    • The Simons Observatory (SO) is a new cosmic microwave background experiment being built on Cerro Toco in Chile, due to begin observations in the early 2020s. We describe the scientific goals of the experiment, motivate the design, and forecast its performance. SO will measure the temperature and polarization anisotropy of the cosmic microwave background in six frequency bands centered at: 27, 39, 93, 145, 225 and 280 GHz. The initial con figuration of SO will have three small-aperture 0.5-m telescopes and one large-aperture 6-m telescope, with a total of 60,000 cryogenic bolometers. Our key science goals are to characterize the primordial perturbations, measure the number of relativistic species and the mass of neutrinos, test for deviations from a cosmological constant, improve our understanding of galaxy evolution, and constrain the duration of reionization. The small aperture telescopes will target the largest angular scales observable from Chile, mapping approximate to 10% of the sky to a white noise level of 2 mu K-arcmin in combined 93 and 145 GHz bands, to measure the primordial tensor-to-scalar ratio, r, at a target level of sigma(r) = 0.003. The large aperture telescope will map approximate to 40% of the sky at arcminute angular resolution to an expected white noise level of 6 mu K-arcmin in combined 93 and 145 GHz bands, overlapping with the majority of the Large Synoptic Survey Telescope sky region and partially with the Dark Energy Spectroscopic Instrument. With up to an order of magnitude lower polarization noise than maps from the Planck satellite, the high-resolution sky maps will constrain cosmological parameters derived from the damping tail, gravitational lensing of the microwave background, the primordial bispectrum, and the thermal and kinematic Sunyaev-Zel'dovich effects, and will aid in delensing the large-angle polarization signal to measure the tensor-to-scalar ratio. The survey will also provide a legacy catalog of 16,000 galaxy clusters and more than 20,000 extragalactic sources.

  • Genital Evolution : Why Are Females Still Understudied?

    • The diversity, variability, and apparent rapid evolution of animal genitalia are a vivid focus of research in evolutionary biology, and studies exploring genitalia have dramatically increased over the past decade. These studies, however, exhibit a strong male bias, which has worsened since 2000, despite the fact that this bias has been explicitly pointed out in the past. Early critics argued that previous investigators too often considered only males and their genitalia, while overlooking female genitalia or physiology. Our analysis of the literature shows that overall this male bias has worsened with time. The degree of bias is not consistent between subdisciplines: studies of the lock-and-key hypothesis have been the most male focused, while studies of cryptic female choice usually consider both sexes. The degree of bias also differed across taxonomic groups, but did not associate with the ease of study of male and female genital characteristics. We argue that the persisting male bias in this field cannot solely be explained by anatomical sex differences influencing accessibility. Rather the bias reflects enduring assumptions about the dominant role of males in sex, and invariant female genitalia. New research highlights how rapidly female genital traits can evolve, and how complex coevolutionary dynamics between males and females can shape genital structures. We argue that understanding genital evolution is hampered by an outdated single-sex bias.

  • Corporate political strategizing in the European Union during the 2007-2010 recession : an exploratory study

    • Using original data collected from a survey of Brussels-based Government Affairs Managers (GAMs) in May and June 2010, we explore the political actions of firms in the European Union during the 2007 – 10 financial crisis. Findings suggest that the financial constraints imposed by the crisis had a significant impact on whether GAMs entered into short-term or long-term relationships with policy makers and whether they engaged in individual or collective action. Significant cross-country differences were also observed between the political objectives pursued by firms, their propensity to engage in collective political action, and the tactics they use to influence policy makers. Taken together, these findings challenge institutional explanations of EU lobbying, which suggest that the EU system of policy making provides powerful incentives for firms to adopt specific lobbying behaviours in order to gain a seat at the EU policy-making table.

    • Using original survey data, we investigate how British, French and Swedish managers scanned their political environments during the crisis in the Eurozone. We expose instances when country of origin has a significant effect on scanning practices: British managers claimed to possess the most developed political scanning capabilities, making the most frequent use of government information sources. British and Swedish managers used business associations as intelligence sources more frequently than their French counterparts. We also found that exposure to the Euro crisis significantly affected scanning behaviours: irrespective of country of origin, managers strongly exposed to the crisis considered it strategically important to scan political events during the crisis, developed formal scanning routines, and reported frequent use of both governments and business associations as sources of political information. Combined, our findings contribute to county-specific research into executives’ environmental scanning practices by suggesting a universal mind-set of environmental scanning during times of crisis.

  • Exploring corporate lobbyists' perception of prospective coalition partners in Brussels

    • Using original data from a survey conducted in 2012, we apply theoretical insights from the literature on strategic alliances to explore Brussels-based corporate lobbyists’ perceptions of prospective political partners. We find these perceptions to be driven primarily by strategic considerations. We also uncover instances where the size and nationality of respondents’ firms influence their partner evaluations. Surprisingly, we find little evidence that respondents’ assessments of lobbying partners are shaped by EU institutional arrangements. Whilst extant literature suggests information and relationships are important preconditions for successful EU lobbying, we expose the specific circumstances when seeking access to these—and other political resources—that can influence corporate lobbyists’ perceptions of their partners. Combined, our findings respond to a concern that scholars of interest coalitions focus on why firms lobby in coalitions whilst overlooking how they select their lobbying partners.

  • The financial crisis and the gathering of political intelligence : A cross-country comparison of SMEs in France, Sweden and the UK

    • This article reports the findings of a study that compared cross-national differences in how small and medium-sized enterprises (SMEs) monitored political responses to the economic and financial crisis of 2007–2009. Original, empirical data collected through an online survey of 206 small business managers in France, Sweden and the UK were analysed to explore the extent that they monitored policy responses to the crisis, their motivations for doing so, and the sources of information they used for political intelligence gathering purposes. The findings show that the monitoring of political initiatives by SMEs in response to the recession varied in accordance with the extent to which their countries are affected by the recession. Also, small business managers on the whole considered it more important, despite the international nature of the crisis, to monitor political responses in national rather than supranational political settings. Contrary to our expectations, we found that SMEs across all three countries drew on similarly wide sources of information when monitoring policy responses to the crisis. Also surprising was the finding that SME managers in the UK relied heavily on official government sources when gathering intelligence on attempts to alleviate the recession’s effects.

  • The Role of Political Intelligence in Firms' Export Decisions During the Euro Crisis

    • Inspired by the literatures on internationalization and absorptive capacity, we develop a model exploring how small firms—during crises—acquire and apply political information to export decisions. We test our model using data collected during the 2012 Eurozone crisis from a sample of 440 British, French, and Swedish SMEs. Findings indicate that firms dependent on the Eurozone for exports and heavily impacted by the crisis engaged in frequent political monitoring. In turn, frequent monitoring leads to the development of formal routines for exploiting political information. Firms with the most formal routines sought new export opportunities beyond the Eurozone. In contrast to previous research into small-firm internationalization, our study stresses the significance of "shortcut" searching activities, non-market information, and firms' decisions to reduce prior investments in export markets.

    • Recent developments - including the COVID-19 crisis, or the UK's departure from the EU - demonstrate that business is vulnerable to unpredictable political developments. How can firms respond to such challenges? For us, the answer lies in how they organise their political actions. Applying insights from the information processing view of organisation design theory to original survey data, we investigate how firms configure boundary-spanning government affairs (GA) activities in response to Brexit. Contrary to conventional organisation design thinking, we find the ability of GA units to monitor and influence Brexit-related developments improves when firms concentrate GA decision-making at clearly defined organisational levels, and coordinate GA units with the rest of the business. Of interest to scholars of organisation design and boundary spanning, our research contributes primarily to corporate political activity (CPA) research by providing practical and theoretical insights into the management and organisation of firms' political actions in times of crisis.

    • The amyloidogenic prefibrillar partially denatured intermediate of human lysozyme, prepared by heating the native protein to 57 degrees C at pH 2.0, was studied using Raman optical activity (ROA). A positive band in the room temperature ROA spectrum of the native protein at approximately 1345 cm(-1), assigned to a hydrated form of alpha-helix, is not present in that of the prefibrillar intermediate, where a new strong positive band at approximately 1318 cm(-1) appears instead that is assigned to the poly(l-proline) II (PPII)-helical conformation. A sharp negative band at approximately 1241 cm(-1) in the native protein, assigned to beta-strand, shows little change in the ROA spectrum of the prefibrillar intermediate. The disappearance of a positive ROA band at approximately 1551 cm(-1) assigned to vibrations of tryptophan side-chains indicates that major conformational changes have occurred among the five tryptophan residues present in human lysozyme, four of which are located in the alpha-domain. The various ROA data suggest that a substantial loss of tertiary structure has occurred in the prefibrillar intermediate and that this is located more in the alpha-domain than in the beta-domain. There is no evidence for any increase in beta-structure. The ROA spectrum of hen lysozyme, which does not form amyloid fibrils so readily, remains much more native-like on heating to 57 degrees C at pH 2.0. The thermal behaviour of the alanine-rich alpha-helical peptide AK21 in aqueous solution was found to be similar to that of human lysozyme. Hydrated alpha-helix therefore appears to readily undergo a conformational change to PPII structure on heating, which may be a key step in the conversion of alpha-helix into beta-sheet in the formation of amyloid fibrils in human lysozyme. Since it is extended, flexible, lacks intrachain hydrogen bonds and is fully hydrated in aqueous solution, PPII helix has the appropriate characteristics to be implicated as a critical conformational element in many conformational diseases. Disorder of the PPII type may be a sine qua non for the formation of regular fibrils; whereas the more dynamic disorder of the random coil may lead only to amorphous aggregates.

  • Competition and moral behavior: A meta-analysis of forty-five crowd-sourced experimental designs

    • Does competition affect moral behavior? This fundamental question has been debated among leading scholars for centuries, and more recently, it has been tested in experimental studies yielding a body of rather inconclusive empirical evidence. A potential source of ambivalent empirical results on the same hypothesis is design heterogeneity-variation in true effect sizes across various reasonable experimental research protocols. To provide further evidence on whether competition affects moral behavior and to examine whether the generalizability of a single experimental study is jeopardized by design heterogeneity, we invited independent research teams to contribute experimental designs to a crowd-sourced project. In a large-scale online data collection, 18,123 experimental participants were randomly allocated to 45 randomly selected experimental designs out of 95 submitted designs. We find a small adverse effect of competition on moral behavior in a meta-analysis of the pooled data. The crowd-sourced design of our study allows for a clean identification and estimation of the variation in effect sizes above and beyond what could be expected due to sampling variance. We find substantial design heterogeneity-estimated to be about 1.6 times as large as the average standard error of effect size estimates of the 45 research designs-indicating that the informativeness and generalizability of results based on a single experimental design are limited. Drawing strong conclusions about the underlying hypotheses in the presence of substantive design heterogeneity requires moving toward much larger data collections on various experimental designs testing the same hypothesis.

    • This paper uses empirical data gathered through an on-line survey of 206 small and medium-sized enterprises (SMEs), conducted in France, Sweden and the UK. The paper examines cross-country differences in SME managers’ perceptions of business associations as sources of political intelligence and their ability to influence policy responses to financial crises. Findings demonstrate that the respondents’ countries of origin are significantly correlated with (1) their use of information sources to gather political intelligence, (2) their perceptions regarding the effectiveness of business associations in influencing policy outcomes, and (3) their perceptions regarding policymakers’ appreciation of information provided by SME associations.

  • Elevating the role of water resilience in food system dialogues

    • Ensuring resilient food systems and sustainable healthy diets for all requires much higher water use, however, water resources are finite, geographically dispersed, volatile under climate change, and required for other vital functions including ecosystems and the services they provide. Good governance for resilient water resources is a necessary precursor to deciding on solutions, sourcing finance, and delivering infrastructure. Six attributes that together provide a foundation for good governance to reduce future water risks to food systems are proposed. These attributes dovetail in their dual focus on incorporating adaptive learning and new knowledge, and adopting the types of governance systems required for water resilient food systems. The attributes are also founded in the need to greater recognise the role natural, healthy ecosystems play in food systems. The attributes are listed below and are grounded in scientific evidence and the diverse collective experience and expertise of stakeholders working across the science-policy interface: Adopting interconnected systems thinking that embraces the complexity of how we produce, distribute, and add value to food including harnessing the experience and expertise of stakeholders s; adopting multi-level inclusive governance and supporting inclusive participation; enabling continual innovation, new knowledge and learning, and information dissemination; incorporating diversity and redundancy for resilience to shocks; ensuring system preparedness to shocks; and planning for the long term. This will require food and water systems to pro-actively work together toward a socially and environmentally just space that considers the water and food needs of people, the ecosystems that underpin our food systems, and broader energy and equity concerns.

    • Background: Chlamydia trachomatis is the most common cause of sexually transmitted infections globally and the leading cause of preventable blindness in the developing world. There are two biovariants of C trachomatis: 'trachoma', causing ocular and genital tract infections, and the invasive 'lymphogranuloma venereum' strains. Recently, a new variant of the genital tract C trachomatis emerged in Sweden. This variant escaped routine diagnostic tests because it carries a plasmid with a deletion. Failure to detect this strain has meant it has spread rapidly across the country provoking a worldwide alert. In addition to being a key diagnostic target, the plasmid has been linked to chlamydial virulence. Analysis of chlamydial plasmids and their cognate chromosomes was undertaken to provide insights into the evolutionary relationship between chromosome and plasmid. This is essential knowledge if the plasmid is to be continued to be relied on as a key diagnostic marker, and for an understanding of the evolution of Chlamydia trachomatis. Results: The genomes of two new C trachomatis strains were sequenced, together with plasmids from six C trachomatis isolates, including the new variant strain from Sweden. The plasmid from the new Swedish variant has a 377 bp deletion in the first predicted coding sequence, abolishing the site used for PCR detection, resulting in negative diagnosis. In addition, the variant plasmid has a 44 bp duplication downstream of the deletion. The region containing the second predicted coding sequence is the most highly conserved region of the plasmids investigated. Phylogenetic analysis of the plasmids and chromosomes are fully congruent. Moreover this analysis also shows that ocular and genital strains diverged from a common C trachomatis progenitor. Conclusion: The evolutionary pathways of the chlamydial genome and plasmid imply that inheritance of the plasmid is tightly linked with its cognate chromosome. These data suggest that the plasmid is not a highly mobile genetic element and does not transfer readily between isolates. Comparative analysis of the plasmid sequences has revealed the most conserved regions that should be used to design future plasmid based nucleic acid amplification tests, to avoid diagnostic failures.
