    • We provide micro-level evidence on an important channel through which mineral resources may adversely affect development in the long-run: lower educational attainment. Combining Afrobarometer survey data with geocoded data on the discovery and shutdown dates of of gold mines, we show that respondents who had a gold mine within their district when they were in adolescence have significantly lower educational attainment. These results are robust to the omission of individual countries, different definitions of adulthood, the use of alternative data from the Development and Health Surveys (DHS), and buffer-based approaches to define neighborhood. Regarding mechanisms, we conclude that the educational costs of mines are likely due to households making myopic educational decisions when employment in gold mining is an alternative. We explore and rule out competing mechanism such as endogenous migration, a lower provision of public goods by the government, and a higher propensity for violent conflicts in gold mining districts.

    • Many studies suggest that one of the main reasons for Africa’s dismal growth performance over most of the 20th century is its degree of ethnic fragmentation. Yet, there is still insufficient knowledge about whether ethnic diversity necessarily entails large economic costs, or whether the implications of diversity depend, inter alia, on the government’s approach toward the ethnic question. We note that economic growth tends to increase average incomes, but it also affects the income distribution. Then, if growth is accompanied by growing economic inequality, the perception of the impartiality of the government toward different ethnic groups is likely to be important for whether growth can be sustained, or whether sparks of growth will evaporate because of rising political divisions and internal conflicts. In this paper, we study whether the degree of ethnic impartiality in the government’s policies is related to the emergence of sustained growth in sub-Saharan Africa, irrespective of the actual content of the policies. We measure perceptions about the impartiality of the government with survey data from the Afrobarometer covering 20 countries starting in the late 1990 s. Our main definition of sustained growth is when there is a GDP per capita growth rate of at least 2% for at least five consecutive years. Our empirical results suggest that countries whose governments are perceived as impartial are more likely to experience sustained growth. We conclude that in order to ensure economic development, it is not only important to choose the ‘‘right” policies, but also to implement these policies in a fair manner.

    • This chapter reviews the literature on the relationship between the quality of government (QoG) and economic growth. As there is limited evidence on the link between QoG narrowly defined and growth, our focus is on the role of related aspects, such as democracy, formal institutions, and cultural norms. We discuss institutional challenges in generating and sustaining high growth rates. We then review the evidence on how QoG, and related aspects of political and economic life, affect growth and pay attention to the relevant channels. We also discuss whether it is harder to sustain growth if it increases inequality. Since a government needs to be both efficient and impartial to support aggregate economic performance, we argue that it is too strict to let QoG be defined as impartiality only.

    • © 2016 Association for Comparative Economic Studies. We study how regional development affects identification with the nation state using a sample of 192 African regions in 16 countries. We measure national identification with survey data from the fourth wave of the Afrobarometer and proxy regional development with night lights data. To account for the endogeneity of regional development, we employ an instrumental variables approach and use a proxy for mineral resource wealth as our main instrument. Our results show that inhabitants of more prosperous regions are more likely to identify with their nation rather than their ethnic group. Regarding transmission channels, we find suggestive evidence consistent with the interpretation that national identification is higher in richer regions because of different cultural beliefs and a lower reliance on traditional ethnic networks. Overall, our research implies that African governments can foster national identification by ensuring that all parts of a country participate equitably in economic development.

    • We study the effect of two tax innovations – value added taxes (VAT) and autonomous revenue authorities (ARA) – on tax revenues in sub-Saharan Africa. The dataset consists of 47 countries over 1980–2010. We find that VATs have no effect on total tax revenues, neither in the short- nor in the long-run. ARAs lead to higher tax revenues in the short- and medium-run, but the effect dissipates over time. The main conclusion is that tax innovations are not a panacea to overcome the revenue shortages in African countries, but they are helpful in the short- and medium-run.

    • Historical evidence from the developed world suggests that the expansion of the mod- ern states’ fiscal capacity (i. e. its ability to tax citizens) eventually led to more democratic and less corrupt governments. Since sub-Saharan African countries are currently in a pro- cess of state building, we study whether a positive effect of fiscal capacity on government accountability prevails in contemporaneous sub-Saharan Africa, too. We conduct the em- pirical analysis with data covering 23 African countries over the 1960-2008 period. The results suggest that fiscal capacity increases government accountability in sub-Saharan Africa.

Using a dataset that covers 31 sub-Saharan African countries over the 1990–2005 period, we study whether the positive effect of fiscal capacity on the quality of government prevails in contemporaneous sub-Saharan Africa as well. The results provide consistent evidence that within sub-Saharan Africa, fiscal capacity decreases corruption and increases democracy.

    • This study uses simulations to explore the possibility of halving the percentage of people living in extreme poverty in Africa by 2015. A pro-poor growth-scenario and a constant-inequality scenario are compared. It is shown that initial levels of inequality and mean per capita income determine the cumulative growth and inequalityreduction required to achieve the target. The trade-off between growth and inequality varies greatly among countries and their policy-choices are thus quite different. In some cases small changes in income-distribution can have a large effect on poverty, while in others a strong focus on growth is the only viable option.

    • The paper discusses the impact of foreign aid on economic growth in Africa. After brief discussion about growth determinants it goes on to review the available evidence about the impact of aid on African economic growth. Evidence from both cross-country regressions and country studies is considered, and issues relating to economic policy, governance, ownership, and sustainability are identified as particularly important. Given those insights, some general conclusions are drawn as to what type of aid should be given. However, the main focus is on a discussion about how to structure the aid relationship so that it encourages good governance, which is deemed essential for long-term growth. Donors should delegate more responsibility to the recipients, while at the same time creating an incentive structure for good performance. This would include among other things a shift towards ex post conditionality and aid allocation according to performance. Given the improvements in the economic policy environment in Africa, the prospects for effective aid look more promising than they have for a long time.

    • Economic inequality makes societies less sustainable by creating negative externalities and increasing tensions. Therefore, one factor that can contribute to increased sustainability is reduced global inequality. This can be achieved via reductions of within-country and between-country inequality. Wealthy countries can increase the sustainability of the world by helping reduce inequality between nations in incomes and social welfare, i.e. support the economic and social catch-up-processes of the poor countries. The paper discusses the role and usefulness for the policy makers of the governments of individual countries and the international community of the Sustainable Development Goals (SDGs)- It briefly discusses whether welfare states are providers of high quality of life to citizens, i.e. whether it makes sense to seek to the spread welfare state like policies implied by the SDGs. The paper seeks to determine whether their spread has increased the sustainability of countries as well as the whole global system. It finally discusses what can be done with the help of aid and other transfers or by redesigning the global system in ways that favours the poor more than the current one.

    • This article investigates the commonly assumed link between ethnic divisions and clientelism in African politics by examining the role of contextual ethnic divisions and specific ethnic affiliations in shaping attitudes towards clientelism. The empirical findings, drawing on quantitative data for 38,293 survey respondents across 25 African countries suggest important country heterogeneity, but also highlight some regularities. In particular, the ethnic composition of the population in the area of residence, rather than the individual's own ethnic affiliation, is important in shaping support for clientelism. Individuals living in a region where the majority of the population is the president's co-ethnics tend to be more supportive of clientelism, regardless of their own ethnic affiliation. The wide coverage of the results makes them especially interesting; while a number of studies suggest ethnically based targeted transfers in specific sectors or settings, this study explores the links between different forms of ethnic divisions and support for clientelism in a large multi-country African sample.

    • We investigate the question whether firms in Africa's manufacturing sector are credit constrained. The fact that few firms obtain credit is not sufficient to prove constraints, since certain firms may not have a demand for credit while others may be refused credit as part of profit maximising behaviour by banks. To investigate this question, we use direct evidence on whether firms had a demand of credit and whether their demand was satisfied in the formal credit market, based on panel data on firms in the manufacturing sector from six African countries. Of those firms with a demand for credit, only a quarter obtained a formal sector loan. Our analysis suggests that while banks allocate credit on the basis of expected profits, micro or small firms are much less likely to get a loan than large firms. We also find that outstanding debt is positively related with obtaining further lending. The role of outstanding debt is likely to be a reflection of inefficiency in credit markets, while the fact that size matters is consistent with a bias as well, although we cannot totally exclude that they reflect transactions costs on the part of banks. We present an analysis showing how much more profitable small firm must be to obtain a loan than large firms.

    • Most African countries inherited a dual economic structure and high levels of inequality from the colonial times, and inequality has remained high since independence. The pattern of structural change in Africa has implied a shift of labour out of agriculture, but since the movers have mostly been absorbed into low-paying, often informal activities, this transformation has not led to a significantly lower overall inequality. A change of the structure of the economy leading to an expansion of better-paying jobs requires higher rates of investment.

Then I give my take on how the development of poor countries is determined and suggest what directions future research should take to support global justice through the development of poor countries. Considering aid as a principal tool to promote global justice, I conclude with a few comments about changes in the contemporary aid landscape and their implications for aid research.

  • Do African Manufacturing Firms Learn from Exporting?

    • In this paper, we use firm-level panel data for the manufacturing sector in four African countries to estimate the effect of exporting on efficiency. Estimating simultaneously a production function and an export regression that control for unobserved firm effects, we find both significant efficiency gains from exporting, supporting the learning-by-exporting hypothesis, and evidence for self-selection of more efficient firms into exporting. The evidence of learning-by-exporting suggests that Africa has much to gain from orientating its manufacturing sector towards exporting.

    • The paper discusses donor coordination and its implications for the uses of aid. The paper starts by specifying a simple framework for the discussion, and then reviews the theoretical literature. It then provides some data on donor proliferation and discusses how coordination modalities have evolved over time, in particular during the current phase with partnership and ownership. The following sections summarize the limited empirical evidence available on the impact of coordination on transaction costs and public-sector management and governance. A key issue with regard to the latter is how donor coordination affects the incentives of the recipient government. The paper concludes with a review of the policy debate and some policy conclusions.

    • This paper addresses issues related to the dynamics of income poverty using unique household panel data for urban and rural areas of Ethiopia covering the period 1994-97. The percentage of households that remained in poverty was twice as large in urban areas as in rural areas. This suggests that income variability is a serious problem in rural areas, while the persistence is a key feature of urban poverty. The paper also discusses household characteristics that are correlated with the incidence of chronic poverty as well as vulnerability to poverty. A strategy that promotes consumption smoothing through say access to credit can work well in rural areas, while income or employment generation are required for poverty alleviation in urban areas.

  • Efficiency, Technical Progress, and Best Practice in Chinese State Enterprises (1980-1994)

    • In spite of rapid economic growth and swift structural change during the last two decades, China's industrial reform is far from complete, especially with regard to state enterprises (SOEs). Although troubled with huge financial losses, heavy debt, and substantial over-staffing, SOEs will continue to play a crucial part in the government policy to maintain social stability and economic growth in China. This study, based on samples of about 700 state enterprises during 1980-94, investigates productivity performance of the SOEs using Data Envelopment Analysis and Malmquist Index. Our empirical results show that average technical efficiency had been low among the sample SOEs. Considerable productivity growth was found, but it was mainly accomplished through technical progress rather than efficiency improvement. Regression analyses indicate that wage incentives and education had positive impacts on productivity growth, while large scale was an important determinant of whether an SOE was applying best practice technology. It is also shown that large SOEs were more likely to generate technical progress. These findings are consistent with the industrial structural adjustment program initiated by the government in 1994, which has focused on improving productive efficiency via redundancies and technology upgrading, and on building its best SOEs into conglomerates

    • The paper discusses the role of the EU in the realization of the new Sustainable Development Goals. We first briefly describe the SDGs. Then we discuss some principles of the coordination of development cooperation and what the division of labour between the EC and the members should be. Then we focus on how the EC could play a major role in the European efforts to help developing countries achieve the SDGs. Finally, we provide some concluding remarks.
