    • The aim of this study is to analyse conditions that either promote or hamper the implementation of methods for systematic documentation, follow-up and evaluation in social-work services with individuals and families. The theoretical framework consists of organization theories. Human Service Organizations (HSO) theory is complemented with concepts from the new institutionalism, domain theory, implementation theory, and theory about interventions.A concrete case, a project has been studied. The purpose of project was to implement methods for systematic documentation in public social services. With the notation “integrated” is meant that the methods should be built in and adjusted to the social-work practice. The methods were ASI (Addiction Severity Index) and IUS (a locally based model for integrated evaluation by inspiration from Göran Sandell).Data has been captured in a pretest/ posttest design (Marlow 2000). This means that “state of things” has been described before the intervention and after. The methods used were surveys and interviews (individual and group). The process has been documented through research notes proceeding records, protocols and some diaries written by social workers. Four municipalities from the middle of Sweden took part with five working groups. Two groups contained social workers acting with children and families and three groups were working with drug abusers. The population consisted of the social workers, the managers responsible for the individual and family entities, the politicians and the clients who were affected during the time of the project.The implementation of ASI and IUS has not occurred in the extent that was stated in the intervention theory. This means that ASI and IUS were not used in all new cases that occurred during the time of the project. The interviews supposed to be done in the beginning of the clients contact with the agency tended to be done more often than the follow-up interviews. After the project ended, three of five working groups decided to continue to use ASI (one group) and IUS (two groups). The overall impression is that the respondents comprehend, they have the willingness but they do not have the capability of using ASI and IUS. The organization does not seem to have the capacity of imposing requirements and giving resources. The outcomes do not seem to be the most important issue for the social services. These conditions are discussed in the study by means of the theoretical concepts. In the end, there is an effort to adjust the implementation theory to human service organizations.

    • Over the last decade, many international organisations such as the World Bank, Department for International Development (DFID) and United States Agency for International Development have expanded their programmes on land tenure reforms in developing countries. Throughout this process, women’s exclusion from land ownership has been increasingly questioned and legal reforms have been suggested as one solution. The aim of this paper is to explore and analyse the experiences of implementers of land registration and titling vis-a-vis women’s land rights in the Northern Province of Rwanda. Data were collected through semi-structured interviews and focus group discussions with administrative staff at different levels involved in the programme. From the implementers’ experiences, the findings show that the land certificate does not necessarily guarantee women decision-making over land, but also that women show increased awareness of land issues, which has led to land conflicts involving women. Secondly, the challenges encountered, such as polygamy, inherit- ance and ingaragazi issues, as well as men’s unwillingness to register their marriages, are related to men’s customary rights to land and to deeply embedded socio-cultural norms. The implementers’ experiences and the encountered challenges during the reform process are framed by the values of a patriarchal society in which the supremacy of men over women is still strong. This leads to a ‘theory/practice dilemma’ where laws and policies that look good on paper are not necessarily easily implemented and where the intentions of laws are not necessarily logic to the local- level implementers.

    • The aim of this study is to understand and explain how street-level bureaucrats manage high workloads in public healthcare organisations. Data was collected through observations, interviews and documents. The results show that high workloads are reduced through use of collegial mechanisms at the organisation level. The study shows that workloads are reduced in a two-step process, the first is a negotiation between professionals and the second in the meeting with patients. The two-step process explains the limitation problems in more detail and makes an important contribution by explaining how high workloads are reduced in public health services.

    • Despite the fact that social work has quite a long history in countries such as Uganda, there are few studies available about social work students’ motives and career wishes. The intention of this article is to start to fill this gap by using some of the motives explored in studies of European social work students and to compare them with those of Ugandan social work students. The data used draws on 149 students at the department of Social Work and Social Administration, Makerere University. It is based on a mix methods study using a survey and focus group discussions. The majority of social work students come from urban or semi-urban areas. Some students choose a programme where they are certain to get a scholarship. There was generally a positive relationship between interest and perceived status of the social work area. Those areas that scored high on interest were also rated highly in terms of status. Therapy and counselling, education and research, and health social work were ranked high, while social work with the elderly, abused and with poor people and social assistance ranked low. Social work students in Uganda do not expect to get a social work job after their graduation.

    • This article sets out to consider the tentative findings that have emerged from a comparative pilot study of the value given to their social work education by newly qualified social workers in England, Sweden and Italy. The overall aim of the research was to examine the subjective views of students from 3 contrasting welfare systems and three different degree programmes as to their preparedness for practice. The specific aim of this paper is to describe and analyse if and how a sense of professional identity is being developed and if perceptions of this differ between students coming from different welfare regimes. The project recorded and analysed the students’ views on the cusp of starting their professional lives, and after 1 year of undertaking social work occupations. Further aims were to examine the role of theory teaching, placement opportunities, personal/professional ‘growth’ and evaluative capacity in making these students ‘fit for practice’ in specific welfare systems. The paper contextualises the research with discussion of the contemporary literature of professional identity in social work in Europe.

    • At the end of the 1970s, social work was established as an academic discipline with research,professorships and PhD programmes. This dissertation consist of a number of studies andarticles on the development and production of academic knowledge and research in Sweden, withspecial attention to implications for the relations between basic education, research andsocial work practice. These relations could be hold as the core dynamic in applied social workbut also a source of tensions and controversies. The dissertation consists of five articlesand a separate report (Dellgran & Höjer 1999). Following empirical data is analysed; (1) thefirst 89 PhD dissertations social work between 1980-1998; (2) more than 500 theses written bystudents on Bachelor´s and Master´s level 1977-97; (3) two examples of comprehensive theoryfor social work practice with great influence on social work education; (4) curriculums andcourses in PhD-programs, and (5) literature on research methods within BSW-programmes. Our aimis to describe profiles of topics and subject matters, research methods, use and extension oftheory, and to discuss important factors behind these patterns and some crucial aspects of thedevelopment of the discipline. Both PhD dissertations and undergraduate theses are heterogeneous and include a wide range ofdifferent types of social problems and interventions. Regarding epistemological positions,qualitative methods dominates. To explain the predominance of qualitative methods a number ofhypotheses involving both cognitive and social components are presented (the knowledgehypothesis, the cultural hypothesis, the resemblance hypothesis, the hypothesis of theparadigmatic development). On the whole the PhD dissertations gives the impression of adiscipline with a great deal of knowledge import, theoretical pluralism and a high level ofparadigmatic openness. On the other hand, sociology has a very strong position. The role ofpsychology is more concealed, and so far no Swedish dissertation has been dominated byreferences to social work. In the theses the situation for psychology and sociology isprincipally reversed.The growth of junior and senior research has slowly begun to influence the production of newknowledge. If this could be labelled a "10/90-situation", we believe we are heading for a"50/50-situation". This is a metaphor for saying that future research in social work willsimultaneously develop abstract, cumulative knowledge of its own and continue to useknowledge, produced outside the discipline. Another metaphor describes the direction of socialwork science as an initial rural landscape of knowledge with a certain degree of urbanisation,consisting of growing socio-cognitive networks of researchers. The result may be an exclusionof certain topics and areas and a troublesome narrowing of social work, at least as a researchtask. Furthermore, this dual development of deeper but more narrow scientific knowledge, iseffecting the relation with the profession, social work management and other stakeholders withspecific, but various, knowledge demands.

    • Doctoral theses have a special role in academia. Besides producing new scientific knowledge, they normally reflect disciplinary currents and traditions. The aim of this article is to present and analyze the form and content of all Swedish doctoral theses in social work. A total of 253 theses from 1980 to 2009 have been analysed. The results show that some earlier patterns remain. Topics are very heterogeneous, qualitative methods dominate and sociologic theory seems to be the major source of analysis. However new tendencies can also be noted. There is more interest in social work methods and more theses are based on articles and are written in English.

    • Movements in our times - Professionalization and privatization in social work The Swedish welfare state is in constant transition. The organization of public service production is influenced by different kinds of processes including the political changes and management on the one hand and the professionalization of occupations on the other. The aim of this article is twofold. First, the intention is to describe and discuss differences of professionalization among trained social workers active in different occupational fields within social work. Questions at issue include (i) a characterization of professionalization in terms of advanced education and supervision, (ii) comparisons between different working areas, (iii) the differences of professionalization between social workers in public and private practice. The second aim is to illuminate career patterns for social workers, focusing on the movements between different working areas and between public and private practice. The study is based on a survey with exactly 1,000 responding professional social workers. The survey was sent to a random selection of social workers in the largest social work union and had an estimated response rate of over 71 per cent. The result shows clear imbalances and stratifications in terms of professionalization between social workers in different working areas. Therapy and family counselling, along with education and research, turn out to be the most professionalized areas, whereas social assistance and the field of unemployment are the least professionalized. When indicators of professionalization are compared, private practitioners rate higher than publicly employed ones. The individual career patterns among social workers show movements towards areas with a higher level of professional discretion, higher status and wages. In the final discussion problems connected with increased stratification are presented. Connections are also noted between privatization and professionalization in social work.

    • Ph.D. dissertations have a special role in the formation of academic knowledge. In addition to producing new knowledge they usually reflect disciplinary traditions, trends and research fronts. The article presents a mapping of form and content of all doctoral dissertations in social work in Sweden from the establishment in the late 1970s up to 2009 (a total number of 253 theses). The review shows not only some patterns still remaining but also some new trends. For example, in the 2000s the interest in social work methods, and compilation theses based on scientific articles, has been growing. In an introductory section academicisation processes and tensions they generate are described. The article concludes with a general remark about dual legitimacy, and the need in future to navigate between the scientific world’s growing demand for excellence and, on the other hand, political and professional demands on instrumental and evidenceoriented research.

    • The Routledge Handbook of Field Work Education in Social Work is a welcome addition to the lit- erature on social work education and comparative research. It offers a wealth of contributions on field education across four continents.The book comes at a time of increased interest in international social work and in learning from others. It is also a time when educators in diverse contexts are struggling to provide quality field education for students, as field education across the globe is facing both old and new challenges. As the editors point out early in their introduction, field education is an essential part of the preparation of social workers; indeed, it is now sometimes referred to by the US Council on Social Work Education and others as the ‘signature pedagogy’ of the field. From the earliest days, educators have recognised that practical experience must accompany academic learning to prepare social work practitioners.This differentiates a profession from a purely academic subject. A review of the history of social work education bears this out. Between 1950 and 1972, the United Nations (UN) conducted five world surveys of social work education. In the very first of these, issues and variations in ‘practical training’ were dis- cussed (UN, 1950). Supervision, the need to integrate theory and practice, and the balance between observation and learning by doing were highlighted in the overview and in country summaries.The International Association of Schools of Social Work continued the global survey of educational programmes,issuing the World Guide to SocialWork Education in 1984.The crite- ria for inclusion as a social work programme were few in number and quite modest. It clearly stated, however, that ‘The course of study should include theoretical study as well as substantial continuing field practicum with an arrangement for appropriate instruction in both class and field’ (p. ix).This volume profiled social work programs in 61 countries across six continents, an expansion from the 46 countries listed in the 1950 UN publication. In 2004, the International Association of Schools of Social Work and the International Federation of Social Workers issued the first ever Global Standards for the Education and Training of the Social Work Profession. The standards were revised in 2020 (IASSW/IFSW, 2020). Both versions include lengthy sections on field education under curricula and state that field education must ‘be sufficient in duration and complexity of tasks and learning opportunities to ensure that students are prepared for professional practice’ (IASSW/IFSW, 2020, p. 13). Other standards include pro- viding qualified supervision, training for field instructors, a field manual with clear policies, and methods of evaluating students and field settings. New to the 2020 version is an aspirational stand- ard that programmes should ‘Create practice placement opportunities that correspond to at least 25% of the overall education activity within the courses (counted in either credits, days, or hours)’ (p. 14).This is clearly an effort to reduce the variability in attention paid to the field component. Organising and delivering quality field education continues to be a challenge for schools of social work. Over the past three decades, social work has expanded to numerous new locales,most notably to the countries of the former Soviet Union and China.The 2020 world census of social work education identified more than 3,500 programs in 159 countries (IASSW, 2021). In some places, social work is a completely new subject, and educators have had to initiate placements in areas without trained supervisors or even settings that defined them- selves as social work settings (Healy & Thomas, 2021). In other countries, including such diverse places as Jamaica and Ethiopia, expansion in the number of schools of social work and increases in the number of students enrolled has outpaced the availability of suitable field placements (Kebede, 2019). Mentoring students into the profession is less likely to occur if experienced social work supervision is missing. The Routledge Handbook of Field Work Education in Social Work includes overviews of field education and treatment of special subjects in 26 countries ranging from the United Kingdom to China, Slovenia,Turkey, Canada, and New Zealand. Several chapters provide student perspec- tives on their learning in the field. Special topics addressed include the experiences of indig- enous students in field placement and considerations for ensuring that international placements are optimally designed and supported. Reflexivity as a component of learning and way of inte- grating learning is addressed by several authors. Finally, the impact of the COVID-19 pandemic is covered in three chapters at the end of the volume. Field education faced disruptions and unusual challenges, in terms of the needs and demands of service users, threats to the health of students and field instructors, and widespread closures of in-person services. Learning from these experiences will inform education in future emergencies. In their conclusion, the editors lament that the topic of technology is not adequately addressed in the present book. Presumably, the expansion of virtual service delivery during the pandemic will offer lessons for future considera- tion of technologies in field education. In concluding the book, the editors remind readers that ‘Competency of students and graduates from a school of social work largely depends on the quality of the field education agency, availability of faculty support, competent supervisors, and expertise in introducing an innovative fieldwork practicum’. In the United States, and perhaps other contexts, increased pressures for research and publication have diminished the involvement of full-time faculty in field liaison and engagement, widening the divide between classroom instruction and field learning and severing what was, in earlier times, a close collaboration between academia and the field. At the same time, neoliberal pressures push agencies to meet higher efficiency stand- ards through increased caseloads and outputs.This leaves less time for field instruction and is resulting in fewer available placements for the growing social work student population.These trends may heighten the stresses on the dominant model of field education for social work and call out for creative solutions. Comparative study and increased sharing across borders can help in developing new models.This volume is an excellent start and a most welcome addition to the literature. Lynne M.
