Citizens who perceive – on basis of past experiences – that they are being treated fairly by authorities have been held to have greater trust in political institutions. However, previous studies on the relationship between procedural fairness and political trust have not paid sufficient attention to individuals with limited first-hand experiences of authorities. We examine the relationship on an authority that virtually all individuals meet early in life: the school. Using structural equation modeling on unique panel data covering 1500 Swedish adolescents (ages ranging from 13 to 17), we find a reciprocal relationship: personal encounters with school authorities shape young people’s political trust; however, the images that adolescents get of the political system (through family, peers, media and so on) have also consequences on their perceptions about the authorities they encounter in their daily lives. The analysis increases our understanding of how individuals form their political allegiances by showing that the relationship between fairness and trust is more dynamic than has previously been suggested: neither an accumulated set of experiences of authorities nor formal ties with political institutions (as voters and so on) are required for a relationship to emerge.

  • Transcending dichotomies : The many faces of youth dissatisfaction in democracy

    • In the recent scholarly debates over changing citizenship attitudes and norms in advanced democracies, especially when it comes to rising levels of political dissatisfaction, opinion about the political role of young people is divided. For some scholars, they represent a driving force behind the development of new kinds of citizenship values, and constitute an asset to the functioning of political systems. For others, they pose a potential threat to the health of representative democracy, because of their increasing levels of dissatisfaction and civic disengagement. By contrast with these two competing approaches, this dissertation advances the argument that a more balanced view of young people’s political activities is called for. Adopting a quantitative approach, it aims therefore to contribute to better theoretical and empirical understanding of young people’s political dissatisfaction, and to explain their role in a democratic society. Considering different aspects of dissatisfaction, the current dissertation contributes to previous research in significant ways. Among others things, it adds to our knowledge by showing empirically that, in terms of political dissatisfaction, young people constitute a heterogeneous group, with different political roles and profiles, ranging from the healthy to the more threatening. Moreover, it contributes to previous research by highlighting the crucial role played by fair teachers in providing linkages between young citizens and the wider political system. All in all, the findings in the current dissertation have implications for the ongoing debate over the role and significance of young people in the functioning of democratic systems, and also for political socialization research.

    • Previous research has paid much attention to citizen dissatisfaction and the trends of growing political disaffection, cynicism, and scepticism – in short, the emergence of 'critical citizens'. Also, more recently, critical citizens have sometimes been viewed as an asset for democracy. However, despite both pessimistic and optimistic interpretations of public criticism, the issue of conceptualizing negative attitudes has received less attention. The present study was conducted to enrich understanding of this particular dimension of citizens' attitudes. To this end, the paper suggests an alternative theoretical framework for analysing various forms of negative political orientations. The framework has been tested empirically using three types of statistical procedures, which demonstrate its validity and usefulness.

    • The current debate on political participation is bound to a discussion about whether citizens are active or passive. This dichotomous notion is nurtured by an extensive normative debate concerning whether passivity is an asset or a threat to democracy; and it is especially manifest in studies of young people's political orientations. Drawing on this discussion, the present study goes beyond the dichotomy by keeping political interest conceptually separate from participation in order to improve our understanding of political passivity. Multivariate cluster analysis of empirical data on Swedish youth suggests that we need to consider three distinctive forms of 'political passivity'. In the paper we present empirical evidence not only of the existence of a particular 'standby citizen', but also of two kinds of genuinely passive young people: unengaged and disillusioned citizens. Alongside active citizens, these people are in distinctly different categories with regard to their political behavior. This entails a new analytical framework that may be used to analyze an empirical phenomenon that has received surprisingly little attention in the literature on political participation and civic engagement.

  • Achievements and experiences from science–policy interaction in the field of air pollution : Synthesising 20 years of research and outreach,thinking about future needs

    • For 20 years, the Swedish Environmental Protection Agency together with the MISTRA research foundation have funded five air pollution research programmes with focus on producing knowledge that supports policy and emission control in national and international arenas. The research has been multidisciplinary and has included research on emissions, atmospheric transport and transformation processes, human health effects, ecosystem effects, and emission control strategies. Research has also been conducted on the interaction between air pollution and climate change.Over these years, the link between the research programmes and the development of emission control strategies and policies in Sweden, the EU, and the UNECE Air Convention has been of high importance. This report presents how the research programmes have created societal benefits through support for the development of air pollution policies and emission control measures. The report also identifies future research needs to ensure continued progress towards even better air quality for future generations.

  • Oligarchs, State Power and Mass Opinion : A Study of the Role of Oligarchs in Post-Soviet Pseudo-democracies

    • This thesis attempts to understand the role of oligarchs in post-Soviet pseudo-democratic regime trajectories. The two dominant, competing streams of prior work have emphasized either the importance of state power or that of mass opinion in these processes in order to explain why some regimes successfully maintain their grip on power, while others make gradual steps towards democratization. However, the role of oligarchs has been largely overlooked; a gap filled by this study. It employs both widely accepted, as well as unique data to approach the research problem. The work presented in this thesis involves large-N surveys, analyses of media reports and an in-depth case study. There are three key findings:First, for an overwhelming majority of citizens in post-Soviet pseudo-democracies, oligarchs’ actual, negative influence on the political system as well as popular perceptions of unfair wealth concentration are conducive to beliefs that a non-democratic regime is what is needed in order to set things right in their country.Second, the findings from Armenia, Georgia, Russia and Ukraine demonstrate that four politically motivated, rival oligarchs focused on enhancing their reputation and organizational capacity in their struggles for power. In all four countries, regimes used their state power to counter the rival oligarchs. Evidence from Armenia and Russia provides a nuanced understanding of these interactions. In particular, incumbents in these countries used their state power to manipulate public opinion in order to damage the reputation and credibility of the rival oligarchs. This thesis suggests that the main regime leaders do so in order to portray themselves as more trustworthy than their oligarch rivals.Third, a survey analysis of Kyiv university students shows that they view most oligarchs as corrupt and harmful to their political system. According to the survey results, oligarchs’ concentration of wealth appears to disqualify them from being legitimate political players. Yet, further evidence from this thesis suggests that people differentiate between oligarchs as a group and as individuals, which allows at least some oligarchs to enhance their reputation by using their vast material wealth. I conclude this thesis by discussing possible policy and societal implication of the results and by setting out some new venues of future research.

    • This thesis focuses on pro-kurdish activism in Turkey during 2005–2009. It is based on a large number of interviews conducted with activists within the Diyarbakır area. The form of activism that this study seeks to describe is civil and political activism conducted within the legal framework ofTurkey’s judicial system and international law.The purpose of this thesis is to examine what kind of resistance strategies are used by pro-Kurdish political activists in Turkey, focusing on how these strategies are reflected in the language used by the respondents. The main question posed in the thesis is: What resistance strategies are used within the pro-Kurdish movement in Turkey? Two additional questions were also posed in order to make it possible to answer the main question. The first of these is: What external conditions influence pro-Kurdish mobilization in Turkey during the study’s time frame? In order to answer this question a theoretical framework is used that includes theories about ethnopolitical mobilization and political opportunity structures. The second question is: What resistance strategies are reflected in the language used by the pro-Kurdish activists?An important resistance strategy used by the pro-Kurdish activists is to adapt the language used in public communication to the legal and political environment in which they find themselves. They make linguistic choices in order to convey political messages while minimizing the legal consequences of doing so. The resistance strategies reflected in the interviews with the activists also include efforts to build organizations and cooperations at different levels, ranging from the international to the local level. Resistance strategies also include choices regarding what medium and language to use in promoting pro-Kurdish politics.

    • This study focuses upon the extent that teaching about democracy affects pupil comprehension and opinions about democracy. Its point of departure is the question, “to what extent is school an agent of democratic socialization?” The overall aim of this study is to contribute to understanding the democratic socialization process and especially to understand the role that school can play in that process.   The study is comprised of a survey about democratic values, democratic institutions and democratic authorities completed by 318 upper secondary pupils upon two occasions. The first was just prior to the start of the course, “Samhällskunskap A” and the second was at the end of that course. The survey also included a number of background questions related to each individual participant; 28 pupils in one of the schools who had not yet studied “Samhällskunskap A” were used as a control group. Twelve teachers involved in actual teaching at that time were interviewed regarding their attitudes toward the official documents about democratic socialization and whether or not they saw the goals as articulated in those documents as possible to achieve.   Based upon theories about democratic socialization and socialization agents, a number of conditions and problems were formulated and operationalized in order to analyse the outcome of the study. Three main concepts were used as analytical tools: democratic orientations, democratic socialization and socialization agent.   The results do not support the assumption that school can be seen as a general democratic socialization agent through teaching about politics and democracy. But certain situations and aspects of democratic orientations demonstrate that the school has a tendency to affect socialization; therefore school is seen as a specific democratic socialization agent. The main conclusion of this study is that teaching about politics and democracy is expected to have limited influence on pupils in upper secondary school. Also important is the finding that the pupil’s average change on the aggregate level is low, but on individual level, many pupils made significant changes regarding their democratic orientations during the course. The results support a view that the process of democratic socialization is a complex process and is difficult to predict.

    • This study assessed the influence of Stereotypes about Parliamentarians and Behavioral Contagion on Political Participation, comparing two countries: Brazil and Sweden. Stereotypes were admitted to be useful to tell parliamentarians' groups apart and predict their behavior. Behavioral Contagion was investigated as a possible catalyst of political action. Online questionnaires were administered to 984 Brazilians (37.4% women) and 879 Swedes (46.5% women). Structural Equation Modeling assessed relationships among variables. Behavioral Contagion played a pivotal role on predicting political engagement. Stereotypes predicted participation where they challenged commonsense: Brazilians usually cannot tell the difference among politicians, then those Brazilians who could were more politically engaged; in Sweden, the factor "corruption" predicts non-institutional types of Participation.

  • On the Power of Informal Economies and the Informal Economies of Power : Rethinking Informality, Resilience and Violence in Kosovo

    • Since the 1970s, the concept of “economic informality” has served as focal point for a comprehensive scholarly thinking and the development of policy initiatives enhanced by international organisations. Yet, informality displays a puzzling resilience. The problematique of this book concerns the lenses through which informality has been constituted, studied and acted upon as an empirical phenomenon. By developing a critical understanding of informality as object of study, the book uncovers the historical, scholarly and practitioner contexts in which contemporary conceptualisations of informality are constituted.The author argues that three dominant and conventional approaches to informality systematically fail to account for how the reasons behind people's participation in informal economic activities are constituted by an internal and hierarchically structured social order. To transcend the identified shortcomings of the established approaches, the book rethinks informality through a comprehensive power analysis and highlights the importance of hierarchy, covert violence and domination. A central assumption of this rethinking is that informality constitutes a social phenomenon that emerges and is expressed through social practices, which over time and across space have become institutionalised to the point that informality is considered commonsensical and unchangeable. By putting the reconceptualisation to use through the thinking of Pierre Bourdieu, the book performs an empirical analysis of the nexus between resilience, symbolic violence and informal economic practices in Kosovo from the late 1980s until 2011. Based on primary research material, the analysis offers a unique insight into informal dynamics and illuminates the workings of an intrinsic, circular, malleable and ambiguous system of domination that would otherwise remain hidden.By engaging the empirical, theoretical and meta-theoretical level at the same time, the book explores the twofold constitution of informality as a social phenomenon and brings to light a new understanding of the resilience of the informal. As such, the reconceptualisation forms a critical intervention into scholarly and practitioner discussions about informality. By revealing mechanisms of domination, the book offers an alternative and fruitful account of the socio-historical weave within which practices of informality in Kosovo crystallise.

    • The book covers direct democracy (referendums in particular), deliberative democracy practices and e-participation – forms which are salient in practice because they match the political realities of our time. Expert contributors show how the recent actions of ordinary citizens in several Central and Eastern European countries have challenged the contemporary political order, and grassroots movements and diverse forms of mobilization have challenged the notion of weak civil societies in the East. The empirical evidence presented attempts to deepen citizen involvement in political contexts sometimes quite different from the democratic political systems in the Western world. Using lessons from a still largely underexplored part of Europe, the book both complements and revises theoretical approaches, or complements empirical results in existing studies on democratic innovations.

    • Drawing on a unique and recent cross-national public opinion survey, the article examines the determinants of regime support and retrospective evaluation of the Soviet era in the Baltic states. The analytical framework encompasses three dimensions: political-ideological nostalgia, performance-driven nostalgia and nationality-driven nostalgia. The analysis demonstrates that nationality is the strongest single predictor for communist rating, but that also support for democratic principles has a clear impact on attitudes towards the Soviet past. Estonia and Latvia are marked by strong ethno-political divisions and the overall trends suggest that these divisions have become more entrenched over the last couple of decades. Meanwhile, the Soviet legacy has become a prominent instrument to restore a sense of community across generations of Russians and a more ideological and political Soviet nostalgia may have taken roots. This is a question of collective identity: to mark distance to the majority population and to justify the presence in the region The findings add to our understanding of political culture and system support in the contemporary Baltic states, as well to our knowledge of the salience of identity and memory in post-communist Central and Eastern Europe.

    • Long-term diseases are today the leading cause of mortality worldwide and are estimated to be the leading cause of disability by 2020. Person-centered care (PCC) has been shown to advance concordance between care provider and patient on treatment plans, improve health outcomes and increase patient satisfaction. Yet, despite these and other documented benefits, there are a variety of significant challenges to putting PCC into clinical practice. Although care providers today broadly acknowledge PCC to be an important part of care, in our experience we must establish routines that initiate, integrate, and safeguard PCC in daily clinical practice to ensure that PCC is systematically and consistently practiced, i.e. not just when we feel we have time for it. In this paper, we propose a few simple routines to facilitate and safeguard the transition to PCC. We believe that if conscientiously and systematically applied, they will help to make PCC the focus and mainstay of care in long-term illness.

    • The chapter focuses specifically on civic engagement as a distinct mode of political activity among citizens in contemporary democracies. In the first section, we review existing definitions of “civic engagement” in the literature, noting in particular the lack of common notions of what it entails, as well as the critique against too wide or all-encompassing definitions. In the second section, we develop a conceptual discussion about civic engagement and political participation, and suggest a thin notion of civic engagement that may be measured in a straightforward way in empirical studies. In the third section, we turn to an overview of recent empirical works on civic engagement, highlighting key findings and suggesting avenues for further research.

    • In recent years, public opinion surveys have testified to increasing levels of 'communist nostalgia' in Central & Eastern Europe: that is, growing numbers of citizens who feel that 'a return to communist rule' would in fact be a preferable option. These apparently non-democratic sentiments have been subject to two alternative explanations -- one related to political socialization & the other to system output. In fact, communist nostalgia is a multidimensional phenomenon, encompassing both generational differences & general discontent. However, it is clear that nostalgia is more closely related to dissatisfaction with the present system's ability to produce output than to genuine non-democratic values. 5 Tables, 4 Figures.
