- The dissertation deals with the relations between architects and other parties on the Swedish building market. The starting point is the pronounced desire for a stronger role that architects in general have, but also the rather conspicuous fact that architects are more or less invisible in the wider context of the building industry. Chapter two accounts for a number of conclusions drawn by the stately commissioned Byggkommissionen in its report. The commission has identified "old structures" and a "shift in relations of power" as problems that need to be addressed. In the same chapter it is also being acknowledged that architects as well as technical consultants to a large extent are absent in the report. Chapter three presents the theoretical framework for the dissertation. It opens with a discussion of how institutionalised cultural and structural conditions, historically established conceptions, self images and social contexts, together maintain positional shifts in power. In the same chapter there is also an introduction to theories on social dilemmas and their way of working. The concept "social capital" is identified as a resource commonly managed by a group of people. "Collective memories" are also being identified as having a large impact when it comes to what expectations on the performance of others that a group has. In the following chapter, which forms the major part of the dissertation, a study of the change in conditions for the architectural profession during the second half of the twentieth century is presented. The study is divided according to a series of phases that can be seen as important steps towards the understanding of why the social capital of the building industry has been deteriorating. Chapter five observes certain connections between institutionalised conditions and professional self images. In view of these discussions the question is asked whether the role of the architect is developing towards a higher degree of autonomy. The last chapter finishes by discussing the importance of establishing self-confidence on a collective level.

- Uneven regional development fomented by city-centric growth agendas generates significant challenges for regional peripheries. Placing regional margins and other plural geographies at the centre, in this article we apply a normative framework based on justice theory to uncover the dominance of urban viewpoints in urban regional development policy. Departing from Nancy Fraser’s three-dimensional justice theory, we provide a deconstruction of city-centrism by illustrating how regional disparities in two regions in Sweden are not only reproduced by economic maldistribution but also by political misrepresentation and cultural misrecognition. By doing so, we illustrate the fruitfulness of applying a normative justice framework to create a broader understanding of factors that contribute to the political production of uneven regional development and need to be addressed if a transformative and progressive change is to occur.

- From September to November 2015, more than 100,000 people applied for asylum in Sweden. Societal solidarity was unmistakable during this period, but six months later, when the refugees were to be accommodated, the situation had changed. In this analysis of imaginaries of migrants as strangers I scrutinize the city of Gothenburg's plan to build 1,000 temporary housing units to accommodate refugees. The project failed, resulting in only 57 units being built. In this article I analyse the societal imaginations the project revealed, including those embedded in political and public conflicts of opinion. In an attempt to understand why people sometimes refuse to share social space, I draw on a combination of Sara Ahmed's theories on the figure of ‘the stranger’ and Julia Kristeva's theories on how the stranger emanates from an ontological lack. I also outline in the article how different techniques of expulsion can be used to create spatial and temporal estrangement. In the subsequent analysis I demonstrate how practices of exclusion worked to expel migrants from urban development plans in the city of Gothenburg. The conclusion emphasizes the urgent need to scrutinize imaginaries among majority populations, and draws attention to the fact that the ‘foreigner is within us’.

- This paper argues that current attempts to situate the crisis in planning in demoralised or old planning cultures are playing a key role in strengthening the ideological commitment of planning to an advanced liberal social order. In order to provide planners with the means to understand some of the ideological mechanisms at work in such processes, the 2007 Danish structural reform and the parallel advocacy for culture change in planning are analysed. Drawing on post-Marxist theories of Ernesto Laclau and Chantal Mouffe, the analysis draws attention to the need for reflection on whether the current ideological commitment of planning is that which best serves a democratic society.

- Current approaches within planning theory, which on the one hand declare ‘the disappearance of the political’ and on the other propose agonistic pluralism as a solution, risk threatening to make planning blind to the more subtle mechanisms at work in political power. Such mechanisms do not always operate through repressing potential conflicts, but perhaps more importantly work through processes of identification, by which political objectives can be unconsciously internalised in the subject and thus never occur as potential subjects for conflicts. This chapter therefore uses an analytical approach to unfold political moments, so that they can be scrutinised. In order to do so, and drawing on Laclau and Mouffe, a perception of the political moment as “irreducible” is outlined. Following Dyrberg, it is argued that the political and politics ought to be understood as fundamentally interconnected; that the political conditions politics, which in turns, constantly intervene in the political order through the actualisation of potentials. Drawing on the above-mentioned conceptualisations, and using the example of the English planning reform 1998-2010, the chapter seeks to illustrate how mechanisms of political power work. In conclusion it is argued that only by unfolding political moments, so as to scrutinize their normalising effects, can we open the way for counter-hegemonic articulations that could provide planners with political moments that do not simply pass by unnoticed, but enable their rightful moments of ‘being able’.

- With the launch of over 40 official investigations between 2010 and 2014 alone, planning is clearly an area of renewed political interest in Sweden. Drawing on Jodi Dean’s interpretation of politicisation, which entails raising the particular to the level of the universal, in this article I argue that we are currently witnessing ongoing politicisation of planning, but of a form which aims at making planners loyal to the current neoliberal politics. I situate this argument within a wider debate which contends that democracy today is characterised by trivialisation and conformity. In response to this situation and drawing on Michel Foucault’s work on the concept of parrhesia, which means fearless speech, I identify a need for planners to develop a critical ethos and shoulder the necessary role of resistance to politics.

- A shift in governing modes is increasingly leading to new conditions for professionals. In view of such change, there is a need for deeper awareness of how hegemonic power struggles and processes of identification are deeply interconnected. In order to illustrate how such processes shape the acting space of professionals, a critical reflection on changing conditions for English local authority planning 1998-2010 is presented. The analysis focuses on deconstruction of power as ability, authority and identity. The conclusion is that if society is to reconsider the value of local authority planners having influence, then it is time to introduce a new perception of the political into planning. Such a perception hinges on increased understanding within the profession itself of how power shapes acting space. © The Author(s) 2012.

- A competitive urbanisation discourse is dominating the world. So much so that, following Lefevbre’s later work, Brenner and Schmid, among others, have recently re-invigorated the term ‘planetary urbanisation’ to promote a new epistemology of the urban. This is an epistemology which re-conceptualises the world as constituted by an extended urban fabric that lacks global exteriority – all the world is now to be perceived as a part of a global condensed, extended or differential urbanisation. But this also begs the question: what of the other non-urban-dwelling population who inhabit the 97% of the landmass that currently is not developed as urban land? The article begins by considering contemporary debates about planetary urbanisation. Having introduced arguments of equality developed by the philosophy of Rancière, it then considers planetary urbanisation from the perspective of equity. The article argues that we currently are witnessing an urban domination of the planet that not only fails in recognising the non-urban outside, but perhaps more importantly, increasingly is creating ‘geographies of despair’. It concludes by arguing for planning theories that take rubrics other than just that of the urban as their starting point, in order to contribute to opening up both urban and non-urban places as potential stages where disruptive politics, including those pertinent to planning, may be both played out and appropriately understood.

- It has been argued that we are witnessing an ‘antidemocratic turn’ in history. It draws on ideologies of white supremacyand disregard fundamental principles of democracy. Antidemocratic attacks are often directed, through hate and threats, towards politicians, researchers, and non-governmental organisations that engage in democratic aspects of societal development, such as critical and spatial investigations of racial discrimination, gender inequalities and human rights. The above is troubling news for a profession that likes to think of itself as a facilitator for democratic futures. This article shows how a growing self-censorship ishaving real implications for planning. As a conclusion, it is stated that the planning profession must ask itself what futures, and for whom, it is contributing to. It is argued that, as planners, we need to acknowledge that antidemocratic attacks from white supremacist stem from a colonial relationship which continues to produce violence as well as deep inequalities all over the world. It is furthermore argued that if the planning profession wants to contribute todemocratic futures, it urgently needs to scrutinize how its own practices are imbued with racial capitalism. If not, it is stated, what future will there be for critical planning theory and practice?

Svårfångade kvaliteter: Erfarenhetsåterföring från fyra av Sveriges Arkitekters nominerade och prisbelönade bostadsprojekt

- I en nyligen publicerad avhandling konstateras det att få arkitekter följer upp sina projekt med beställare efter slutförande, och att nästan inga arkitekter utvärderar sina hus genom att ta till sig synpunkter från brukarna. Metoder för systematisk erfarenhetsåterföring saknas helt enkelt inom många arkitektföretag. Samtidigt är det tydligt att frågan om vems värderingar av kvalitet som skall vara vägledande långt ifrån är självklar. Spänningar finns inbyggda i triangelförhållandet mellan uppdragsgivaren, arkitekten och brukaren. Mot bakgrund av ett sådant fält av skilda värderingar kring kvalitet vill vi i den här skriften lyfta betydelsen av erfarenhetsåterföring. Utgångspunkten är en studie av hur arkitektkårens värderingar av bostadskvalitet jämför sig med de boendes i fyra bostadsprojekt som nominerats till, eller belönats med, Sveriges Arkitekters bostadspris. Har arkitekternas ambitioner om bostadskvalitet alls gått fram till de boende? Uppfattar man samma saker som kvalitet?Intervjuer har genomförts med Håkan Trygged, KUB Arkitekter, ansvarig arkitekt för flerbostadshus på Godhemsberget, Göteborg, nominerat och prisbelönat 2005;Karin Wingårdh, Wingårdh Arkitektkontor, ansvarig arkitekt för flerbostadshus vid Margaretaplatsen, Helsingborg, nominerat 2007; Peter Hulting, tidigare Meter Arkitektur, ansvarig arkitekt (tillsammans med Bengt Carlsson) för flerbostadshus i Kv. Fiskpigan, Trosa, nominerat 2007; samt Petter Lodmark, QPG, ansvarig arkitekt för radhus och flerbostadshus i Östra Balltorp, Mölndal, nominerat 2007. Intervjuerna belyser såväl förutsättningarna för de nämnda projekten, som en mer allmän diskussion om vad som formar arkitekters handlingsutrymme i dag.De boendes värderingar av kvaliteterna i samma projekt har undersökts med hjälp av enkäter. Frågorna har grundats på tidigare bostadsutvärderingsenkäter samt på de kvaliteter de intervjuade arkitekterna framhållit som de bärande i respektive projekt. Enkäterna redovisas dels i form av en sammanställning och analys av alla projekten tillsammans, dels med utgångspunkt i de boendes uppfattningar om respektive projekt.Enkäterna visade att de boende i stor utsträckning både uppfattat och uppskattat de kvaliteter hos bostäderna som arkitekterna beskrivit i intervjuerna. En jämförelse av vilka kvaliteter de boende ansåg uppfyllda, i förhållande till vilka de ansåg viktiga, tydde på att många kvaliteter uppfylldes i projekten – också sådana som de boende inte ansåg vara så viktiga. Här kom också fram kritiska synpunkter, särskilt på funktion och byggnadsteknisk kvalitet.Sammanfattningsvis ser vi att arkitekten – i speciella projekt, präglade av en tydlig arkitektonisk idé och med en kvalitetsmedveten beställare – kan få ett stort handlingsutrymme. Samtidigt är det tydligt att det generellt i dag förväntas en effektivitet och kostnadsmedvetenhet hos arkitekterna, som begränsar arkitektens möjligheter att genomföra sina ambitioner fullt ut. Vår genomgång har också visat att det finns en viss diskrepans mellan vad arkitektkåren identifierar som god kvalitet och vad brukarna identifierar som god kvalitet. Systematisk erfarenhetsåterföring från genomförda projekt är ett sätt för arkitektkåren att underhålla och utveckla kunskap om funktion och kvalitet i bostäder. Utan en sådan finns, menar vi, en risk för marginalisering av dessa frågor. God kvalitet är inte enbart någonting som finns inneboende i tinget i sig, utan något som upprättas i en relation mellan olika aktörer.
