    • Since 2010, family member immigration in Sweden is subject to a maintenancerequirement. This means that a person living in Sweden, the sponsor(s),must be able to support themselves and the members of their family who areapplying for residence permits. The maintenance requirement can be regardedas an instrument that, along with other regulations, determines who can and should belong to the nation as an imagined community. Through the require-ment, certain behaviours and choices of the sponsor that relate to employment are rewarded while other behaviours and choices are disqualified. In mostcases involving the maintenance requirement, the sponsors have previouslyimmigrated themselves. Therefore, in addition to the requirement, manysponsors are, or have been, subject to other “integration” laws and policies. Thisarticle examines how the maintenance requirement is applied in the Swedishmigration courts. The results are compared with ideas about the economicfuture of newly arrived individuals, as expressed in the Swedish government’spolicy on introduction for newly arrived individuals. I identify discrepancies inideas about “acceptable” behaviours and choices of newly arrived individuals.While the government’s introduction policy is characterized by neoliberalideals of flexibility, adaptability, capacity for self-improvement and learning,such behaviours are disqualified in the courts’ application of the maintenancerequirement. By forcing newly arrived individuals that want to reunite withtheir families to take on certain behaviours, the maintenance requirement canreinforce power imbalances in the labour market, as well as social and economicinequalities.

    • Civic integration is an essential part of contemporary migration control regimes. This thesis examines what happens when civic integration policy enters domestic courts, by focusing on how Sweden’s migration courts (which are part of the administrative courts) apply the income and housing requirements for family reunification.The thesis revolves around a common discussion in the legal literature, namely whether Swedish administrative courts have become less preoccupied with pursuing national policy objectives and whether the internationalization of the Swedish legal order has constrained the national legislator’s room for action. By looking at when and how the migration courts refer to and discuss legal sources, it provides a deeper understanding of the relationship between the courts and national political aims. The thesis further evaluates whether the courts’ application corresponds with theories in the legal literature of how Swedish courts have adapted to the internationalization of the Swedish legal order. The main findings are the following. First, the migration courts’ application does not correspond with the above-mentioned theories in the legal literature. Second, the migration courts’ application is in line with the national policy objectives that followed the 2015 ‘refugee crisis’, meaning that the courts seem unwilling to intervene in Swedish migration policy (e.g. by using EU law and ECHR arguments). Lastly, the migrations courts’ application differs from parts of the theories of the function of civic integration that have been put forward in recent years. In these theories, civic integration is partly linked to the prevalence of workfare policy, meaning, inter alia, that self-sufficiency and self-improvement have become key civic virtues. The courts primarily reward non-flexibility in the labour market and hinder attempts at self-improvement, which seems to go against a workfare logic. The thesis further highlights that Sweden’s migration courts reinforce processes of social stratification.

    • DEBATE. Far from everyone who lives in Sweden has a secure housing situation. According to the National Board of Health and Welfare's latest national survey of 2017, there are about 33,000 homeless people in the country. A significant proportion of them are children. Due to the ongoing corona pandemic, many households are now threatened by unemployment and a deteriorating economy. If the state and municipalities do not act resolutely, there is an imminent risk that the housing crisis will deepen with devastating consequences for the individual as well as for society at large.
