  • Accelerated planning for urban housing infills: coordination strategies

    • The outcome of local policies to satisfy residential demand by accelerating urban planning and development is studied here for an infill programme with about 30 plans and a target of 7,000 new suburban dwellings, launched by a mid-sized Swedish city, Gothenburg. Interviews with developers and officials, questionnaires, policy and planning documents including appeals have been analyzed. Three municipal strategies for acceleration were applied: interdepartmental coordination, collaboration with developers and parallel processing of plans and permits. Plans were produced more rapidly, but the goal of parallel work on building permits was seldom achieved. A complex pattern of delay causes has been found and is discussed in the light of coordination strategies. Strong initial focus on the physical design in the detailed development plan overshadowed the need for an early identification of coordination issues throughout the stages of implementation. This emerges as one reason why developers have been reluctant or unable to start detailed design early on, instead of embracing the principle of parallel planning and preparation for a building permit.

  • Changes and change management in construction and IT projects

    • Modelling for change management in construction might benefit from experiences from other industries. This study compares reasons for change as well as change practices in interorganizational relationships in construction and information technology. Sixteen contractual relationships have been studied through a questionnaire and interview survey conducted among both clients and providers. Project-type relations are contrasted with more continuous service support contracts. More than their providers, clients tend to ascribe high change frequencies to an increase in technical understanding during projects. Early provider participation is associated with lower change frequencies, while the strength of incentives is less influential. The ease of transforming changes into new projects varies between technologies. Irreversibility is important, as well as relations between pre-investigations and the successive revealing of initial conditions, together with the life-cycle of formal and informal communication. Findings can be used for transfer of agile practices. © 2011 Elsevier B.V. All rights reserved.

Based on the concept of measurement cost and recent survey articles, the organizational contexts, including service triads, servitization, as well as outcome-based contracts, are analysed. Differences are attributed to customer orientation, precision of initial status documentation and relative importance of subjective evaluations of performance.

    • As in the manufacturing and services industries, a mix of technological and non-technological innovation should be expected in construction. This study ascertains the relative importance of a set of internal and external factors for the intensity of technological and non-technological innovation among construction contracting firms. Seventeen types of contractor activities, associated with three levels of service content, are identified and a characteristics-based theory of service innovation with four innovation trajectories (material, informational, methodological, contractual or relational) is applied. Data collected from a questionnaire survey of 44 of the 50 largest construction contractors in Sweden indicate that 30 contractors had carried out research and development during 2003-2005 and that 11 had made at least one innovation new to the country. The lowest level of innovation intensity was mostly linked to the methodological trajectory (28 contractors), while the material trajectory dominated innovation 'new to the country' (eight contractors). Analysing data per activity where research and development or innovation had been reported shows that collaboration with another type of contractor is associated with a higher intensity of innovation, regardless of trajectory. The level of employee education is significant for relational innovation. The consequences for policies in firms and central government are identified.

    • It has been asked whether construction economics has achieved the position of an academic (sub-)discipline. The main question addressed here is if there are signs of a widening gap between construction economics and mainstream economics. Full text searches in three top economics journals and in Construction Management and Economics have been performed, as well as an analysis of how a broader range of economics journals have combined the construction industry topic with other topics. Results include that authors in the three top economics journals never cite articles in Construction Management and Economics, although citations in the opposite direction are frequent. Economics journals in general are found to combine the Journal of Economic Literature L74 code (Construction) mostly with codes from financial economics, macroeconomics and economic development. For 2013-2016, the strongest new combinations with construction are with Firm Behavior – Empirical Analysis, Accounting and Climate – Natural Disasters and their Management. Finally, the importance for construction economists of access to big data is emphasized.

    • This chapter reviews the current state of research on the economics of construction in ancient Greece and Rome. Inscriptions, literary sources and archaeological reconstruction allow us to estimate costs and socioeconomic consequences of public construction, from the early palace cultures to Late Antiquity. Athenian democracy required accountability and audits, causing construction accounts to be inscribed; best preserved are the Epidaurus sanctuary inscriptions. Historians and other ancient authors provide additional information and reveal attitudes to major construction projects. Archaeology and reconstructions of buildings form the basis of another research approach, pioneered for the Baths of Caracalla in Rome. The idea is to combine data from the AD 301 Prices Edict with work rates in 19th century builders’ manuals to estimate project costs. Sustainability issues are mostly present in the increasing reuse of stone and bricks in Late Antiquity

  • Construction patents and university-industry research interaction: An analysis of Nordic region data

    • Purpose– In the context of university-industry interaction, little is known about construction patents. The purpose of this paper is to explore this aspect of construction innovation systems.Design/methodology/approach– After a review of studies of academic interaction with the construction sector, applications for construction patents in Denmark, Finland, Norway and Sweden for 2006-2010 were analysed. References to academic publications in US patent applications in three relevant classes were identified.Findings– References to university interaction occur in construction patents, but only seldom and not for mechanical devices. Country differences in patent legislation, such as legal protection for utility models and concerning university ownership of patents, have little effect on construction patenting.Research limitations/implications– Further analyses of construction-specific relations between types of university-industry interaction are needed, as well as empirical studies of other regions.Practical implications– Patterns found here should offer useful insights for firms designing their intellectual property strategies.Social implications– The findings suggest that government innovation strategies and internal university policies should recognise the wide variety of interactions with construction sector firms. Policies reflecting innovation systems in industries that depend highly on intellectual property rights should be reconsidered.Originality/value– This analysis has exploited recent advances in searchable patent databases in several countries.

    • A 30-year retrospective analysis of resource use in a range of new construction and repair projects reveals insignificant productivity increase when applying traditional narrow measures, as shown in a case study of beam bridges. It appears as necessary to estimate hidden quality changes in both outputs and inputs. Changes in government regulations, in specifications, and the development of nonprice criteria for contract award emerge as important. Schemes for benchmarking the performance of construction projects as well as life-cycle analyses suggest that customer risk aversion and effects on customer productivity should be taken into account. The outcome is a set of measurements that can be applied to the selection of any type of proposed new construction or repair technology innovation according to their potential impact on industry productivity.

    • Works of fiction are used in organizational studies for pedagogical purposes and as sources of data. The aim here is to analyse fictional treatments of construction project management, with a focus on project managers’ individual values. Fourteen novels, two short stories and four plays are included. Among the 18+18 individual Rokeach values, imagination, love, ambition, courage and happiness are frequently highlighted by authors. Earlier research on project managers has not shown imagination and love to be important. Studying fiction offers a broader representation of human aspects of project work, such as unethical behaviour, than can be gained from biographies, interviews and questionnaires. Works of literature can be used for more than pedagogical purposes. The relation between project managers’ project commitments and their personal ties outside the project context is a recurring topic in fiction.

Input/output statistics reveal a growing importance of professional services for the construction industry. Ecosystem change appears as originating primarily with government customers, who are more able to effect institutional change. Over time, customers have retreated from coordinating multiple providers of increasingly specialized services.

    • Mergers and acquisitions among engineering consulting firms and other professional service organizations occur frequently. International acquisitions should pose challenges because of corporate and national barriers of culture. The purpose here has been to study the relative influences of technical and cultural heterogeneity on knowledge transfer in a post-merger situation where offices in two countries are involved. In 2001, the UK-based WSP Group - providing management and consultancy services to the property, land and construction sectors - acquired J&W, a leading engineering consultancy firm in Sweden. Two technical disciplines, rail and contaminated land, were selected for this survey. Four offices, two in each country, participated with eight consultants in each place. The survey shows occasional, two-way knowledge exchange taking place 16 months after acquisition. Face-to-face meetings, e-mail and technical business gatherings are perceived as the best transfer mechanisms. The presence of knowledgeable customers differs between disciplines and seems to explain differences between transfer patterns. Among metrics for knowledge transfer, the number of international joint projects is assigned the highest rank. Consequences for the choice of organization of knowledge transfer, as well as the measurement and communication of progress in knowledge transfer, are identified.

  • Effects of construction industry support for PhD projects: The case of a Swedish scheme

    • One of the many varieties of university–industry collaboration is industry engagement in doctoral programmes. A scheme operated by the Development Fund of the Swedish Construction Industry since the early 1990s has supported thesis projects for about 150 PhD candidates. While they were doctoral students they were employed by contractors as industrial doctoral candidates or by universities. The purpose of this investigation was to analyse how, as PhD graduates, they perceived the benefits of doctoral studies for themselves as individuals and also how they have contributed to the organization that employs them. Results from a survey with 125 respondents show that the greatest individual benefit is that of being able to access relevant information more rapidly, and that the greatest perceived organizational benefit arises from their ability to cooperate with knowledgeable clients.

    • The purpose here is to study patterns of project collaboration found in one government supported programme for construction innovation. Preferred types of interaction were identified using data from two questionnaire surveys, one with experienced construction sector respondents and one aimed at construction researchers. All sixteen development projects within the Swedish Bygginnovationen programme were investigated, relying on documents and a survey of project managers. Important types of interaction, according to construction respondents, are informal contacts, joint research projects and staff mobility. For university respondents, informal contacts is also seen as the most important type of interaction, followed by MSc thesis work in firms and industrial PhD candidates. Grant applicants from manufacturing depended more on university laboratories and were less sensitive to firm/university distance. Laboratory use was also more frequent for projects relying on the field of materials engineering. In conclusion, there is a consensus about which types of collaboration are valuable. The broadness of participation in the programme, ranging over many industries, both as to origin of ideas and ultimate applications, reaches beyond narrow interpretations of the construction industry. Policy makers should recognize the innovation importance of university laboratory facilities and field testing, rather than seeing researchers as sources of ideas.

    • The purpose has been to identify conditions essential for innovative ideas to be developed into commercial products, services and processes within the field of the built environment. The analysis of projects awarded innovation grants within the Bygginnovationen programme has been intended to emphasize the possibilities for firms to select strategies for initiating and exploiting innovative ideas.Innovation and planning grants for 87 projects through Bygginnovationen were listed and analysed. A workshop with construction sector experts made an in-depth study of documentation related to five representative projects. Results were used for designing a questionnaire sent to 76 grant recipients. Analysis of the 62 responses included reasons for projects not having been commercialized at the time of the survey and also recipient views on the advice given by the Bygginnovationen Business Council.Applicant firms were found to belong to a broad range of industries. Firms that had successfully commercialized their ideas were slightly younger and had slightly more employees than those who had not (yet) been able to reach the market. One fifth of all supported project ideas had been commercialized, and for most of the remaining projects, development was still going on. The greatest obstacle to commercialization appears to be complexity of the project idea, followed by insufficient market size. Advice given by the Bygginnovationen Business Council was often seen by applicants as helpful, and a frequent consequence was that projects were strengthened by supplementary competences.

  • Hur det gick för SBUF-stödda doktorander: En enkätundersökning

    • Det totala antalet doktorsavhandlingar som har mottagit bidrag från SBUF och lagts fram mellan 1991 och 2014 är omkring 150. Undersökningen syftar till att kartlägga effekterna av SBUF-stöd till doktorandprojekt, både i ett företagsperspektiv och i ett individperspektiv. Det är de utexaminerade doktorernas subjektiva uppfattningar om effekter som har lagts till grund för analysen. Särskilt har analyserats betydelsen av ha varit industridoktorand eller ha deltagit i en forskarskola. Tidigare undersökningar i Sverige och internationellt har gällt själva doktorandtiden och ibland också den följande karriären. Det har nästan helt saknats studier av vilka effekter som de forskarutbildade har haft i de företag där de har varit eller blivit anställda.   Undersökningen har utgått från SBUF:s förteckning med totalt 148 doktorsavhandlingar under perioden 1991-2014. Data för individuella bakgrundsvariabler har samlats in och en webbenkät har utformats. Totalt har 125 svar erhållits, vilket betyder att 86 % har besvarat enkäten. I enkäten ingick sju påståenden om hur forskarutbildningen har påverkat individen och nio om hur man bedömer att forskarutbildningen har påverkat företagets lönsamhet. Separata redovisningar har gjorts för två olika perioder, män och kvinnor samt industridoktorander och deltagare i forskarskolor.   Ämnesmässigt finns det en tydlig profilskillnad mellan män och kvinnor: avhandlingar som gällt anläggningar och material, dominerande bland de manliga doktorerna, har varit lika många som de som behandlat management och affärsrelationer när författarna är kvinnor. Jämfört med andra doktorer i undersökningen är det en mycket större andel av industridoktoranderna som idag arbetar i ett entreprenadföretag, och å andra sidan klart färre inom högskola eller forskningsinstitut. Tre av påståendena om individuella effekter av att ha doktorerat har fått störst uppslutning: ”snabbare kan inhämta relevant kunskap”, ”värt uppoffringen att doktorera” och ”skaffa en bättre helhetssyn”. Nio av tio doktorer anser att det var värt uppoffringen att doktorera.   Vilken är de viktigaste nyttoeffekterna sett ur näringslivets perspektiv? I fråga om i vad mån man bedömer att forskarutbildningen har påverkat företagets lönsamhet instämmer respondenterna i första hand med påståenden om ”samverka med kvalificerade uppdragsgivare” och ”planera och genomföra FoU-projekt”. Samtidigt bör man notera att det finns en spridning i svaren, och detta återspeglas i de många fritt formulerade kommentarer som har lämnats i enkäten. Det handlar i många fall både om kvaliteten hos olika forskningsmiljöer och olika miljöer i företagen. Det framstår som viktigt att företagen engagerar sig i att ta hand om dem som har doktorerat, för att säkra att både företag och individer får bästa möjliga utbyte av forskarstudierna.

    • Recent studies of conceptual metaphors in a legal context have often dealt with the power of embodiment. However, the connotations of culturally originated metaphors could be different when they appear in laws and regulations. In particular, the role of metaphor when the legislator wishes to define intention in hybrid organizations is investigated here. The case studied is how a conceptual metaphor of ‘business’ manifesting itself in the Swedish simile adjective affärsmässig (businesslike) has spread over 40 years. ‘Business’ early on acquired connotations such as impartiality and methodical approach, and can be used metaphorically. Introduced in the regulation of public procurement, ‘businesslike’ was later used to regulate conflicts of interest, restrict state aid and also entered tax legislation. Analysis of Swedish court decisions where ‘businesslike’ occurs shows how the emphasis has shifted from public sector efficiency to neo-liberal principles of competition, while stronger social norms related to environmental effects have led to the term being removed from the Public Procurement Act. Elements of a mixed jurisdiction arise from reliance on EU case-law, and national use of ambiguous cultural metaphors in legal texts and court decisions is a plausible response.

    • Refurbishment activities comprise a high proportion of construction industry output in most developed countries. There is no international consensus among statisticians as how to define refurbishment or renovation of buildings (Mansfield, 2002). The UK Office for National Statistics publishes data indicating that the volume of ‘repair and maintenance’ corresponded to about 60 per cent of new work during 2014 and 2015. ‘Repair and maintenance’ was roughly equally divided between housing and non-housing, and it is probable that much of this was refurbishment. There are no obvious reasons why ongoing investment in existing buildings should decline and the potential for increasing environmental sustainability by improving energy performance in the building stock remains considerable. The EU Energy Efficiency Directive (2012/27/EU) adopted in 2012 includes a requirement for member states to develop long-term renovation strategies for their national building stocks.

    • Purpose – The purpose of this study is to identify methods appropriate for measuring the direct productivity of facilities management (FM) with respect to the providers, on both the industry level and the firm level.Design/methodology/approach – This is a literature survey and conceptual analysis.Findings – Prior studies are dominated by subjective assessments of how the office environment affects individual labour productivity. While the available EU data on productivity growth for the FM industry indicate a negative trend, they might be misleading. More recent research on the productivity of business services providers could be applied to the measurement of the productivity of FM firms. Co-production and effects of client satisfaction are important issues for measurement.Research limitations/implications – The analysis is concentrated on the direct productivity of FM providers. There is a need to develop objective measures of provider productivity, and there is a particular challenge in measuring how FM clients contribute to the productivity of FM providers.Practical implications – Providers of FM services should be able to assess the efficiency of their resource use more clearly and to balance user satisfaction against resource use more efficiently.Social implications – The effects of co-production with clients need to be recognised, considering productivity effects on both providers and clients jointly. Sustainability is an argument for an increased focuson resource use in FM.Originality/value – This is the first overview of issues raised when measuring the direct productivity of FM itself rather than indirect FM effects on office worker labour productivity.

    • Productivity increase in the construction industry is often seen as low. Construction innovation projects could be prioritized partly based on expected contribution to industry productivity. Quality change in construction outputs and inputs is crucial. The purpose is to explore new output quality indicators. The analysis draws upon life cycle analyses for facilities, project benchmarking schemes and environmental assessment systems. Disruption of client core activities due to technology and method choice in construction projects should be taken into account, and also the willingness of clients to pay for risk reduction. The result is a set of output measures. Primary output is identified as ‘useful area’. Secondary output measures, with estimates provided by expert panels, would include effects on future energy consumption, effects on other future operations and maintenance resource needs, effects on client/user disruption, reduction of client/user risk during operation and maintenance, user comfort, architectural quality, and external societal effects. However, it would not be feasible or even desirable to collect a wider range of data routinely for the production of official statistics at the industry level.

    • Why and how facilities services are outsourced is a question that continues to attract interest. The purpose of this study has been to investigate links between categories of property owners and their demand for packaged facilities services. The empirical part is based on questionnaire responses from 20 large owners of commercial property in Sweden, and on interviews with 11 of these owners. Owners are characterized by portfolio value, geographical spread of properties, investment horizon, core business, and average tenant size. Three owner segments are identified and tentatively labelled Building Managers, Active Asset Managers, and Passive Asset Managers. Their outsourcing policies and practices differ clearly.

    • Design-build contracts with performance-based specifications are believed to raise productivity and the innovation rate. Such specifications for highway and bridge contracts may create risks, be too detailed or difficult to verify. The purpose has been to analyse how performance-based requirements are used in Swedish design-build contracts for highway projects. How contractors are encouraged to provide innovative technologies is emphasized. Generic documents from the Swedish Transport Administration for design-build contracts have been studied, and case studies of six design-build contracts with performance-based requirements have been made. Technical specifications for these contracts have been analysed and interviews held with both client and contractor project managers. Results include that it is along the time axis that major obstacles to innovation arise. Before the contractor is able to develop innovative solutions, the initial design plan restricts the highway geometry. During construction, a mix of performance and prescriptive requirement formulations is more of a challenge than clashes between performance requirements. The client may avoid performance language, more so for bridges than road surfaces, because of concerns with efficient maintenance in the future. It is recommended that performance-based specifications should be less detailed and that a life cycle view of highway projects should support innovative technologies.
