- Alla behöver någonstans att bo. Bostaden är så central för vår välfärd att vi ser den som en mänsklig rättighet. Bostadsfrågan skär in i flera olika politikområden och kan diskuteras från vitt skilda utgångspunkter. Var – och hur – vi bor påverkar i hög grad vårt handlingsutrymme och våra framtidsutsikter. De ojämlika förutsättningarna på bostadsmarknaden är en av de tydligaste klassmarkörerna i dagens Sverige.I antologin "Allas rätt till bostad" analyserar 28 bostads- och urbanforskare från olika akademiska discipliner svensk bostadspolitik, dess förutsättningar, historiska utveckling och konkreta resultat. En socialt medveten bostadspolitik behöver inte minst förhålla sig till den växande ojämlikheten i det svenska samhället. Men den bostadspolitik som har förts, med privatiseringar och vinstkrav även på offentligt ägda bolag, har tvärtom fått klyftorna att växa. Hyresrätten är till exempel idag klart missgynnad jämfört med bostadsägandet. Antologins texter diskuterar också – bland mycket annat – den betydelse bostadsbidraget, besittningsskyddet, byggindustrin och barnkonventionen kan ha i ett vidare bostadspolitiskt perspektiv.Bostadspolitiken är en ödesfråga för många människor och för ett demokratiskt samhälle. Antologin visar att det krävs mer debatt och politisk fantasi och större rättvisa i bostadsfrågan än vi ser i dag.

- The purpose of this dissertation is to describe, understand and explain the role of modernism in Swedish urban planning, and analyze if modernist urban planning ideas influenced building legislation in ways that can explain the structural changes of our cities during post-war period. Earlier epochs were characterized by intense construction of working-class housing in garden cities and large courtyard housing blocks with double-sided lighting in residences. The dissertation has been carried out within the tradition of historical institutionalism with a counterfactual approach. It covers the time from 1928 to the present with a focus on the period 1928-1975. The object of study is the formal regulations in building legislation. The central analytical instruments are formative moments and path dependence. A formative moment should be characterized by uncertainty, significance and unpredictability. Path dependence is studied with the help of theories of experience-based learning and the power of bureaucracy. The dissertation shows that modernist ideas were written into the building code of 1931 in accordance with functional partitioning and a diagram by Walter Gropius from the 1920s calling for relative distances between houses, the longer the higher houses, and direct sunlight on facades, permitting one-sided lighting in residences. Instead of prevailing praxis, cities were built in conformity with principles of buildings-in-the-park with slab blocks. These regulations were gradually tightened over time and also guided redevelopment policy. In the sixties higher slab blocks and tower blocks began to be frequently built and functional partitioning assumed a unique guiding role in traffic policy and urban planning. Starting in the middle of the 1970s, modernist ideas gradually were dismissed in government policy. Leading modernist architects where driving forces in the formative moment, supported by the Association of Property Owners. Their colleagues could, in the path dependent process, augment the modernist ideas by virtue of their profession. They led state agencies, participated in commissions on building legislation and wrote referral comments on proposals, as well as sitting on building committees together with building contractors, entrepreneurs and construction workers.

Regional patterns in Swedish recreational fisheries

- Interest in Sweden, as in the other Nordic countries, for recreational fishing is widespread. About 35 % of adult Swedes fish for recreation. However, different regional patterns are evident concerning participation, attitudes towards the use of national resources and willingness-to-pay (WTP) for access to recreational fishing. One factor is to be found in the regional differences within Sweden: the population found in rural areas is generally more interested in fishing than people in urban areas. The recreational fishermen in the peripheral areas have, on the other hand, lower relative WTP for their fishing.Swedish recreational fisheries is based on roughly 10-20 % of the overall Swedish catch, while the yearly expenditure by recreational fishermen is about three times larger than the value derived from the commercial fisheries in Sweden. In a recent public survey, preservation and environmental issues concerning the overall fish stock was stressed, with the proposition of a general fishing fee in Sweden (long present in the other Nordic countries). The paper is based mainly on analysis of the Swedish component of a large Nordic survey. A comparison is also made with contemporary material from the official Swedish survey on recreational fisheries.

The beneficial effect over 3 years by pictorial information to patients and their physician about subclinical atherosclerosis and cardiovascular risk : results from the VIPVIZA randomized clinical trial

- Objective: Non-adherence to guidelines and preventive measures is a major challenge, particularly so to ob- tain long-term adherence to lifestyle changes and recommended medication. The objective was to investigate if pictorial information regarding subclinical carotid atherosclerosis provided to individuals and physicians gave sustained effects on cardiovascular risk beyond the previously reported effect after 1 year and up to 3 years. Methods: A Prospective Randomized Open Blinded End-point (PROBE) trial. Within a CVD prevention program in Västerbotten County, Sweden, 3532 healthy individuals aged 40, 50 or 60 years were enrolled and 1:1 ran- domized to intervention ( n = 1749; pictorial information with additional prevention materials to participants and physicians) or control group ( n = 1783; no pictorial information to participants and physicians). Preventive measures were managed within primary care. Participants were investigated at baseline during 2013–2016 and at follow-up after 1 and 3 years. Results: A beneficial effect on cardiovascular risk was observed at 3-year follow-up; Framingham Risk Score (FRS) was 13.38 for the intervention group and 14.08 for the control group ( p = 0.047) and SCORE was 1.69 vs. 1.82 ( p = 0.022). The effect observed at 1-year was sustained over 3 years after adjustment for sex and education and more pronounced among participants with a severe atherosclerotic picture at baseline.Conclusions: This study provides evidence of sustained beneficial effects on the adherence to prevention guidelines over 3 years of pictorial information about subclinical carotid atherosclerosis, resulting in lower cardiovascular risk regardless of sex and educational level. Direct visualization of the underlying still subclinical atherosclerotic disease, rather than just indirect information about risk factors and statistical risk of future myocardial infarction, stroke and death, is one way to tackle the problem of non-adherence to prevention of cardiovascular diseases.

- Researchers in the field of housing studies only seldom employ a ‘politics perspective’, analysing the political games and processes of housing provision and the political institutions of relevance to these processes. Instead political aspects are largely discussed either in terms of structural and cultural conditions and constraints on the macro level (‘Structure’ in the title), or as rather descriptive narratives about specific governments, elite actors and institutions, without the theoretical linkage necessary to draw more general conclusions (‘Thatcher’ in the title). This article introduces and develops some basic theoretical elements of a research agenda within housing studies exploring political actors (in a wide sense) and institutions, and allowing middle-range theorising and generalisation. It is discussed how such a perspective can be applied to the field of housing with its political specificities, in particular the central role of markets. Some earlier research of relevance to housing politics is reviewed, and ways forward are suggested.

Bokens utgångspunkt är att bostadsfrågan inte bara handlar om offentlig policy och politik utan också formas av intressekamp mellan olika aktörer.Den svenska ”bostadspolitiska regimen” vilar på fem institutionella pelare vilkas framväxt och utveckling ingående behandlas i boken. Till sina huvuddrag har dessa varit anmärkningsvärt oförändrade sedan de formades efter andra världskrigets slut, vilket kan förklaras med bostadspolitikens starka stigberoende. Samtidigt har pelarna successivt urholkats framför allt sedan 1990-talet. I boken analyseras det partipolitiska spelet om bostadspolitiken,men också de stora intresseorganisationernas roll där det framträder ett tydligt växelspel mellan särskilt hyrespolitikens innehåll och organisationernas inflytande.Författarna visar att bostadspolitikens utfall har blivit allt mindre generellt inriktat under de senaste decennierna, vilket exemplifieras med allmännyttans utveckling. De diskuterar även i vilken utsträckning bostaden alltjämt kan ses som en social rättighet i Sverige. Boken avrundas med en diskussion om jämlikhet i boendet som en normativ måttstock för bostadsförsörjningen.

- This article introduces comparative process tracing (CPT) as a two-step methodological approach that combines theory, chronology, and comparison. For each studied case, the processes leading “from A to B” are reconstructed and analyzed in terms of ideal-type social mechanisms and then compared by making use of the identified mechanisms and ideal-type periodization. Central elements of CPT are path dependence, critical junctures and focal points, social mechanisms, context, periodization, and counterfactual analysis. The CPT approach is described, discussed, and compared with more formal and deterministic forms of process tracing, which are found to be less fruitful for systematic comparison.

- Comparative social and political research often contains a historical dimension. Lately it has become fashionable to refer to this dimension with the term ‘path dependence’. In this article we propose an approach to comparative housing research that takes the path dependence of social and political processes seriously. In contrast to the traditional understanding of historical research, this approach, which can be called ‘comparative process tracing’, is quite strongly theoretically informed. We see comparative process tracing as an analysis in two steps. In the first step the goal is to reconstruct as closely as possible a chain of ideal-type social mechanisms made portable to other contexts by the assumption of thin rationality. In the second step, these processes are compared making use of ideal type periodisation. We have, together with others, applied comparative process tracing to an analysis of the Nordic housing policies. The article discusses the basic ideas behind the approach in that research and reflects on how to develop it further. It also presents some analytical tools that were used in the Nordic project to facilitate comparison between processes, e.g. an analytical distinction between critical junctures and focal points, a periodisation based on an ideal-type evolution model of housing provision, and a ladder of institutionalisation based on Lukes’ ‘three faces of power’.
