  • Convolutional Neural Network for Driving Maneuver Identification Based on Inertial Measurement Unit (IMU) and Global Positioning System (GPS)

    • Identification and translation of different driving manoeuvre are some of the key elements to analysis driving risky behavior. However, the major obstacles to manoeuvre identification are the wide variety of styles of driving manoeuvre which are performed during driving. The objective in this contribution through the paper is to automatic identification of driver manoeuvre e.g. driving in roundabouts, left and right turns, breaks, etc. based on Inertia Measurement Unit (IMU) and Global Positioning System (GPS). Here, several Machine Learning (ML) algorithms i.e. Artificial Neural Network (ANN), Convolutional Neural Network (CNN), K-nearest neighbor (k-NN), Hidden Markov Model (HMM), Random Forest (RF), and Support Vector Machine (SVM) have been applied for automatic feature extraction and classification on the IMU and GPS data sets collected through a Naturalistic Driving Studies (NDS) under an H2020 project called SimuSafe . The CNN is further compared with HMM, RF, ANN, k-NN and SVM to observe the ability to identify a car manoeuvre through roundabouts. According to the results, CNN outperforms (i.e. average F1-score of 0.88 both roundabout and not roundabout) among the other ML classifiers and RF presents better correlation than CNN, i.e. MCC = -.022.

  • Evaluation of lettuce growth, yield, and economic viability grown vertically on unutilized building wall in Dhaka City

    • Production of safe food in the densely populated areas of the developing countries is the most challenging issue due to the speedy urbanization, fragile food transportation facilities, and reduced farmlands. Given this background, a study was conducted to evaluate the agronomic properties and economic viability of lettuce grown vertically in the wall of building in Dhaka city, Bangladesh. Two lettuce cultivars (V1: Green wave and V2: New red fire) and three organic growing media (P1: 40% soil + 40% vermicompost + 20% coir; P2: 50% soil + 50% vermicompost; P3: 20% soil + 40% vermicompost + 40% spent mushroom compost) along with control (P0:100% soil) were used. The results revealed that plant height, leaf area, fresh weight, dry weight, and total yield of leaf lettuce were significantly increased when the green-leafed cultivar (VI) was grown in the P1 compared to all other treatments, but V2 got maximum sensory attribute scores when grown in the P1. Lettuce leaves grown in the formulated growing media (P1, P2, and P3) had higher microbial infestation whereas, a lower content occurred in the P0. The higher economic return was observed in V1P1. These results provided baseline information for further study on urban commercial vertical farming on the building walls. These demonstrate the agronomic and economic potential for vertical farming in densely populated areas but emphasize the need for optimized food safety strategies.

  • Recycling, Norms and Convenience: A Bivariate Probit Analysis of Household Data from a Swedish City

    • The purpose of this article is to investigate the role of norms and convenience for households' packaging waste sorting activities. The theoretical point of departure is a simple economic model that integrates norm-motivated behavior into neoclassical utility theory by assuming that the individual has a preference for maintaining a self-image as a morally responsible (norm-compliant) person. The empirical analysis rests on survey responses from 398 households in the city of Eskilstuna, Sweden. Self-reported information on recycling contributions and personal norms is analyzed in a bivariate probit model, which estimates the probability of pursuing high-performing recycling efforts as an endogenously determined decisions to the activation of a personal norm for waste sorting. The results suggest that norm activation is an important driver for households' recycling contributions, as is convenience in the form of access to property-close collection schemes. Personal norms are in turn primarily activated by the presence of social, legal, and descriptive norms. One important implication is that policy needs to build on well-aligned policy instrument mixes that combine references to the moral significance of households' recycling contributions with various infrastructural measures that facilitate such contributions.

  • A Critical Review of the Sustainability of Multi-Utility Tunnels for Colocation of Subsurface Infrastructure

    • Multi-utility tunnel (MUT) have received increasing attention as an alternative method for installing subsurface infrastructure for the distribution of electricity, telecommunications, water, sewage and district heating. MUTs are described as a potentially more sustainable technology than conventional open-cut excavation (OCE), especially if the entire life cycle of these cable and pipe networks is taken into account. Based on an extensive review of the academic literature, this article aims to identify and critically examine claims made about the pros and cons of using MUT for the placement of subsurface infrastructure. Identified claims are mapped, and their validity and applicability assessed. These claims are then analyzed from a sustainability perspective, based on the three sustainability dimensions and a life cycle perspective. The results show that a variety of advantages and disadvantages of using MUTs for subsurface infrastructure are highlighted by the articles, but several of these are without any empirical support. When some form of empirical support is presented, it usually comes from case-specific analyses of MUTs, and the applicability in other MUT projects is seldom discussed. Economic performance is the sustainability dimension that has received the most attention, while environmental performance has not been analyzed in the reviewed literature, which is a major limitation of the current knowledge. In summary, the knowledge about the sustainability performance of using MUTs for subsurface infrastructure is still limited and incoherent. In order to increase the knowledge, this article points out the importance of new case studies, in which the sustainability consequences of using MUTs for subsurface infrastructure are mapped and evaluated by combining both quantitative and qualitative assessment methods.

  • Priorities and barriers for urban ecosystem service provision: A comparison of stakeholder perspectives from three cities

    • Urban Green Infrastructure (UGI) can provide many needed ecosystem services (ES) to help address challenges like biodiversity loss and climate change while contributing to the health and wellbeing of urban inhabitants. In order to optimize UGI for a given city, a first step is to assess the local ES needs and the potential barriers to ES provision. However, it is not known how consistent these needs and barriers are among cities in different settings. To help address this knowledge gap, the aim of this study was to assess ES priorities and existing barriers to ES provision for three cities varying in socioeconomic, cultural and climatic setting: Addis Ababa (Ethiopia), Cincinnati (USA) and Malmö (Sweden). In case studies of each of the three cities, we carried out workshops with key stakeholders and collected their assessments of both current provision of ES from UGI and future priorities. The workshops were followed by expert stakeholder interviews aimed at highlighting existing barriers to ES provision. In spite of the different urban contexts, expressed ES priorities were similar among the cities, with the highest cross-cutting priorities being climate change adaptation, stormwater runoff management and water quality, mental and physical health, biodiversity, and provision of local food. Stakeholder-expressed barriers to ES provision were also broadly similar among cities, falling into three main categories: structural pressures, gaps in governance, and lack of ecological awareness and vision. Our results suggest that certain key ES priorities and barriers may apply broadly to cities regardless of climatic or socio-cultural context. These generic needs can help direct the focus of future studies, and imply a clear benefit to international, even cross-continental study and knowledge-exchange among practitioners and researchers working with UGI.

  • Legalizing illegalities? : Land titling and land tenure security in informal settlements

    • This study investigated how land rights formalization had affected land tenure security among landowners in two informal settlements of Lusaka and Chongwe districts, Zambia. It explored how social norms on land inheritance, decision making over land, marital trust and land related conflicts had been affected by the changed nature of land rights. Data was collected through a questionnaire survey of all the 302 households that had obtained title deeds at the time of the survey, two 3-in-1 focus group discussions and four key informant interviews. Results suggest that land tenure security is now a reality for residents that hitherto lived under constant threat of eviction. Landowners have benefitted from the formalization initiative through land laws and local norms that allow equitable access to land. Land rights formalization has curtailed land rights for secondary claimants such as extended family members, in preference for man, spouse and biological children. A sense of ownership undisputedly increased for men and women in the two study sites. About 50% of the respondents in both study sites indicated that formalization of land rights had not resulted in family conflicts. At least one-third from both sites reported an increase in love and trust between spouses after land rights formalization. About half of the respondents reported that no change in decision-making authority had occurred for men while 42% reported an increase. Formalizing land rights in informal settlements has entailed legalizing illegalities as regulations on plot boundaries are set aside by the state to achieve its aspirations of providing land tenure security to poor urbanites who would not otherwise have recourse to legal or regularized land. We recommend that caution be taken in promoting what is unarguably a pro-poor initiative to ensure that such initiatives should not incentivize future land encroachments.

  • The Cost of Urban Waste Management : An Empirical Analysis of Recycling Patterns in Italy

    • Italy is facing high pressure to meet objectives to recycle waste and national waste management targets set by the European Union Waste Framework Directive (2008/98/EC; EC European Commission, 2008). However, waste collection and recycling waste costs pose major problems (addressed here) at municipal level for the Italian waste management system. The empirical literature on waste management has paid much more attention to demand-side aspects (reduction and discouragement of land disposal and promotion of recycling and recovery) than to supply-side issues such as analysis of waste management costs. This paper addresses the gap in this research field by estimating the cost function of providing waste collection and recycling services for Italian municipalities during the years 2011–2017. Specifically, we estimate cost elasticity and marginal costs to determine if there are economies of scale for recycling urban waste. Our findings suggest that increasing recycling rates would not substantially increase total costs for most of the municipalities, so recycling should be encouraged, especially for municipalities with low recycling rates. In particular, we observe that cost elasticity is higher in northern municipalities than in central and southern Italian municipalities. Our cost function exhibits economies of scale until a certain amount of recycled waste. The results provide insights into the cost structure of recycling that may lead to more efficient waste management.

  • Local municipalities and the influence of national networks on city climate governance : Small places with big possibilities

    • Reaching the 1.5°C target of the Paris Agreement not only requires ambitious goals from national governments, but also the active participation of local municipalities. It is in cities where climate actions need to be implemented to reduce greenhouse gas emissions and reach international and national climate goals. While the importance of cities and their participation in networks has been well-researched, studies have systematically neglected the committed individual agents in small and medium-sized cities and overlooked the importance of national networks. To address these research gaps, this article looks at how local climate managers use their municipality's membership in national networks to increase action and implementation. This article is based on 12 semi-structured interviews with seven municipal representatives and five representatives of two national city networks, and four informal discussions. Through comparative content analysis, it was identified that the main functions derived from network participation are direct exchanges between the climate managers, mobilization of others in the municipality, accounting of greenhouse gas emissions, and project support. These functions helped overcome key limitations that the actors often faced within the municipality related to a lack of legal competences, administrative resources and internal support for climate work and financial resources. This has implications for city networks which have been focusing on larger cities and not including smaller cities who have less capacity and who can benefit the most from the functions provided by them.

  • Expectations of i-Tree Eco as a tool for urban tree management in Nordic cities

    • While urban forests are recognized as imperative toward climate adaptation in cities and provide health and recreational benefits to citizens, municipal tree officers often struggle to find successful governance arrangements and budget support toward long-lasting investment and implementation in new planting schemes and protection of existing trees. Since its release in 2006, i-Tree Eco has helped urban tree officers worldwide to find tangible leverage in the means of quantitative mapping, numeric measures, and economic values of ecosystem services. This may in turn help ease gridlocks and potentially support constructive dialogues across sectors, with decision-makers and public engagement. With the release of i-Tree Eco v. 6 in Europe 2018, 13 Nordic cities were engaged in a larger research project with ambitions to use i-Tree Eco for the purpose of retrieving numeric and monetary data of the biophysical structures and ecosystem services of the urban forest. Based on questionnaires and semi-structured interviews, we present the results from the Nordic i-Tree project with a focus on expectations, opportunities, and potential barriers experienced in using i-Tree Eco in urban forest management. The most prominent expectation and foreseeing opportunities were recognized toward using numeric information on trees to change policies and support cross-sectoral collaboration while reaching politicians and the public. Identified barriers involved how limited resources are spent on public outreach and how information about the project to relevant stakeholders were not distributed from the beginning which may have implications on the dissemination of results. As some important ecosystem services, e.g., cultural services, are not captured by i-Tree Eco, presenting the partial value of urban trees may pose also potential risks to cross-sectoral collaboration. Other findings conclude that although numeric information on ecosystem services is seen as beneficial in terms of communicating with different stakeholders, a deeper understanding toward the criteria used in the valuation process and the potential risks of numeric approaches may provide more context-specific applications.

  • Co-building trust in urban nature : Learning from participatory design and construction of Nature-Based Solutions in informal settlements in East Africa

    • While the amount of research on NBS is growing rapidly, there is a lack of evidence on community experiences of NBS design and implementation, particularly from low-income and informal settlements of African cities. This article adds new empirical evidence in this space through grounded analysis of NBS "niche" projects co-developed by intermediary organizations and communities in five sites across three settlements in Nairobi and Dar es Salaam. Findings are organized around four established NBS knowledge gaps: (1) NBS-society relations; (2) Design; (3) Implementation; (4) Effectiveness. We find that across the five studied sites, residents' perceptions and valuation of urban nature has changed through processes of co-design and co-implementation, enabling community ownership of projects, and hence playing a crucial role in NBS effectiveness over time. The integration of gray components into green infrastructure to create hybrid systems has proven necessary to meet physical constraints and communities' urgent needs such as flood mitigation. However, maintenance responsibilities and cost burdens are persisting issues that highlight the complex reality of NBS development in informal settlements. The cases highlight key considerations for actors involved in NBS development to support the replication, scaling up and institutionalization of NBS. These include the need to: (i) develop forms of engagement that align with co-production values; (ii) capture communities' own valuation of and motivations with NBS development for integration into design; (iii) elaborate technical guidance for hybrid green-gray infrastructure systems that can be constructed with communities; and (iv) help define and establish structures for maintenance responsibilities (especially governmental vs. civil society) that will enhance the environmental stewardship of public spaces.

  • Air Pollution and Urban Green Space : Evidence of Environmental Injustice in Adama, Ethiopia

    • While air pollution data in Ethiopia is limited, existing studies indicate high levels of both ambient and household air pollution; rapid urbanization also threatens the preservation of urban green spaces. In this study, environmental injustice, or the disproportionate burden of environmental exposures on persons of lower socioeconomic status (SES), was explored among women in Ethiopia using a mother and child cohort from the city of Adama. Land-use regression models were previously developed for modeling ambient nitrogen dioxide (NO2) and nitrogen oxides (NOx) throughout Adama, while household air pollution (cooking fuel type) and the presence of green space were assessed through questionnaires and home visits, respectively. The odds of being exposed to these environmental factors were analyzed in association with two SES indicators, education and occupation, using logistic regression. Our results indicate the presence of environmental injustice in Adama, as women with lower SES shouldered a higher burden of air pollution exposure and enjoyed less urban green space than their higher SES counterparts. These findings encourage the prioritization of air quality control and urban planning resources toward policy action within lower SES areas. From a societal perspective, our results also support more upstream interventions, including investment in educational and occupational opportunities. Still, a human rights approach is emphasized, as governments are responsible for protecting the right to a clean environment, especially for those disproportionately exposed. To the best of our knowledge, this is the first study on environmental injustice in Ethiopia, and the first in Sub-Saharan Africa to investigate the inequalities of ambient and household air pollution exposure as well as urban green space access in the same cohort.

  • Striving for Inclusion — A Systematic Review of Long-Term Participation in Strategic Management of Urban Green Spaces

    • This systematic review contributes to the research field of user participation by suggesting a new holistic approach comprising a cyclic process model for long-term participation in the strategic management of urban green spaces, including analysis, design, and implementation phases, each followed by an evaluation. User participation in urban green spaces is encouraged in international conventions. Such initiatives aim to involve citizens more closely in decisions regarding local spaces, based on the premise that this will create better, more inclusive, and sustainable local environments. However, a social inclusion perspective is largely absent in the growing body of European scientific literature on urban green spaces. Further, user participation processes are often carried out within projects, with uncertainties about which strategic management phase (planning, design, construction, and/or maintenance) to emphasize and about the long-term sustainability of project-based participation. Therefore, the literature was examined for tools for participation with the focus on participation of local users in the strategic management of urban green spaces, and in particular, marginalized groups. A systematic review based on peer-reviewed scientific papers revealed the necessity for adapting participation processes to the known needs of different participant groups, including those of marginalized groups often excluded in the past. Local authorities have several pathways to socially inclusive and long-term participation. These include choosing and employing a suitable participation approach, anchoring repeated project-based participation in existing municipal long-term strategies, continuously supporting participating users and evaluating ongoing participation processes, and employing a mix of participation types and approaches. The “cyclic process model for long-term participation in strategic management of UGS” presented in this paper could guide such efforts.

    • Intergenerational justice (IGJ) has long been utilized in academic contexts such as philosophy and political theory. However, IGJ has increasingly become politicized. That is, it has been translated into more tangible ideas and discourses for public scrutiny, contestation, and action. This politicization is strongly represented by youth activism, which has utilized the concept to demand urgent political action and to defend the right to be included and represented in decision-making processes, particularly regarding climate change-related issues. The central topic of discussion in this perspective article is the strategic identification of youth inclusion with IGJ, and specifically the risks involved in accepting this identification. In this article we focus on urban environmental planning and argue that it is important to separate the practice of youth inclusion and the concept of IGJ to address these concerns and explore alternative strategies for incorporating IGJ in urban environmental planning. We then proceed to explore potential urban environmental planning approaches that are more intergenerationally just and conclude by critically reflecting on how the current political economy enables or hinders a more intergenerationally just approach to urban environmental planning.

  • The role of thermal energy communities in Germany’s heating transition

    • A rapid decarbonisation of the energy sector is key for mitigating climate change and in this transformation a transition to renewable heating is essential. To date, most attention in both research and policy on decarbonisation has been on electricity and transport systems, with less interest in the heating system. Half of the EU’s final energy consumption is made up by the heating and cooling sector, making this an important sector for reducing fossil fuel consumption. This article addresses the lack of research on decarbonisation of heating by answering the question, what barriers and drivers do Thermal Energy Communities (TECs) perceive when trying to enter the market and play a role in the decarbonisation of heating in Germany? Eight TECs and four umbrella organisations in Germany have been interviewed about their experiences of initiating and running a TEC. The results show, amongst others, that the political support of municipalities is put forward as an essential driver and important factor for success. However, barriers for municipalities to get involved were often that they lacked expertise, capacity and financial resources. An important driver for TECs was the involvement of local experts and professionals who could support the volunteers often in charge of a TEC. The results show that TECs that included professionals had an advantage in building heating systems, as they could better address their complexity and high initial costs. Another prevalent result was the need for community engagement and citizen mobilisation, which is a greater need in heating projects compared to those focusing on electricity, due to community heating systems requiring a substantial number of customers for profitability.

  • The Politics of Smart Farming Expectations in Urban Environments

    • Although farming practices are essentially situated in rural locations, they are also developing in urban environments and multiple rationalities underpin such initiatives. Urban farming practices are, among other things, recognized for their recreational and wellbeing effects (e.g., allotments) as well as to increase biodiversity and to mitigate flooding. More recently, food produced in digitally augmented and contained environments have become increasingly established in cities across the globe such as Stockholm, London, and New York. These ICT enabled farming practices are different from non-smart and outdoor farming. Specifically, indoor farming practices are founded upon the view that it can produce fresh food in urban settings all year round using fewer resources (e.g., land, water, and chemicals) and with reduced food miles. Since such knowledge claims may shape and structure the development and uptake of smart farming practices in urban environments they must be scrutinized. This paper begins to address this need for research by investigating the politics of smart farming expectations in relation to urban environments. Exploratory case study research was conducted on early formations of smart farming initiatives in Sweden. Drawing on the Sociology of Expectations, it explores the politics of knowledge claims embedded in smart farming initiatives at project level, and examines the performativity of these knowledge claims in envisioning more sustainable urban futures. The findings suggest that smart farming at the level of individual projects gives the appearance of change, but at the same time, it produces more of the same.

  • In-Car Warnings of Emergency Vehicles Approaching: Effects on Car Drivers' Propensity to Give Way

    • Emergency driving entails substantially higher risk rates than ordinary driving, and it is crucial that other road users notice the emergency vehicles on call. Sirens and emergency lights are used to warn and demand that other road users give way and provide safe passage, but accidents still occur. The purpose of this study was to test the effect of a broadcast hyper local Emergency Vehicle Approaching (EVA) message via RDS radio, noticing that an emergency vehicle on call is approaching and demands that others give way, on the propensity of individual drivers to give way. In two simulator experiments, a total of 90 car drivers participated. In Experiment 1, drivers were passed three times by an ambulance in traffic conditions where it was easy to detect the ambulance early, and two versions of EVA message were compared to a baseline condition without a broadcast message. In Experiment 2, drivers were passed only once by an ambulance and in traffic conditions that made it difficult to detect the ambulance early, and either received an EVA message, or no message. The results showed that EVA messaging made drivers give way earlier and learned to give way earlier even without an EVA message. The main finding was that EVA messaging was necessary for making inexperienced drivers give way to an approaching emergency vehicle on call. Most of them did not know that they are obliged to give way, and some did not notice the emergency vehicle before it passed them. In conclusion, the study suggests that EVA messaging to alert and instruct drivers how to give way properly is beneficial for traffic safety and for enabling time-efficient emergency transports.

    • Sweden is a country with an international reputation for gender equality. The political goal of gender equality is based on feminist analysis of what constitutes a just society according to gender and the fight against patriarchal norms. Despite policy recommendations and legislation that counteract discrimination against women, women still fear traveling by public transport and being out in the evenings. This indicates that Swedish society still has patriarchal norms to deal with. The article is based on qualitative interviews and data retrieved from the Swedish National Statistics, SCB. The interviews explored mobility practices and strategies, experiences with different modes of transport, and reliability, affordability, and comfort of the mobility options available. The results shows that travel choices for women are affected by their concerns about safety and related necessary adaptation to situations identified as threatening. Despite the "mythical mantra" of the gender equal society, Sweden share the patriarchal norms with other countries, that delimits women's use and access to public space and public transport.

  • Citizen science initiatives increase pollinator activity in private gardens and green spaces

    • Wild insect pollinators are essential to cultivated and natural ecosystems globally. Today, many pollinator species are declining. One reason is a general lack of flowering habitats at landscape scales. However, urban areas, including private gardens, may provide flowers, and constitute beneficial habitats for pollinators. Here, we evaluate the ecological outcomes of a citizen science campaign run by the Swedish Society for Nature Conservation (SSNC) (called “Operation: Save the bees”), encouraging citizens to incorporate interventions beneficial to wild pollinators (garden meadows, flower plantings, and bee hotels) in their gardens. Data on insect observations and flowering plants were collected through online questionnaires at the end of the growing season. In total, we received 3,758 responses for the three interventions. We found that participants were more likely to observe many pollinators (as opposed to few or none) in more species rich garden meadows, and in larger and older plantings. The surrounding environment also affected pollinator abundance: fewer pollinators were observed in plantings in dense urban areas. Direct counts of pollinators during 10-min surveys correlated strongly to the simplistic abundance assessment (none, few, or many insects seen over the summer season). Bee hotel occupancy was positively related to local flower availability and bee hotel age. Smaller nest holes (<10 mm) were more occupied than larger holes (11–15 mm) and hotels in rural gardens and natural/semi-natural sites were more occupied than those in urban gardens. This study demonstrates that flower-rich private gardens provide integral habitat for wild pollinators and that citizen science programs can provide a tool for implementing and evaluating conservation practices. However, longer lasting commitment resulting in older interventions are preferable and should be encouraged in future campaigns.

    • Informal foraging for food and other natural materials in urban greenspaces is an activity undertaken by many across the world. For some, foraging is a necessary means of survival and livelihood, while for others, it provides cultural and recreational opportunities. In the socioeconomic crises induced by Covid-19, foraging can help communities, especially (but not exclusively) vulnerable people, cope with the impacts of lockdowns, and associated economic decline. In the long run, foraging can help improve social–ecological resilience in urban systems, particularly in response to climate, economic, and disease disruptions. First, we elaborate the ways in which urban foraging can provide immediate relief from the shocks to natural, human, social, physical, and financial capital. We then describe how over time, the livelihood, food, and income diversification brought about by foraging can contribute to preparedness for future uncertainties and gradual change. Cities are increasingly becoming home to the majority of humanity, and urban foraging can be one of the pathways that makes cities more liveable, for humans as well as other species we coexist with. Through the capitals framework, we explore the role foraging could play in addressing issues of biodiversity conservation, culture, and education, good governance and social justice, multifunctional greenspace, and sustainable nature-based livelihoods in urban areas.

  • Socio-Ecological Dimensions of Spontaneous Plants on Green Roofs

    • Green roofs have the potential to provide socio-ecological services in urban settings that lack vegetation and open space. However, implementation of green roofs is limited by high construction and maintenance costs. Consequently, green roof projects often disproportionately benefit wealthy communities and can further marginalise disadvantaged communities by increasing property values and housing costs. Vegetation cover on green roofs is crucial to their provisioning of socio-ecological services. Evidence suggests that green roof plantings change over time, especially with limited maintenance, and are replaced with spontaneous “weedy” species. This is often perceived as a failure of the original green roof design intent and spontaneous species are usually removed. However, where good coverage is achieved, spontaneous vegetation could provide beneficial services such as stormwater mitigation, habitat provision, and climate regulation. While social norms about “weediness” may limit the desirability of some spontaneous species, research suggests that their acceptability on green roofs increases with coverage. As spontaneous species can establish on green roofs without irrigation and fertiliser, reduced input costs could help facilitate adoption particularly in markets without an established green roof industry. Construction costs may also be reduced in hot and dry climates where deeper substrates are necessary to ensure plant survival, as many spontaneous species are able to colonise shallow substrates and can regenerate from seed. If implemented based on socio-ecological need, green roofs with spontaneous vegetation coverage may apply less pressure to property values and housing costs than conventionally planted green roofs, increasing the resilience of urban communities while limiting gentrification.

    • The purpose of this perspective article is to critically explore the launch of the mission for 100 climate neutral cities in Europe. An overview of the mission approach in general is first presented, where key aspects and emerging critiques are identified. Second, key elements of the mission for 100 climate neutral cities in Europe are introduced along with some of its challenges and ambiguities. This perspective article ends with highlighting key emerging questions from the report “100 Climate Neutral Cities by 2030 – by and for the citizens” where research and practice need to engage to support municipalities and urban actors in efforts on climate neutrality and help to better navigate toward radical social and technical transformation. This perspective article also proposes two approaches for inclusive participation of citizens and stakeholders that can contribute to the local implementation of the mission for 100 climate neutral cities.

    • Introduction: This paper focuses on how a (assumed) entrepreneurial shift in urban planning and development has been implemented in a medium-sized city in northern Sweden, and how sustainability-as in sustainable urban development-can be argued to be a second shift in urban planning and development or represents an alternative form of neoliberal governance. Method: To explore how and when urban entrepreneurialism and sustainability are interlinked, as well as when they are not, urban policy documents from 1988, 2007 and 2016 focusing on the development of Sundsvall city center has been examined using thematic content analysis. Results: The result shows that the 1988 document is significantly influenced by social democratic welfare politics, with prioritizing social bonds and the Sundsvall resident being the focus, while the newer documents emphasize visitors, potential residents and architectural design to promote the flow of people, money and goods. In this sustainability is put forward as a mobilizing metaphor, and serves to conceal the potential paradoxes of the priorities of the strategy, which involve the contradictions between economic, environmental and social values. Discussion: Consequently, it is possible to claim that sustainability, as a concept, has acquired a new function: to disguise the less palatable consequences of growth by evoking sustainability as a guarantee of the strategy's quality.

    • With their potential to effectively address multiple urban sustainability challenges, the emerging policy discourse on nature-based solutions seeks to encourage the development of multifunctional nature for sustainable and just cities. Nature-based solutions, however, are vulnerable to co-option by powerful interests in ways that limit their contribution to a broad range of sustainability goals. Reflexive governance arrangements between different types of actors, engaging in continuous and iterative processes of learning and readjustment of institutions and practices, provide a way to address this issue. However, the potential of reflexive governance in increasing commitment to sustainable and just cities, and the role of power struggles in such processes, remains underexplored. To study this question, we undertake a comparative case study analysis of nature-based solutions in Utrecht (The Netherlands), Malmö (Sweden), and Utsunomiya (Japan). These are analyzed using a framework structured around the dimensions of system analysis, goal formulation, and strategy implementation, to which we apply a justice lens. The findings demonstrate reflexive processes in each of the studied cases, but the justice dimension is not always explicitly taken into account or clearly influenced in positive ways. We unveil tensions between the ideal of sustainable and just cities and the reality of urban nature-based solution initiatives being partially dependent on the power structures they seek to influence for their continued existence. We argue against dismissing the studied cases as neoliberal projects on these grounds. Reflexive governance for sustainable and just cities entails a continuous struggle for dominance between different ideas and interests. Moreover, the battlegrounds for these struggles may look very different across sociopolitical contexts. Provided that justice considerations are continually present, reflexive governance of urban nature-based solutions is likely to contribute to more sustainable and just cities.

    • Nature-based solutions (NBS) attract a growing interest in research and practice due to their potential to address climate change while improving human health and well-being and safeguarding biodiversity. The integration of the NBS concept in urban governance, however, is still emerging and it faces regulatory, political, financial and cognitive barriers. While the literature acknowledges an increase in NBS experimentation in cities and documents new governance approaches for NBS, academic knowledge on transformative learning to advance the potential of NBS is scarce. This article unpacks enabling and constraining factors for transformative learning through interpretative case study analysis of two NBS projects in Malmö, Sweden: BiodiverCity and EcoCity Augustenborg. To map instances of learning and investigate conditions for transformative learning in NBS implementation, this article draws on the concepts of experimenting, governing and learning and uses an analytical framework resting on three pillars: visionary ideas and strategies; stakeholder participation; and institutional arrangements. The article identifies seeds of transformative learning and argues that cross-boundary collaboration, action-oriented knowledge production, reflexive governance and citizen involvement are key enablers for transformative learning, which requires supporting structures, evaluation, continuity and relational capacities to thrive. To advance the implementation of NBS and increase urban sustainability, transformative learning should be acknowledged as a key strategic component of change. This, however, requires transformative learning to be more seriously considered in research and practice related to nature-based urban transformations.

  • An approach to involve municipal leaders into strategic decision-making for sustainability—A case study

    • To systematically address the sustainability challenge, local and regional government leaders are key actors to facilitate action-oriented dialogues between practitioners from different sectors and disciplines. However, to address sustainability in collaboration is a complex challenge and leaders as well as practitioners need methodological support. This study is an off shot of an Action Research project that tested and developed an implementation model for cross-sector strategic transitions towards sustainability. While the implementation model as such gained appreciation for the scientifically robust overarching approach, our learnings from four years of action research with ten Swedish municipalities and regions point to needs of additional support regarding application guidelines for the methodology to be autonomously viable after introductions and moderated sessions facilitated by the research team. Example needs include support for capacity building for strategic sustainable development (SSD), advise for how to recruit leaders into the process upfront and support for valuing and aligning previous and on-going work for sustainability. This paper presents such support. It is based on a combination of conceptual SSD analyses and dialogue with initiated people within local or regional governments. In the dialogue, participants were supported to identify gaps in terms of capacity for an SSD approach to improve cross-sector strategies towards the full scope of social and ecological sustainability, and to better align existing methods, processes, and routines into cohesive actions. The procedure was designed, tested, and refined through interaction within one municipality. The feedback was that through applying the support, government leaders can better prepare for and prioritize their strategic actions for sustainability and search for good examples and best practices with enhanced precision. Forthcoming research will test and further refine the support.

    • The objectives are to, for neighborhoods with different levels of social capital, (1) map out the levels of social interactions, emotional support, and instrumental support before the COVID-19 crisis, (2) analyze how social interactions, emotional support, and instrumental support had changed during the pandemic and, (3) analyze changes in self-rated health during the pandemic. This study is based on a telephone survey with a subsample of 168 respondents in Umea municipality who participated in a large base-line social capital survey in 2006. We asked whether neighbors talk to, care for, and help each other, before and during the Covid crisis. Individuals rated their health as poor or good. We compared people's self-rated health and their perceptions about their neighborhoods between those who lived in high or low/medium social capital neighborhoods. Before the pandemic, participants in high social capital neighborhoods reported more active neighborhood interaction and support. During the crisis, social interaction and support increased in all neighborhoods, but more in high social capital neighborhoods. Overall, people seemed to help and care for each other more during than before the crisis. More individuals in the high social capital neighborhoods reported improvement in their health during the pandemic, than those in the low/medium social capital neighborhoods. Our findings indicate that neighborhoods social capital can be strengthened during a crisis, in particular in areas with existing high levels of social capital. The findings need to be interpreted carefully due to its small sample size but observed patterns warrant further investigation.

  • Digital Twin for Accelerating Sustainability in Positive Energy District : A Review of Simulation Tools and Applications

    • A digital twin is regarded as a potential solution to optimize positive energy districts (PED). This paper presents a compact review about digital twins for PED from aspects of concepts, working principles, tools/platforms, and applications, in order to address the issues of both how a digital PED twin is made and what tools can be used for a digital PED twin. Four key components of digital PED twin are identified, i.e., a virtual model, sensor network integration, data analytics, and a stakeholder layer. Very few available tools now have full functions for digital PED twin, while most tools either have a focus on industrial applications or are designed for data collection, communication and visualization based on building information models (BIM) or geographical information system (GIS). Several observations gained from successful application are that current digital PED twins can be categorized into three tiers: (1) an enhanced version of BIM model only, (2) semantic platforms for data flow, and (3) big data analysis and feedback operation. Further challenges and opportunities are found in areas of data analysis and semantic interoperability, business models, data security, and management. The outcome of the review is expected to provide useful information for further development of digital PED twins and optimizing its sustainability.

  • Localizing SDGs : the case of city planning in Malmö

    • Cities have an important role to play in implementing the UN Sustainable Development Goals (SDGs) and to mobilize sustainability at the urban level. Yet, municipalities encounter challenges in localizing the SDGs into their governance structures, and there is a need to advance our understanding of cities strengths and weaknesses in such processes. In this article we provide knowledge and reflections gained in analyzing the process of localizing the SDGs into the spatial planning of Smörkajen, a former industrial harbor site in Malmö, Sweden. By applying the analytical framework of Institutional Capacity Building, the study explores the process of localizing the SDGs in terms of building relational and knowledge capacities and to provide mobilization capacity by the formation of a sustainability strategy. The results illustrate an inclusive approach supporting relational capacity and numerous measures to enhance knowledge capacity, bringing about the formation of a draft sustainability strategy, strongly supported by the municipal participants. But rather than formally adopting the full strategy in the spatial planning of the Smörkajen area, the results of the process were only to be considered to the extent the traditional documents and processes allowed. In all, the results illustrate a strong support for the use of localized SDGs among municipal administrative units to mobilize sustainability, but also the challenges in actually implementing these in the formal planning and development process.
