  • Arbetsgivares perspektiv på subventionerade anställningar : en kartläggning

    • Trots en kraftig ökning av antalet subventionerade anställningar från mitten av 2000-talet är det ett stort antal arbetsgivare som inte använder sig av lönesubventioner. Denna rapport har försökt att kartlägga och analysera arbetsgivares perspektiv på lönekostnadssubventioner. När det gäller analyser som berör de arbetsgivare som använt sig av lönesubventioner är den viktigaste förklaringsfaktorn att man använt sig av subventioner tidigare. Våra intervjuer visar också att de arbetsgivare som använder sig av lönesubventioner ofta har ett socialt ansvarstagande. Ett av huvudresultaten med följande studie är att 95 procent av de som använder sig av subventioner är nöjda. Omfattningen i pengar och personens kvalifikationer var mest avgörande för anställningsbeslutet. Av de som inte använt sig av lönesubventioner är det 20 procent som inte känt till att möjligheten finns. Intervjuer med arbetsgivare utan erfarenhet av att anställa med lönesubventioner visar att de är skeptiska att hitta lämplig personal genom att anställa med lönesubventioner. När vi ställer en hypotetisk fråga till samtliga arbetsgivare om vad som skulle kunna få dem att anställa med en subvention framkommer möjligheten att få pröva aktuell person som den klart viktigaste faktorn. Utifrån våra resultat föreslår vi bl.a. att Arbetsförmedlingen, i ett försöksupplägg, ska ges möjlighet att agera bemanningsföretag och vi föreslår också att man ska genomföra en omfattande informationskampanj till arbetsgivare.

  • A novel oral insulin-like growth factor-1 receptor pathway modulator and its implications for patients with non-small cell lung carcinoma : A phase I clinical trial

    • BACKGROUND: A phase Ia/b dose-escalation study was performed to characterize the safety, efficacy and pharmacokinetic properties of the oral small molecule insulin-like growth factor-1-receptor pathway modulator AXL1717 in patients with advanced solid tumors.MATERIAL AND METHODS: This was a prospective, single-armed, open label, dose-finding phase Ia/b study with the aim of single day dosing (phase Ia) to define the starting dose for multi-day dosing (phase Ib), and phase Ib to define and confirm recommended phase II dose (RP2D) and if possible maximum tolerated dose (MTD) for repeated dosing.RESULTS AND CONCLUSION: Phase Ia enrolled 16 patients and dose escalations up to 2900 mg BID were successfully performed without any dose limiting toxicity (DLT). A total of 39 patients were treated in phase Ib. AXL1717 was well tolerated with neutropenia as the only dose-related, reversible, DLT. RP2D dose was found to be 390 mg BID for four weeks. Some patients, mainly with NSCLC, demonstrated signs of clinical benefit, including four partial tumor responses (one according to RECIST and three according to PET). The 15 patients with NSCLC with treatment duration longer than two weeks with single agent AXL1717 in third or fourth line of therapy showed a median progression-free survival of 31 weeks and overall survival of 60 weeks. Down-regulation of IGF-1R on granulocytes and increases of free serum levels of IGF-1 were seen in patients treated with AXL1717. AXL1717 had an acceptable safety profile and demonstrated promising efficacy in this heavily pretreated patient cohort, especially in patients with NSCLC. RP2D was concluded to be 390 mg BID for four weeks. Trial number is NCT01062620.

    • Antalet subventionerade jobb har växt samtidigt som andelen utrikes födda bidragsanställda ökat och andelen funktionsnedsatta minskat. Anställningsbidragen är särskilt frekventa i handels-, restaurang-, städoch bemanningsbranscherna. I föreliggande studie har samtliga nya anställningsbidrag 2016 i de fyra branscherna i Helsingborg undersökts. En tydlig etnisk segmentering påvisas genom att en betydande del av utrikes födda med subventionerade jobb finns hos arbetsgivare med utrikes bakgrund, medan inrikes födda (inklusive nästan alla funktionsnedsatta) vanligen finns hos arbetsgivare med inrikes bakgrund. De flesta bidragsanställda hos arbetsgivarna med utrikes bakgrund finns i mindre företag utan kollektivavtal. En slutsats är att anställningsbidragen riskerar förstärka den etniska segmenteringen på arbetsmarknaden.

    • The number of persons in Sweden with subsidized jobs has grown. At the same time, the share of foreign-born with subsidized jobs has increased, while the share of disabled has declined. The subsidized jobs are most common in the retail, restaurant, cleaning and staffing sectors. The present study investigates all new subsidized jobs in 2016 in these sectors in Helsingborg. The study found clear signs of ethnic segmentation as a significant share of foreign-born persons with subsidized jobs had employers with a foreign background, while the domestic-born (including almost all disabled) usually had native employers. Most subsidized jobs provided by employers with a foreign background were in small firms without collective agreements. A conclusion is that subsidized jobs risk reinforcing the ethnic labour market segmentation.

Artikeln handlar om de cirka 500 arbetskraftsmigranter från tredje land som 2012 beviljades arbetstillstånd i restaurang- och städbranscherna i Stockholms stad. Många var "spårbytare" från asylansökan till arbetskraftsmigrant. Arbetskraftsinvandrarnas utsatta position belyses i artikeln. År 2012 hamnade varannan migrant med nytt arbetstillstånd i Stockholms restaurang- och städbranscher i företag utan kollektivavtal. Utblickar görs mot utvecklingen på riksnivå. Sedan 2011 har antalet beviljade nya arbetstillstånd i restaurang- och städbranscherna successivt minskat såväl i Stockholm som i Sverige i dess helhet. Tänkbara förklaringar diskuteras i artikeln. De tio vanligaste länderna som arbetskraftsmigranterna kommer från redovisas år för år och summerat för hela perioden 2009-2015. Den summerade listan toppas av Kina följt av Turkiet, Syrien, Irak, Thailand, Bangladesh, Mongoliet, Egypten, Pakistan och Iran. Hos arbetskraftsinvandrarna från Kina, som i Stockholm nästan utan undantag var kockar 2012, kunde i så gott som samtliga fall konstateras en etnisk/nationell koppling mellan migranten och arbetsgivaren.

    • Moving beyond the distinction between biological and social facts has proved challenging due to several basic methodological and ontological differences among scientific disciplines. The aim of this paper is to show how attention schema theory (hereafter AST), developed by Michael Graziano, provides a useful addition to existing integrative approaches that can be used to overcome impediments to interdisciplinary cross-fertilization, such that the influence of a range of interconnected institutional, situational, biographical, psychological, neural and genetic variables can be considered simultaneously in a parsimonious way. The paper provides an overview of three basic methodological and ontological differences dividing scientists researching human nature and society. It then draws on AST and a selection of existing approaches in the interdisciplinary vein to demonstrate how to move beyond the reductionist tendencies of each discipline. In the view of AST, intrinsic brain processes and social and situational aspects are intricately intertwined and continuously influence each other in shaping specific attentional focuses. Social identities, biographical experiences, symbols, roles and subject positions contribute to directing attention to certain kinds of stimuli, details, or information, while at the same time, intrinsic predispositions make individuals inclined to attend to different types of information. By accounting for the brain basis of awareness as a subjective experience, AST can be used to clarify how social identities influence attention, and thus, the linkages between individual cognition and wider institutional structures. Finally, the paper considers the relationships between the cognitive and the institutional levels of analysis, and highlights the importance of the latter as a distinct level of analysis. In this way, the paper charts the multidirectional and interactive causal relationship between intrinsic brain processes, attention and conscious awareness, and how they relate to wider institutional structures and joint attentional interactions at higher levels of aggregation.

    • The concept of failed state denotes countries where institutions underpinning the legal and political order have fallen apart, meaning that government organizations do not have the capacity to enforce laws, guarantee rights, and provide core public goods, such as security and basic infrastructure. The concept gained prominence as a national security and international development narrative in the 1990s, and was subsequently widely used in government and academic discourse in the 2000s. Both the concept itself and the interventions associated with it are contested. National security analysts held that the failed state agenda was an overconfident and misguided foreign policy rationale that seriously underestimated the difficulties of state building operations. In academic circles, the concept has been criticized for being vaguely defined in that a clear and coherent set of indicators for what constitutes failed states is lacking. As a result, different kinds of states, such as Afghanistan, North Korea, Haiti, Iraq and Colombia, have been lumped together into an undifferentiated mass under one label. In the wake of such criticism, scholars have recently developed more nuanced and refined categories to discriminate between kinds and degrees of state failure.

It argues that it is problematic to assume that a reform model will generate similar outcomes across a wide variety of contexts. It presents a conceptual framework, including the concepts of transaction domain and domain consensus, that enables context-sensitive analyses. The argument is exemplified by South Africa's introduction in the 1990s of an Integrated Development Planning model, based on British reform experience and various international public-management models. With a case study of such planning in Lukhanji Municipality in the Eastern Cape Province, it illustrates how the conceptual framework may be used in policy research and analysis.

    • This paper explores the activities of Swedish state supported ethnic associations (most of which are immigrant organizations), thus shedding empirical light on how immigrants organize with the help of state support, both nationally and transnationally, in a welfare state context. The paper is based on a study of annual reports of 52 state supported national associations, representing more than a thousand (1046) local immigrant organizations, as well as 17 interviews with representatives of the said organizations. The findings indicate that the welfare state did not crowd out civil societal integration-promoting initiatives, but the state supported immigrant organizations came to occupy a niche in which they primarily offered complementary services with the aim of helping members to navigate the public welfare system. Neither did state support directly shape the content and direction of the political activities of the said organizations. However, the state support seems to have generated welfare channeling effects, in that more immigrant organizations came into existence than would have been the case in the absence of grants. The paper comes down in favor of the thesis that state support in some circumstances can promote political incorporation through immigrant organizations (with a few caveats). Finally, the paper proposes a hypothetical mechanism, homeland-oriented integration, for political incorporation through immigrant organization.

  • Labor Migration from Third Countries to Swedish Low-wage jobs

    • Since December 2008, Sweden has more liberal rules for labor immigration from ‘third countries’ – countries outside the European Union (EU) and European Economic Area (EEA) – than any other country in the Organisation for Economic Co-operation and Development (OECD). The introduction of employer-driven labor immigration, motivated by the need to address labor shortages, resulted in large inflows of migrants in low-skilled occupations in labor surplus sectors. This article examines the situation of the approximately 500 restaurant and cleaning workers who were granted work permits in Stockholm in 2012. More than four out of ten labor migrants ‘switched track’ from asylum seekers, students, or family connection. Every second worker was recruited to companies without collective agreements. In several cases, a nationality/ethnic link between migrant and employer appears to exist. The reasons why so many low-skilled labor migrants in nonseasonal occupations were recruited are discussed. Finally, alternative explanations for the decline of this type of labor migration after 2011 are considered.

    • This article addresses two problems characterizing policy thinking on environmental change and sustainable development. First, the role of the social sciences in the wider processes of governance is sometimes misrepresented such that the likelihood of achieving consensual decision-making on environmental phenomena is overestimated. Second, the social science discourse on governance is plagued by conceptual confusion. This article seeks to address these problems by outlining an analytical framework for environmental governance research. In the view of this article, scientific knowledge claims are integral parts of governance processes. The article advocates a holistic understanding of governance that includes the production and diffusion of scientific knowledge, political interaction, and decision-making as well as the wider institutional context required for policy implementation and enforcement. The conclusion is that the entire governance process from the translation of scientific knowledge into policy proposals to the implementation will always be laden with politically charged opportunity costs.

  • Synergies, Stalemates and Social Dilemmas : Governance in South Africa in Comparative Perspective

    • This thesis focuses on the consequences of the institutional transformations in South Africa during the 1990s with specific reference to the introduction of a mode of local governance based on the direct participation of private and civic actors in policymaking and implementation. The study also aims to contribute to theory. The approach is that public, private and civic associations are best understood as components of the same formal institutional order rather than as distinct institutional spheres, with the focus on governance, defined as the coordination and conciliation of interdependent activities via institutions. In order to analyse governance, it is necessary to explain why actors draw on different logics of action in different institutional contexts. The assumption is that social life consists of various situations in which people invoke different roles prescribing different repertoires of socially acceptable practices applicable to different situations. Such mutually agreed-upon situation definitions are here called transaction domains, denoting a mu-tually agreed-upon definition of a situation according to which a particular logic of interaction, exchange or decision-making is considered socially acceptable. From this perspective, societies, i.e. large aggregations of actors, may appear like coherent ontological entities if a sufficient number of people establish domain consensus, defined as a general acceptance of a set of transaction domains. In order to achieve governance in contemporary societies, most actors and organizations have to accept and rely upon some formal institutions. The new democratic governance framework, introduced in South Africa during the 1990s, stipulates that local private and civic sector representatives are to work in partnership with the public sector representatives to promote socio-economic development. In the wake of this framework three types of outcomes were triggered in the case study localities. In the first type of outcome, synergy, the nodes in the network shared similar situation definitions, allowing domain consensus to be reached; they could thereby establish complementary relationships in the entire planning and implementation chain. In the second type of outcome, stalemate, the nodes did not identify with a shared sense of interdependence and domain consensus was not reached. As a result, the planning and implementation process deadlocked. In the third type of outcome, social dilemma, the establishment of a public-private link, through which development funds were channeled, triggered discontent in the local community on the part of those citizens who did not gain access to funding. The lack of domain consensus and well-established formal procedures drew the public and private actors involved in the resulting conflicts into a pattern of interaction in which they employed informal methods to pursue their conflicting objectives. On the basis of these case study results, supported by other studies, the thesis contends that the introduction of a networked model of governance in South Africa made local governments appear unpredictable. The South African local government framework tacitly requires both domain and goal consensus, since planning and implementation need to involve a high number of public and private actors located on different levels of society.

    • Transnationalism, integration and ethnic organizations. A study of Swedish ethnic organizations in light of the transnationalization of civil society.This article explores the activities of Swedish ethnic organizations. More specifically it explores how this organizational field has changed in light of more wide-ranging transformations of the Swedish civil society. The article is based on a study of the annual reports of ethnic organizations (N=52) that received a grant from the Swedish Agency for Youth and Civil Society (MUCF) in 2017, as well as 17 interviews with representatives of the said organizations. The study found indications of both path-dependent continuity and change. The ethnic organizations had maintained a longstanding focus on cultural activities of various kinds. Moreover, the influence of the study associations (studieförbund), and thus, the popular movement model (folkrörelsemodellen), was still substantial. In terms of change, in order to promote integration, some organizations appear to have taken on the role of service-producer, primarily to help members to navigate in relation to various Swedish public authorities. In addition, the study found that some ethnic organizations had become involved in new types of transnational governance networks with Swedish authorities, sending states, transnational migrant organizations and aid organizations. There are also indications of a “transnationalization” of opinion formation-activities in that some of them are aimed at a broader, international audience.

  • Immigrant Organizations and Labor Market Integration: The Case of Sweden

    • In line with recent trends in sociology of migration, the paper presents majorresearch findings on Swedish immigrant organizations (SIOs) and their labor marketintegration activities. Analyses of engagement in these activities are particularlyimportant as Sweden wrestles with significant problems of labor market marginalization, particularly among non-European migrants. Drawing on official dataand interviews, we find surprisingly low incidence in direct labor market supportbut quite active indirect support. Our regression model shows significant correlationbetween region of origin and labor market activities, and further analyses usingregional typologies indicate that SIOs’ activities are partly driven by members’ different modes of incorporation and relative integration, where Middle-Eastern SIOsstand out as particularly active. Our findings further indicate potential for scale-upof SIO-assistance in the Swedish Government’s efforts towards increased immigrantlabor market integration.
