  • Riskhanteringsbeslut inom transportsektorn: Slutredovisning av forskningsprojektet TRANSAM 2007-2010

    • Inom transportsystemet fattas dagligen otaliga beslut om att hantera risker som hotar människors liv och hälsa, ekonomiska värden eller miljön. Bland beslutsfattarna återfinns statliga och kommunala myndigheter på olika nivåer, privata företag som trafikoperatörer, bygg‐ och konstruktionsentreprenörer och konsultfirmor. Frågor om risk och säkerhet hanteras ofta av grupper och nätverk bestående av privata och offentliga aktörer som samverkar för att utföra och planera offentliga verksamheter. Riskbeslut i infrastruktur‐ och trafikplanering fattas därför ofta gemensamt av aktörer med olika mål, värderingar och prioriteringar. Skiljaktigheter i uppfattningar och erfarenheter bidrar tillsammans med organisatoriska specialiseringar och myndigheters specialiserade sektoriella ansvarsområden och beslutskompetens till hög komplexitet i beslutsprocessen. Syftet med forskningsprojektet Riskhanteringsbeslut inom transportsektorn (2007‐2010), vid Centrum för forskning om offentlig sektor (CEFOS), Göteborgs universitet, har varit att bidra med ökad kunskap om beslutsfattande som sker i komplexa beslutssituationer i samverkan mellan offentliga och privata aktörer. Projektet har varit ett samhällsvetenskapligt mångdisciplinärt forskningsprojekt baserat på ämnesperspektiv från socialantropologi, statsvetenskap, offentlig förvaltning, företagsekonomi, riskforskning och kulturgeografi. Inom ramen för projektet har faktiska beslutsprocesser studerats i realtid och i de institutionella, sociala och politiska sammanhang de ingår i.

    • What constitutes a potentially hazardous object is often debated. This article analyses the polemic construction and negotiation of risk in the Swedish controversy over the use of antibacterial silver in health care and consumer products. This debate engages the media, government agencies, parliament and government, non-governmental organizations and companies. Texts and websites from these actors were studied using content analysis. Antibacterial silver is construed by some actors as a risk object with harmful effects on a series of objects at risk: the environment, public health, organisms and sewage treatment. In contrast, other actors deny that antibacterial silver is a risk object, instead construing it as mitigating risk. In such a schema, antibacterial silver is conceived of as managing the risk objects of bacteria and micro-organisms, in turn managing the risk objects of infection, bad smell and washing, and in turn helping the environment and public health (objects at risk). The structure of the debate suggests two basic modes of risk communication. First, antibacterial silver is construed as a risk object, endangering a variety of objects at risk, such as organisms, public health, the environment and sewage treatment. Second, this association between antibacterial silver and objects at risk is obstructed, by denying that antibacterial silver is a risk object or by associating silver with the benefit of mitigating risk.

  • A relational theory of risk

    • This paper outlines a relational theory of risk. According to this theory, risk emerges from situated cognition that establishes a relationship of risk between a risk object and an object at risk, so that the risk object is considered, under certain contingent circumstances and in some causal way, to threaten the valued object at risk. This relational theory of risk is a theory about the interpretative nature of risk that answers the key theoretical and practical questions of why and how something is considered a risk. The relational theory of risk allows for the interpretation of risk situations as culturally informed, and thereby suggests new ways to approach risk communication, risk governance, and risk management by taking into account bounded rationalities of thought and action.

  • The practice of risk governance: lessons from the field

    • In contradistinction to generic and formal risk governance models such as the IRGC framework, this paper advocates the relevance of a contextual and practice-based approach to organizational risk governance. Three cases illustrate the socially situated dynamics of risk governance practice: public transportation management, river management, and railway planning. Risk governance is shown to derive from how actors, in their daily activities, mediate multi-level and regulatory institutional constraints, and solve actual problems through routines, trust, mutual understanding and not least, shared commitment to the societal role of infrastructure. Our findings underscore that risk governance takes place in contexts that are historically, spatially and institutionally situated. We therefore suggest that one needs to pay attention to the characteristics of this contextuality to understand the social dynamics of governance.

  • The role of valuation practices for risk identification

    • This report uses a relational theory of risk within which risk is understood as a relationship between a risk object and an object at risk where the risk object threatens the value embedded in the object at risk. A case study of risk management in railway planning examined through a relational understanding of risk demonstrates how riskwork is conditioned by what is valued, how, and by whom. The report argues that riskwork originates in the versatile valuation practices that take place in organizations. Furthermore, it suggests that bringing such valuation practices under critical scrutiny opens up the possibility for a reflexive approach to risk management. Such a reflexive approach would take into account how risk identification is embedded in a particular organizational order.

    • Att denna artikel presenteras i form av dialog är inte så mycket för att anknyta till den sokratiska traditionen eller till 1700-talets franska brevromaner, utan för att vara trogen minnet av en förlorad vän, Richard Sotto.Utbildad sociolog, musiker och fäktmästare, utmärkte Richard Sotto (Paris 1946 - Lund 2002) sig genom sin envishet i att förankra den företagsekonomiska forskingen i filosofin. Den vana författarna genom åren fått att utbyta idéer och frågeställningar med honom får i och med hans oväntade bortgång ett hastigt slut. Samtidigt är det först genom hans bortgång som författarna möts. De bestämmer sig då för att utforska det tanke- och arbetssätt som kännetecknade den person som på ett så avgörande sätt påverkat deras första steg in i forksningsvärlden. Detta har resulterat i denna dialog genom vilken de önskar både hedra en försvunnen vän såväl som plädera för en förankring av forskarens erfarenhet i historien och subjektiviteten.

  • A mise-en-sens process- Sensegiving and wind power development

    • This article intends to contribute to the conceptualising of organisational sensegiving. Based upon a qualitative analysis of how Swedish wind farm developers manage the permit application process for their projects, we describe in a first order analysis how they contextualise and ontologise their projects and defend them against criticisms. To emphasise the precarious conditions of agency that govern the activity of sensegivers, we introduce in a second order analysis the notion of mise-en-sens, a neologism that borrows both from the performing art notion of mise-en-scene and the fact that "sens" can in French mean both meaning and direction. Mise-en-sens underscores that stage-setting and direction providing are key activities of wind farm developers. In our concluding remarks we even suggest that mise-en-sens could serve to describe the activity of others involved in sensegiving, for example project managers or entrepreneurs.

    • Grassroot Europeans increasingly use English to communicate with one another even though Europe, as a continent, remains a mosaic of national languages. This is particularly true of business administration for which English is the unchallenged lingua franca, as witnessed by the use of Robert Anthony's, Philip Kotler's or Edgard Schein's language as the official idiom of many European transnational corporations. Most business decisions, most commercial transactions and most teaching sessions, however, are traded in local languages. In practice, most European academics and most business people are routinely putting on the cloths of translators. But how prepared are we to meet the challenges of translation? School teaches us the grounds. Dictionaries can provide us with an efficient help for technical terminology. But what about the daily use of non technical terms or neologisms such as empowerment, re-engineering, benchmarking or the particularly challenging accountability? From a business education point of view, for example, how many students are familiar with basic notions such as "source language" or "target language"? How many have heard of "semes" or the "theory of correspondences"? How many, likewise, know how to map a semantic field? Not so many I would guess. The crux is that by ignoring translation, by overlooking its (omni)presence, cross-linguistic management communication tends to uncritically adhere to the assumption of languages being mere vectors of expressions. There are strong motives, though, to believe that languages are vectors of representation as well. Languages are visions of the world. Going from one language to another involves moving from a way of constructing reality to another. Translating involves subtle and creative decontextualizing and recontextualizing. It systematically supposes meeting and overcoming the resistance that meaning opposes to understanding, and to do so, what the more is, under strict constraints of adequacy, conciseness and precision. The task is difficult and definitely not trite. Let us account for its importance.

  • Acting on distances: A topology of accounting inscriptions

    • Following on the reiterated claim that accounting inscriptions make action at a distance possible, we draw on post-mathematical topology to explain that this distance work is dependent on inscriptions acting on distances. By adopting a relational understanding of space, we show that accounting inscriptions by themselves create the distances across which they operate. Our case study uses pay-as-youthrow solid waste-collection invoices in a new waste-collection program aimed at increasing the sustainability of waste management. By displaying weight and cost side by side, these invoices conduct topological operations that dissolve, create, and redefine the distance between people and their waste, between the economy and the environment, and between the city and its residents. The ability of these operations to mobilize a sense of environmental responsibility, enroll residents in the city's plans for sustainability, and translate political ambitions into individual behavior demonstrates that the performativity of accounting inscriptions resides in the efficacy of their distance work.v

  • Action nets for waste prevention

    • Although waste prevention is considered the best possible option in the European waste-hierarchy model, it is not always clear what is meant by “waste prevention”. This chapter presents three cases of waste prevention, selected to illustrate the variety of these practices: a waste-management company selling waste-prevention services, the opportunity for Swedish householders to opt out of unaddressed promotional material, and a car-sharing program. The analysis is informed by an action net perspective, focusing on the way organizing comprises connecting actions, often prior to or in conflict with networking among actors. Through each of these examples, we demonstrate how waste prevention depends on specific physical artifacts and infrastructures and is the result of specific ways of connecting actions. In conclusion, we emphasize that waste prevention rests on the emergence of new modes and patterns of interactions that both build and disrupt the existing institutional order of consumption. We also stress that waste prevention as it is discussed in this chapter is not a step forward in the European waste hierarchy but constitutes a break with the traditional notion of waste management.

  • Arguing for a license to operate: The case of the Swedish wind power industry

    • Purpose: The purpose of this paper is to examine the way organizational actors argue to obtain a license to operate for new ventures. Design/methodology/approach: The design, which addresses the issue at the industry level, consists of a case study of the ways in which power developers argue for the development of wind energy in Sweden. Findings: The study shows that wind power developers proffer a necessity-ability-acceptability line of argument that relies not only on the convincing character of claims grounded in premises, but also on the persuasive character of values, knowledge and opinion likely to win the adherence of the audience. Research limitations/implications: From a theoretical perspective, this is an illustration of the relevance of bridging the divide between argumentation theories in tune with formal or informal logic and those oriented toward rhetoric and the social practice of communication. Practical implications: More practically, the paper suggests that in order to obtain a license to operate, managers need to combine and balance in their practice of argumentation a logical approach to factual knowledge with a situational sense for the rhetoric favored by the audience. Originality/value: This study emphasizes the key role played by argumentation in corporate communication.

    • Denna rapport sammanfattar de viktigaste lärdomarna från forskningsprojektet ”Från avfallshantering till avfallsförebyggande”. I forskningsprojektet har forskare från Lunds universitet och Göteborgs universitet, men också Umeå Universitet och Kungliga Tekniska Högskolan, studerat avfallsförebyggande. Syftet med projektet har varit att identifiera och förklara svårigheterna med att förverkliga de avfallsförebyggandepolitiska målen. Forskarna har närmat sig projektets syfte genom innehållsanalys av avfallsplaner, kvantitativa och kvalitativa studier av avfallsförebyggande- initiativ, teoretisk kritik av stadsplanering, och kartläggning av hinder för avfallsförebyggande. Projektet har bedrivits i tät samverkan med kommuner, kommunala avfallsbolag, myndigheter, sociala rörelser och företag. Det har finansierats av forskningsrådet Formas (Dnr 259-2013-210). För den som vill veta mer finns källor refererade löpande i texten och redovisat i referenslistan i slutet av rapporten. Det går även bra att kontakta respektive forskare. Under Interna referenser redovisas de vetenskapliga artiklar, konferensbidrag, seminarier, uppsatser, reportage, debattartiklar, och nya forskningsprojekt som forskningsprojektet har lett till.     • Combining neo-institutionalism, actor network theory, and Gabriel Tarde’s sociology, Czarniawska considers the key driver of organizational change to be imitation but an imitation that rests on translation. Organizations emulate one another by translating fashionable ideas according to their understanding, traditions, needs, and means. As translation in this tradition always entails a transformation of the translated idea or object, unexpected consequences will be expected. She does not consider these consequences to be necessarily negative; however, because if stabilized and institutionalized, unintended change can turn out to be as positive as planned change. A further strength of Czarniawska’s is her ability to provide methodological tools that follow the translation processes for change: organizational ethnographies, narrative methodology, and shadowing.

    • För att befrämja en omställning av energisystemet har den svenska riksdagen fastställt ett mål för produktion av vindkraftsel som innebär en kraftig utbyggnad av vindkraftskapaciteten. Denna utbyggnad ger upphov till lika många lovord och förväntningar som den väcker kritik och farhågor. Syftet med denna text är emellertid inte att lista dessa och än mindre att lösa de olika kontroverser som uppstått i samband med vindkraft, t.ex. om den är en dyr eller en billig form av energi, eller om den ökar eller minskar en plats attraktivitet för turister. Texten fokuserar istället på att belysa hur uppförandet av vindkraftsverk inordnar platser, dels i det globala industriella energisystemet, dels i den globala energiekonomin. I den första delen fokuseras tillståndsgivningsprocessen och där diskuteras hur vindkraft kan ses som en industrialisering av platser med natur- eller agrarkaraktär. I andra delen beskrivs hur den svenska staten driver på utvecklingen mot en ökad förnybar energiproduktion med målsättning, riktad forskning, ekonomiska styrmedel samt viss samordning men utan att själv beblanda sig med planeringen och driften av vindkraftanläggningar. I nyliberal anda ska vindkraft utvecklas i privat regi och drivas enligt marknadens regler. Syftet med texten är att belysa den specifika industrialiseringens och kommersialiseringens villkor som platser med högt vindenergiinnehåll genomgår när administrativa bedömningsgrunder och företagsekonomiska kalkyler gör dem till lämpliga föremål för en vindkraftetablering.

    • Accounting inscriptions are not aimed at organizational members only. Their use encompasses also organizations’ clients and customers. A case study of a Pay-As- You-Throw (PAYT) solid waste collection program shows how detailed invoices aim at softly enrolling residents in organizational aims and plans for sustainability. This enrolment, which has moral and practical dimensions, illustrates how accounting inscriptions are small but significant building stones in the practice of environmental governance.

    • Grand narratives have fallen, or at least come off badly from, successive waves of structuralist, Marxist, post-modern, feminist, and post-colonialist criticisms (to name but a few). It is surprising that hardly anyone has set out to question the notion of organizational performance, one of the most inflated narratives of the day. The business community has set up the story of its performance as a life or death criterion for its activities. Managers, consultants and academics spend huge efforts to measure it in the most believable way. Organizational performance is a narrative, both at the micro level of local stories recounting the success of a given organization in terms of its return on assets, market share growth or benefits to its community, and at the macro level of global discourse on economy, politics, and progress. Performance is an account of how agents individuals, groups, departments, organizations, nations, continents or whatever under certain circumstances, manage to get from state A to state B, the latter being in some way better than the former. Performance is a narrative about achievements, and as such it is closely related to the modernists' grand narratives of competition, progress, hierarchy, or justice. Yet the notion of organizational performance has so far been spared systematic questioning as to its origin, content, and implications. It is time to start filling in this gap in criticism.

    • Abstract: Purpose: Braiding organization theory and argumentation theory, the paper seeks to unfold how organizations act as social loci for the production, diffusion and development of arguments. Design/methodology/approach: A Swedish association dedicated to the defense and promotion of nuclear power, Miljövänner För Kärnkraft (approximately Environmentalists for Nuclear Power) serves as a case study, describing the association's argumentative activity with a particular focus on its argument that "nuclear power is environment friendly as it produces no greenhouse gas emissions". Findings: The manner in which the association contextualizes this key argument illustrates the inter-relationships that exist between organizing and arguing. Originality/value: Organizing and arguing belong to each other's conditions of possibility, and it is therefore argued that an understanding of the organized character of argumentation is symmetrical to the argumentative character of organizing.

    • This article explains how infrastructures with a sustainability record may evolve over time into a lock-in that slows the emergence of more sustainable urban infrastructures. A study of waste incineration in the Göteborg Metropolitan Area, Sweden, serves as an illustrative case. Taking leads from Unruh (2000, 2002), four rationales of lock-in are identified in the case: institutional, technical, cultural, and material. The article describes how these rationales, one by one and in collaboration, lock-in waste handling in the Göteborg Metropolitan Area to incineration. The article also suggests that these four rationales could serve as a program to unlock urban infrastructures. Asking the question “Are we in a lock-in?” is featured as a practical starting point for planning changes in urban infrastructure governance that contribute to sustainability.

The expression “New Rhetoric” refers here to the theory of argumentation that Chaïm Perelman and Lucie Olbrechts-Tyteca have originally presented in The New Rhetoric—A Treatise on Argumentation (1969) [hereafter the Treatise], originally published in French as the Traité de l’argumentation – La nouvelle rhétorique (1958). The paper follows the presentation of the New Rhetoric in the Treatise, but with illustrations taken from managerial and organisational contexts.

    • Whereas management theory and practice tend to adopt an objectifying perspective and regard an organisation's performances literally as what the organisation achieves, I introduce in this paper a distinction between organisational life and the various accounts that are made of this life or its impacts on the organisation's environment. Reminding the reader that what is achieved within an organisation is, with rare exception, accessible to our understanding only through accounts that are made of these achievements, I suggest that it would be more correct to approach an organisation's performances as accounts rather than as objectified acts or results. Having redefined an organisation's performances as accounts, I then explore the structural qualities of performance accounts. I emphasise that they are narratives of achievements and that they are specific enough to constitute a genre. Turning thereafter toward the societal role of performance narratives as a genre, I introduce the conclusive argument of the paper. Taken together, the millions of performance narratives that management produces and consumes daily constitute a vast narrative fresco aimed at reassuring us that late modernity actually manages fulfil its promises of progress. Performance narratives, far from being politically neutral, keep the modernist dream afloat and contribute in a decisive manner to maintain the social order that is attached to it.

The manner in which the association contextualizes this key argument illustrates the inter-relationships there exist between organizing and arguing. The two are each otherâ??s conditions of possibility and I therefore argue for a symmetric understanding of the argumentative character of organizing and the organized character of argumentation.

    • In seeking to advance the understanding of the production, diffusion and negotiation of meaning in and between organisations, we introduce below the notion of mise-en-sens. Mise-en-sens refers to the performing art term of mise-en-scène and builds on the French term sens denoting meaning as well as direction. Starting from a qualitative analysis of how Swedish wind farm developers manage the permit-application process for their projects, we suggest in a first-order analysis that the activities of the developers consist in contextualising the project, ontologising it and neutralising criticism addressed to it. In a second-order analysis, we conceptualise these activities as a mise-en-sens. Mise-en-sens spells out the way in which developers, as meaning managers, stage the project and provide it with direction. Having positioned mise-en-sens in relation to the notions of sensemaking and sensegiving, we suggest in conclusion that mise-en-sens could serve to describe not only the activity of wind farm developers but also, for example, that of project managers or entrepreneurs in general since they too are engaged in the management of meaning
