    •  GRB 221009A is the brightest Gamma Ray Burst (GRB) ever observed. The observed extremelyhigh flux of high and very-high-energy photons provide a unique opportunity to probe the predictedneutrino counterpart to the electromagnetic emission. We have used a variety of methods to searchfor neutrinos in coincidence with the GRB over several time windows during the precursor, promptand afterglow phases of the GRB. MeV scale neutrinos are studied using photo-multiplier ratescalers which are normally used to search for galactic core-collapse supernovae neutrinos. GeVneutrinos are searched starting with DeepCore triggers. These events don’t have directionallocalization, but instead can indicate an excess in the rate of events. 10 GeV - 1 TeV and >TeVneutrinos are searched using traditional neutrino point source methods which take into accountthe direction and time of events with DeepCore and the entire IceCube detector respectively. The>TeV results include both a fast-response analysis conducted by IceCube in real-time with timewindows of T0 − 1 to T0 + 2 hours and T0 ± 1 day around the time of GRB 221009A, as well asan offline analysis with 3 new time windows up to a time window of T0 − 1 to T0 + 14 days, thelongest time period we consider. The combination of observations by IceCube covers 9 ordersof magnitude in neutrino energy, from MeV to PeV, placing upper limits across the range forpredicted neutrino emission.

  • Effect of sisal and hydrothermal ageing on the dielectric behaviour of polylactide/sisal biocomposites

    • The dielectric properties of virgin polylactide (PLA) and its reinforced composites with different weight amounts of sisal fibres were assessed at broad temperature (from −130 °C to 130 °C) and frequency ranges (from 10−2–107 Hz), before and after being subjected to accelerated hydrothermal ageing. The synergetic effects of both the loading of sisal and hydrothermal ageing were analysed by means of dielectric relaxation spectra. The relaxation time functions were evaluated by the Havriliak-Negami model, substracting the ohmic contribution of conductivity. The intramolecular and intermolecular relaxations were respectively analysed by means of Arrhenius and Vogel-Fulcher-Tammann-Hesse thermal activation models. The addition of fibre increased the number of hydrogen bonds, which incremented the dielectric permittivity and mainly hindered the non-cooperative relaxations of the biocomposites by increasing the activation energy. Hydrothermal ageing enhanced the formation of the crystalline phase at the so-called transcrystalline region along sisal. This fact hindered the movement of the amorphous PLA fraction, and consequently decreased the dielectric permittivity and increased the dynamic fragility.

    • The eco-design considers the factors to prepare biocomposites under an end-of-life scenario. PLA/sisal biocomposites were obtained from amorphous polylactide and sisal loadings of 10, 20 and 30 wt% with and without coupling agent, and subjected to biodegradation in soil according to standard ISO846. Mass-loss, differential scanning calorimetry and size-exclusion chromatography were used for monitoring biodegradation. A statistical factorial analysis based on the molar mass Mn and crystallinity degree XC pointed out the relevance and interaction of amount of fibre and use of coupling agent with the time of burial in soil. During the preparation of biocomposites, chain scission provoked a similar reduction of Mn for coupled and non-coupled biocomposites. The amount of fibre was relevant for the increase of XC due to the increase of nucleation sites. The coupling agent accelerated the evolution of both factors: reduction of Mn and the consequent increase of XC, mainly during biodegradation in soil. Both factors should be balanced to facilitate microbial assimilation of polymer segments, since bacterial digestion is enhanced by chain scission but blocked by the promotion of crystalline fractions.

  • Water absorption and hydrothermal performance of PHBV/sisal biocomposites

    • The performance of biocomposites of poly(hydroxybutyrate-co-valerate) (PHBV) and sisal fibre subjected to hydrothermal tests at different temperatures above the glass transition of PHBV (T-H = 26, 36 and 46 degrees C) was evaluated in this study. The influences of both the fibre content and presence of coupling agent were focused. The water absorption capability and water diffusion rate were considered for a statistical factorial analysis. Afterwards, the physico-chemical properties of water-saturated biocomposites were assessed by Fourier-Transform Infrared Analysis, Size Exclusion Chromatography, Differential Scanning Calorimetry and Scanning Electron Microscopy. It was found that the water diffusion rate increased with both temperature and percentage of fibre, whereas the amount of absorbed water was only influenced by fibre content. The use of coupling agent was only relevant at the initial stages of the hydrothermal test, giving an increase in the diffusion rate. Although the chemical structure and thermal properties of water-saturated biocomposites remained practically intact, the physical performance was considerably affected, due to the swelling of fibres, which internally blew-up the PHBV matrix, provoking cracks and fibre detachment.

  • Predictive and Prognostic Biomarkers in Patients With Mycosis Fungoides and Sézary Syndrome (BIO-MUSE) : Protocol for a Translational Study

    • BACKGROUND: Cutaneous T-cell lymphoma (CTCL) is a rare group of lymphomas that primarily affects the skin. Mycosis fungoides (MF) is the most common form of CTCL and Sézary syndrome (SS) is more infrequent. Early stages (IA-IIA) have a favorable prognosis, while advanced stages (IIB-IVB) have a worse prognosis. Around 25% of patients with early stages of the disease will progress to advanced stages. Malignant skin-infiltrating T-cells in CTCL are accompanied by infiltrates of nonmalignant T-cells and other immune cells that produce cytokines that modulate the inflammation. Skin infection, often with Staphylococcus aureus, is frequent in advanced stages and can lead to sepsis and death. S. aureus has also been reported to contribute to the progression of the disease. Previous reports indicate a shift from Th1 to Th2 cytokine production and dysfunction of the skin barrier in CTCL. Treatment response is highly variable and often unpredictable, and there is a need for new predictive and prognostic biomarkers.OBJECTIVE: This prospective translational study aims to identify prognostic biomarkers in the blood and skin of patients with MF and SS.METHODS: The Predictive and Prognostic Biomarkers in Patients With MF and SS (BIO-MUSE) study aims to recruit 120 adult patients with MF or SS and a control group of 20 healthy volunteers. The treatments will be given according to clinical routine. The sampling of each patient will be performed every 3 months for 3 years. The blood samples will be analyzed for lactate dehydrogenase, immunoglobulin E, interleukins, thymus and activation-regulated chemokine, and lymphocyte subpopulations. The lymphoma microenvironment will be investigated through digital spatial profiling and single-cell RNA sequencing. Microbiological sampling and analysis of skin barrier function will be performed. The life quality parameters will be evaluated. The results will be evaluated by the stage of the disease.RESULTS: Patient inclusion started in 2021 and is still ongoing in 2023, with 18 patients and 20 healthy controls enrolled. The publication of selected translational findings before the publication of the main results of the trial is accepted.CONCLUSIONS: This study aims to investigate blood and skin with a focus on immune cells and the microbiological environment to identify potential new prognostic biomarkers in MF and SS.TRIAL REGISTRATION: ClinicalTrials.gov NCT04904146; https://www.clinicaltrials.gov/study/NCT04904146.INTERNATIONAL REGISTERED REPORT IDENTIFIER (IRRID): DERR1-10.2196/55723.

    • Abstract Background: Current prognostic molecular markers for epithelial ovarian cancer (EOC) are insufficient. The aim of the current study was to investigate the role of Sox11 in EOC Methods: Using an in silico transcriptomic screen Sox11 was identified as a potential EOC biomarker. Sox11 protein expression was evaluated using immunohistochemistry (IHC) in 76 EOC cases, which were analyzed using automated algorithms to develop a quantitative scoring model. Results: Sox11 mRNA expression was up-regulated in EOC compared to normal tissues. Automated analysis of Sox11 in the EOC cohort revealed high expression of Sox11, in 40% of tumours, who had an improved recurrence free survival (RFS) (p= 0.002). Multivariate analysis confirmed Sox11 was an independent predictor of improved RFS after controlling for stage and grade. Conclusions: These data suggest that Sox11 is a new prognostic marker in EOC. Loss of SOX 11 is associated with a decreased RFS and a more aggressive phenotype.

    • In this study, we aimed to evaluate the therapeutic potential of 5-aminoimidazole-4-carboxamide ribonucleotide (AICAR), an activator of AMP-activated protein kinase, for ameliorating high-fat diet (HFD)-induced pathophysiology in mice. We also aimed to determine whether the beneficial effects of AICAR were dependent on adiponectin. Furthermore, human adipose tissue was used to examine the effect of AICAR ex vivo.Six-week-old male C57BL/6J wild-type and Adipoq (-/-) mice were fed a standard-fat diet (10% fat) or an HFD (60% fat) for 12weeks and given vehicle or AICAR (500μg/g) three times/week from weeks 4-12. Diet-induced pathophysiology was examined in mice after 11 weeks by IPGTT and after 12 weeks by flow cytometry and western blotting. Human adipose tissue biopsies from obese (BMI 35-50kg/m(2)) individuals were incubated with vehicle or AICAR (1mmol/l) for 6h at 37°C, after which inflammation was characterised by ELISA (TNF-α) and flow cytometry.AICAR attenuated adipose inflammation in mice fed an HFD, promoting an M1-to-M2 macrophage phenotype switch, while reducing infiltration of CD8(+) T cells. AICAR treatment of mice fed an HFD partially restored glucose tolerance and attenuated hepatic steatosis and kidney disease, as evidenced by reduced albuminuria (p<0.05), urinary H2O2 (p<0.05) and renal superoxide levels (p<0.01) in both wild-type and Adipoq (-/-) mice. AICAR-mediated protection occurred independently of adiponectin, as similar protection was observed in wild-type and Adipoq (-/-) mice. In addition, AICAR promoted an M1-to-M2 macrophage phenotype switch and reduced TNF-α production in tissue explants from obese human patients.AICAR may promote metabolic health and protect against obesity-induced systemic diseases in an adiponectin-independent manner. Furthermore, AICAR reduced inflammation in human adipose tissue explants, suggesting by proof-of-principle that the drug may reduce obesity-induced complications in humans.ClinicalTrials.gov NCT02322073.

  • A randomized controlled trial for overweight and obesity in preschoolers : the More and Less Europe study – an intervention within the STOP project

    • BACKGROUND: Childhood overweight and obesity is a serious public health issue with an increase being observed in preschool-aged children. Treating childhood obesity is difficult and few countries use standardized treatments. Therefore, there is a need to find effective approaches that are feasible for both health care providers and families. Thus, the overall aim of this study is to assess the acceptance and effectiveness of a parent support program (the More and Less, ML) for the management of overweight and obesity followed by a mobile health (mHealth) program (the MINISTOP application) in a socially diverse population of families.METHODS/DESIGN: A two-arm, parallel design randomized controlled trial in 300 2-to 6-year-old children with overweight and obesity from Romania, Spain and Sweden (n = 100 from each). Following baseline assessments children are randomized into the intervention or control group in a 1:1 ratio. The intervention, the ML program, consists of 10-weekly group sessions which focus on evidence-based parenting practices, followed by the previously validated MINISTOP application for 6-months to support healthy eating and physical activity behaviors. The primary outcome is change in body mass index (BMI) z-score after 9-months and secondary outcomes include: waist circumference, eating behavior (Child Eating Behavior Questionnaire), parenting behavior (Comprehensive Feeding Practices Questionnaire), physical activity (ActiGraph wGT3x-BT), dietary patterns (based on metabolic markers from urine and 24 h dietary recalls), epigenetic and gut hormones (fasting blood samples), and the overall acceptance of the overweight and obesity management in young children (semi-structured interviews). Outcomes are measured at baseline and after: 10-weeks (only BMI z-score, waist circumference), 9-months (all outcomes), 15- and 21-months (all outcomes except physical activity, dietary patterns, epigenetics and gut hormones) post-baseline.DISCUSSION: This study will evaluate a parent support program for weight management in young children in three European countries. To boost the effect of the ML program the families will be supported by an app for 6-months. If the program is found to be effective, it has the potential to be implemented into routine care to reduce overweight and obesity in young children and the app could prove to be a viable option for sustained effects of the care provided.

    • During recent decades audits have taken on a more prominent role in governance, in Sweden and in the Western world as a whole. Audit is used in this context as an umbrella designation for control methods such as inspection, auditing, evaluation, accreditation and certification. What these control methods have in common is that they entail external, (presumably) independent authorities or companies inspecting and assessing various phenomena. A number of auditing bodies scrutinise and provide assessments, and in so doing govern organisations at a distance. This dissertation is about audit in the making. It describes what takes place when operations are made the object of auditing and what happens in organisations while being audited. The question that is answered is: how is auditability achieved? In distinction from many other studies on audits, the auditees have a prominent position in answering this question. The auditing that is at the centre of the study is state inspection within schools and elderly care. In the dissertation episodes and events in the realisation of these audits are described. The analysis is based on ethnographically inspired fieldwork. Building on Miller and Rose’s perspective on governmentality, the study has as its starting-point the technologies and the varying contexts in which these are manifested: in reports, on websites, in everyday routines and meetings between the auditors and the auditees etc. The study shows that being the subject of audit requires extensive work. Auditability is achieved through a large portion of predictability where each step in the process is acknowledged. This predictability entails much more than providing advance notification of audits. It is a way of organising and executing the audit, where the auditees are not just a part of the object being audited, but also the extended arm of the audit authority. They supply the representations that the audit authority needs in order to describe and assess the operation. In achieving auditability the auditees do more than deliver information about the organisation. Auditability also entails making the audit meaningful and useful (it is for our benefit). This is done mainly by (re)interpreting the auditing as an educational opportunity which also normalises the process (it is nothing to be afraid of). Technically auditability is a question of how the object being audited and the benchmarks used are made comparable. The study shows that auditability is achieved through the construction of an object that is defined on the basis of benchmarks and is consequently comparable. In the audit studied there is no formalised report that can be e-mailed to the audit authority, printed out, submitted or put in an envelope. Rather, describing and defining the operation is an important aspect of auditing. The description is undertaken for a specific purpose, namely to act as underlying data for the assessment. It is therefore not surprising that the object and the benchmark are comparable, as the object is defined precisely for this purpose. What the study contributes to previous research is, firstly, bringing the auditees into the debate on how auditability is created. The study also contributes to a less static picture of how organisations are made receptive to auditing: that receptibility entails much more than installing systems that continuously supply the information about the organisation that the auditors need. The study also contributes to problematise the division into auditors and audited by showing that the boundaries are by no means always clear-cut. Finally the study shows that how auditability is achieved partially explains what is being auditable.

  • Scandals and performance auditing – exploring notions and practices of transparency

    • In this paper we explore audits and scandals, two phenomenon that are closely associated with transparency in a public sector context. On the one hand, auditing techniques are often defended on the grounds of transparency (Strathern 2000; Ek 2012) based on a taken for granted link to accountability (Fox et al 2010; Hood 2014). Audit seeks to promote good behavior within organizations, but also make visible – and prevent – maladministration. Scandals can, on the other hand be described as processes where maladministration are made public, and where legitimacy is lost (Zapata, 2004; 2006; 2007). A common response to allocate blame and avoid future scandals, is to impose additional audit. However, despite the conceptual close association between audit (as a means of making visible) and scandals (as processes where maladministration are made public) little is known about how these features are linked to each other in practice, and how it relates to common ideas about transparency. In this paper we describe and analyze how notions of scandals shape the organization of (performance) audit processes. Since scandals by definition take place in the media (Zapata, 2004; 2006; 2007; Thompson, 2000) the analysis also reveals the role and significance of the media in the context of performance audits. The media is conceived of as having an important role in audits as a link between audit authorities and the citizens, and the effects of audit is often described as depending on how different actors outside the audited organizations respond to negative stories (Fox et al 2010; Justesen & Skaerbaek 2010; Ek 2012; Hood 2014). Empirically we are guided by two questions: What notions of scandals are present in the audit processes and how do these notions affect the auditing activities? The paper draws on fieldwork within the field of performance audits within the welfare sector at a local (municipal) level. Interviews, observations and text studies were conducted during 2002-2013 with a focus on the audited organizations: how they made sense of the audit process which they were part of, and the handling of the audit activities. The interview material comprises 60 interviews with auditors, middle level managers, low level managers, politicians, administrators, teachers etc. Observations were conducted on seven full days. The written material comprises of of audit reports, letters, presentation material, press releases, action plans, schedules and suchlike. We base our analysis on the concept institutional logics (Alford & Friedland 1985; 1991; Thornton & Ocasio 2014) that describes contradictory practices and beliefs inherent within institutions. The main finding is that the main notion of scandals that are present in audit processes are the fear of having the audit result in the media for the wrong reason. These notions are strongly present in the audit processes and as such constrain the audit, changing the focus from the promotion of good governance to the hindering or hiding of maladministration.

    • Over the years public procurement has developed from an executive management function aimed at fulfilling internal demands for works, supplies, or services to a policy instrument that can create societal value (Grandia 2018). Policy makers across Europe increasingly promote public procurement as a key tool of governance to meet pressing societal challenges and create value for the public far beyond the needs and interests of the purchasing organization. Procurement processes have become central arenas for the realization and prioritization of a variety of public value(s) and interests. We argue that this development calls for critical exploration for two main reasons. Firstly, despite the importance of procurement to policymakers as a vehicle for analyzing, structuring and handling controversy, and despite the considerable impact public procurement has on markets and societies, it has not received much attention in public administration and public sector accounting research (Hamilton, 2022). Secondly, the procurement logic (manifested in the regulations) demands calculability and commensurability in the handling of values, thus, procurement is a particularly fruitful site to explore how, and with what consequences, calculative practices can account for broader public value(s) and societal interests. Although the scholarly literature typically depicts public value as somewhat of a guiding principle for the organizing of public sector (Moore, 1995; O´Flynn, 2007), the concept is multifaceted and a variety of interpretations and definitions exist (Li, 2022). We adopt a constructivist view of value(s) as a contested and provisional judgment emerging in the form of a stabilized constellation of relations between ideas, technologies, actions and actors (Mennicken & Power 2015). In this paper, we therefore set out to examine how procurement processes “work” to organize (the prioritization of) public value(s) and the role of accounting in this (Bracci et al, 2021). We do so by addressing the question how things are made (publicly) valuable in public procurement, and more specifically, how procurement structures the valuation process.

    • In this paper, we trace how ‘social procurement’ (SP) translates from policy to practice. Launched as a driver of social innovation and sustainability, SP offers a novel way of strengthening the implementation of active labor market policies locally. Policy tools are not neutral instruments, however; they shape the substance of policy in decisive ways. That is, how tools are used determines what the policy ‘becomes’. Building on a qualitative case study, the analysis shows how local translations enabled new roles, approaches and purchasing practices, and how the practice of purchasing ‘social goods’ largely became a practice of providing competence to private enterprises. The implications of such a shift for local work on active labor market policies, as well as broader implications of attempts to use procurement to attain social sustainability, need to be further explored in future research.

    • Auditing is a key tool for governing performance. Informed by the ‘audit trail logic’ this article takes a micro-perspective on auditing in which the auditees play an active role. Using the case of eldercare, it explores what actors do as they take part in audits and how they make sense of the underlying logic. Findings reveal that the roles of auditor and auditee may not only shift between audits, but also blur during audit activities. Therefore, this article contributes to public performance literature and practice by empirically showing how actors involved in an audit negotiate a shared understanding of performance.

    • I kapitlet närmar vi oss den framväxande texttypen "goda exempel" som en styrande genre (genre of governance). Vi fokuserar på berättande texter om integration och hämtar våra analystexter från två organisationer, Falu kommun och Landsbygdsnätverket. Vår analys visar på både likheter och skillnader mellan texerna. En likhet är att alla texter framställer individer som hjältar - vare sig det handlar om driftiga och anpassningsbara personer som invandrat till Sverige och lyckats väl med sin individuella integration eller personer som levt hela sina liv i Sverige och som visat sig nytänkande och handlingskraftiga i arbetet med att förbättra integrationen. Texterna säger också en hel del om vilka egenskaper som ses som eftersträvansvärda och positiva i dagens svenska samhälle, exempelvis individuell handlingsförmåga, driv och engagemang, flexibilitet samt mod att se bortom det invanda och att utmana det etablerade - men också anpassningsvilja och tacksamhet. En skillnad är att berättelserna från Falun utöver att lyfta fram lyckade exempel på integration fyller funktionen att marknadsföra kommunen.

    • Att inkludera utrikesfödda på arbetsmarknaden är en nyckelutmaning för integrationen och samhällsutvecklingen. Under senare år har flera reformer initierats i syfte att stärka genomförandet av integrationspolitiken där en mångfald aktörer involverats i insatserna för arbetsmarknadsintegration, däribland kommuner och andra lokala organisationer. Lokala initiativ för arbetsmarknadsintegration står i centrum för forskningsprojektet, Förändrade roller, framväxande nätverk: kommuner som upphandlare, arbetsgivare och entreprenör i arbetsmarknadsintegration. Kännetecknande för dessa initiativ är att de tar form och utvecklas lokalt i samverkan mellan kommuner, andra offentliga organisationer, företag och ideella organisationer. Projektet fokuserar på kommunernas roller i skapandet och spridningen av lokala, innovativa initiativ för arbetsmarknadsintegration av utrikesfödda. I rapporten diskuterar författarna sina resultat halvvägs in i projektet. Rapporten ger möjlighet att under pågående forskningsprojekt dela preliminära resultat och skapa en diskuss-ionskanal för forskare och praktiker. Tre roller diskuteras i rapporten, 1) kommunen som upphandlare, 2) kommunen som arbetsgivare, och 3) kommunen som entrepre-nör. I alla dessa roller driver, stödjer, styr och organiserar kommuner integrationspolitiska insatser i samverkan med andra – företag, ideella organisationer och offentliga myndigheter. Hur det går till och vad det betyder för kommunerna och dess samverkansparter och för möjligheten att nå framgång i integrationsarbetet är frågor som diskuteras i texten.

    • The constraining impact of bureaucracy on creative problem solving has been a recurring theme in the literature on public sector innovation. As captured in the concept of meta-governance, public actors increasingly seek to ‘steer’ innovation through new interactive spaces for collaboration and competition. This paper focuses on meta-governance in practice in the case of the recently reformed Swedish Transport Administration, and reveals a pattern where the initial opening of arenas for innovation is followed by a counter-movement towards organization. Findings suggest that the introduction of elements of organization, such as hierarchy, rules and membership, in governance spaces is a key strategy for coming to grips with a new innovation promoting role.

    • Den här rapporten utgör resultatet av en forskningsstudie som genomförts på uppdrag av Finansdepartementet under hösten 2017. Den handlar om marknadisering på kommunal nivå, och mer specifik om marknadiseringens kostnader. Marknadslösningar är idag ett vanligt inslag på kommunal nivå, och utgör en viktig reformkomponent i New Public Management. Syftet med studien som ligger till grund för den här rapporten är att, utifrån en genomgång av befintlig forskning, besvara frågan vad vi vet om marknadiseringens kostnader. Syftet är också att förslag på områden för framtida forskning. Kostnader ges i rapporten en vid betydelse. Det inkluderar både produktions- och transaktionskostnader. Utöver studier om kostnader och kostnadsutveckling avseende produktions- och transaktionskostnader inkluderar vi också studier om (negativa) effekter som skulle kunna tolkas som kostnader, även om inte de forskare som undersökt dem definierat dem som sådana. Försämrad kvalitet och minskat förtroende är exempel på sådana effekter. Studien visar att det finns god kunskap om särdragen i varje marknad, och att sättet offentliga marknader (precis som andra marknader) är organiserade varierar mycket, precis som den lokala kontexten ser väldigt olika ut och karaktären på den tjänst som utbyts varierar mellan sektorer. En kostnad för marknadisering som flera studier lyfter fram är ökade totalkostnader, genom ett ökat utbud. Det är särskilt tydligt i forskningen inom hälso- och sjukvård. En annan kostnad är höga transaktionskostnader. Det kräver mycket arbete att styra och organisera marknader. Däremot saknas det studier som undersöker transaktionskostnadernas storlek och det saknas jämförande analyser. Den förändrade roll som medborgare och brukare får i en marknadiserad offentlig sektor är väl utforskad och av dessa studier framgår att denna roll ofta är svår att axla. Kommunernas får en roll att stödja val och samtidigt utveckla egna system för kvalitetsuppföljning. Kunskapen om hur kommunerna navigerar i denna komplexa styrsituation kan dock utvecklas. Det gäller särskilt hur de balanserar styrning av verksamhet i egen regi och extern drift. Kvalitet är ett särskilt svårt begrepp, vilket forskningen om marknadiseringens effekter på kvaliteten i offentliga tjänster tydligt visar. Här pekar resultaten i olika riktning. En trend tycks vara att i ökad grad mäta kvalitet genom nöjdhet och serviceparametrar (bemötande, tillgänglighet). Andra kvalitetsaspekter är dock betydligt mer osäkra, och ännu mer otydligt blir det när olika sätt att förhålla sig till kvalitet ställs mot varandra.

    • This paper develops a decision-based approach to meta-governance by drawing on insights from studies of organization outside of formal organizations. We argue that meta-governance can be analyzed as a form of partial organization of interactive arenas. Meta-governance has become an important concept in theorizing the role of government in contemporary governance, particularly in the context of shaping and providing guidance to different interactive arenas, such as networks and quasi-markets. Meta-governance is, however, also a broad and ambiguous concept, which limits its ability to guide empirical research on the actual practices of governing and the actors involved. Rather than presenting a new perspective on meta-governance, the framework of partial organization enables analysis of the processes behind the formation of meta-governance strategies. By focusing on decision-making, it offers a dynamic understanding of the stepwise development of meta-governance, reflecting an emerging, rather than predefined, rationality of governance arrangements. © 2022 The Author(s). This paper explores the usefulness of a decision-based organizational perspective (Ek Österberg & Qvist 2023) to describe and analyze why and how public procurement emerges as a key governance strategy in the circular transition. It reports on an ongoing qualitative study on sustainable and circular procurement in Sweden.

Given the demand for process-oriented research into market relations, especially in the public sector, this study empirically illustrates how and why roles, relations, and objects are maintained and transformed, and how these features are cocreated in practice. Although previous research has paid relatively little attention to product qualification, this paper demonstrates that it is useful to put this process at the center of the analysis. The present findings emphasize that how products came to be objectified, in terms of provider qualities rather than technical specifications, was the compromise that enabled various logics to be at stake simultaneously. The paper also contributes by demonstrating that NPM reforms of marketization can accommodate far-reaching attempts by public organizations to influence the market, which is especially relevant in markets in which public-sector organizations are dominant purchasers. © 2019 John Wiley & Sons Ltd

    • The topic of this chapter is the practice known as Employment Promoting Procurement (EPP), which is increasingly being used by Swedish municipalities in their work to support the labour market integration of immigrants, and to which high expectations are attached. In the chapter, we critically explore translations of the EPP and discuss the conditions for these to promote labour market integration—for immigrants among other unemployed. Taking our starting point in a study of the development of “Social Considerations in Procurement” in Gothenburg, we show how, through various steps, the EPP was translated from idea to feasible practice, while each step involved trade-offs that affected the opportunities of different groups (e.g. immigrants) to benefit from the model. In the chapter, we raise and discuss themes such as the implications of the model leading to monitoring of requirement setting, rather than evaluation of results for the target group; formalisation versus transformation of local models; what social considerations do municipalities want to take, and how does procurement limit or enable them?

    • During the last couple of decades, management control studies have taken an increased interest in the multiplicity of management controls. Broadly speaking, research has focused on the consequences of management controls. However, research has rarely examined how a multiplicity of management controls comes to exist. Answering this question will shed light on the variety of rationales, processes, and conditions that contributes to creating management control in organizations. Therefore, this thesis has the following research question: How does a multiplicity of management controls come to exist in an organization?  This thesis investigates management control in a Swedish central government agency through documents, interviews, workshops, listening to presentations, and meetings. The study focuses on the development of management control from the decision to create a new central government agency in 2009 to 2015 when management control was being reformed in the agency because it had become too extensive. Between 2009 and 2015, new management control technologies were continuously added. Overall, the analysis illustrates that management control technologies are being added through three interrelated aspects. First, the analysis illustrates three processes that contributed to the management control technologies being introduced: reproducing process – i.e., management control technologies reproduced in the new agency; reactive processes – i.e., government-specific management control technologies created, for example, to respond to criticism from external actors; and proactive processes – i.e., management control technologies modified for a new context. Second, the analysis illustrates that similarities and differences of management control technologies enable the coexistence of these technologies. Third, the analysis illustrates that management control technologies are linked to a reference point that is expressed as a pursuit of holism, a local condition for the multiplicity of management controls. These findings suggest that the emergence of management controls becomes possible through three interrelated aspects. This thesis contributes to the management control domain by highlighting the complex processes, rationales, and conditions that enable a multiplicity of management controls to co-exist.

    • An accelerated hydrothermal degrading test was designed in order to analyse the synergic effect of water and temperature on PLA/sisal biocomposites with and without coupling agent. As well, the physicochemical properties of biocomposites were monitored along the hydrothermal test by means of Scanning Electron Microscopy, Size Exclusion Chromatography and Differential Scanning Calorimetry. The addition of fibre induced higher water absorption capability and promoted physical degradation, as observed in the surface topography. During the processing of biocomposites and throughout the hydrothermal ageing, a reduction of molecular weight due to chain scission was found. As a consequence, a faster formation of crystalline domains in the PIA matrix occurred the higher the amount of fibre was, which acted as a nucleating agent. Higher crystallinity was considered as a barrier against the advance of penetrant and a reduction in the diffusion coefficient was shown. The addition of coupling agent presented a different influence depending on the composition, showing an inflection point around 20% of sisal fibre.

    • The influence of the combined exposure to water and temperature on the behaviour of polylactide/sisal biocomposites coupled with maleic acid anhydride was assessed through accelerated hydrothermal ageing. The biocomposites were immersed in water at temperatures from 65 to 85 °C, between the glass transition and cold crystallisation of the PLA matrix. The results showed that the most influent factor for water absorption was the percentage of fibres, followed by the presence of coupling agent, whereas the effect of the temperature was not significant. Deep assessment was devoted to biocomposites subjected to hydrothermal ageing at 85 °C, since it represents the extreme degrading condition. The morphology and crystallinity of the biocomposites were evaluated by means of X-Ray diffraction (XRD) and field emission scanning electron microscopy (FE-SEM). The viscoelastic and thermal performance were assessed by means of dynamic mechanic thermal analysis (DMTA) and thermogravimetry (TGA). The presence of sisal generally diminished the thermal stability of the biocomposites, which was mitigated by the addition of the coupling agent. After composite preparation, the effectiveness of the sisal fibre was improved by the crystallisation of PLA around sisal, which increased the storage modulus and reduced the dampening factor. The presence of the coupling agent strengthened this effect. After hydrothermal ageing, crystallisation was promoted in all biocomposites therefore showing more fragile behaviour evidencing pores and cracks. However, the addition of coupling agent in the formulation of biocomposites contributed in all cases to minimise the effects of hydrothermal ageing.
