- In this article we use two immigrant projects, operating in a Swedish context, as a basis for discussing and analysing the potential of joint projects as a tool for change in human welfare service organisations that target the general public. The extensive use of projects in the development of a slimmed-down public sector can be seen as originating from the contradictory promises of projects regarding flexibility and rationality in the new public management context. Projects are also used as a way to obtain more resources for specific long-term needs, but they are seldom implemented as intended in the regular 'mainstream' organisation. Therefore the long-term development of social services and healthcare for immigrants remains inadequate. It appears that politicians, managers and civil servants prefer to focus on the positive aspect of projects to legitimate the organisations and to bring about change by targeting and steering activities. However, they tend to overlook the negative consequences of using projects, and there is a risk that a backlash will undermine the legitimacy of organisations. Citizens and participants in general, and immigrants in particular, experience frustration and distrust as a result of the short-term nature of project-based action. The problems that the projects were expected to address may remain, or even increase.

- Hur revisorerna ser på sig själva och sin profession har förändrats över tiden. I denna rapport utgår vi från den bild som professionen har gett av sig själva i tidskriften Balans från 1989-2011. Vi följer hur synen på professionella normer, kunskapsbas, yrkesroller, avgränsningar mot andra professioner, organisering av den professionella föreningen, självreglering och hur man ser på andra parters påverkan på professionen. Våra resultat pekar på en ökad kommersialisering av professionen där revision allt mer ses som en produkt bland andra konsultprodukter. I stort har utvecklingen av bilden av revisorn följt utvecklingen av verksamheten inom de stora revisionsföretagen. Samtidigt har makten över utvecklingen avrevisionsprocess och professionella normer allt mer lyfts från nationell till internationell nivå och inflytandet över utvecklingen sker via komplexa nätverk av personer, organisationer och företag. Det kan därför vara dags att omdefiniera vad som är profession inom revisionsbranschen.

From profession to product: Commodication of the Swedish audit profession 1989-2010

- During the last three decades auditing has increasing been viewed as a commercial activities. The Big4 accounting firms are some of the largest consultant firms in the world, highly profitable and with increasing market shares. Tasks that earlier has been defined as professional services has increasingly became commoditized and marketed as other goods.From the perspective of theory on profession the process of developing professional knowledge into marketable goods and it influence on the legitimacy of the profession is important issues. This paper presents a study of how the professional association of Swedish auditors has presented this development and attempted to legitimacy it in the eyes of the profession and the general public in the association’s magazine between the years of 1989-2010. Building on Abbotts (1991) discussion on different forms of expertise knowledge and Suddaby and Greenwood (2001) discussion of commodification and commercialization of professional knowledge we discern four areas utilized by the Swedish audit profession for presenting and legitimizing commodification of the audit function: (1) attributes connected to the professional role of an auditors increasingly become depersonalized (2) the knowledge of the auditing processes become externalized and standardized in different audit standards (32) the development of so-called Multidisciplinary Practices implies an increasing product range in audit firms implying a less salient role for auditing within these firma (4) a transferring of this commodification from the large accounting firms to smaller audit firms through a translation of the professional association of “auditing” into a number different services (product differentiation). The contribution of the paper is to describe and theorize how a commodification of a profession is diffused and how commercial and professional forces co-operation in such transformation of the audit profession

- This paper explores whether and in what way “dual learning” can develop understanding of the relationship between structure/judgement and explores audit student’s perceptions of the audit profession. The Work Integrated Learning (WIL) module, serving as a tool of enabling dual learning, represents the context for this exploration. The study is based on a focus group and individual interviews conducted with students performing their WIL. Our data and its analysis indicates that when in a WIL context, students develop awareness of the use of standards and checklists on the one hand, and the importance of discretional judgement on the other. Based on these results, we theorise as to how dual learning manifests itself in students’ experiences and understanding of the relationship between structure and judgement.

The study is based on a focus group/individual interviews conducted with students performing their work-integrated learning assignments where they interact with auditors. Identifying two themes defined as Perceiving the profession and auditing and Entering into and forming in the audit profession derived from the data, it appears that when positioned within a work-integrated learning context, students develop awareness of the use of standards and checklists on one hand as well as the importance of discretional judgment on the other. - In recent years an increasing number of sickness allowance cases have been closed with a negative decision despite the fact that a certifying doctor has recommended sick leave. At Social Insurance Offices, a case file is established for each sickness allowance case. The case files for 538 rejected cases form the basis for this study.The assessment of the entitlement to sickness allowance is a key instrument of control in the health insurance system and the sharpened borderline between the obligation to work and the entitlement to sickness allowance can be interpreted as the result of a political aim to promote work through the health insurance system. This thesis explores these demarcation practices, highlighting the ways in which this policy of work promotion is translated into and made manifest in real world cases.Three aspects of these practices were highlighted in the study described in the thesis. The first aspect concerns the identification of those who are denied sickness allowance; their diagnoses and work situations. The second aspect relates to the interaction between the certifying doctor, the medical officer and the case officer and their respective roles in the process leading to negative decisions. The third aspect examines how the actors interpret and apply the concepts of sickness and ability to work in cases with negative decisions. In addition to these themes, in the final chapter of the thesis, I draw on theories of institutionalised organisations and moral practices to analyse the outcomes of the decision-making process.The thesis shows that a negative decision is most likely to be applied to insured persons who are either unemployed or who are manual workers without educational qualifications, and who have received diagnoses of mental illhealth or of diagnoses of pain and ache problems in the locomotive organs. It is argued that this is a moral category formed through the interaction of government policy dictates promoting work with actors, who in their official roles must apply an extremely vague criterion for entitlement to social insurance, namely disablement caused by illness. In this way, the dual handicap – undervalued labour (market) position plus undervalued gravity of illness – has become a borderline marker when the right to sickness allowance is being investigated and contested.

- Den här undersökningen handlar om vårdcentralens läkare och deras sjukskrivningspraxis. Till vårdcentralen kommer patienter med olika sjukdomsbilder och ohälsoproblem. Det är läkarnas grannlaga uppgift att utfärda sjukintyg även om en stor del av de sjukdomsbilder som läkaren möter är oklara. I de fallen ska läkaren inte bara diagnostisera och försöka avhjälpa patientens medicinska problem, läkaren ska också bedöma i vilken mån patientens arbetsförmåga är nedsatt av sjukdom. Dessutom ska läkaren bedöma hur omfattande nedsättningen är och hur länge patienten kan förväntas behöva avstå arbete eller att stå till arbetsmarknadens förfogande.Hur går det till när läkare bedömer patienters sjukdomsgrundade arbetsoförmåga och hur går det till när de bedömningarna översätts till sjukintyg? I den här explorativa studien söks svaren på dessa frågor utifrån ett teoretiskt perspektiv som fokuserar på de olika och ofta motstridiga rollförväntningar som riktas på läkarna i deras sjukskrivningspraxis.Sammanfattningsvis ger undersökningen om sjukskrivningspraxis på vårdcentralen en bild av läkare som strävar mot att förena det goda terapeutiska arbetet med korrekt regeltillämpning och en patientanpassad service, men där logikerna för professionellt, byråkratiskt och marknadsorienterat arbete skapar spänningar. Läkarna tillgriper medicinska, sociala och tekniska strategier för att hantera de osäkerheter som är förbundna med att bedöma och intyga patienters sjukdoms grundade arbetsoförmåga och för att överbrygga de konflikter som uppstår i mötet mellan skilda arbetslogiker.

- This thesis focuses primarily on the question ”why is freedom of speech valuable in a democratic context?” I argue that it is problematic that free-dom of speech takes for granted and that the main question therefore is absent in current political science research, in legal texts, and in public discourse. I also argue that in democratic states the focus, regarding freedom of speech, is often on its boundaries and limits rather than on its justification. But it is highly problematic to find and establish its limits without dis-cussion why freedom of speech is desirable in the first place.The thesis poses two questions. The first concerns how freedom of speech is justified by the five strongest available arguments. I analyze the arguments and conclude that they justify freedom of speech differently but that they are similar in one aspect. Freedom of speech is not primarily justified as an individual right. It is rather justified in terms of the public good.The second question asks if we can reach a better understanding of the central arguments. I argue that the arguments have something in common; all of them justify freedom of speech with reference to a common value. I argue that this common value is what I call, a “reliable communication process”. All five arguments claim that freedom of speech is valuable because it promotes a reliable communication process. This process is reliable in terms of its capacity to create a pluralistic public discourse that exposes citizens to ideas and perspectives that they would not have chosen in advance.This study results in the following findings. First, that freedom of speech is valuable in a democratic context because the reliable communication process supports the central democratic value of the enlightened understanding of the democratic citizen. Secondly, that I can give a principled reason for the boundaries of freedom of speech. This means that, according to the arguments, there are reasons to abolish or limit freedom of speech if the reliable communication process is damaged or absent, for example in case of war, anarchy, or violent circumstances. Third, that there are strong reasons in support of a public service media, and greater state intervention in media politics. One strong reason for that conclusion is that a public service media can ensure a pluralistic communication in society and counteract information conformity and intolerance among the members of society.

- Research on gender equality in Swedish higher education shows an unequal gender balance. Women are consistently underrepresented at the highest levels of the academic hierarchy. The lack of gender equality in academia has been illustrated by metaphors such as a narrowing pyramid, a leaky pipeline and a black hole. Unlike other problems in the academic context, gender inequality in higher education is seldom considered from a system perspective. The system of higher education has undergone major changes during the 1990s in terms of scope (more students, more faculty, more institutions, etc.), differentiation (inclusion of new disciplines) and geographical distribution (establishing institutions in previously unserviced areas). In this thesis, theoretical expectations concerning the effect of these changes on gender equality are developed.The thesis investigates gender equality in higher education by developing an analytical framework to analyze the system level and its impact on gender equality. The empirical data consists of two sets. The first set contains cross-sectional data on registered students, doctoral entrants, doctors, post-doctoral fellows, lecturers and professors in Swedish higher education. The second set is derived from the longitudinal integration database for health insurance and labor market studies (LISA), which consists of anonymized data on all individuals in the Swedish labor market that hold doctoral degrees.The main finding of the thesis is that the system of higher education does have an impact on the gender equality in higher education. The vertical gender balance has increased during the expansion of Swedish higher education during the 1990s. The horizontal gender balance has also increased, but the increase is limited to the student category. On the other hand, the system of higher education has not had an impact on the gender equality measured in terms of exits from academia. Instead, the analysis shows that the rate of men that leave academia is higher than the rate of women, and that commonly used metaphors portraying academia as a narrowing pyramid, a leaky pipeline or a black hole serve poorly as illustrations of the gender equality in academia.

- Betydelsen av självbestämmande och inflytande i hemtjänsten ses som efter-strävansvärt i både forskning, lagstiftning och i aktuella offentliga dokument, men flera studier visar att det finns ett gap mellan de politiska intentionerna och praxis. Hur självbestämmande och brukarinflytande ska förstås och omsättas i praktiken är inte närmare specificerat av lagstiftaren, vilket skapar tolkningsut-rymme. Den positiva laddning som begreppen har hör därmed samman med att de tas för givna som eftersträvansvärda, utan att konsekvenser av olika tolk-ningsmöjligheter problematiseras. Syftet med avhandlingen var att öka förstå-elsen för de möjligheter och hinder som finns för hjälptagarens inflytande i hem-tjänstens vardag genom att studera den påverkan som olika idealtypiska perspek-tiv har. Som analysinstrument utvecklades tre idealtypiska perspektiv: det soci-ala, det medicinska och det marknadsekonomiska, som har sina egna bakomlig-gande logiker, och som finns som styrande perspektiv i hemtjänsten genom att påverka tolkningar och handlingar.Det empiriska materialet utgjordes av intervjuer med hjälptagare, vårdbiträden och ledningspersoner i fyra arbetsgrupper från olika kommuner. I resultatet visa-des att de fyra arbetsplatserna var organiserade på olika sätt och att de hade egna sociala regelsystem med kännetecken från de tre perspektiven i olika hög grad. De sociala regelsystemen var styrande över vad vårdbiträdena förväntades och kunde göra i vardagsarbetet, vilket i sin tur innebar att begreppet brukarinflytan-de fick olika innebörd. Över hälften av hjälptagarna i studien var 80 år eller äldre och det visade sig att de ville ha inflytande över de egna hjälpinsatserna, samti-digt som de upplevde att det fanns brister. Viljan till inflytande handlade främst om att bevara kontrollen över vardagen trots behov av hjälp. De största problem-områdena var att vårdbiträdena var så jäktade att de inte hann framföra sina öns-kemål, att de kommunala riktlinjerna begränsade deras möjlighet att få önskad hjälp, att man befann sig i en beroendesituation samt att de som hjälptagare sak-nade grundläggande kunskap om de beslutade insatsernas innehåll och omfång.Avhandlingen har fått namnet Inflytandets paradoxer, vilket står för de mot-sägelsefulla fenomen som vårdbiträdet är ställd inför i vardagen, i bemötandet av hjälptagarens strävan efter inflytande och självbestämmande. Paradoxerna är motsägelsefulla till sin natur genom att det inte finns en självklar handlingsstra-tegi för hur inflytande och självbestämmande ska bemötas. De fyra paradoxer som identifierades berör liknande områden som hjälptagarna upplevde som kri-tiska. Det var tiden där motsättningen låg mellan processtid och lineär tid, det var biståndsbeslutet som ramverk där motsättningen fanns mellan detaljerade beslut och rambeslut, det var balanseringen mellan beroende och ansvar, där motsätt-ningen handlade om vilket ansvar som gavs hjälptagaren, samt, kunskap och tolkningsföreträde, där motsättningen fanns mellan vem som hade mest legitim kunskap i olika situationer. För att förstå varför vårdbiträdena hanterade motsätt-ningarna som de gjorde analyserades dessa i relation till arbetsplatsernas sociala regelsystem, vilka i sin tur var färgade av de tre idealtypiska perspektiven.
