  • Leveraging Bystander Reports in Emergency Response Work: Framing Emergency Managers Social Media Use

    • This paper considers empirical data gathered on the use of social media and online bystander reports in operative emergency response work. Interviews with 12 emergency response professionals have been conducted in order to understand the role of social media, as we need to look at how professional actors use and make sense of this technology as part of their work. Focus is on the use, interpretation, and experiences of bystander reports in early phases of emergency events. The findings of a frame analysis suggest that bystander reports present both new opportunities and challenges to this time-critical work by providing information otherwise not available. These reports also change how emergencies are communicated. Leveraging bystander reports is not yet an organizational capability, but rather a technique used by individuals engaged in emerging practices. Textual information is often considered ambiguous and hard to interpret, while experienced professionals leverage visible information in photographs to make their own interpretations of ongoing emergency events.

    • The research presented in this paper explores government authorities’ use of social media. An exploratory approach has been used to identify characteristics of online interactions over an extended period of time. The data consists of communications and interactions of Twitter accounts belonging to a multitude of Swedish government authorities, ranging from top-level accounts of formal agencies, to accounts belonging to employees stating a formal position at a government agency. The findings show that there is a large diversity in the characteristics of government accounts. The focus of the paper is to presents an account type typology that represents government authorities presence on social media services. The authors believes that acknowledging these differences are an important step in theorizing the role of social media in crisis communication and for future research on social media use in emergency and crisis management practices.

    • This paper presents descriptive accounts from the work conducted at a Swedish fire and rescue service’s command centre during a high risk protest. Sensemaking has been applied as a theoretical lens on the empirical data. Two specific episodes has been selected to demonstrate how the process of sensemaking is manifested in the context of the command centre. The paper also includes implications for design, suggesting how information systems for this context should be designed to better support sensemaking.

    • Denna studie har för avsikt att öka förståelsen för rollen social media har vid nödsituationer. Studien syftar även till att utröna inställningen till, samt användningen av social media hos aktörer inom den pre-hospitala vårdkedjan, samt hos myndigheter med liknande arbete och ansvar. Förhoppning är att skapa en bättre insikt i hur organisationerna kan upptäcka och analysera svärmar av hastigt kommunicerad Information som uppstår vid allvarliga händelser eller nödsituationer, samt att utnyttja denna information för att få en bättre förståelse för vad som har inträffat. Förhoppningen är även att få bättre insikt i hur mindre händelser och små informationsfragment kan upptäckas för att initiera en larmhantering.

    • This paper presents findings from a design-oriented study focusing on emergency response work. Traditionally, Information Technology (IT) for emergency response work has included en route navigation advice, resource management, hazard material databases, property information repositories and situation reporting using sketching functionality. Now, a new class of IT has become available, namely mobile live video capabilities. This paper presents initial findings from a study on how mobile live video capabilities can improve information sharing and situation awareness in emergency response work.

    • The role of technology in crisis and emergency response organizations has drastically changed in the last ten years. Many of the challenges faced today are the results of organizational changes involving a move to more sophisticated technological platforms intended to improve existing work practices. Crisis and emergency response is also an area where lack of information has for a long time been a key ingredient. This notion still resides, even though much more information is available today. However, we believe the current information practice has much more potential. This chapter is an attempt to present and discuss possibilities for current and future information environments, and how these could be designed to better support ongoing work activities, organization, and situation awareness. The chapter presents insights into how key information sources such as verbal and visual information can be captured, stored, and used. It also discusses key components of an information environment.

    • This paper reports on an explorative project aimed to study the use of live video technology in emergency response work. The initial stage of the project aimed at enabling an emergency response organization with live video capabilities. The study covered the steps of design, development and deployment of an application for live video broadcasting. Over a 10 months period, professional responders has used the application in over 200 incidents. The study shows how short video sequences are produced as an embedded activity in order to capture small fragments of work rather than creating a complete coverage of an incident. Further, this study also shows how broadcasted video is incorporated into the work at the command center as visual reports, which open up for collective negotiations of the broader meaning of a situation.

    • This paper presents ethnographic accounts from multiple studies on situation room work in governmental organizations. The purpose of this paper is to make visible aspects of the work practice and provide triggers for future discussions regarding how such work practices could be supported with improved information technology. The findings show the collaborative nature of situation room work and how a variety of information technologies are embedded and intertwined in the practice. Assembling, monitoring, exploring, converging, and consolidating are key activities in a general work pattern in situation rooms.
