  • PROJECT OPEN ARENAS - The evolution of the Lindholmen and Innovatum ‘"arenas’" and their role for innovation in vehicle technology

    • The the Lindholmen and Innovatum "arenas" in Göteborg and Trollhättan were planted on the soil of former industrial giants as shipbuilding industry in Göteborg and heavy manufacturing industries in Trollhättan in Region Västra Götaland. This study describes the evolution these "arenas" and their role and function for innovation and economic renewal in Swedish automotive industry. The case study has two purposes: First, to tell the story of two such public-private mobilisations in a regional Swedish and global context, and second, to discuss the broader policy implications of this on-going restructuring towards "glocal innovation". The case takes its starting point from a historical perspective following the development of arenas and local mobilization over a period of time including the recent intermezzo in 2004 of the multinational car manufacturer "General Motors" causing one of the larger Swedish innovation policy interventions in decades. The case is analysed with respect to seven issues: The question of how historical processes intervene in current initiatives; The role of systemic features of technology and how this in turn create a need for system innovation; The increasing role of the local-global("glocal") dimension in innovation processes and what this may mean for actors at a national level; The role of Arenas(and "arenas", which was our more encompassing term) as a new and emerging nexus for public-private partnership; The function of arenas in this respect to provide a structure for innovation processes; The role of these emerging structures, in the form of two Arenas, to develop different characteristics due to adaptation to local circumstances; And finally, we note that the work to establish arenas have created a local/regional preparedness to influence and to take a proactive role for innovation.

  • Integration of academic and entrepreneurial roles: The case of nanotechnology research at Chalmers University of Technology

    • This article analyzes how researchers in leading roles at a Swedish research university relate to the integration of academic and entrepreneurial roles in the field of nanotechnology. In contrast to earlier studies that characterize researchers as being either ‘critical towards’ or ‘unfit for’ entrepreneurial activity, the article argues that researchers can develop a positive approach towards entrepreneurship and it discusses how this, in certain situations and in a specific research area, can lead to new innovation networks and provide important input to early development and commercialization. This is encouraging in the view of current science and innovation policy of nations, which promotes the entrepreneurial scientist and yet hesitates to give him or her adequate control over resources for innovation management processes.

    • Policies for regional innovation in Sweden rely on the view that different groups of actors enter into collaboration on the basis of a mutual interest. One recent organisational expression of this view is the development of innovation policy and development organisations known as 'Arenas'. These organisations were modelled on the Triple Helix innovation theory, which is known for promoting innovation as collaboration between industry, university and policy. This paper analyses the historical development of two such Arenas, which were created by public and private actors in two Swedish cities. The study used a historical case-study approach, combined with interviews with project management and project workers, to highlight the difficulties in stabilising broad collaboration patterns. The paper concludes that diverging interests may result in unresolved tensions within Triple Helix Arenas.

    • We seek to understand how nanotechnology can contribute to the development of a more sustainable society in general, and to investigate Swedish nanotechnology in particular. On the one hand, the research interest is on how nanoscience can be turned into used products, that is, innovation. On the other hand, we acknowledge that innovation itself is the main producer of risk in modern societies. Inspired by sociology and economics of innovation, we try to capture this by introducing the term 'reflexive system of innovation' to denote a system made up of heterogenous elements, such as discursive components (expressions of knowledge and normative and regulative stands) and organizational components (actors and knowledge), evolving in a non-linear way through external influences as well as self re-enforcing and self-regulating processes. We present the evolution of a Swedish nanotechnology system from the 1980s to the present, as it moves through phases characterized by different kinds of discourse and organization. Evaluating the Swedish case against the concept of a reflexive system of innovation, we find advanced academic knowledge production but a lack of interconnectivity between actors, few actors outside the research community entering the system and a weak function of anticipation, guidance and risk handling. Broad national nanotechnology initiatives (NNIs) may be important for the crystallization of the desired processes, but because neither innovation nor risk can be fully contained, an NNI may only be part of the input to a fully fledged reflexive system of innovation in nanotechnology.
