    • How can you as a planner tackle messy realities without losing sight of possible problematic outcomes of what you put in practice? This study explores the value of everyday frictions as a resource for phronetic planning, i.e. the ability to make situated ethical judements of what is ’better’ or ’worse’ in a particular setting. The intent is to offer a situated gaze of frictions from the perspective of a civil servant of the well organised and innovative municipality of Botkyrka in the metropolitan area of Stockholm, Sweden. From this outset, an autoethnographical methodology from a poststructural approach, is used to explore the frictions that the author has experienced as a practicing planner. The study shows that frictions can be used as 'weak signals' to identify possible tricky consequences of the creation and the staging of planning 'simplifications'. Based on this insight a 'seismological' approach to planning is proposed. The argument is that planning practice should on the one hand utilize frictions when they arise and, on the other hand, actively challenge existing 'simplifications'. To achieve this, practical tools are offered to 'evoke', 'narrate' and 'diffract' on frictions and 'trickster-objects' within the constraints of the planner’s role as a municipal civil servant.

    • The dissertation deals with the relations between architects and other parties on the Swedish building market. The starting point is the pronounced desire for a stronger role that architects in general have, but also the rather conspicuous fact that architects are more or less invisible in the wider context of the building industry. Chapter two accounts for a number of conclusions drawn by the stately commissioned “Byggkommissionen” in its report. The commission has identified “old structures” and a “shift in relations of power” as problems that need to be addressed. In the same chapter it is also being acknowledged that architects as well as technical consultants to a large extent are absent in the report. Chapter three presents the theoretical framework for the dissertation. It opens with a discussion of how institutionalised cultural and structural conditions, historically established conceptions, self images and social contexts, together maintain positional shifts in power. In the same chapter there is also an introduction of Professor Bo Rothstein’s theories on social dilemmas and their way of working. The concept “social capital” is identified as a resource commonly managed by a group of people. “Collective memories” are also being identified as having a large impact when it comes to what expectations on the performance of others that a group has. In the following chapter, which forms the major part of the dissertation, a study of the change in conditions for the architectural profession during the second half of the twentieth century is presented. The study is divided according to a series of phases that can be seen as important steps towards the understanding of why the social capital of the building industry has been deteriorating. Chapter five observes certain connections between institutionalised conditions and professional self images. In view of these discussions the question is asked whether the role of the architect is developing towards a higher degree of autonomy. The last chapter finishes by discussing the importance of establishing self-confidence on a collective level.

    • Uneven regional development fomented by city-centric growth agendas generates significant challenges for regional peripheries. Placing regional margins and other plural geographies at the centre, in this article we apply a normative framework based on justice theory to uncover the dominance of urban viewpoints in urban regional development policy. Departing from Nancy Fraser’s three-dimensional justice theory, we provide a deconstruction of city-centrism by illustrating how regional disparities in two regions in Sweden are not only reproduced by economic maldistribution but also by political misrepresentation and cultural misrecognition. By doing so, we illustrate the fruitfulness of applying a normative justice framework to create a broader understanding of factors that contribute to the political production of uneven regional development and need to be addressed if a transformative and progressive change is to occur.

  • Imaginaries and expulsion: How 1000 temporary accommodation units for refugees in the city of Gothenburg became 57

    • From September to November 2015, more than 100,000 people applied for asylum in Sweden. Societal solidarity was unmistakable during this period, but six months later, when the refugees were to be accommodated, the situation had changed. In this analysis of imaginaries of migrants as strangers I scrutinize the city of Gothenburg's plan to build 1,000 temporary housing units to accommodate refugees. The project failed, resulting in only 57 units being built. In this article I analyse the societal imaginations the project revealed, including those embedded in political and public conflicts of opinion. In an attempt to understand why people sometimes refuse to share social space, I draw on a combination of Sara Ahmed's theories on the figure of ‘the stranger’ and Julia Kristeva's theories on how the stranger emanates from an ontological lack. I also outline in the article how different techniques of expulsion can be used to create spatial and temporal estrangement. In the subsequent analysis I demonstrate how practices of exclusion worked to expel migrants from urban development plans in the city of Gothenburg. The conclusion emphasizes the urgent need to scrutinize imaginaries among majority populations, and draws attention to the fact that the ‘foreigner is within us’.

    • This paper argues that current attempts to situate the crisis in planning in demoralised or old planning cultures are playing a key role in strengthening the ideological commitment of planning to an advanced liberal social order. In order to provide planners with the means to understand some of the ideological mechanisms at work in such processes, the 2007 Danish structural reform and the parallel advocacy for culture change in planning are analysed. Drawing on post-Marxist theories of Ernesto Laclau and Chantal Mouffe, the analysis draws attention to the need for reflection on whether the current ideological commitment of planning is that which best serves a democratic society.

    • Current approaches within planning theory, which on the one hand declare ‘the disappearance of the political’ and on the other propose agonistic pluralism as a solution, risk threatening to make planning blind to the more subtle mechanisms at work in political power. Such mechanisms do not always operate through repressing potential conflicts, but perhaps more importantly work through processes of identification, by which political objectives can be unconsciously internalised in the subject and thus never occur as potential subjects for conflicts. This chapter therefore uses an analytical approach to unfold political moments, so that they can be scrutinised. In order to do so, and drawing on Laclau and Mouffe, a perception of the political moment as “irreducible” is outlined. Following Dyrberg, it is argued that the political and politics ought to be understood as fundamentally interconnected; that the political conditions politics, which in turns, constantly intervene in the political order through the actualisation of potentials. Drawing on the above-mentioned conceptualisations, and using the example of the English planning reform 1998-2010, the chapter seeks to illustrate how mechanisms of political power work. In conclusion it is argued that only by unfolding political moments, so as to scrutinize their normalising effects, can we open the way for counter-hegemonic articulations that could provide planners with political moments that do not simply pass by unnoticed, but enable their rightful moments of ‘being able’.

    • I denna artikel kommer utvecklingen från skråväsendets upplösning till de moderna arkitekt- och ingenjörsprofessionernas framväxt i slutet av 1800-talet att tecknas. I fokus för den i huvudsak empiriska framställningen står utvecklingen av det utbildningssystem som än i dag i hög grad bildar utgångspunkt för arkitekters och ingenjörers professionella identiteter. En teoretisk utgångspunkt hämtas från Foucault och föreställningen att makt och vetande förutsätter varandra. Med ett brett angreppssätt identifieras sedan ett antal yttre händelser som har bidragit till att producera ett tekniskt-vetenskapligt kunskapsideal. Detta kunskapsideal finns institutionaliserat i dagens utbildningssystem och fortsätter därigenom att produ-cera fältet av möjliga handlingar för arkitekter i dag.
