    • En majoritet av dagens byggnadsuppgifter gäller att hantera det redan byggda. När vi står inför situationen att restaurera en befintlig byggnad är det viktigt att förstå olika tidsperioders stilideal liksom byggnadsteknik och material. Först då kan vi göra en väl avvägd analys, som tar tillvara och utvecklar de kvaliteter som byggnaderna själva besitter. Därför är utbildningen upplagd som ett växelspel mellan föreläsningar, seminarier, exkursioner och en för året vald studieuppgift.Slott och borgar har varit läsårets tema. Vi har valt att arbeta med Västerås och Örebro slott - två ganska bortglömda Vasaslott som är väl värda att lyfta fram. Särskilt har vi studerat de senaste 300 årens förändringar, som inte tidigare ägnats lika stora forskarmöda som medelitden och Vasatiden. I dessa två exempel finns en provkarta på estetiska, praktiska och tekniska ingrepp från Carl Hårlemans tid och fram till idag.Studierna har således omfattat både gestaltning, funktion och byggnadsteknik. Avsikten är att visa på kvaliteter i de omvandlingar och restaureringar som skett, men också att peka på problem och analysera olika möjligheter inför framtiden. Arbetet har skett i samarbete med Statens fastighetsverk och är tänkt att utgöra ett underlag till vårdprogram och framtida restaureringsinsatser.

  • Energy efficiency, cultural heritage values and the law – conflicts and potential solutions

    • The housing and service sector account for nearly 40 percent of the total energy usage in the European Union (EU). Improving energy efficiency in the building stock is therefore of vital importance to ensure climate goals. However, increasing the energy efficiency of existing buildings can lead to conflicts with other sustainability goals, such as the preservation of cultural heritage values of the built environment. How this conflict is handled in practice will depend on the design of the legislation and ultimately, the legal system. Not only is legislation on the protection of cultural values necessary, the legal system as a whole must be coherent and without deficits, loop-holes and conflicts contradicting goal fulfilment. Moreover, the norms must be effectively applied and complied with. Results of an interdisciplinary research project assessing the effectiveness of the Swedish legal system in reaching energy goals while preserving heritage values, show that meeting sustainability goals are jeopardized by not applying the law in accordance with the intent of the legislator. This paper elaborates on the deficits identified and how they can be improved in order to handle sustainability conflicts.

    • Improved energy efficiency and increased use of renewables within the building stock is crucial to ensure the achievement of international and national climate goals, such as bringing about a carbon neutral society. The existing buildings needs to be retrofitted and heated by renewable energy sources. However, this may lead to conflicts with other sustainability goals, such as the preservation of cultural heritage values within the built environment. The design of the legal system can be assumed to have a decisive role in well-developed Rechtsstaats in how these conflicts are handled. One important criterion for the achievement of overall sustainability objectives is that the legal system as a whole is coherent and without deficits, loopholes, and conflicts contradicting goal fulfilment. Moreover, the norms must be effectively applied and complied with. This article presents and elaborates on deficits in the legal system and its application, in particular within the land use planning and building legislation and the heritage protection law, in handling the conflicts between reaching energy goals while preserving heritage values and achieving a sustainable development. The important deficits identified include the lack of legal requirements on the adoption of holistic approaches and the assurance of adequate knowledge in the planning and building processes. The analyses have been carried out through interdisciplinary cooperation within the research project Law, Sustainable Energy Use and Protection of Heritage (RECO), funded by the Swedish Energy Agency.

    • Cultural values are integrated in most of the national and international goals formulated to reach a sustainable future. According to the Swedish legislation the cultural environment is a public interest that must med weighed against other public as well as private interests in planning- and building processes. However, with the increasing attention to climate issues and the ambition to decrease the use of fossil energy sources, the preservation of the cultural environment may come into conflict with energy issues. The article describes how today’s legal complex has developed and elaborates on its deficits when put into practice. The results point towards improved law enforcement. We also suggest measures that need to be taken in order to adopt an holistic approach on energy efficiency issues and the assurance of adequate knowledge in the planning and building processes in order to reach a sustainable manage of the built environment.

  • Makten över monumenten : restaurering av vasaslott 1850-2000

    • During the period 1850–2000 the Renaissance castles created by the Swedish Vasa kings, who reigned during the sixteenth and early seventeenth centuries, have been subject to restorations. During the period an official management body for the built heritage, a legal system and political guidelines for the maintenance have been developed. Other official actions have also been taken, such as debates and the forming of restoration societies, to support and raise funds for restoration campaigns.A number of restorations of the castles of Vadstena, Kalmar, Gripsholm, Uppsala, Örebro, Västerås and Linköping are analysed in this book. The examinations proceed from the hypothesis that the establishment and development of a management and a legal system for the care of the built heritage is a result of official views of history and art history. As these views have changed over time, the arguments for and results of the restorations have varied.In Sweden two professional groups, architects and conservators specialising in buildings, have had the main influence on the development of the restoration methods. Both have used the field of restoration as a means of defining their professions. Other actors, such as regional authorities, societies formed for preservation and participants in the official debates are dealt with, as they expose arguments that are of great importance for the development of the field of restoration and for the actual execution of the restorations.The Vasa castles are prominent exponents of the built national heritage of Sweden. To have an influence on decisions concerning physical transformations of the Vasa castles is to have power to affect the way national history is conceived.

During the period an official management body for the built heritage, a legal system and political guidelines for the maintenance have been developed. The field of restoration have been of importance to architects, art historians and conservators of built heritage in their process of professionalisation. The article deals with the changing views on history and art history among these professions, how these changes have influenced the actual restorations and how the aforementioned professions have strived for influence on the field of restoration.

    • The paper will highlight the use of heating regimes throughout the twentieth century both in large cathedrals and rural churches of medieval origin in Sweden. How have norms of thermal comfort been balanced against conservation needs of the buildings, their interiors and valuable objects? The choice of heating regime in an old church can be seen as a negotiation between different stakeholders. Together these voices have been articulating a discourse on indoor climate since the late nineteenth century when churches in Sweden were first heated.The historical indoor climate in churches is poorly known but often referred to in discussions on what kind of heating and climate is suitable for interiors and their artifacts. This is why it is important to collect empirically based knowledge on the features of the past climate. The historical indoor climate is shaped by several factors. Here we look at heating regimes, meaning how heating and ventilation systems have been selected, designed and used.By studying decision making regarding the choice of regimes and also what experience was drawn from the application of technology we will better understand the priorities made between comfort and conservation aims and how scientific knowledge has been used (or not used) to reach these aims.

  • On Historical Climate in Swedish Stone Churches

    • Archival sources and historical methods have so far been underutilized in the research on past indoor climates in historic buildings. Before we can build a base of empirical knowledge, we need to discuss and develop the methodology. How would one go about researching the climate history of a building over the course of 50, 100 or 200 years? The purpose of this paper is to demonstrate the importance of archival sources when attempting to reconstruct the climate history of an historic building. Knowledge of the long term indoor climate of a church may support strategic decisions for a more sustainable use of resources. In order to show the feasibility of this, the paper will examine the maintenance and restoration of two medieval stone churches: Levide church on Gotland and Strängnäs cathedral.Levide is a small rural parish in which the church has never had central heating or mechanical ventilation. Using documents spanning a time period of more than 200 years it becomes evident that the church has always been a very humid environment with mould and rot appearing time and again. Already in the beginning of the 19th century, the diocese urged the parish to obtain a heated vestry in order to increase the thermal comfort of the priest and the school children, and to preserve the liturgical objects. This and other statements show that the diocese, but not necessarily the parishes themselves, showed an interest in indoor climate in the 19th century. A stove and chimney were installed in the beginning of the 20th century. Findings show long term problems with keeping parish records, the mass robe and other liturgical objects in this humid climate. Water leakages, the buffering capacity of the thick walls and traditions in managing the church, such as airing in spring and summer, have been strainful to the building itself. Although the level of thermal comfort has improved, it is doubtful whether intermittent electrical heating, introduced in the 1950s, has had positive impact on the conservation of the building.Strängnäs is a cathedral and a burial church for some of the members of the royal Vasa family. The church is thus both a historically important monument and a sanctuary. In contrast with the small parish church the cathedral was in almost daily use, and also visited by tourists. When Guerneys ovens were introduced in Sweden by Bolinders in the 1870th, as many as six where installed to heat the church. In the same period a larger restoration of the church was planned. The planned restoration was however delayed. When the restoration were about to be executed some 25 years later, the new techniques for heating had been established and the old ovens were deemed obsolete for several reasons. An interesting debate on what techniques, steam, hot air or a water based system took place. The discussions concerned the convenience of the installations, maintenance and economy of the different systems, the comfort of the churchgoers, the esthetical effects and archaeological matters.
