  • Three approaches to peace : a framework for describing and exploring varieties of peace

    • For decades, peace and conflict studies have devoted more attention to conflict than to peace, and despiteits centrality, peace itself has been under-conceptualized. In this paper, we propose a theoretical frameworkand methodologies to make peace beyond the absence of war researchable. The framework is designed to capture varieties of peace between and beyond dichotomous conceptions of positive versus negative peace, or successful versus failed peace processes. To capture the complexity of peace in its empirical diversity, our framework approaches peace in three different ways: as a situation or condition in a particular locality; as a web of relationships; and as ideas or discourses about what peace is or should be. These approaches provide different avenues for researching peace, and taken together they provide a fuller picture of what peace is, how it is manifested, experienced, and understood. We argue that this framework provides a way forward in advancing conceptual understandings and empirical analyses of peace that can facilitate systematic, comparative, qualitative analyses while at the same time accounting for the complex, multifaceted nature of peace.

    • In this chapter, some of the core ideas underpinning Swedish security policy are described and discussed. In an effort to tease out whether or not these ideas also have an Arctic dimension, their contemporary scope and meaning in the Swedish political context is illustrated by ideas concerning geopolitical framing, agenda-setting, and military doctrine. The 2011–2013 Swedish chairmanship of the Arctic Council stands out both as a starting point and as an ideational vanguard for Swedish ideas about Arctic security. The chapter concludes that the Swedish chairmanship represented a unique opportunity to shift security perceptions, but that this did not happen. Swedish security perceptions seem to remain firmly rooted in the Baltic Sea Region. Short of outright military conflict, a domestic political sea change regarding NATO membership can be seen as the potential "game changer."

    • In recent years, the security structure in Europe has taken a turn for the worse and the threat of inter-state war has moved up on the political agenda. Sweden, for long a neutral and ostensibly peaceful nation, is no exception in this international political trajectory. As a response to changing threat images, both in the face of grey-zone activities and Russian hostility toward Ukraine, the government declared in 2015 that Sweden’s total defence should be (re)built after decades of substantial downscaling. In this process of renewal of the total defence concept, Swedish municipalities find themselves not only as key actors in the crisis preparedness system, but now also as designated novel security actors. Sweden’s 290 municipalities represent a plethora of differences in terms of geography, economy, infrastructure, social and political structures while being responsible for the same essential welfare functions. How do municipalities view the changing national preparedness demands? How are preparedness measures prioritized in relation to everyday welfare needs?The aim of this thesis is to understand and explain Swedish municipalities’ perceptions and priorities in the intersection between peacetime crisis preparedness and civil defence, through a socio-technical systems’ perspective. To that end, an ideational analysis has been conducted on policy documents and interviews with municipal representatives, supplemented by a questionnaire. The study shows that the unclear national guidance and instructions given to municipalities create prioritization challenges at the local level. While no indications of preparedness measures being prioritized at the expense of core municipal welfare tasks have been found in this study, the ever-increasing governmental demands may change this order of priority. The dissertation further shows that local level representatives perceive of a general lack of understanding about municipal realities and conditions from the national government, administrative authorities and county council boards. Despite internal and external obstacles however, Swedish municipalities do accept the system changes, and continuously work toward strengthening their civil preparedness based on local capacities and resources.

  • Legal limits to prioritisation in policing : challenging the impact of centralisation

    • This article illustrates, through a combination of administrative and legal perspectives, how ambitions to centralise prioritisation decisions within a police organisation can be limited by the legal rules relating to crime investigations and public order policing. As a case study, we use the centralisation of the Swedish Police, a reform intending to reduce the previously far-reaching operational independence of regional police authorities in favour of a centralised and uniform single authority. Through this case study, we analyse the interaction between the legal and institutional frameworks of policing and prosecution, including positive obligations enshrined in the European Convention on Human Rights. We conclude that legal responsibilities affecting the Swedish Police may significantly limit the possibility for managers and officers to de-prioritise many cases and public order concerns, which, in turn, may limit the ability to divert resources to other—centrally prioritised—tasks. Failure to account for such limits may cause reform ambitions to collide with legal responsibilities in day-to-day operative policing. The results indicate that research into organisational reform and police prioritisation may benefit from a more systemic analysis of the legal and institutional factors limiting institutional discretion.

    • An emergent literature in the field of crisis management brings attention to the role and impact of volunteers in crisis events. In the aftermath of significant forest fires in Sweden during the summer of 2018, much public media attention and debate has taken a similar turn. Is there a proper role for previously unorganized volunteers in the mitigation of disasters and, if so, how does it relate to the highly organized and planned world of formal crisis management? This article argues that the phenomenon can be analyzed and discussed not only in terms of the vertical dimension of organizational degree, but also along a cross-cutting dimension of opportunity. Drawing from a series of research interviews with non-state crisis management organizations in Sweden, this article provides a thick description of how practitioners think about problems and possibilities related to crisis volunteerism.
