  • How to decarbonise energy-intensive processing industries? : Survey and conceptualisation of their specific innovation systems

    • Energy-intensive processing industries (EPIs) such as iron and steel, aluminum, chemicals, cement, glass, and paper and pulp are responsible for a large share of global greenhouse gas emissions. To meet 2050 emission targets, a transition to low carbon, often radical innovations is required, but this process is going slow. Insights from sociotechnical and innovation systems perspectives are therefore needed to facilitate and steer this transition process. The transitions literature has so far however, neglected EPIs.This paper characterises the sociotechnical and innovation systems of EPIs in terms of stylized facts, identifying similarities and differences between the individual industries. These stylized facts are recognized through aniterative process that builds on the authors’ expertise on EPIs and a review of available literature and documentation. Building on the limited body of available literature, it subsequently explores how these stylized facts may influence low carbon transition processes and identifies literature gaps from which a first agenda to further transitions research on EPIs is sketched. Insights obtained through such research would not only benefit policy recommendations, but may also lead to theoretical enrichment, as the unique EPI characteristics are likelyto result in for example new transition dynamics or lock-in mechanisms. The paper is concluded with some implications for policy.

    • While concurring with the new streams of literature in geography that highlight the importance of face-to-face and buzz in the globalizing learning economy, the article argues that this literature is misleading on three interrelated accounts. Firstly, it conflates face-to-face and buzz; secondly, it fails to distinguish between the importance of face-to-face and buzz for industries drawing on different knowledge bases, and thirdly, these conceptual inadequacies lead to an exaggeration of the importance of cities as sites for creativity and innovation, and hence regional competitiveness. BY applying an industrial knowledge base approach the article seeks to reconstruct an alternative framework that allows for a systematic differentiation between the importance of both face-to-face and buzz for different industries. This provides a framework for developing a more nuanced understanding of the spatial implications of face-to face communication and buzz for learning and innovation.

    • The analysis of the importance of different types of regional innovation systems must take place within a context of the actual knowledge base of various industries in the economy, as the innovation processes of firms are strongly shaped by their specific knowledge base. In this paper, we shall distinguish between two types of knowledge base: analytical and synthetic. These types indicate different mixes of tacit and codified knowledge, codification possibilities and limits, qualifications and skills, required organisations and institutions involved, as well as specific competitive challenges from a globalising economy, which have different implications for different sectors of industry, and, thus, for the kind of innovation support needed. The traditional constellation of industrial clusters surrounded by innovation supporting organisations, constituting a regional innovation system, is nearly always to be found in contexts of industries with a synthetic knowledge base (e.g. engineering-based industries), while the existence of regional innovation systems as an integral part of a cluster will normally be the case of industries-based on an analytical knowledge base (e.g. science-based industries, such as IT and bio-tech). In the discussion of different types of regional innovation systems five empirical illustrations from a Nordic comparative project on SMEs and regional innovation systems will be used: the furniture industry in Salling, Denmark; the wireless communication industry in North Jutland, Denmark; the functional food industry in Scania, Sweden; the food industry in Rogaland, Norway and the electronics industry in Horten, Norway. We argue that in terms of innovation policy the regional level often provides a grounded approach embedded in networks of actors acknowledging the importance of the knowledge base of an industry.

    • Since the 1970s, environment and energy-related problems have moved to centre stage on many political, business and research agendas. The notion of sustainable development has emerged as the dominant global discourse to adapt societies and economies to novel modes of production and consumption in areas such as transport, energy, housing, agriculture and food. For such shifts, new technology and technological change is considered of critical importance. In other words, clean technology (cleantech) is seen as indispensable to solve or at least abate an environmental and energy crisis without abandoning possibilities for progress and economic growth. This, however, does not imply that sustainable development can be readily achieved through a ‘technical fix’. The innovation and commercial introduction of new technology are inherently uncertain processes that fail more often than they succeed. Following information technology and biotechnology, clean technology is often heralded in policy and investment circles as the new general purpose or platform technology to give rise to growing market opportunities for firms, regions and nations. Similar to its predecessors, initial enthusiasm may have outpaced a more fundamental understanding of the nature and characteristics of this emerging field. It is probably fair to say that a common definition of the cleantech concept is yet to be agreed upon.

    • The concept of a bioeconomy can be understood as an economy where the basic building blocks for materials, chemicals, and energy are derived from renewable biological resources. Biorefineries are considered an integral part of the development toward a future sustainable bioeconomy. The purpose of this literature review is to synthesize current knowledge about how biorefinery technologies are being developed, deployed, and diffused, and to identify actors, networks, and institutions relevant for these processes. Several key findings can be obtained from the literature. First, investing more resources in R&D will not help to enable biorefineries to cross the ‘valley of death’ toward greater commercial investments. Second, while the importance and need for entrepreneurship and the engagement of small and medium-sized enterprises (SMEs) is generally acknowledged, there is no agreement how to facilitate conditions for entrepreneurs and SMEs to enter the field of biorefineries. Third, visions for biorefinery technologies and products have focused very much on biofuels and bioenergy with legislation and regulation playing an instrumental role in creating a market for these products. But there is a clear need to incentivize non-energy products to encourage investments in biorefineries. Finally, policy support for biorefinery developments and products is heavily intertwined with wider discussions around legitimacy and social acceptance. The article uses examples from a successful case by which less successful regions could be inspired. Our analysis considers how various forms of technological learning intersecting within Lund University around three distinct sectoral engagement efforts have been built up and how this created new structural regional innovation capacity.

    • This viewpoint takes stock with the ‘geography of sustainability transitions’ (GOST) as it is presented in the transitions research agenda. GOST has been a relatively recent addition to transition theorizing, addressing the need for greater sensitivity and attention to the scales, spatialities, and context-specific factors that shape transitions. In our view, the agenda represents a rather narrow perspective on GOST, which is geared to two empirical themes, namely urban transitions and transitions in developing countries. While these are relevant and topical issues, the section lacks sufficient acknowledgement of the increasing engagement of geographers with transitions studies and the theoretical approaches they have brought to bear on the field. This short commentary thus aims at complementing the agenda paper by outlining a theoretical research agenda that is emerging in this field, framed around the conceptualization of scales, places and spaces in which transitions unfold.

    • Where and how new industrial paths emerge are much debated questions in economic geography, especially in light of the recent evolutionary turn. This article contributes to the ongoing debate on path creation with a new analytical framework that specifies the formation of generic resources in embryonic industries. It suggests that path creation processes are not only conditioned by preexisting regional capabilities and technological relatedness but also by the way firm and nonfirm actors mobilize and anchor key resources for industry formation. Our framework elaborates on the early industry development phase, extending the focus on regional knowledge spillovers in evolutionary economic geography (EEG) literature with recent insights on industry formation dynamics from innovation studies. It understands early path creation as conditioned by four systemic resource formation processes—knowledge creation, investment mobilization, market formation, and technology legitimation— that can be mobilized both from inside or anchored from outside the region. The use and value of the analytical framework is illustrated by a case study on on-site water recycling technology (OST), based on interviews with 40 experts in three Chinese city regions. The findings suggest that, despite possessing the least favorable initial conditions, a sizable OST industry developed only in Beijing. This is explained based on the specific anchoring process of the four key resources in the early development stage of the industry. Our results imply that EEG would profit from incorporating a broader set of variables than knowledge-based relatedness in explanations of regional industrial path creation.

    • Studies on technological innovation systems (TISs) often set spatial boundaries at the national level and treat supranational levels as a geographically undifferentiated and freely accessible global technological opportunity set. This article criticizes this conceptualization and proposes instead to analyze relevant actors, networks and processes in TIS from a relational perspective on space. It develops an analytical framework which allows investigating innovation processes (or 'functions') of a TIS at and across different spatial scales. Based on social network analysis of a co-publication dataset from membrane bioreactor technology, we illustrate how the spatial characteristics of collaborations in knowledge creation vary greatly over relatively short periods of time. This finding suggests that TIS studies should be more reflexive on system boundary setting both regarding the identification and analysis of core processes as well as in the formulation of policy advice.   • Sustainability Transitions in Established Industries : The case of European Commercial Transport Vehicles

    • With the increasing trends in trade of goods and services as well as the expansion of road infrastructure and networks, commercial road transport has dominated a significant share of inland and urban logistics in the world and particularly in Europe. This includes not only the basic supply of citizens’ needs through long-haul traffic and short-distance city trucks but also by providing urban services such as courier delivery, household waste  pickup and refuse collection as well as passengers movements by public bus transport and inter-city coach transit.Meanwhile, concerns over air quality problems and environmental sustainability of road transportation have soared up as more and more vehicles travelled on fossil fuels resulting in more pollution, particularly in dense urban areas. The problem is not only limited to the air pollution and adverse health effects caused by exhaust gas emissions, but also dependency on fossil fuels as non-renewable sources of energy and as a major contributor to global warming and climate change over the long time.Having said that, the purpose of this thesis is to provide an understanding that could be helpful in envisioning sustainability transitions in an established industry setting which is dominated by a very few number of incumbent firms who retain majority of the market share as well as current technological paradigm which mainly determines the choice of technological solutions in this field.Study results suggest that sustainability transitions can be envisaged through evolutionary processes that include both technological and institutional change at the same time. Regarding technological change, the role of incumbent firms must be considered as important sources of knowledge, skills, experience as well as R&D investment capital and the pool of critical human expertise that would otherwise remain unexploited if their competences were not effectively absorbed in synergies for sustainability transitions. This is termed as regime-driven transformation in this study.Meanwhile, continuous landscape pressure have to be maintained through effective regulatory frameworks that govern further reductions in the greenhouse gas emissions and to engage incumbents in a collectively shared envisioning of sustainability transitions. This can be enabled by bringing back the role of institutions as an alternative (complementary) entry point to the existing literature on sociotechnical transitions. In doing so, the predominant notion of institutions as the rigid and static structures that constrain innovation is questioned. Instead, it is suggested that institutions can provide resources and structures for actors to engage and for technologies to advance and thus to facilitate long-term sustainability transitions.

This paper develops a theoretical framework of regional diversification by combining insights from Evolutionary Economic Geography and Transition Studies. It argues that a theory of regional diversification should not only build on the current understanding of related diversification but also account for processes of unrelated diversification by looking at the role of agency in processes of institutional entrepreneurship, and at enabling and constraining factors at various spatial scales. This paper proposes a typology of four regional diversification trajectories by cross-tabulating related versus unrelated diversification with niche creation versus regime adoption, and it develops a number of propositions.

    • OBJECTIVE: To investigate the role of the Fc(α)RI 844 A>G functional polymorphism in the genetic predisposition to rheumatoid arthritis (RA) and systemic sclerosis (SSc) susceptibility. METHODS: The study population was composed of 1401 patients with SSc, 642 patients with RA, and 1317 healthy controls. The Fc(α)RI (CD89) single-nucleotide polymorphism rs16986050 was genotyped by pyrosequencing. RESULTS: We observed no significant deviation of the genotype and allele frequencies in RA and SSc compared to controls. A metaanalysis and a recessive and dominant model yielded similar negative results. CONCLUSION: Our data show that the Fc(α)RI 844 A>G polymorphism is not associated with SSc or RA susceptibility.

    • In recent years, there has been an increasing interest in innovation studies towards grand challenges, and in how demand-side policy instruments can supplement traditional supply-side policy measures. To contribute to an improved understanding of how demand-side policy requires new governance responses, this article presents a case study of trialling assisted living technologies to address the grand challenge of demographic ageing. The article departs from an innovation policy framework that incorporates theorising on transformational system failures, governance modes, and policy mixes. This framework serves as an entry point to explore how different modes of governance condition the ways in which demand for assisted living in healthcare is orchestrated across multiple stakeholders. The case study is embedded in a wider system shift from a reactive to a proactive system of healthcare provision, enabling the elderly to live independently at home longer and thus avoiding or postponing institutionalised care.

    • Urban Living Labs (ULL) are advanced as an explicit form of intervention delivering sustainability goals for cities. Established at the boundaries between research, innovation and policy, ULL are intended to design, demonstrate and learn about the effects of urban interventions in real time. While rapidly growing as an empirical phenomenon, our understanding of the nature and purpose of ULL is still evolving. While much of the existing literature draws attention to the aims and workings of ULL, there have to date been fewer critical accounts that seek to understand their purpose and implications. In this paper, we suggest that transition studies and the literature on urban governance offer important insights that can enable us to address this gap.

    • The aim of this paper is to compare the socio-spatial patterns of innovation and knowledge linkages of a biopharmaceutical and an agro-food biotech cluster. Dissimilarities can be expected based on differences in terms of historical technological regimes and sectoral innovation system dynamics between the agro-food and pharmaceutical industries in general and particularly the distinctive analytical (science-based) knowledge base of biopharmaceuticals in contrast with the more synthetic (engineering-based) knowledge base of agro-food biotechnology. Drawing on bibliometric data and case material the study compares two representative bioregions: a biopharmaceutical cluster in Scania, Sweden and an agro-food biotech cluster in Saskatoon, Canada. The empirical study supports the theoretical expectations and shows that knowledge dynamics in the agro-food cluster are more localized than in the biopharmaceuticals cluster. It is important, however, to acknowledge that these differences are relative. Both sectors display local and non-local patterns of collaboration following the general pattern for biotechnology.

    • This paper makes a distinction between three theoretical frameworks that have been highly influential in the discourse on innovation, competitiveness and sustainability: sectoral systems of innovation (SSI), technological innovation systems (TIS) and socio-technical systems (ST-Systems). These frameworks share a common systems approach to innovation but are often positioned as different bodies of literature that correspond to different epistemic communities. This paper is explorative and conceptual in nature. It presents a systematic comparative review of SSI, TIS and ST-Systems based on the following analytical dimensions: (1) system boundaries, (2) actors and networks, (3) institutions, (4) knowledge, (5) dynamics and (6) policy approach.     • Innovation, the act and outcome of making something novel, is unevenly distributed across the geographical landscape. This uneven distribution has a profound impact on the differential success of regional economies. Localized learning between co-located firms and organizations provides an important source of increased innovation for regions to face challenges posed by increasingly global competition. At the same time, it is important for regions to be open and receptive to distant knowledge. This study investigates how local and global knowledge is combined in a productive nexus of learning processes in the context of regional innovation. In particular it looks at how characteristics of the industrial knowledge base shape these geographies of innovation. For this it draws on comparative case studies of regional innovation systems and clusters in a broad range of different sectors ranging from furniture to electronics. The regions that have been analyzed are mainly located in the Nordic countries but also include studies of regions located in Canada and the UK. A considerable part of the empirical analysis has focused on the Medicon Valley biotechnology cluster located in the Swedish-Danish cross-border Öresund region.

    • The aim of this paper is to compare the spatial patterns of innovation and knowledge linkages of a biopharmaceutical and an agro-food biotech cluster. Dissimilarities can be expected based on substantial differences in terms of historical technological regimes and sectoral innovation system dynamics between the agro-food and pharmaceutical industries in general and particularly the distinctive analytic (science-based) knowledge base of biopharmaceuticals in contrast with the more synthetic (engineering-based) knowledge base of agro-food biotechnology. Empirically the study compares co-publications and co-patents of main actors for two typical cases: a biopharmaceutical cluster in Scania, Sweden and an agro-food biotech cluster in Saskatoon, Canada.

    • Empirical research on the knowledge dynamics of biotechnology demonstrates a dual local-global knowledge flow pattern. The sector is characterised by strong spatial concentration around nodes of excellence that are interconnected through a global network. This requires a specification of the notion of proximity as a facilitator of learning processes which emphasises its multifaceted configuration. This study highlights the significance of relational proximity within epistemic communities shaping innovation processes across multi-spatial scales. These arguments are illustrated with a database-survey on collaboration in scientific publication by 109 biotechnology firms in the Danish-Swedish life-science cluster Medicon Valley.

This paper analyses the potential, barriers and limitations for regional innovation policy to facilitate industrial renewal in old industrial regions. It draws on a case analysis of the policy programme 'Biorefinery of the Future' geared to promote renewal of the forest industry in Northern Sweden. It is shown that infusion of radical emergent technology is necessary for new regional path development, but not sufficient. To avoid a singular focus on technology-push, policy should pay more attention to complementary experimentation processes in relation to demand-side characteristics, firm strategies and business models as well as regulatory aspects. Moreover, coordination between regional innovation policy and adjacent domains and levels of policy-making is needed as some of the most pressing obstacles for renewal are not specific to the region but instead to the industry at large.

    • This paper presents a study of the pre-history and evolution of a regional innovation system initiative supporting activities at the intersection of traditional food production and modern biotechnology. Drawing on established ideas on the triple helix of industry, university and government and its impact on innovative capacity (as they are formulated in the regional innovation systems approach) and more recently introduced ideas on differentiated industrial knowledge bases, the study illustrates how regional innovation system support initiatives are formulated and implemented in close dialogue with the actors and activities constituting the systems under support. The initiative analysed in this paper is a good example of pro-active and fine-tuned regional innovation policy, referred to as constructed regional advantage. By focusing on an initiative targeting the renewal of a mature industry in a declining phase of its life cycle, the paper fills a gap in the literature which so far has dealt mostly with emerging industries at the start of their life cycle. Two innovation trajectories that contributed to the formulation of the initiative, and now benefits from it, are used to illustrate the arguments.

  • Renewal of mature industry in an old industrial region : regional innovation policy and the co-evolution of institutions and technology

    • The objective of this paper is to further insights on the potentials and barriers for industrial renewal in locked-in regions and industries. To do so, the paper analyzes the Swedish policy program ‘Biorefinery of the Future’ (BioF). This initiative is geared to develop a strong regional innovation environment for forestry-based biorefinery development in the area of Örnköldsvik and Umeå in Northern Sweden. Theoretically, the paper draws on concepts from evolutionary economic geography regarding path-dependence, related variety and lockin, and combines these with institutional approaches found in science and technology studies to explain disruptive shifts or transitions in socio-technical systems.

    • The increased popularity of and attention for innovation based regional growth and development has, among other things, brought forward the importance of universities in regional innovation systems (RIS). The triple helix literature especially underscores the value of increased interaction and interdependence between universities – industry – government in modern, knowledge-based economies by acclaiming the rise of the entrepreneurial. This paper provides a comparative analysis of the RIS problems in the North East in the UK and Scania in Sweden and the role of universities in regional innovation policy addressing these problems. The results of this comparison question a one-size-fits-all (entrepreneurial) model to harness university based knowledge resources for regional development. Instead it is shown that various constellations are possible dependent on the characteristics of the RIS problems.

    • In the past decade, the literature on transitions toward sustainable socio-technical systems has made a considerable contribution in understanding the complex and multi-dimensional shifts considered necessary to adapt societies and economies to sustainable modes of production and consumption. However, transition analyses have often neglected where transitions take place, and the spatial configurations and dynamics of the networks within which transitions evolve. A more explicit spatial perspective on sustainability transitions contributes to the extant transitions literature in three ways. Firstly it provides a contextualization on the limited territorial sensitivity of existing literature. Secondly, it explicitly acknowledges and investigates diversity in transition processes, which follows from a 'natural' variety in institutional conditions, networks, actor strategies and resources across space. Thirdly, it encompasses not only greater emphasis but also an opportunity to connect to a body of literature geared to understanding the international, trans-local nature of transition dynamics. Concerned with the prevalent lack of attention for the spatial dimensions of sustainability transitions in most studies, this paper seeks to unpick and make explicit sustainability transition geographies from the vantage point of economic geography. The paper argues that there are two interrelated problems requiring attention: the institutional embeddedness of socio-technical development processes within specific territorial spaces, and an explicit multi-scalar conception of socio-technical trajectories. Following these arguments, the paper concludes that transitions research would do well to take a closer look at the geographical unevenness of transition processes from the perspective of global networks and local nodes.
