analyses of Nina's social media postings. Results indicate that she used social media platforms to control her political image, to amplify selected text - texts that often originated in offline/broadcast media – and to negotiate a position within the Liberal Party rather than to deliberate with potential voters

    • Abstract: This article is based on a research project studying political discussions in the Nordic LGBT (Lesbian, Gay, Bi-, Transsexual) community Qruiser. These discussions were very antagonistic and rude. The aim is therefore to understand what motivated participation in these heated discussions. The focus is on threads in the political forum on Qruiser. The research is nethnographic through online interviews, participant observations in, and content analyses of, political discussions threads during the month of November 2012. By using framing theory as an analytical tool, the article seeks to answer which frames attracted and mobilized participation and how this was done. In the article I find that polarizing frames of the left vs the right, the xenophobic vs the political correct, together with a truth and a game frame was used to motivated participation in the Qruiser forum threads.

    • The purpose of this paper is to connect the idea of expressive rationality to current debates on citizenship and political participation online. Socializing, cultural consumption/ production, identity management, information and publication strategies are both different and accentuated in digital, networked and late modern environments. In the paper I argue that the kind of network sociability that is emerging today favours an expressive form of rationality. I also claim that expressive rationality transcends the bipolar instrumental communicative dimension that has been so important for normative theorizing in Political (and Social) Sciences and hence is a more rewarding theoretical concept for understanding political participation in digital late modernity

    • Municipalities in Sweden are recommended to pursue process automation to face upcoming societal challenges. This paper focuses on a case where these recommendations are operationalized. Views on process automation held by different stakeholders, in relation to value ideals they prioritize in their respective areas of work, are explored by combining stakeholder theory and a model of public value ideals. Our findings show that, different stakeholder groups prioritize different values and that their views on process automation as an enabler of these value ideals are either optimistic, undecided, or pessimistic, where the latter two can be considered obstacles. This paper contributes, with an empirical illustration of how process automation is operationalized, answering previous calls for more research on this topic. We also elaborate on the use of stakeholder theory and public value as an analytical lens, contributing to the growing body of research attempting to understand process automation.

    • There is currently an ongoing, global race to develop, implement, and make use of AI in both the private and public sectors. How AI will affect responsibilities and public values to be upheld by government remains to be seen. This paper analyzes how AI is portrayed in Swe-dish policy documents and what values are attributed to the use of AI, based on an established e-government value framework. Statements are identified in policy documents and are coded into one of four value ideals, as well as being either a benefit, a consideration, or a risk. We conclude that there is discrepancy in the policy level discourse concerning AI between the dif-ferent value ideals and that the discourse surrounding AI is overly optimistic. A more nuanced view of AI in government is needed to create realistic expectations.
