    • The aim of this study is to explain the evolution of foreign policy in Denmark, Finland and Sweden with regard to Western security cooperation between 1988 and 1993. The study sets out to test two theoretical perspectives on the security cooperation policies of these three small states. The external political perspective is based on the idea that foreign policy is determined by the challenges of a state’s external political environment. The domestic political perspective is based on the idea that phenomena at the domestic level of the state have an impact on how governments cope with external constraints. The primary theoretical ambition is to integrate the findings from these two analyses in order to further an understanding of the mechanisms of foreign policy change in small states.In order to study the relationship between the environment and foreign policy change, the author applies a perceptual approach, which means that his intention is to explain foreign policy action on the basis of the perceptions actors have of the environment.The author draws a number of conclusions with regard to the mechanisms of foreign policy change. First, a perceptual approach is needed in order to analyze a state’s specific responses to international political change. Second, domestic factors are not only important for foreign policy in general but also for the evolution of security cooperation policy in small states under conditions of fundamental shift in the international system. Third, it is possible to attribute some degree of relative explanatory power to external factors and to assign a range of different roles to domestic factors. Fourth, governments of Western democratic small states pay relatively equal attention to external and domestic considerations when making their foreign policies. However, depending on the situation, the relative potency of external and domestic factors can vary.

  • Foreign policy change : United States' foreign policy toward the Soviet Union and the People's Republic of China 1961-1980

    • This study analyzes the circumstances under which nation states change their foreign policies. Beside the main purpose of studying the changes in American policy toward the USSR and the People’s Republic of China (PRC), the study has three additional purposes. One of these is to evaluate to what extent two separate perspectives may contribute to the explanation of the changes found in American policies toward the two states. Another purpose is to contribute to the further development of a general framework for the analysis of foreign policy change. The final purpose is to further develop a method for content analysis of verbalized policy and of the ideas on which this policy is based.It is found that there are rather large differences in the stability of the American policies toward the two nations. With the exception of the fundamental change in American China policy that occurred in the period 1970-1972, this policy has been remarkably stable in the period studied. The policies toward the Soviet Union have varied to a greater extent.The first perspective which is applied to explain these changes is that of the strategic triangle in which the relationships between the three nations are assumed to be interrelated. It is found that this provides a partial explanation for the policy changes. In particular, this perspective appears to partly explain the changes from an American Cold War-policy toward both nations to the relaxation of tensions that occurred in the early 1970s. The second explanatory perspective is that of the impact of the domestic politics context on American foreign policymaking. Here, it is found that the increased politicization of the American relationship with the Soviet Union after roughly 1973 provides a partial explanation for the instability of U.S. Soviet policy in this period.The application of a framework for the study of foreign policy change shows that it is fruitful to analyze these processes by way of a more general approach. The application of some parts of the framework in the dissertation indicates the importance of cognitive and domestic politics factors for change and stability in foreign policy.Finally, despite the continued existence of certain methodological problems, it is found that the applied content analytic method does serve its purpose to analyze change and stability in policies and in the ideas on which these policies are based.
