  • Perceptions of the ecosystem services concept: Opportunities and challenges in the Swedish municipal context

    • A current focus of ecosystem services (ES) implementation is on the municipal level of government where international and national legislation and policies have to be translated into practice. Given this focus, an understanding of perceptions within municipalities of the ES concept is crucial to support the implementation process. Against this background, this paper examines the perceptions of Swedish municipal stakeholders for the ES concept. A 2013 Swedish federal mandate that states that the values of ecosystem services should be considered in relevant decision-making processes, provides a timely context. Current perceptions, preconditions and awareness are explored via interviews and analyses. The results show that the views on the ecosystem services concept and its usefulness are generally very positive. Conceptual knowledge use is perceived as important as is the recognition of monetary valuation of ES. However, clarification of the distinction between implicit and explicit use of the concept by stakeholders is needed. Finally, results indicate that a deeper understanding of monetary valuation of ecosystem services by municipal staff members is connected with a more critical view on monetary valuation. It is concluded that detailed and clear definitions and guidelines are needed in order to support the process of implementing ES in municipalities.

    • A controlled, highly engineered landfill has many similarities to natural peatlands or other natural anoxic sediment deposits. In anaerobic MSW landfills, generally about 30-50 percent of the total carbon content in the waste can be converted into biogas and be collected as resource for energy or chemical industry. Remaining long-lived organic carbon, e.g. from lignin remains un-degraded, Organic carbon in fossil derived hydrocarbons, like plastics, will remain rather unaffected in the landfill. In a future with less remaining oil resources, landfill mining of these polymers can be valuable, making the landfill to a future "resource bank". New reactor cell landfill technologies have shown that up to over 90 % of the produced biogas can be collected and used. Approximately 150-250 m3 of biogas per tonne waste can be extracted from a landfill reactor-cell over a 10-year period. Sequestration of a long-lived organic fraction in a landfill, with an annual input of 100 000 tons of waste, can compensate for annual CO2 emissions from about 20 000 to 25 000 cars. If more than about 60 % of produced biogas can be collected from the landfill, it has positive net effects on climate change. If the waste instead would have been incinerated this would lead to major emissions of fossil CO2, as about 30-50 % of the CO2 in the stack gasses from a waste incinerator has fossil origin.

    • The objective of the investigation was to determine the effects of sewage sludge application on nutrient concentrations in soil and plant biomass fractions in Scots pine forests (Pinus sylvestris, L.), situated on sandy soils with low pH, in a south to north temperature gradient in Sweden. Twenty tons dw ha(-)1 of sewage sludge was applied in 50 to 60 yr old pine forests at four sites from Brosarp in South Sweden to Jukkasjarvi in the northern parts of the country. Application of 20 ton dw ha(-1) of sewage sludge significantly increased the concentrations of extractable N, P, K, Ca, Mg and Na, in both the mor layer and in the upper 10 cm of the mineral soil. Three years after sludge application K concentrations were only significantly increased in the upper 10 cm of the mineral soil. After 11 yr the concentrations of P were still at the same level in the mor layer as after three years. The concentrations of Ca, Mg and Na had slightly decreased only in the mor layer. There was, in most cases, a statistically significant positive correlation between the amount of applied sludge and nutrient concentrations in the soil, as well as in pine needles and in leaves of Vaccinium vitis-idaea. In all sites, Mg concentrations in the mor layer was positively and significantly correlated with Mg concentrations in current-year pine needles. Similarly, concentrations of Ca, Mg, and P in the mor layer were correlated with concentrations of these elements in current-year shorts of Vaccinium vitis-idaea.

    • From an ecological point of view it is important to close nutrient cycles by recirculating mineral nutrients from the urban society back to agriculture and forestry, and thereby obtaining a sustainable resource utilisation. A part of this cycle is illustrated by irrigation of bioreactor landfill leachates on short rotation forests. This paper presents a budget for nutrients and heavy metals, beginning with the leachates and ending with the harvested tree fraction. The hypotheses were: The applied minerals deliver nutrients to the trees. The nutrient content in the accumulating biomass corresponds to the amount of mineral nutrients applied. The concentrations of heavy metals in the trees will remain low. The uptake of elements in birch was for P 35%, Ca 1.2%, Cd 64%, Cu 10%, Mn 19%, Ni 0.11%, and for Zn 26% of the supplied amounts. It was concluded that nutrients, with some exceptions, are supplied in sufficient amounts from the irrigated leachates to achieve optimal biomass growth, that the amounts of ions immobilised by the plants were significantly lower compared to the applied amounts, and that the concentrations of heavy metals are not increasing in the trees after irrigation. The overall conclusion is that a leachate irrigation system is efficient if the available vegetated land area is large enough for effective nutrient uptake, but the nutrient ratio may need to be balanced to meet the needs of the plants.

  • On the road to research municipalities : Analysing transdisciplinarity in municipal ecosystem services and adaptation planning

    • Transdisciplinary research and collaboration is widely acknowledged as a critical success factor for solution- oriented approaches that can tackle complex sustainability challenges, such as biodiversity loss, pollution, and climate-related hazards. In this context, city governments’ engagement in transdisciplinarity is generally seen as a key condition for societal transformation towards sustainability. However, empirical evidence is rare. This paper presents a self-assessment of a joint research project on ecosystem services and climate adaptation planning (ECOSIMP) undertaken by four universities and seven Swedish municipalities. We apply a set of design principles and guiding questions for transdisciplinary sustainability projects and, on this basis, identify key aspects for supporting university–municipality collaboration. We show that: (1) selecting the number and type of project stakeholders requires more explicit consideration of the purpose of societal actors’ participation; (2) concrete, interim benefits for participating practitioners and organisations need to be continuously discussed; (3) promoting the ‘inter’, i.e., interdisciplinary and inter-city learning, can support transdisciplinarity and, ultimately, urban sustainability and long-term change. In this context, we found that design principles for transdisciplinarity have the potential to (4) mitigate project shortcomings, even when transdisciplinarity is not an explicit aim, and (5) address differences and allow new voices to be heard. We propose additional guiding questions to address shortcomings and inspire reflexivity in transdisciplinary projects.

    • Abstract in UndeterminedThis paper describes the business model of municipally-owned MSW (municipal solid waste) companies in Sweden. A comparative study of two of these companies shows that they combine three types of activities: public service activities that collect solid waste from households, commercial establishments, and industry; processing activities that transform this waste; and marketing activities that enable products and recycled material to re-enter the economy. The historical success of the two companies rests on their ability to create value by combining these three distinct yet mutually dependent types of activities. However, an ongoing legal controversy may develop into a threat to this business model and to the entire organization of Swedish waste management.

    • This paper describes how the business model of two leading Swedish municipally owned solid waste management companies exposes them to four different but related markets: a political market in which their legitimacy as an organization is determined; a waste-as-material market that determines their access to waste as a process input; a technical market in which these companies choose what waste processing technique to use; and a commercial market in which they market their products. Each of these markets has a logic of its own. Managing these logics and articulating the interrelationships between these markets is a key strategic challenge for these companies.

    • In Sweden a unique project supported by the Swedish Environmental Protection Agency will be developed in close collaboration with coastal municipalities in Skåne, and with a coordinating role by Skåne´s Association of Local Authorities. These municipalities face a range of different environmental challenges, from areas along the eastern coast line facing problems related to the Baltic Sea, to municipalities in the Öresund region. In this study a range of different environmental conditions and related ecosystem services, from vulnerability to floods, erosion and sea level rise to strong pressure on coastal systems from urbanization will be investigated. Research questions and directions are built on cases and scenarios which are a part of the local municipality planning process. The approach will be to study the premises of implementing the Ecosystem Services (ES) in municipal planning and decision making of five coastal municipalities. The present study will analyse past decisions, present planning and future challenges for municipality development and management from the perspective of ES, with the aim of increasing our understanding of the ES concept as a tool for sustainable development. A second aim of the project is to evaluate the potential value of connecting the ES approach to ongoing climate change adaptation in the municipalities. The project will use the six-step approach developed by the Economics of Ecosystems and Biodiversity framework (TEEB) as the main conceptual frame. This approach includes the following steps: 1) Identifying and agreeing on the problem with stakeholders, 2) Identify the ES which are most relevant and pressing in municipality planning, 3) Collect and identify the information needs and the method to collect the data, 4) Assess expected changes in ES due to decision and input from society, 5) Identify policy options based on changes in ES and 6) Assess social and environmental impacts of 1-5.

    • In Sweden a unique project supported by the Swedish Environmental Protection Agency is developed in close collaboration with seven coastal municipalities in Skåne. These municipalities face a range of different environmental challenges, from municipalities along the eastern coast line to municipalities in the western Öresund region. Research questions and approaches are built on case studies and scenarios to assess local municipality planning processes. The objective is to study the premises of implementing the use of the Ecosystem Service (ES) approach in municipal planning and decision making. This study presents a project component that focuses on the analysis of the comprehensive plans in the city of Malmö from 1980 to 2012. Interviews with staff from municipal departments were done as a complement to the collection of data from the comprehensive plans. The results show current trends in municipal and comprehensive planning from an ES perspective, i.e., the use of ES as a tool for sustainable development. The results further show that the ES concept was explicitly first found in the comprehensive plan from 2012. Implicitly, approaches for ecosystem services management and related planning changed from “land use”, “green areas” and “green space” (1980) towards “recreation” (1990) and “biological life cycle” and “biodiversity” (2000). This change indicates that the process in local municipality planning has shifted towards a more holistic view of the importance of ecosystems for a sustainable society and healthy life, which is currently further advanced via the ES concept.

    • Waste is a valuable commodity and remains a livelihood source for waste pickers in the global South. Waste to Energy (WtoE) is often described as alternative to landfilling, as it provides cheap fuel while making waste disappear. In some European cities, this method has evolved into an impediment, slowing down the adoption of more sustainable technologies and waste prevention. These plants typically strain municipal budgets and provide fewer jobs than recycling and composting, thereby inhibiting the development of small-scale local recycling businesses. We applied the idea of ‘waste regime’ with an interdisciplinary and situated lens to provide insights to the following questions: How do different political developments in Brazil and Sweden, frame and reframe waste incineration and energy recovery, in the context of sustainability and waste management on local, regional and national levels? What forms of resistance against WtoE exist and what are the arguments of these protagonists? We evaluated the impact of WtoE and compare it with other waste management options with regard to CO 2 balances and general environmental and social impacts. We conclude by suggesting more socially and environmentally appropriate ways of waste management, particularly for the context of global South cities.
