    • Perspectives on Families, Children and Youth in Global Contexts brings together the main results of the research projects developed for their disseratations by the first graduate students of the Erasmus Mundus Family master's program. Coming from a significant variety of countries mostly out of Europe, these students addressed, under different perspectives, the study of families, immigration and gender issues, children and young people in school and care settings, as well as welfare policies. As a whole the analyzes carried out by the authors of this book represent important contributions for understanding the current daily lives of families, children and youth at a global level.

    • This article examines the lived experiences of young people in the process of leaving the care of SOS Children’s Villages in both Nigeria and Portugal. Interviews were conducted with 12 young people and data were analysed using content analysis. Young people’s lived experiences were captured in three emerging dimensions of past, present and future experiences. The study recommends resolving young people’s childhood conflicts towards a successful transition into adulthood. It also has implications for policy practice in tailoring the present experiences in preparing young people for the demands of life after care.

  • Time and context shaping the transition from out-of-home care to adulthood in Portugal

    • The difficulties that modern care leavers face on the way to independence are the focus of many studies. The present research illustrates how time and context - operationalised through belonging to different generations, from the previous century to today - has shaped care leavers' pathways to adulthood in Portugal. To trace these pathways, ten care leavers were selected based on purposeful sampling and snowball methods. To reveal the factors that indicate care leavers' better life outcomes, interviews with seven experts working with this vulnerable population group were organised. The pathways of male informants look "normal", even thriving, when compared with the trajectories of the general population of Portugal in the second half of the 20th century, while the experiences of female care leavers sound somewhat traumatising. The timing and sequence of the young cohorts' transition to adulthood events does not look aberrant compared to the general population. The various factors that determine a care leaver's better life outcomes emerged as access to the tangible and intangible resources needed to generate human and social capital, and personal agency. Care leavers from older cohorts were empowered by means of education and the support of former residents of out-of-home care institutions. Women from older cohorts could receive education but, due to the social context, they were not expected to build careers. The educational opportunities given to them were very basic and did not afford them the confidence to deal with adversity. Care leavers from younger cohorts seem to lose the advantage of competitive education and the sense of belonging to a large and powerful childcare institution due to the democratisation of the education system and de-institutionalisation of residential care in the country. However, they can stay in care longer, gain practical skills for independent living and benefit from the personalised support of professionals to deal with adversity.

    • An overview of the current situation in the out-of-home care in Norway and Sweden is presented in this article; also the development in later years is described and discussed. Socially, politically and culturally there are few differences between Norway and Sweden. Child protection and out-of-home placement of children and young people are integrated parts in the welfare state that are shared by the Nordic countries. It is a model that builds on principles of universalism and decommodification of social rights. The welfare model presupposes high public legitimacy for a high level of social expenditure. However the idea of marketization and privatization has also affected the welfare model in Sweden and Norway. Although there are more similarities than differences between the two countries' child protection systems, the article discusses some differences, for example the after care services, new groups of children and young people in the out-of-home care, like young unaccompanied asylum seekers. There are also some differences when it comes to privatization, the introduction of evidence-based methods in the child protection system and the tension between general and residual services for children and young people in the child protection system.

    • ABSTRACT The transition to young adulthood is a complex process for all young people, but especially those leaving care who are at high risk of social exclusion. The adverse living conditions of young care leavers have been well documented in recent decades and constitute an established point of departure in the political discourse on care leavers, as well as within the international field of leaving care research. This article builds on twelve in-depth interviews with young people aged 17–24 from a Swedish research project on youth transitioning from out-of-home care and their paths to housing, work and education. From the perspectives of care leavers, the processes governing transitions are characterised by rigid managerialism and social administration that fails to address the extensive needs regarding housing, income, education and health as experienced by this group. The article explores leaving care from a lived citizenship perspective, arguing that the lack of responsiveness from the social services, as well as the lack of meaningful long-term interventions capable of addressing the material, psychological, emotional, relational and educational needs of young people leaving care, places this group on the margins of citizenship, unsupported and insufficiently prepared to enter the many trials of emerging adulthood.

    • Att barn växer upp under olika villkor är väl knappast någon nyhet, men en grupp vars tillvaro till största delen är okänd för oss är de närmare 10 000 barn som i vårt land växer upp med fostersyskon. De växer upp i en familj som av ansvariga myndigheter granskats och befunnits vara en ”god familj”, lämpad för att möta barns behov av stabilitet, trygghet och bekräftelse. Men med fosterbarnets inträde i familjen förvandlas den sociala enhet som vi betraktar som den mest privata, och som vi omger med myter och skyddar från insyn och kontroll till ett ”familjehem”. Därmed blir relationer och vardagsrutiner en del i en offentlighet. De eviga föräldra- och syskonrelationerna existerar därefter parallellt med relationer vars utsträckning i tiden är osäkra och utanför familjehemmets kontroll. I familjehemmet möts barn från olika världar, med olika erfarenheter. De skall där finna ett sätt att tillsammans dela sitt vardagsliv, och också dela på föräldrarnas uppmärksamhet. I artikeln presenteras några resultat ur ett FAS-projekt (Forskningsrådet för arbetsliv och socialvetenskap) där barn fått berätta om livet i ett familjehem och om hur det är att dela sina föräldrar med fostersyskon.

    • © 2020 While the education of looked after children has attracted considerable policy attention in Europe and North America, and globally the early education of preschool aged children is the subject of substantial investment, the early education of young children in foster care is neglected in both research and policy. This paper is a cross-national think piece to stimulate research and debate about young children in foster care. We present findings from two studies, one in England and one in Sweden, exploring foster carers’ views and practices with young children. We argue that there is a perceived tension, in foster care policy and practice, between education and emotional wellbeing such that young children's attachment relationships and sense of security is privileged over their engagement in educational practices. Attachment relationships are a necessary but insufficient condition for optimal development of fostered children.

  • Better safe than sorry? : Quantitative and qualitative aspects of child-father relationship after parental separation in cases involving intimate partner violence

    • The relationship between a child and its parents (caregivers) is essential for the child’s development and well-being. When one of these parents uses violence against the other parent (intimate partner violence, IPV), this will affect the child one way or another: physically, psychologically, cognitively, socially. When two parents separate, the circumstances surrounding contact between the child and its parents change. The aim of this thesis is to analyse – in the context of Swedish parenting ideals and family norms – aspects of children’s relationships (after parental separation) with a father who has used violence against the mother in order to bring forward a foundation to discuss if and under what circumstances a continued contact is in the best interest of the child. The empirical basis for the thesis consists of two different sets of data. The first is qualitative interviews with children living at a women’s shelter (n=10). The second is a subset of data from a large evaluation study investigating support tochildren who had witnessed IPV. The latter material  comprises interviews with and psychometric data on 165 mothers and 165 children. Results from the first article show that a majority of the children (75%) had continued contact with their fathers after parental separation, and that even in cases where there were indications of child abuse, about 50% of the children had unsupervised face-to-face contact with their fathers. This high rate can possibly be explained by the assumption (supported in legislation) that children have a need for contact. Further, the second article shows that children with and without contact do not differ in their level of well-being; i.e. contact with a violent father does not have the positive effect on children that has been found in general samples. In the third article, the violent fathers are described by the children as lazy and unreliable. Child–father contact is discussed in terms of why, when and how contact is in the child’s best interest.

    • This paper explores the ways in which migrant children and young people from Poland and Romania, after reuniting with their parents working in Sweden, re-define and create significant relationships build on love, care and solidarity in a transnational setting. Due to the increasing intra-EU mobility since 2004 a growing number of the European migrant worker families settle in Sweden, however children’s and young people‘s own perceptions and experiences of arriving, settling and building significant relationships in a new country are largely overlooked. The results of our own research with the parents from Poland and Romania, who migrated to Sweden to find employment show that living on a distance inflicts tensions within families, which finds an echo in family relations upon reunification. The economic difficulties, unstable housing or employment in Sweden is a common experience for many European migrants, and children tend to play a central role in connecting their parents to the wider society, thus it is crucial to examine how children’s own transformation to a new society takes place. Theoretical frameworks of ‘mobile childhoods’ (Fresnoza-Flot&Nagasaka 2015), transnationalism (Orellana et al 2001; Ni Laoire et al 2011; Gardner 2012), and the ‘care worlds’ of children (Luttrell 2013; McGovern&Devine 2016) are used in this paper to analyse the preliminary results of interviewing children, to conceptualise their own perspectives on reunification and the creating of affective bonds locally and transnationally, embedded in their experiences of separation from parents and other kin, their own migration and negotiating their belonging in the Swedish society.

  • Mobility and Connection to Places: Memories and Feelings about Places that Matter for CEE-Born Young People Living in Sweden

    • This article addresses issues of mobility and place-making among CEE-born young people who migrated from Poland and Romania to Sweden as children (up to the age of 18). Previous research on intra-EU mobility in other destinations posits this group as 1.5-generation migrants who, due to their mobility at a formative age, experience duality and in-betweenness – with specific effects on their social and familial lives. Inspired by this research, our article examines how mobility to Sweden at a young age (re)shapes young peoples’ connection to and meaning-making of places post-migration. Drawing on two-step qualitative interviews with 18 adolescents and young adults from Poland and Romania, as well as on drawings and photographs as part of the visual materials produced by the participants, the article makes two contributions. First, it integrates the scholarship on children and youth mobility, translocalism and place-making but also deepens these conceptualisations by underlining the role of memories and feelings in young people’s place-making processes. Second, the article suggests that visual methodology is a valuable tool with which to capture the embodied and the material practices of translocal place-making over time. Our findings reveal that most of these young people continue to strongly associate with places from their childhood and country of origin. For some, these places symbolise ongoing transnational practices of visits and daily communication while, for others, these are imaginary places of safety and a right place to be. The findings also highlight the importance of memories and feelings in creating transnational connectivity between the countries of origin and Sweden, as well as in developing coping strategies against the social exclusion and misrecognition which some young people may experience in their new living spaces.

    • The aim of this article is to identify inclusion practices in foster families by studying the everyday life of young people entering various types of foster family. Structure and warmth in the family stand out as important dimensions of everyday life. What is not so evident in previous research is the way emotional ‘warmth’ is created. In particular, joking, gentle teasing and laughing, which in this paper stand out as important inclusion practices, seem to be rather unknown aspects in foster care, as is the importance of doing things together in everyday life. The young people's contributions in creating a good family atmosphere are visible in the study, as is their capacity to adapt to a new family. Daily routines normalise the adolescents' everyday life. Negotiations make them part of important decisions, and may strengthen them as social agents. Foster parents' positive attitude towards birth family facilitates birth parents' support to their children. In this case study, mixed qualitative methods are used: interviews, network maps, ‘beepers’ and video recordings in the foster home.

    • This paper provides a glimpse into young people's experiences and understandings of everyday life during their initial stages of placement in various types of foster families. The way family interactions strengthen or weaken the social bond between foster youth and foster family is focused upon. In this study the young people in kinship foster families reported the strongest social bonds to their foster families and the adolescents in traditional foster families the weakest. This is in line with previous research. However, youth in network foster families with whom they were not so close prior to placement also reported rather strong social bonds to the foster family, which is not well known. Including network foster families in the study sheds light on the importance of adolescents' active involvement and agency in choosing their foster family. Examples of family interactions which seem to be crucial in strengthening social bonds, also in traditional foster families, are e.g. fair treatment by other family members, mutual family activities, negotiating to find solutions, and, which is not so well known, humorous joking and laughing together. The importance of school as an arena for both learning and socialization is emphasized. Data were collected through interviews, network maps, and text answers via mobile phone (‘beepers’). Their educational improvement was based on their understanding of scholastic achievement as meaningful for their future, stability in daily routines, and the involvement and support of family, peers, and teachers. Access to peers at school is important, and group activities facilitate this. Because of their background, foster youth can also be exposed to bullying from peers. Both learning and socialization at school affect their self-esteem.

    • This descriptive policy analysis examines the position of infants' rights in the family service orientated child welfare systems of Denmark, Finland, Norway and Sweden when being placed in out-of-home care. Its focus is on the contexts of, and legal procedures for, removing babies from home into public care. Children under the age of one year are taken into public care mainly through voluntary and emergency measures. Analysis of the development over a decade displays big intra-country differences in the prevalence of infant removal, varying from 2 per 1000 to 8 per 1000. The scant prevalence of public policy, practice guidelines and research indicates that infant removal is in some ways an anomaly, an unspoken leaf in the Nordic child welfare systems, whereas the Nordic welfare states otherwise extensively support families with young children through universal interventions. The findings invite to a re-examination of the rights of infants and their specific needs in the welfare states in order to establish responsive and efficient child protection systems.

    • This paper will present results from the research project “Growing up with foster siblings”. -684 children and young people answered a questionnaire -Children and young people from 9 – 25 years of age were divided into three different age groups and participated in focus groups (17) and discussion groups (16) -10 respondents were interviewed individually Foster children have often been subjected to abuse and lack of parental care. This gives sons and daughters of foster carers and insight in a deficient parenthood, which can make them resentful, angry and worried about foster siblings. Carers own children may also have to confront problematic behaviour from traumatised foster siblings, like acting out, drug abuse and depression. The ordinary everyday life in the foster family is supposed to be a rehabilitating factor for children from dysfunctional families. However – this wish for a “normal life” for children taken into care, simultaneously may create an “abnormal” life for the sons and daughters of foster carers. This fact is very seldom acknowledged by social workers. In cases were social workers informed and included children of foster carers in their case work, these had significant better relations to foster siblings.

Syftet med studien har varit att uppmärksamma och synliggöra situationen för fosterföräldrars egna barn. Den övervägande delen av barnen har positiva erfarenheter av att leva med fostersyskon, men livet kan också bli komplicerat och konfliktfyllt. De barn och ungdomar som deltagit i studien är ofta mycket engagerade i sina fostersyskon. Ett sådant engagemang ses i de flesta fall som en tillgång. Emellertid kan insynen i fostersyskons problematiska livssituationer också innebära att foster föräldrarnas egna barn kommer att oroa sig för fostersysons förhållanden. I många fall får fosterföräldrarans egna barn finna sig i att få mindre uppmärksamhet och mindre tid med sina föräldrar. Studien visar att situationen för fosterföräldrarnas egna barn inte alltid uppmärksammas, varken av deras föräldrar eller av socialtjänsten.

    • Denna skrift är en rapport från ett forskningsprojekt som beviljats medel av Stiftelsen Allmänna Barnhuset. Rapporten handlar om vad som händer när mamma och pappa går skilda vägar och inte kan komma överens om vad som är "barnets bästa" och vad som händer när rättsväsendet får svara för uttolkning och verkställighet. I studien kommer olika aktörer til tals som domar,e handläggare inom socialtjänsten, familjerättssekreterare, medlare, nämndemän och föräldrar. Resultaten är inte enkla och entydiga, utan visar på de komplikationer som uppstår när normativa utsagor om "barnets bästa" möter de berörda barnens verklighet. Studien är rik på exempel som leder till eftertanke om hur samhällets ansvar för utsatta barn ska utformas.

    • Här presenteras två svenska studier med det övergripande syftet att undersöka hur barns bästa definieras i verkställighetsmål av umgängestvister, samt på vilket sätt barns erfarenheter och åsikter uppmärksammas. Huvudregeln är att beslut om vårdnad, boende och/eller umgänge ska följas, om det inte uppenbart strider mot barnets bästa. En lagändring av Föräldrabalken genomfördes 2006, som bland annat medförde att tolv-års gränsen för att låta barns vilja vara ett hinder för verkställighet togs bort, och rättens skyldighet att ta hänsyn till risk för barn att bli utsatta för våld, övergrepp eller bortförande har skärptes. Materialet från den första studien består av verkställighetsdomar och aktmaterial från 2001, intervjuer med professionella och en enkät till berörda föräldrar. Uppföljningsstudien består av verkställighetsdomar från 2007, ett år efter lagändringen. I materialet blir det tydligt att många av dessa barn lever i socialt utsatta familjer. Resultaten visar att domstolen verkar ta större hänsyn till risken för barn att utsättas för våld och övergrepp, samt till barnens vilja efter lagändringen.     • In Sweden, approximately 20 000 children were placed in out-of-home care at some time during 2006. Little is known of how their birth parents perceive their situation. This paper draws upon results from focus groups with 13 parents whose children were placed in care. The parents were invited to a conference centre, where focus group discussions were performed in different constellations over three days. Most parents experienced feelings of inferiority, guilt and shame. The parents’ relationship with foster carers was often asymmetrical: parents felt their position to be inferior to that of the foster carers. Parental visits in the foster home were often problematic; it was hard to interact naturally with the children. Most parents asked for more visits in their own home, or at a neutral place. In cases where a positive working relationship between parents and foster carers existed, foster carers respected parents, informed them of the everyday life of children and included them in both minor and major decisions about the child. In cases where parents were well informed about their children’s lives, they found it was much easier to have good contact with their children during their time in care.

    • In Sweden, the familie oriented perspective is used in child welfare. However, this perspective can be problematic, as a majority of parents with children in care have a difficult life situation. Children who stay in care until they are teenagers are seldom reunited with parents. For young people over 18 years who had been placed in care - median time in care was 4 years. Reasearch shows that they have Less contact with parents the longer the placement lasts. At the age of 18 every seventh youth with five or more years in care had lost his/her mother or both parents. At the age of 25 every fourth had lost one or both parents. The child welfare system needs: -To give more attention to childrens’ and young peoples’ individual- needs - although the family still is perceived as the fundamental resource for childrens’ well-beeing. -To strengthen the child perspective and focus on what is in the best interest of the child/ young person. -Focus on societal responsibility for the well-beeing of children and young people. -More attention needed for children and young people in care -The child protection system needs to be better on identify, prevent and manage risks and unsatisfactory conditions for children and young people.

    • Då en familj tar emot fosterbarn, påverkas relationerna mellan familjens medlemmar på olika sätt. Det stora omsorgsåtagande som ett fosterföräldraskap innebär kan vara slitsamt och tidskrävande. I många fall får de egna barnen nöja sig med betydligt mindre uppmärksamhet och minskad tillgång till föräldrarnas tid, vilket kan upplevas som problematiskt. Ändå ger en övervägande del av fosterföräldrarna en positiv bild av fosterföräldraskapet. Uppdraget innebär en utmaning där fosterföräldrarna får använda sin kreativitet och sin omsorgskompetens, och det gemensamma engagemanget kan medföra att makarna kommer närmare varandra.

    • This paper draws on data from the project Young People from a Public Care Background: Pathways to Education in Europé. The project was funded by the European Commission (EC) as part of its’ Seventh Framework Programme. Participating countries were Denmark, Hungary, Spain, Sweden and the UK. In Sweden, we used data from GOLD (Gothenburg Educational Longitudinal Database), which contains educational data of all those who are born between 1972 and 1992 N= 2 184 884. These data have been compared with data of children and young people who have been placed in care at some time in their life, through data from the National Board of Health and welfare (0-20 years of age) – a total of 76 121 individuals born between 1972 and 1992. Structured telephone interviews were performed with 111 social service managers in 75 local authorities. Interviews were performed with 33 young people on two occasions. Along with other Nordic countries Sweden can be defined as an institutional welfare state with general, and not selective, means‐tested benefits. Furthermore, the aim of the Social Services Act (SSA), introduced in 1982, was to promote social security and equal life conditions for all citizens. When children and young people are placed in public care, the state takes on the responsibility for their well being, and for their future. The questions posed in this paper are focused on facilitators and barrier for educational success for young people placed in care in relation to the Swedish welfare system. What factors in the welfare state can be identified as facilitators and what factors can be identified as barriers? What measures were taken by the welfare state to enhance the educational attainments of this group? Furthermore – what were the young people’s views of their future prospects in regard to education? Results from the interviews showed that the young people regarded educational success as their chance to have a better life. Some had managed to move on to further education, but the majority had not, although they had the capacity. Financial worries, lack of educational confidence and little help to navigate in the educational system were some of the barriers. Interviews with the managers showed little awareness of the significance of education for young people placed in care. Social workers seemed to rely on the general welfare state to provide adequate support for access to education. There was little focus of the need for transferral of social capital - advice, financial and emotional support and help from social networks. Consequently, general support from the welfare state is not enough for this group of young people, and the notion in the SSA of equal conditions is not realised. There is need for a change in social policy, more targeted support and more actions from social workers, to promote equal life chances for this group.

    • Foster carers are committed their fostering task. Fostering has an impact on all family member. This paper focuses on the relation between foster mothers and foster fathers. One might say that through fostering men and women become engaged in a “joint venture” – a kind of teamwork were both partners are working towards a mutual goal. This partnership increases the closeness between the couple, and can be said to be one of the rewarding parts of fostering. Even though fostering mainly is initiated by women, men eventually become more engaged as foster carers. This commitment can make them more involved in the “inner life” of the family, an involvement which is appreciated by their partners. These rewarding parts of fostering seems to make up for tiredness and lack of time – most foster carers say that fostering have improved their family life. It is not easy to be a foster carer, but fostering presents a kind of challenge, which most carers find to be rewarding.

    • Fostering is often initiated by women, but men also play an important part and eventually get as engaged in fostering as women do. Foster carers tend to have a traditional way of organising their lives, and often live in rural areas. Motives for fostering are mainly a social interest, and a wish to live with children. To be able to handle the task of fostering, it is important for foster mothers and foster fathers to have a stable and trusting relationship. One of the most rewarding things about fostering is a closer relationship between men and women. Another rewarding aspect of fostering is that it causes foster carers to reflect upon their parenthood, of what it means to be a parent. Less rewarding aspects are that fostering make carers tired, and drains them of energy. Lack of control also put foster carers in a paradoxical situation, where they feel responsible for something they do not have the power to influence. Care within the home is often highly valued socially, but less valued pecuniary, which may be one reason why foster carers have difficulties in explaining payment to children, and also to friends and colleagues. Fostering can make carers less observant of the situation of their own children, and sometimes even have a negative impact on these children, but carers also report fostering to increase emphatic abilities of children. Contact with birth parents might cause conflicts and feelings of uncertainty, but can also be perceived as rewarding by foster carers.
