    • Over the past decade, the Nordic countries – Denmark, Finland, Iceland, Norway, and Sweden – have strengthened their relationship with African states and societies by supporting the African Peace and Security Architecture and promoting African involvement in conflict prevention, mediation, peacekeeping, and peacebuilding efforts. This report offers an overview of the partnership between African and Nordic countries in peace and security from 2012 to 2021. It features original case studies on Nordic country cooperation with African actors and institutions, across an array of efforts, including support to peace processes, building capacity and training for inclusive conflict management, contributing to peace operations, and advancing gender equality, climate adaptation and resilience. It also includes perspectives on cross-cutting themes such as women, peace and security, youth, countering violent extremism, and partnership with the African Union. The report aims to be a resource for the policy community, mapping African-Nordic cooperation, in pursuit of peace and security in Africa.

  • Environment of Peace : Security in a New Era of Risk

    • The environmental crisis is increasing risks to security and peace worldwide, notably in countries that are already fragile. Indicators of insecurity such as the number of conflicts, the number of hungry people and military expenditure are rising; so are indicators of environmental decline, in climate change, biodiversity, pollution and other areas. In combination, the security and environmental crises are creating compound, cascading, emergent, systemic and existential risks. Without profound changes of approach by institutions of authority, risks will inevitably proliferate quickly. Environment of Peace surveys the evolving risk landscape and documents a number of developments that indicate a pathway to solutions––in international law and policy, in peacekeeping operations and among non-governmental organizations. It finds that two principal avenues need to be developed: (a) combining peace-building and environmental restoration, and (b) effectively addressing the underlying environmental issues. It also analyses the potential of existing and emerging pro-environment measures for exacerbating risks to peace and security. The findings demonstrate that only just and peaceful transitions to more sustainable practices can be effective––and show that these transitions also need to be rapid.

    • The Nordic Africa Institute, the Dag Hammarskjöld Foundation and the Norwegian Institute for International Affairs hosted a seminar in Uppsala, Sweden, on 15 and 16 December 2011, that brought together AU, EU and UN officials closely involved in peace operations in Africa. The seminar’s purpose was to allow participants to compare their experiences of the different support models that have been used to date in Sudan and Somalia. International support for African peace operations provides opportunities but also poses challenges. This report examines four of these challenges in some detail: the AU Commission’s limited capacity to plan and manage peace operations; insufficient political engagement by African member states with AU peace operations; the short-termism and self-interest of some of the AU’s partners; and the need for UN Security Council permanent members to value and ensure a shared AU-UN strategic vision. The report also includes policy recommendations for resolving these challenges.
