    • IT governance is one of the top concerns of organizations today seeking to gain value from their IT investments and create competitive advantage. Organizational culture on the other hand is one of the various factors influencing IT governance performance. However there is not much research conducted to understand this topic deeply. This research thus, is exploring the influence of organizational culture on four IT governance performance outcomes through a case study in IT department of a large Swedish company. The results provide evidence that organizational culture is influencing IT governance performance. Specifically the current clan culture orientation of the IT department has led to a successful IT governance performance in cost-effective use of IT. Furthermore adhocracy as the preferred culture is identified to influence IT governance in effective use of IT for growth which is not so successful with the current clan culture.

    • This paper reports on an ongoing design-driven action research effort using information systems to promote transparency in the European freight transport industry. The current lack of transparency is linked to a growth of unsustainable business practices. This can be countered by reducing information asymmetry. However, access to reliable information is hampered by the severely fragmented organizational landscape of the transport industry coupled with the ephemeral nature of services and the inherently mobile and easily reconfigured resources of the trade. The research presented here utilizes mobile crowdsourcing techniques as a means to overcome these challenges and to reduce information asymmetry in the focal transport seller-transport buyer relation. The findings point to the positive impact of a crowdsourcing approach, yet highlight the importance of a balanced holistic network approach empowering all participants — end customers, authorities, NGOs, buyers, intermediaries and sellers — by reflecting their diverse incentives for information sharing.

    • Strategy blindness is commonly understood as an unexpected outcome of IS strategy implementation that results as users make sense of new IT resources in unintended ways. What could be learned by instead treating strategy blindness expected? To this end, this paper unpacks some common assumptions of strategic failure and presents an alternative assumption ground. To explain how masculinites form sources of strategy failure, I reanalyze IT use at a Swedish paper-mill as negotiated among rough and respectable men: blue-collar workers and white-collar managers are shown to maintain distinct hierarchies yet enact the same fixed IT use reality; in each case, intimate relations to the paper machine dictated their ways. Power plays of optimization and mastery illustrate each identity. I then critique current ideas in strategic management and received notions of how IT matters in strategy practice.

  • Leveraging Bystander Reports in Emergency Response Work: Framing Emergency Managers Social Media Use

    • This paper considers empirical data gathered on the use of social media and online bystander reports in operative emergency response work. Interviews with 12 emergency response professionals have been conducted in order to understand the role of social media, as we need to look at how professional actors use and make sense of this technology as part of their work. Focus is on the use, interpretation, and experiences of bystander reports in early phases of emergency events. The findings of a frame analysis suggest that bystander reports present both new opportunities and challenges to this time-critical work by providing information otherwise not available. These reports also change how emergencies are communicated. Leveraging bystander reports is not yet an organizational capability, but rather a technique used by individuals engaged in emerging practices. Textual information is often considered ambiguous and hard to interpret, while experienced professionals leverage visible information in photographs to make their own interpretations of ongoing emergency events.

  • Why companies change privacy policies : A principal-agent perspective

    • Companies often update their privacy policies, but it is unclear whether these updates strengthen or weaken user privacy. Using a principal-agent theoretical lens, we analyze over 200 changes to privacy policies of five prominent Internet companies over a period of fifteen years. We find that over time, privacy policy updates are more likely to weaken, rather than strengthen, user privacy on the Internet. Moreover, analysis of pilot data suggests that companies are more likely to update their privacy policies if they experience negative revenue growth over successive financial reporting periods. Since our results show that changes in privacy policies benefit companies at the expense of user privacy, we conclude that the principal-agent problem exists in the information privacy arena.

    • Electronic government has a history of repeating projects that previously proved difficult to implement. One possible reason for this is that we do not learn enough from past experiences. Lessons are not widely shared and we do not always get the "full story". Only a narrow group have the ability to understand and access research findings. The use of a storytelling approach could make electronic government research more comprehensible, and accessible. It could also be used as an analytical tool to bridge theory and practice. However, storytelling approaches are currently not used within this research field. In this paper, I present an analysis of the value of using storytelling to show how including multiple voices, examining myths, and writing stories could play an important role in dealing with electronic government challenges.

  • Putting Phronesis to Work in Digital Innovation

    • This paper uses the Aristotelian concept of phronesis (practical wisdom) as a sensitizing device to explore digital materiality in relation to user experience. We studied a digital innovation called Prudence, and observed that it possesses material properties including sensitivity to particulars, interactive ability, open-mindedness, and future orientation, making it context-aware. These properties quintessentially enabled the solution to be 'phronetic', and attune to its user's flow of activities and routines, to deliver 'good' user experiences. The study provides an opportunity for extending and strengthening current and emergent theories on digital materiality by incorporating phronesis as a vital ingredient to understand experiential computing. It also highlights the importance of embracing value-rationality to attain the kind of user delight that goes beyond what can be pre-defined in a specification. Overall, the paper contributes to show the fruitfulness of appropriating the notion of phronesis into the field of digital innovation.

    • In this paper we build on a view of change and innovation stemming from institutional complexity in service ecosystems, that is, institutionally enabled and constrained systems of service systems, and give suggestions on how such conditions can be designed to facilitate innovation. We conceptualize service ecosystems as near-decomposable complex systems in which change is enabled through the co-existence of alternative, overlapping and conflicting institutionalized views on problems and solutions, and draw from social network theory to understand how such institutional complexity emerges both between and within actors in service systems. We then connect these theoretical insights with practice and give guidance on how institutional complexity can be created and how opportunities for interaction and collaboration between diverse and conflicting views on problems and solutions can be fostered.

    • DevOps is a predominant phenomenon in the web domain. Its two core principles emphasize collaboration between software development and operations, and the use of agile principles to manage deployment environments and their configurations. DevOps techniques, such as collaboration and behaviour-driven monitoring, have been used by web companies to facilitate continuous deployment of new functionality to customers. The techniques may also offer opportunities for continuous product improvement when adopted in the embedded systems domain. However, certain characteristics of embedded software development present obstacles for DevOps adoption, and as yet, there is no empirical evidence of its adoption in the embedded systems domain. In this study, we present the challenges for DevOps adoption in embedded systems using a multiple-case study approach with four companies. The contribution of this paper is to introduce the concept of DevOps adoption in the embedded systems domain and then to identify key challenges for the DevOps adoption.

    • Collaboration among governmental organizations has been regarded as essential for realizing benefits of e-government investments. Inter-organizational collaboration on e-government can take several forms and can produce varying types of political, organizational, and technological benefits. However, few if any studies have delved deeper into analysis of how chosen modes of collaboration might relate to targeted e-government benefits. This paper studies multiple cases of how contemporary acquisitions and implementations of digital archiving systems have been launched through varying modes of collaboration among Swedish government agencies and municipalities. Our analysis reveals that whereas the target system, digital archive, is the same in all of the studied cases, the expected benefits varies. The article contributes by explaining how selected modes of collaboration in e-government may impact on the particular types of expected benefits.

    • This paper investigates a complex collaborative e-government initiative in Sweden using Boundary Object theory. 22 Swedish authorities have a joint mission to create a shared submission function to facilitate the communication and collaboration between numerous stakeholders such as forest owners, businesses and several other state-and local authorities. A case study approach is used where data is collected through in-depth interviews with different stakeholders, document studies and one focus group with project managers. Four boundary objects are identified: project, shared submission function, effects analysis and appropriation direction.  By analyzing these four we describe how boundary objects are used to facilitate collaboration within an open government ecosystem.

    • In spite of an Enterprise Systems Implementation Methodology's (ESIM's) potential and significance for Enterprise Systems implementation, little attention has been paid to its evolution in ES literature. Moreover, current studies reveal contradictory findings and provide a fragmented understanding. The purpose of this paper is to provide a framework underpinned by a morphogenetic approach for explaining how ESIM evolves by adaptation through reflexivity. Our qualitative study resulted in a richer description of ESIM contents differentiated by adaptation strategies through reflexivity. Four theoretically and empirically informed ESIM adaptation strategies, i.e. reorienting, embedding, aligning and connecting, with related conditions and effects are suggested. This study retains valuable insights of prior works in Information Systems Development (ISD) research, since ESIM might be regarded as one of the latest interventions undertaken in an attempt to improve the quality of an ES product and the productivity and quality of an implementation process.

    • To achieve sustainable business IT alignment (BITA) requires firms to create a circular organizational structure that enhance interactions of major stakeholders. We aim to explore the issue, and in our study of SAAB, we find three viable components to design the organizational structure so it can foster the accomplishment of sustainable BITA: (1) Strong top management initiates the management boards so stakeholders across IT and business, and at different organization levels can participate in IT planning and decision making, (2) Business managers propose and engage in business related IT initiatives so they define critical requirements and needs, and they are responsible/accountable for BITA, and (3) CIO facilitates and coordinates planning, decision making, and implementation of ICT initiatives at ICT boards with a clear strategic focus on realizing business values. The paper explores unique insights of designing a circular organizational structure and its impacts on BITA, and contributes knowledge to IT management and practice.

    • Traditional retailers are facing strong competition from e-commerce. One way to meet this challenge is to follow the marketing movement of focusing on customer experiences. This transformation is based on the notion of engaging customers and one way to drive this engagement is through gamification to support value creation. In this study, we have identified variables affecting intentions to use gamified services and in what ways. For this purpose, we developed an app that generated different levels of gamification by varying the number of game elements. The data from a survey distributed during a field experiment indicates that an increasing level of gamification and technology experience have direct positive associations with intrinsic motivation. Furthermore, intrinsic motivation has a positive direct association with satisfaction, although this is partly mediated by mood. Finally, satisfaction has a positive direct relation with intention to use.

    • Organizational information systems are acquired through numerous means: as service (cloud computing), as configurations to large enterprise systems, as packaged software, or through dedicated development. Despite of existing tracks of research on these topics, yet, according to Gartner reports and popular press articles, numerous information systems acquisition projects fail in terms of costs, schedules, and objectives [2]. Moreover, despite two decades on research focusing on benefits realization of IT investments, challenges to adopt the recommended practices and to realize the benefits of information systems have largely remained. It is surprising that despite the problems the practitioners face in information systems acquisition, the topic is still little understood in the IS researcher community. For example, such questions as how to choose an appropriate acquisition strategy and method, how to execute the acquisition project successfully, and how to acquire IS related services have been left largely intact -- even though these are significant issues for practitioners. A recent Delphi study identified benefits realization as the most important issue to be considered by IS procurement professionals in the Norwegian public sector [1]. Public sector procurement is strictly regulated and instructed (e.g., in Europe), so that criteria for selecting the IS need to be known early on in the acquisition process. For instance in Norway, all public ICT acquisitions need to justify rather detailed benefits to the public or to the civil servants proactively, before the acquisition takes place. Although the literature documents several methods and techniques for benefits justification, management and realization, they have not reached wide utilization in practice. The situation is, up to large extent, identical in the private sector as, for instance, business cases are difficult to write and different IS initiations are difficult to compare. This minitrack consists of three different approaches complementary to each other in terms of information systems procurement and benefits realization.

    • This work investigates the Practice Standard for Project Risk Management (PSPRM) in light of the fundamental organizational risk research. As a result of this investigation, the work finds that the PSPRM is lacking some key concepts from the extant organizational risk literature and that other fundamental risk concepts are not applied in a manner consistent with the literature. Building on these findings, the work illustrates how project risk management and project risk research might be effected by these deficiencies and recommends some simple measures that could be implemented to usefully augment the PSPRM and project risk research

    • Cooperation and competition have traditionally been considered separate modes of interaction between firms. Recent research, however, observes that firms simultaneously engage in cooperation and competition with each other. Still the interplay of these modes is under-researched and surprisingly little is known about the nature of ‘coopetition’. Our objective with this paper is to build new revelatory theory on the various facets of coopetition in vertical IT standardization and discuss their respective implications for environmental sustainability. We rely on an eleven-year study of a standard development effort aimed at greening the Swedish road haulage industry. Framing analysis is applied to scrutinize relations between cooperative modes and competitive behaviors of participating firms. The findings help explicate how and why stabilized cooperation may render intensified competition that undermines IT standardization efforts to green an industry. Our theorizing about this paradoxical tension paves the way for future network studies of coopetition dynamics in converging industries.

    • The Internet of Things (IoT) creates a myriad of new business opportunities that focus on collecting, transmitting, and analyzing product data. IoT collaborations bring together diverse firms with separate skill-sets that both produce and utilize digitized data to co-create value. While previous research has explored the technical implications of IoT in great detail, it has largely ignored the business implications of such endeavors. In this paper, we focus on the early stages of the emerging inter-organizational relationships that IoT enables and ask the question: How can the inter-organizational dynamics between disparate actors in an IoT ecosystem be perceived and understood? By conducting a qualitative case study and tracing four types of organizational boundaries: efficiency, power, competence and identity, we show how firm boundaries are emergent, dynamic, and constantly negotiated between firms. Allowing for and understanding this relational interplay is crucial in order for IoT ecosystems to thrive and grow.

    • Open Data Marketplaces have emerged as a mode of adressing open data adoption barriers. However, knowledge of how such marketplaces affect Digital service innovation in open data ecosystems is limited. This paper explores their value proposition for open  for open data users based on an exploratory case study. Five prominent perceived values are indentified: lower task complexity, higher access to knowledge, increased possibilities to infleunce, lower risk and higher visibility. The impact on open data adoption barriers is analyzed and the consequences for  ecosystem sustainability is discussed. The paper concludes that open data marketplaces can lower the threshold of using open data by providing better access to open data and associated support services, and by increasing knolwedge transfer withi the ecosystem.

    • Reliable and secure communication, and high quality of service (QoS) (low latency, high availability, etc.) of data are critical to the successful operation of power systems. However, uncertainties, both aleatory and epistemic, are inherent to the system, which makes it difficult to secure the communication while fulfilling the QoS requirements. Nowadays, the administrators of the power grid's communication system have much flexibility in choosing a specific security scheme but the uncertainties make answering the question "what is the best scheme" or even "what is an adequate scheme" very difficult. Appropriately quantifying uncertainty and its effects on security is a key to choosing a sufficiently secure communication system for power grid while meeting QoS requirements. In this paper, we model aleatory and epistemic uncertainties using probability distributions and subjective logic respectively. Comprehensive quantification of the uncertainties can greatly sharpen administrators' understanding of the trade-offs between security and QoS and help them to select the most fitting security scheme to meet the QoS requirements. A case study demonstrates how our method works for two different application scenarios.

    • In e-government automated decision-making increases, forming part of a trend towards “smart” and self-regulating systems. This necessitates the introduction of new relationships and practices, challenging the division of responsibilities in public administration. Using a case study approach, this paper elaborates on implications of automated decision-making for professional officers in a Swedish public organization. We conclude that automation should be framed in relation to the rules of law and ethics of justice. Furthermore, the roles and competences of professionals are changing, with automated systems beginning to resemble cobureaucrats. Professionals can either make an alliance with the automated system or the client. This choice of strategy is related to the issues of legitimacy and professional competences. We also identify practices as being either a form of caring ethics or a formal legal ethic norm. Such practices should be further addressed to influence practices promoting legitimate systems citizens can trust.
