  • Bike Kitchens : Spaces for convivial tools

    • There is currently a marked interest in do-it-yourself culture and sharing of skills, tools and spaces, manifesting in maker spaces, tool libraries and open workshops for remaking furniture, electronics, bicycles or clothing. This paper explores the phenomenon of 'Bike Kitchens', do-it-yourself bicycle repair studios run on a non-profit basis. The Bike Kitchen in Malmo, Sweden, is used as a case study involving interviews with key persons and users of that Bicycle Kitchen and on-site observations. The exploration of the Bike Kitchen is situated in a wider theoretical discussion around technology in relation to degrowth. Two theoretical perspectives are used, firstly, lllich's (1973) notion of tools for conviviality, meaning tools that enable citizens to reconquer practical knowledge for autonomy and creativity rather than being confined to commercial relations, and secondly, forms of non-capitalist relations. It is argued that the Bike Kitchen is an example of democratisation of technology in practice a social innovation to make low-cost technology, tools and know-how easily available to anyone. The concept of the Bike Kitchen is a way to develop and cultivate conviviality, i.e. a social and spatial infrastructure - a space for convivial tools.

  • Community repair in the circular economy : Fixing more than stuff

    • In the circular economy discourse it is stressed that products ought to be repairable and that repair work is assumed to be growing. However, repair can be organised and performed in different ways – by corporate entities, independent repairers, laypersons and communities. Some corporations are integrating repair and maintenance into their offering, while simultaneously restricting consumers to open, repair or modify their products. In opposition to such developments, there is a movement for “right to repair”, which works for consumers’ legal rights to repair and modify products, pushing for the free availability of spare parts and manuals. Recent years have also seen a growth of repair cafés and other forms of DIY community repair spaces. This paper explores the discourses of DIY community repair through two Swedish case studies – an NGO-led nationwide repair campaign and a local government initiative of open DIY repair spaces. Our case studies show how DIY community repair works towards enabling all, particularly marginalised groups, to participate and live well in a low-impact future. In contrast to the mainstream circular economy discourse, the purpose of community repair is not only about repairing broken stuff and reducing waste, but about building social relations and practicing non-consumerist forms of citizenship. By elucidating these different perspectives on repair – who is to perform it, with what skills and for what purposes – we highlight how the transition to future, more circular economies, can be enacted and steered in ways that allow for different roles and powers for citizen-consumers.

    • This contribution takes its starting point from a Nordic study on planning for sustainable development, which highlights that the debatein this area seems to have settled around a uniform picture of thesustainable society, and that this is therefore something that needs to becritically examined. The mainstream way of planning for sustainabledevelopment does not adequately address the issue of dependency orrelationships with development in distant locations. In this chapter it isargued that an environmental justice perspective could add new depth tothe debate on planning for sustainable development. This is done throughhighlighting just how different social groups, mainly based on income,ethnicity or gender, are exposed to, generate and interpret environmental qualities and risks. In the Nordic debate on planning for sustainable development such social justice and power-related aspects have in general not been studied or taken into account. This contribution is thus acall for research in this field, particularly as the populations of the Nordic countries are becoming increasingly heterogeneous.

Förutsättningarna för planering har förändrats så radikalt under de senaste decennierna att det inte längre går att hålla fast vid gamla mål och medel. Planeringen ändras visserligen i praxis men vi som forskar i ämnet och har i uppdrag att utbilda nästa generation planerare måste också försöka dra upp riktlinjer för en fungerande och angelägen samhällsplanering för i morgon. I denna artikel efterlyser vi en planerare som – till skillnad från gängse praxis – är både proaktiv och inriktad på att värna de eller det marginaliserade.

  • Just Environments : Politicising Sustainable Urban Development

    •   European cities are becoming increasingly multicultural and diverse in terms of lifestyles and socioeconomic conditions. However, in planning for sustainable urban development, implications of this increased diversity and possibly conflicting perspectives are seldom considered. The aim of this thesis is to explore dimensions of justice and politics in sustainable urban development by studying inclusionary/exclusionary effects of discursive power of official strategies for eco-friendly living on the one hand and everyday lifestyles on the other, in ethnically and socially diverse areas. Two case studies have been conducted, one in a city district of Stockholm, Sweden, and one in an area of Sheffield, England. The empirical material consists of interviews with residents, interviews with planners and officials and an analysis of strategic planning documents. The case study in Stockholm illustrated the prevalence of a dominant discourse among residents in which Swedishness is connected with environmental responsibility in the form of tidiness, recycling and familiarity with nature. In Sheffield there are more competing and parallel environmental discourses. The mainstream British environmental discourse and sustainability strategies are being criticised from Muslim as well as green radical perspectives. The mainstream discourse is criticised for being tokenistic in its focus on gardening, tidiness, recycling and eco-consumption, and hence ignoring deeper unsustainable societal structures. This can be interpreted as a postpolitical condition, in which there is a consensus around “what needs to be done,” such as more recycling, but in which difficult societal problems and conflicting perspectives on these are not highlighted. In the thesis it is argued that the strategies for urban sustainability are underpinned by Swedish/British middle-class norms, entailing processes of (self-)disciplining and normalisation of the Other into well-behaving citizens. It is argued that an appreciation of the multiple and others’ ways of saving natural resources would make the sustainability strategies more attuned to social and cultural diversity as well as more environmentally progressive. Finally, the importance of asserting the political in sustainability strategies is stressed, highlighting the organisation of society and possible alternative socioenvironmental futures.

    • Swedish cities are becoming increasingly multicultural and diverse in terms of lifestylesand socioeconomic conditions. However, cultural and social diversity is seldomconsidered when planning for sustainable urban development. This paper examinesplanning for more eco-friendly living in the increasingly diverse population of a citydistrict of Stockholm. The study reveals the prevalence of a discourse in which aSwedish identity carries environmental responsibility in the form of tidiness, recyclingand familiarity with nature. It is argued that planning for urban sustainability isunderpinned by Swedish middle-class norms, indirectly entailing processes of (self-)disciplining and transforming the other (foreign and/or troublesome dwellers) intowell-behaving Swedes. A clearer definition of the environmental improvementintended, its goals and target groups is needed. Finally, an appreciation of the multipleways we can save natural resources would make urban planning policies more attunedto social and cultural diversity as well as more environmentally progressive.

    • This article aims to make a contribution to the debate on how contemporary collaborative commons, as part of the wider sharing economy, can be understood and supported. Three cases of contemporary commons are analysed: a DIY bike repair studio, a pop-up home office concept and Wikipedia. The article shows how the design principles developed for governing natural resource commons are only partly applicable to these contemporary commons. It also illustrates the differences in these types of commons in terms of the nature of the resource being shared, scarcity, barriers to entry and how rules are formulated and upheld.

    • During the spring of this year numerous reports appeared in the Swedish media concerning women being attacked and raped in public places. Does planning have anything to do with this? Around the world, women often avoid walking alone in cities at night or feel insecure when they do so. The mere presence of an unaccompanied woman in the city is, in certain situations, seen as an invitation to sexual harassment, robbery or rape. In some cities, such as Mexico City or Bombay, this has led to the establishment of train cars restricted to women only. In this way our gender determines our movements, our fears, whether we can walk alone at night, whether we can take the shortcut through the woods or whether we are restricted to the home and to private spaces.

    • In transitions toward more sustainable and just societies, there is an urgent need to address overconsumption and to include a sufficiency perspective. This article contributes to previous research by exploring what a framework for a politics of sufficiency might entail and how such a framework can be used to analyze existing public policy. Our case analysis is the policy field of sustainable consumption and waste prevention in the context of Sweden. Based on interviews with public officials and civil society representatives, we identify key areas to address when aiming for a sufficiency orientation. Our results suggest that local and regional governments that strive for a commitment to sufficiency should formulate clear goals that serve to set environmental limits, for instance, in the form of carbon budgets, and then steer toward well-being for the inhabitants within these limits. Efforts should be made to secure stable funding for work within sustainable consumption and waste prevention, especially for projects with synergies in terms of reducing consumption and strengthening non-market relations. Using public procurement is another key tool. In the absence of an overall national politics of sufficiency, the above-mentioned strategies can be and already are to some degree, used by authorities in Sweden.

    • The affluent groups and societies in the world have made material consumption part of their lifestyle. Today, overconsumption has come to constitute an acute environmental problem, both with regards to the natural resources needed to satisfy our ever-growing wants, and to the mountains of waste it leaves behind.Starting from a global justice perspective and from an understanding of sustainability as keeping within the planetary boundaries, this thesis argues that it is urgent that affluent individuals, groups and societies develop a sense of sufficiency, of “good and enough”. Focusing on sufficiency in the area of material consumption, this thesis explores paths that could be taken to strengthen sufficiency as an idea and value within a consumerist society and culture, and aims to answer the overarching question of how an affluent society might orient itself towards sufficiency. Against the background framework of political ecology, relational geography and sustainable consumption literature, sufficiency is framed as a question of responsibility – the responsibility of the affluent individuals, groups and societies in the world to refrain from taking more than their fair share, or, in other words, to withdraw from their excess environmental space.Two cases of sufficiency-related practice in Sweden are studied: one of individuals who actively and voluntarily reduce their consumption to only the basics over the period of one year, and one of individuals using the ‘’KonMari Method’’ to declutter their homes. The thesis shows that the difference between these practices in regard to consumption is a question of intentionality: The buy-nothing practitioners intentionally want to stop consuming, whereas the majority of the KonMariers – as a result of their practice – eventually cease to want to consume, despite the absence of this as an original driver. These results point to the importance of looking at different kinds of entry into more sufficient consumption practices, and at the motivations behind them when it comes to policies aimed at reducing material consumption. The findings further serve to create an understanding for how a sense of sufficiency might develop in an affluent context.Based on literature discussing a framework for a politics of sufficiency and on interviews with public officials and civil society representatives working with sustainable consumption at different levels in Sweden, this thesis further explores the obstacles to and potential for orienting an affluent society towards sufficiency. Certain potential for a more sufficiency-oriented future is identified, not least in terms of a cultural shift and elements of “sufficiency thinking” among the informants. However, the thesis stresses the importance of rethinking our understanding of limits, being outspoken about what the existence of planetary boundaries implies in terms of limiting resource use and defining clear goals that respect those boundaries and emphasize societal values at the basis of ‘the good life’, such as well-being, health and ecological sustainability.

    • A future society no longer based on economic growth – what would that look like?The research program “Beyond GDP Growth: Scenarios for sustainable building and planning” (www.bortombnptillvaxt.se) is a strong research environment funded by the Swedish Research CouncilFormas, which has run between 2014 and 2018. In collaboration with societal partners, the program hasgathered researchers from diferent disciplines to explore key issues and conditions for planning for asustainable future beyond GDP growth. This is a relevant contribution to a largely under-researchedarea, where few scientific studies have explored what a sustainable society could look like, and what asustainable economy that is not based on growth might actually mean.In economic and political discussions, the notion of continuous economic growth is often taken forgranted and seen as a prerequisite for a safe and sustainable societal development. At the same time,a blind faith in and expectations surrounding growth can constitute a threat to the development of asustainable society if growth declines. Also an optimistic prognosis from the OECD indicates that it islikely that future GDP growth will be lower than what has come to be seen as the normal level duringthe second half of the 20th century. Declining economic growth could mean risks for increased socialgaps and unemployment. However, economic models show that the possibilities for handling these risksincrease if there is an awareness of them, and if this is addressed politically. Therefore, it is important tonot just assume continued economic growth, but to plan also for alternative scenarios.A starting point for the research program has been an understanding of the significant transitionsneeded to approach a safe and just operating space for humanity within planetary boundaries. Fourgoals that should be met in order to consider the societal development sustainable were specified: twoenvironmental goals related to climate and land use, and two social goals regarding power, influence andparticipation, and welfare and resource security.Four scenarios for Sweden 2050 were developed, which show the diferent directions society could taketo reach the set sustainability goals. The scenarios illustrate future societies that do not have to build onthe current economic logic, but that instead are centred around four alternative strategies:Collaborative EconomyLocal Self-SufciencyAutomation for Quality of LifeCircular Economy in the Welfare StateSo, can we reach the selected sustainability targets in the four future scenarios? A transformation ofhistorical proportions are needed – and it needs to start immediately. According to the sustainabilityassessment conducted within the project, the environmental goals of climate and land use can be reachedin all scenarios, even though it demands changing multiple parameters at the same time. Nothing pointsto it being impossible or generally difcult to achieve the social goals in the four scenarios, however theremight be diferent aspects that are particularly tricky. There are both development potentials and risks,which can be diametrically opposite for diferent social groups and parts of the country, depending onthe local prerequisites.Many diferent images of sustainable futures are needed. The scenarios should be seen as a tool fordiscussion and analysis when it comes to planning for a sustainable societal development beyondGDP growth. They challenge notions of what is possible, what changes that can and should be made,6what decisions that are needed and what should be prioritized. The scenarios all suggest a largechange compared the current development trajectory, and for example all point towards the need forredistribution of resources. It might involve economic resources, but could also relate to power andinfluence over production, or the possibility to use land for production of food, materials and energy.This redistribution could happen according to diferent principles in the diferent scenarios.In all the scenarios, the consumption of goods and of meat is reduced. Flight travel also needs to bedrastically reduced to reach the climate target. There is furthermore a need for reducing the constructionof both housing and road infrastructure, although to varying extents in the four scenarios. Other aspectssuch as working hours, the organization of welfare systems, the characteristics of the built environmentand the amount of infrastructure needed are on the other hand diferent in the diferent scenarios.The research program has explored what a development that isn't based on economic growth, in linewith the strategies that are depicted in the scenarios, would mean for rural as well as urban conditions.Three case study municipalities were selected with regards to their diferent geographical location,built form, economic development and size of the population: Övertorneå, Alingsås and Malmö. Insome sub-studies in these diferent contexts, descriptions emerged of cognitive as well as structuralbarriers, a sense of powerlessness and a weak capacity for transition among diferent actors. This isconnected to expectations and general assumptions regarding growth, partly irrespective of the context.Municipalities and companies to a large extent plan for and expect a societal development that buildsupon a further expansion of infrastructure, transport and consumption. Despite visions for sustainabledevelopment, in practice this often leads to a reproduction of current unsustainable structures and waysof life.At the same time, specific empirical studies within the project point toward stories of self-sufciency,of regional upswings and that the population is more important than GDP. There is an increasedawareness and a multitude of examples of experimenting with new sustainable practices that constituteseeds for change. Critiques against planning for continuous growth is being taken more seriously andclearer political visions are demanded. New forms of organizing the economy, society and welfare arealso being developed. Some examples include working from a perspective on socio-ecological justice,integration of sustainability targets in all planning, and developing new roles for consumers andproducers. These ideas can be seen as windows of opportunity, but also show that change can happenwithin the current system.The future means change. In this research program, we point towards some possible futures that aimat reaching certain sustainability targets. The scenarios and the discussion and analysis that they havebrought about show that there is an opportunity to move towards a sustainable development withmaintained or even increased well-being – provided that the understanding of well-being is based onother values than those of our current society. For these possible future trajectories to gain support,there is a need of political instruments and measures that actively drive the development towards a justand safe operating space for humanity

    • This paper explores how local authorities can develop infrastructure for collaborative consumption, i.e. sharing amongst citizens of tools, spaces and practical skills.The City of Malmo, Sweden, is used as a case study to illustrate the work with such "sharing infrastructure". Existing planning research and planning practice for sustainability generally focus on facilitating citizens to live in a more eco-friendly way in terms of housing, modes of transport, waste flows and use of green space, but do not address citizens' consumption of other material goods. This paper points to a potential role for local public planning in relation to collaborative consumption through creating sharing infrastructure, i.e. providing access to shared tools and spaces for making and repairing, thus enabling citizens to act in the city not only as consumers, but also as makers and sharers.

  • Creating Food Commons : From Commodity to Common Pool Resource

    • Researchers, environmentalists, social justice activists and policy makers have long discussed the inherent environmental and social problems prevalent in food systems. This thesis explores ways in which foodsharing can be interpreted as a movement towards a future set of economic relationships that values environmental limits and the right of individuals to access food. Contributing to a growing body of literature, I argue that foodsharing demonstrates the ability for people to organize using alternative digital tools for collection and distribution of readily abundant resources without the need for significant government or business intervention, producing a type of commons relationship. The aim of the thesis is to explore what foodsharing, as a process of commoning, can teach us about alternative forms of economic and social exchanges. If alternative economic organizations are important for a just transition, social scientists need to go beyond arguments for their relevance to study their actual strengths, weaknesses, and opportunities to support them. Drawing on theories of commons, prefigurative politics and just transitions, this thesis looks at an alternative economy organization which succeeds despite working against the status quo, to show where the social system around it is not designed to support it and asks what it might need to reach further. This is explored through the qualitative case study of a well-established foodsharing organization in a medium size city on the West coast of Sweden. Research questions focused on the political ideas used by the organization, the ways in which it was organized, and the reasons for and resolution of conflict. Through interviews, observations, and online research the case is elaborated upon and analyzed to reveal the unique dynamics of the studied organization. These include very specific rules for collecting and distributing food that aim to maintain transparency, solidarity, and fairness. The foodsharing organization displays some characteristics of a food commons and in other instances characteristics of a gift economy. The main contribution is a closer look at the resulting interpersonal and organizational dynamics of one alternative economy organization in order to illuminate some challenges of organizing and maintaining similar ventures in the future. If alternative economic organizations have social benefit, then they will need to be supported in the ways in which are appropriate to their form and politics.

    • Sharing economy platforms have been transforming production and consumption systems in cities around the world. While the sharing economy may contribute to addressing sustainability issues, its actual economic, social and environmental impacts remain poorly understood. Advancing more sustainably promising forms of sharing and leveraging its benefits, while circumventing its pitfalls, is becoming increasingly important in the era of Covid-19 and climate crisis, economic downturn and uncertainty, and loss of social connectedness, particularly in anonymous urban environments. The ways to capitalise on strengths of the sharing economy are still poorly understood. In particular, the roles and perspectives of users, businesses and municipal governments in institutionalising the sharing economy in various geographical contexts are essential to examine. This volume seeks to advance the research field by focusing on four research areas: 1) understanding the sharing economy conceptually; 2) user perspectives on the sharing economy; 3) business perspective on the sharing economy; and 4) urban governance perspective on the sharing economy. The twenty articles in this volume discuss sustainability implications of the sharing economy from different perspectives, in various geographical contexts, and drawing on a range of disciplines. The volume makes a significant contribution by bringing in empirical findings from emerging and developing economies, including Brazil, China, Indonesia, Poland, the Philippines, South Korea, Thailand and Vietnam, thereby supplementing more frequently discussed perspectives from high-income countries.     • Planning in Sweden is intimately connected with the welfare state, whose ethos andmethods are in crisis. The aim of this article is a) to bring in and accommodate new postmoderntheories to the planning context in Sweden and b) to examine how the planning profession inSweden in line with these theories can adapt to the radical societal and theoretical changes ofthe last decades. It is argued that the current planning role needs to be complemented with a new“proactive” kind of planning, ensuring that the voices and needs of vulnerable groups are heard.
