  • Beyond democracy in Cambodia: Political reconstruction in a post-conflict society : [Series: Democracy in Asia | Volume: 12]

    • For more than three decades Cambodia lived with civil war and genocide. After the peace agreement, major reconstruction efforts and UN-supervised elections in the 1990s, it was hoped that the ravages of the past could be repaired. Instead, one political crisis after another has ensued. And to the extent that some political stability has emerged, seemingly this has been won at the expense of democracy. Moreover, reconstruction efforts appear to be at odds with processes of liberal democratization. This volume (written by a broad mix of Khmer and non-Khmer researchers) is the first study to assess the post-conflict democratization process in Cambodia in a systematic and in-depth empirical way. In going beyond a one-dimensional view of democracy, the full complexity of this process is illuminated. Not only does the volume focus on the successes and failures of Cambodia’s political elite but also it looks beyond Cambodia, assessing the extent to which the globally applied post-conflict strategy of intervention followed by early elections, hoping for rapid democratization, is sustainable and progressive. Joakim Ojendal is Professor of Peace and Development Research at Gothenburg University in Sweden. He has written extensively on Asia, and in particular on democratization in Cambodia. Currently he leads several research projects, including on post-conflict reconstruction and democratic decentralization, and engages in policy work in this area. Among his earlier works is Southeast Asian Responses to Globalization, published by NIAS Press in 2004. Mona Lilja teaches at Gothenburg University’s School of Global Studies. She has previously written on female political leadership strategies in democratization and development processes, with her monograph Power, Resistance and Women Politicians in Cambodia published by NIAS Press earlier in 2008. Currently she is engaged in a research project on 'hybrid democratization' in Cambodia.

The book charts approaches which have been taken over the past two decades to promote more effective water management institutions, covering issues of conflict, cooperation, power and law.

    • In various parts of the world, and throughout the twentieth century, the transition from conflict to peace has led to the repatriation of exiles to their countries of origin (Coles 1985). Over recent decades, increases in the world's refugee and asylum-seeking populations have led to an increase in the number of people going back to their countries of origin at the end of war and conflict.1 The visibility of such moves is also growing. The laws of migration are such that every outward movement generates a back flow and there is research which suggests that this might be proportional, varying with flows of different magnitude and under different circumstances. This logic means that increases in returns from coercive war-related migration will also be associated with earlier increases in outward movements.

    • The world has gone through a major transformation in the last two decades. The end of the Cold War in Europe has led to massive increase in the private capital flow and, also, has brought an information and telecommunication revolution. In this new interdependent and interconnected world, international trade and investment has overtaken the importance of national economies. Globalization has created new opportunities as well as many risks and challenges. Globalization generates new wealth and encourages technological innovations, but at the same time it has failed to support and promote sustainable human development and thus can be accused of generating anguish and deprivation. This has already resulted in growing civil unrests and in some cases contributed to armed conflicts in the developing world. However, peace and conflict research has till now somehow overlooked the influence of increasing globalization on the formation and management of such emerging conflicts. The study of globalization also tends to overlook a proven fact that the management of conflicts in the South has been invariably influenced by the global powers and their strategic politics. This impresisve edited volume makes an attempt to assess: what concrete measures exist and are likely to be effective in addressing the causes of conflict and building peace in an increasingly interdependent world?

    • This introductory chapter presents the main theme of the volume: the perceived dilemmas in pursuing IWRM in a transboundary context. The chapter discusses the IWRM approach and its package of progressive values and practices that focus on integration and participation and contrast it to transboundary politics and its tendency to remain within a state logic that emphasises sovereignty and national interests. In order to realise sustainable, efficient and inclusive water management, the chapter argues that it is essential to recognise and visualise power asymmetries and politics in regional water politics. Based on this assumption – that politics matter – the chapter contends that there is a need to explore how the perceived dichotomy between the interests of state sovereignty and (progressive) transboundary water management is played out in the Mekong River Basin. Together with its 50-year history of institutionalised cooperation and the river basin’s significance in terms of supporting local livelihoods and its contribution to the region’s national economies, the case is of paramount importance and interest. The disputed results and uncertain future in the region illustrate the complexity of achieving efficient, equitable and ecologically sustainable water management in a competitive international system. It thus makes up an excellent case study to illuminate the politics of IWRM in a transboundary setting. The different chapters of the volume, which are set to unpack, scrutinise, and illuminate the politics of the Lancang-Mekong Basin, are introduced at the end of the chapter. This section thus indicates some of the possible ways forward, challenges, dilemmas and incompatibilities in sustainable water management in the region which will be dealt with in more depth throughout the book.

    • This report presents a case study on the potential role of decentralization in relation to natural resource management (NRM) in Ratanakiri province in the northeastern corner of Cambodia. It investigates to what extent decentralization has, will, and could improve local governance, protect the environmental balance, secure livelihoods, and improve the governance situation at large. The report: * Establishes what the major NRM problems consist of, and who the actors involved in the rather complex development process are; * Reviews what has been done in terms of regulating NRM, including the legal system; * Discusses the ways in which decentralization experiments have affected the outcome of NRM; * Identifies innovative solutions in terms of local natural resource governance. The report concludes that a decentralization reform should ideally allow the State to become stronger at local, as well as central, level and at the same time, strengthen the bonds between the centre and the outlying areas.

  • ‘Connecting National Ownership and Local Participation in Aid Recipient Countries: The Cases of Rwanda and Cambodia’.

    • This paper examines previously under-explored links between two aid-nurtured ideals. ‘National ownership’ and ‘local participation’ both aim to increase recipient influence and thereby address the inherent inequality of the aid relation. Questioning the common assumption of synergy, we analyse the nature and role of local participation in situations of national ownership, asking how prevailing forms of national ownership play out on a local level and what current experiences there are of local participation. The examination is designed as a qualitative case study of two strategically selected aid recipient countries. Rwanda and Cambodia display different patterns of national ownership and different ways of accommodating the ideal of local participation. Interviews with representatives of civil society organisations point to far-reaching adjustment to government agendas and highly limited forms of local participation, and we conclude that national ownership is not per se conducive to local participation, which may rather play highly disparate roles in nationally owned development.

    • Which form of governance is required to bridge tensions that stem from the urgent need of climate change adaptation (CCA) on the one hand, and the imperative of upholding peace and social stability in vulnerable areas on the other? This article proposes transformative governance as a framework and methodology for addressing this question. It recognizes that the increased pace of climate change requires urgent and thorough adjustments to actual or expected climate change effects through a transformation of societies to increase their capacity to build sustainability. Our framework for transformative governance approach responds to this imperative and is based on three components: a theoretical framework for peaceful CCA governance derived from the fields of sustainability governance, political ecology and peacebuilding, second, a ‘glocal’ and bottom-up approach illustrated by two examples of cross-border collaboration, that demonstrate peaceful CCA governance as necessarily glocal, thirdly a learning methodology that implies context-based, goal-oriented, pluralistic and interactive co-production of knowledge. These are argued to be vital conditions for implementing CCA governance that is transformative and supports peaceful societies.

    • The local turn debate sometimes falls into the trap of romanticising the local, while vilifying international involvement in peacebuilding. Although this post-colonially informed argument makes immediate theoretical sense, there is a dearth of empirically driven comparative research which explores whether, and if so how, an international presence actually influences local peacebuilding efforts. In order to address this research gap, the present article sets out to study the execution of local peacebuilding programmes in two relatively similar cases where one (Nepal) has enjoyed little international peacebuilding presence, while the other (Cambodia) has seen a massive influx of international actors and funding in its peacebuilding endeavour. Our empirical material indicates that international support for the local peacebuilding process in Cambodia has bolstered it, while the locally owned process in Nepal has been far from successful in forging the conditions for sustainable peace. To fathom why these particular outcomes have occurred, however, the full answers are unlikely to be found by merely scrutinising whether the peacebuilding processes have been primarily internationally or locally driven. Instead, we suggest that peacebuilding outcomes are better understood by studying situated practices.

    • Cambodia has had an unusually turbulent history during the last 30 years. From being a relatively quiet colonial backwater under the French, the country was hurled into the postwar political struggles in Indochina. In the 1970s it was subject to one of the most drastic revolutionary experiments ever attempted, under the leadership of Pol Pot and his 'Khmer Rouges'. The atrocities and social upheavals which characterized that period have left profound impacts on the contemporary society, impacts that are still imperfectly analyzed and assessed. Sweden has been actively engaged in assistance to Cambodia since 1979, to begin with through emergency relief, and later as development aid. The present study has the character of an anthropological survey of the social situation in the Cambodian countryside. Very little social science research has been carried out on location in rural Cambodia, and as part of its planning of a country strategy, the Swedish International Development Cooperation Agency (Sida) commissioned a study of social organization and power structures in rural Cambodia. The book is based primarily on studies of the existing literature, supplemented by a brief fieldwork in rural environment. It is meant as a first inventory of problems and prospects that may hopefully be of some use for development planners as well as for academic researchers. The authors are two anthropologists and one development researcher.

    • Given the fundamental human requirement for water, the appropriate sharing of trans-boundary watercourses is implicitly tied to the attainment of human rights. The potential for an improved allocation of benefits between populations sharing transboundary watercourses is also directly or indirectly linked to the alleviation of poverty in many cases, especially as one of the most important benefits in the developing world involves the ability to increase food production through the use of irrigated agricultural techniques. However, there are also many other more subtle ways in which the sharing of benefits arising from an improved allocation of transboundary waters could alleviate poverty. The main aim of this Global Development Study is to analyse the potential of cooperation on international transboundary waters as an instrument for the revention of conflict; and for encouraging the broader sharing of benefits by coriparians. The study includes three Case Studies, which have been selected due to their complementary nature; the Jordan River basin, the Kagera River and the Mekong River. Principles derived from these Case Studies are distilled and analysed in discussions relating to four specific questions: What conclusion arise from the available international literature on conflict and co-operation on water resources, and what role does the sharing of benefits play in this? Can co-operation on the sharing of international watercourses be utilized as a broader conflict prevention tool in the future and if so, how may this be achieved? Should development partners integrate trans-boundary water management more closely into their overall development agendas? In broad ters, how should development best proceed in the Case Study basins, and how critical is joint water management as an element of future scenarios?

    • The Royal Government of Cambodia’s Seila programme and its support project CARERE2 that was implemented in 1996 – 2001, is the objective of this study. The purpose of the study to analyse the relative success of the programme is threefold: to increase the knowledge of the Seila programme and spread its experiences to a larger public than those involved with the programme; to analyse why the programme was a success and finally to investigate if the Seila experiences may be replicable to other development programmes. The report starts with a description of Seila and the support projects and the history of how the programme was conceptualized. The first part of the study concludes with an explanation of the Seila programme in terms of concept, systems and structures and delivery of poverty alleviation investments and services. After setting the scene the report tackles its main purpose to analyse the circumstances, factors, processes and role of government and donors in explaining the success of Seila. The authors analyse and seek explanations for success in four main areas: (1) the circumstances and environment where the programme was conceived, formulated and implemented; (2) the programme’s vision, plan, design and management, (3) the Cambodian society and government response and adoption of the Seila experiment; and (4) the role of the donors. In the third part ‘Consequences and Conclusions’ the internal and external critique of the Seila programme is summarized. Finally, the description, analysis and discussions are brought together in the concluding chapter, where implication for the Seila success on contemporary development theories paradigms are analysed and the possibility of replicability, fully or partly, to other development initiatives and what the implications are for the stakeholders should they decide to replicate the Seila programme.

  • Where Decentralisation Meets Democracy: Civil Society, Local Government, and Accountability in Cambodia

    • Decentralisation Cambodia has been moving towards Decentralisation since the first commune election in 2002, which initiated Decentralisation reform. This historic event was the start of a process aiming to improve democracy in Cambodia. A core principle of the Decentralisation reform is to promote a culture of participation and trust between the state and civil society and, via this process, to rebuild the state from the bottom up. In this process, narrowing the historical gap between authorities and the general public is of vital importance. Enhancing commune council accountability to answer for the use of authority also becomes a key process. Decentralisation has enabled the establishment of local democratic institutions, but democratic politics are yet to develop locally. Individuals are still unable to speak their minds freely, and political discussions rarely occur openly. Although this is due more to prevailing social norms than to open political suppression, it hampers the development of a vibrant political democracy at the local level. In contemporary rural Cambodia, one observes a growth of Community Based Organisations (CBOs), which may have a greater ability than individuals to demand accountability from the local state. CBOs also have their limitations, however, making local accountability uncertain. Hence this research is centred on the primary question: To what extent do community-based organizations enhance the accountability of local government? Accountability The critical issues to be explored emerge from “unpacking” the accountability concept, where three different modes of accountability are identified, each focussing on the “demand side” of accountability. Three communicative relations need to be qualitatively improved in order to establish accountability in rural Cambodia, namely between people and the CBOs, between CBOs and the commune councils (CCs), and between CCs and the wider political system. These are operationalised as follows: i) Participation in and mobilisation for CBOs: Do people broadly engage in or support the goals of the CBOs? Are CBOs truly local and do they pursue local interests? To what extent do they exist as associations? ii) Partnership and interaction between CBOs and local authorities: How do CBOs and local authorities interact? Is there a growing partnership between the local state and civil society? Are there other local authorities that can be called upon for assistance in dealing with emerging problems? iii) The power of local authorities in the political system: Have the local authorities possess the political power to deliver? Do they communicate properly with relevant actors? Could they act in a more dynamic way in the political system in order to fulfil their mandate? Three CBO associations were selected for this study, namely: School Support Committee (SSC), Community Fishery (CF), and Forest Community (FC). The core conclusions of the study state that the key institution of the decentralisation reform, the CC, has come a long way towards acknowledging and exercising accountability. The Cambodia Development Resource Institute Executive Summary major weaknesses are twofold and are to be found above and below the level of the commune council itself. First, civil society is not yet sufficiently capable and organised to demand accountability effectively. This is particularly true regarding individuals, but also when CBO intermediaries are involved. Second, CCs are not getting the support they need from ministries, which is hardly surprising. While the CCs have been operating on the basis of progressive democratic decentralisation reform since 2002, the district and provincial authorities have not had any recent major overhaul of their formal mandates. The second leg of the reform—deconcentration—is still being developed and its implementation is not expected to start until 2008. This law is intended to—as is apparent in draft versions now surfacing—democratise provincial authorities, harmonise ministries with commune council concerns, and open up rural areas for dynamic development work. Whether that will happen, however, remains to be seen. Policy Recommendations The recommendations are presented in three different areas: 1. Civil society: The small-scale development work within communities regarding education, awareness, rights and obligations must continue. Cambodia needs more time to strengthen democracy, including local development. CCs could receive considerably increased funds. Moreover, a sense among CCs, NGOs and CBOs of strong dependency on international agencies needs to be changed. 2. Commune councils: CCs need a better correspondence between their responsibilities and resources. A decree establishing mechanisms for tax collection could help to achieve this. CCs still need more time to fully adapt to the new mandate, including enhanced clarity on the private (individual and political parties) and public sphere (citizens). 3. Deconcentration or sectoral Decentralisation: Since one of the key weaknesses of the accountability chain is the CCs’ limited influence in the wider political system, it is recommended that the ongoing deconcentration reform is hastened as much as possible, and designed to allow considerably improved accountability between the various state agencies operating at local level.

    • The critical and considered response by Simon Reid-Henry (2011) reinforces our sense that the widespread attention being given to the 'security-development nexus' in the realm of policy warrants careful and critical scrutiny. Perhaps most significantly, Reid-Henry's review article draws attention to the need to engage in the difficult - and often overlooked - questions of methodology: how can we creatively study the different ways in which the 'nexus' is being practised, negotiated and resisted in distinct sites - and to what effect? His comments therefore add much to our collective (yet necessarily disparate) efforts to develop an array of creative methodologies for the study of the 'nexus'. Continuing the spirit of constructive critique, we engage with some of his main lines of argument. It is vital, we believe, to remember that there are many ways of exploring the politics of security-development, each requiring different road maps.     • It is now beyond doubt that attention to the ‘security—development nexus’ has become commonplace in national and global policymaking. However, how ‘the nexus’ is differently imbued with meaning and ultimately employed remains underexplored. In this article, we suggest a possible framework for mapping the multiple understandings that underlie specific articulations of ‘the nexus’ in order to reveal the ways in which meaning may shift in different (yet seemingly similar) discourses. To this end, we draw upon familiar stories about ‘development’ and ‘security’, and we offer a brief reading of ways in which ‘the nexus’ is articulated in policy texts. Ultimately, this framework may hint at what such articulations may imply for the policy agenda.
