This is known as IT governance and is ranked as one of the firms' top concerns. Not surprisingly, it is crucial for organizations to find the affecting factors on IT governance and solve the problems associated with it. Culture in national, organizational or group level is an affecting factor in organizations that can play a role in IT governance and this role is rarely explored in academic research. This paper provides a literature review investigating the influence of culture on IT governance. The research purpose is to identify how culture and IT governance in the companies can be linked together and promote this area for future research. The literature review is done systematically and the findings are classified by using an IT governance framework with three main components of structures, processes and relational mechanisms. The results indicate there is an influence from national and organizational culture on IT governance. However, the number of studies is very few and there is still a lack of knowledge on how culture can influence IT governance. This research calls upon a further research on culture impact on achieving an effective IT governance implementation in organizations.

    • IT governance is one of the top concerns of organizations today seeking to gain value from their IT investments and create competitive advantage. Organizational culture on the other hand is one of the various factors influencing IT governance performance. However there is not much research conducted to understand this topic deeply. This research thus, is exploring the influence of organizational culture on four IT governance performance outcomes through a case study in IT department of a large Swedish company. The results provide evidence that organizational culture is influencing IT governance performance. Specifically the current clan culture orientation of the IT department has led to a successful IT governance performance in cost-effective use of IT. Furthermore adhocracy as the preferred culture is identified to influence IT governance in effective use of IT for growth which is not so successful with the current clan culture.

  • Effective factors influencing individual's shared health decision making

    • Introduction. This paper investigates the effects of information avoidance, information overload, health literacy on individuals' shared health decision making.Methods. A research model is proposed based on sound theoretical background. Data from 155 respondents was collected via an online survey.Analysis. Partial Least Squares Structural Equation Modelling (PLS-SEM) was applied to analyse the data.Results. The findings suggest that information overload and information avoidance both exhibit negative effects on an individual's shared health decision making behaviour, while health literary possess positive effects. We also find that information avoidance has a positive impact on information avoidance. Moreover, health literacy is negatively related to both information overload and information avoidance.Conclusions. The paper enhances both theoretical and empirical understanding of the effects of individuals' health literacy, information overload and information avoidance on their shared health decision making behaviour. The results indicate that sufficient health literacy enables individuals to engage in their health decision making process and sharing their concerns with their physicians. However, information overload and information avoidance trigger negative effects which lead to individuals less involved in shared health decision making. Our results advocate more efforts to improve individual health literary as the means to mitigate the negative effects of information overload and information avoidance towards shared health decision making.

  • Enhancing routine capability through RPA : A case survey

    • Robotic Process Automation (RPA) adoption is increasing in the public sector for improving the quality and the efficiency of public services. However, we have not yet gained a sufficient understanding of how RPA advances public service practices and process routines in public organizations. To mitigate this gap, we conducted a literature review and analyzed eight reported cases of RPA in public sector organizations through the lens of technology as routine capability (Swanson 2019). The results indicate that most of the cases are from the public sector in the Nordic countries, e.g., Sweden, Norway, and Finland. RPA creates new “machine” routines and becomes integral to humans’ new routines in public service’s processes and practices. RPA as routine capability advanced practices at individual, organizational, and social levels. The evidence also indicated that changes triggered by RPA were intertwined in the four modes of routine capability: design, execution, diffusion, and shift. The research contributed to a deeper understanding of how RPA changes and cultivates routine capability and advances public service practices. In addition, we applied and critically examined technology as routine capability as the analytical framework for understanding how RPA advanced public service practices.

    • Organisations have started to implement Robotic Process Automation (RPA) to improve process efficiency and to advance business process management (BPM) practise. However, literature tends to study RPA from a limited technical view and thus, we have not yet gained a sufficient understanding of how RPA advances BPM practises. To mitigate this gap, we conduct a literature review and analyse 13 reported cases of RPA through the lens of technology as routine capability (Swanson 2019). The results indicate that a few early adopters have implemented RPA. RPA creates new “machine” routines and become integral of humans’ new routines.     • Public organizations are adopting Robotic Process Automation (RPA) to enhance process performance. However, there is a lack of knowledge regarding how RPA specifically advances routine practices in public organizations, particularly in developing countries. To address this research gap, we conducted an interpretive case study in Turkey, focusing on the implementation of RPA from the perspective of technology as routine capability. Our findings reveal that the case organization has advanced its practices by leveraging RPA affordances, implementing effective governance mechanisms, and developing automation capabilities. This research contributes unique contextual insights into the implementation of RPA within a public organization situated in a developing country. The empirical evidence demonstrates the transformative impact of RPA on organizational practices and provides guidance for optimizing RPA governance practices and sustaining RPA-enabled automation capabilities. This study offers practical implications for public organizations aiming to leverage RPA as part of their broader digital transformation initiatives.

    • Artificial Intelligence (AI) must be directed at humane ends. The development of AI has produced great uncertainties of ensuring AI alignment with human values (AI value alignment) through AI operations from design to use. For the purposes of addressing this problem, we adopt the phenomenological theories of material values and technological mediation to be that beginning step. In this paper, we first discuss the AI value alignment from the relevant AI studies. Second, we briefly present what are material values and technological mediation and reflect on the AI value alignment through the lenses of these theories. We conclude that a set of finite human values can be defined and adapted to the stable life tasks that AI systems will be called upon to accomplish. The AI value alignment can also be fostered between designers and users through technological mediation. Upon that foundation, we propose a set of common principles to understand the AI value alignment through phenomenological theories. This paper contributes the unique knowledge of phenomenological theories to the discourse on AI alignment with human values.

    • Information and communication technologies (ICTs) must be designed and used for humane ends. The rapid adoption of Artificial Intelligence (AI) has raised the critical question of whether we can ensure AI's alignment with human values in order to guide its development and application. For the purposes of addressing this question, we conduct a selective literature review of the papers published in the top information systems (IS) research outlets (basket of 8 journals and 5 AI journals in IS) from 2000-2020. The results show that there is no research has been conducted in the IS research contributing a better understanding of the AI value alignment principles. The mainstream IS research on AI is mostly dominated from its technical and managerial aspects. Thus, the future research agendas are proposed accordingly. The paper provides some food for thoughts in studying human values and AI within the context of IS research.

  • BENEFITS OF MOBILE REPORTING SYSTEMS IN SOCIAL HOME CARE : THE CASE OF SEVEN SWEDISH MUNICIPALITIES

    • Objectives: Mobile systems are widely adopted in healthcare services. Mobile reporting systems have been recently introduced for social home care by municipalities in Sweden. The study aims to assess the benefits of using these systems. Methods: We followed an expert survey approach. Data were collected by means of telephone interviews with the experts in charge of managing and implementing the systems at the municipalities. In addition, several workshops were organized for assessing the economic value of the systems at one municipality. We performed thematic analysis and cost-benefit analysis of the data. Results: The thematic analysis showed the three main benefits of using the mobile reporting systems in social home care: municipal benefits, care providers’ benefits, and care recipients’ benefits. The cost-benefit analysis indicated that the systems could bring substantial long-term economic value for municipalities. The results also revealed the difficulties encountered at the early stage of the deployment and implementation of the systems. Conclusions: The mobile systems yield benefits for all the actors, that is, municipalities, care recipients and care providers. These enhance the public-private coordination and cooperation in social home care in Sweden. The municipalities are called upon to address change management and technical challenges in the implementation.

  • Digital proctoring in higher education : a systematic literature review

    • To improve the academic integrity of online examination, digital proctoring systems have been implemented in higher education worldwide, particularly during the COVID-19 pandemic. In this paper, we conducted a literature review of the research on digital proctoring in higher education. We found 115 relevant publications in nine databases. We applied topic modeling methods to analyze the corpus which resulted in eight topics. The review shows that the previous studies focus largely on the systems’ development, adoption of the systems, the effects of proctored online exams on students’ performance, and the legal, ethical, security, and privacy issues of digital proctoring. The annual topic trends indicate future research concerns, such as systems’ development, online programs (MOOCs) and proctoring, along with various issues of using digital proctoring. The results of the review provide useful insights as well asimplications for future research on digital proctoring, a crucial process for digitalizing higher education.

    • Purpose – To improve the academic integrity of online examinations, digital proctoring systems have recently been implemented in higher education institutions (HEIs). The paper aims to understand how digital proctoring has been practised in higher education (HE) and proposes future research directions for studying digital proctoring in HE.Design/methodology/approach – A systematic literature review was conducted. The PRISMA procedure was adapted for the literature search. The topics were identified by topic modelling techniques from 154 relevant publications in seven databases.Findings – Seven widely discussed topics in literature were identified, including solutions for detecting cheating and student authentication, challenges/issues of uptakes and students' performance in different proctoring environments.Research limitations/implications – This paper provides insights for academics, policymakers, practitioners and students to understand the implementation of digital proctoring in academia, its adoption by HEIs, impacts on students' and educators' performance and the rapid increase in its use for digital exams in HEIs, with particular emphasis on the impacts of the systems on digitalising examinations in HE.Originality/value – This review paper has systematically and critically described the state-of-the-art literature on digital proctoring in HE and provides useful insights and implications for future research on digital proctoring, and how academic integrity in online examinations can be enhanced, along with digitalising HE.

    • Recent studies demonstrate that the implementation of enterprise social systems (ESSs) will transfer organizations into new paradigm of social business which results in enormous economic returns and competitive advantage. Social business creates a completely new way of working and organizing characterised by social collaboration, intrinsic knowledge sharing, voluntarily mass participation, just name a few. Thus, implementation of ESSs should tackle the uniqueness of the new way of working and organizing. However, there is a shortage of knowledge about implementation of these large enterprise systems. The purpose of this paper is to study governance model of ESSs implementation. A case study is conducted to investigate the implementation of the social intranet called the ‘Stream’ at Statkraft, which is a world-leading energy company in Norway. The governance model of ‘Stream’ emphasizes the close cooperation and accountability between corporate communication, human resources and IT, which implies paradigm shift in governance of implementing ESSs. Benefits and challenges in the implementation are also identified. Based on the knowledge and insights gained in the study, recommendations are proposed to assist the company in improving governance of ESSs implementation. The study contributes knowledge/know-how on governance of ESSs implementation.

    • The need for a systematic approach to work with artificial intelligence (AI) is current and rapidly growing. It is important that Information Systems researchers get ahead of public sentiment and be able to provide proactive commentary about the current state-of-the-art, as well as solutions for future systems. One critical question is how can we ensure value alignment between AI and human values through AI operations from design to use? For the purposes of this discussion, we adopt the phenomenological theories of material values and technological mediation to be that beginning step. In this paper, we firstly analyze the AI phenomenon from selected resources from the top IS research outlets (basket of 8 journals and 5 AI journals in IS). Secondly, we briefly present what are material values and technological mediation and reflect on the AI value alignment principle through the lenses of these theories. Supported by these new understandings and reflections, we propose to build a common principle of human values to understand the AI value alignment principle through phenomenological theories. The paper contributes the unique aspect of material values to the discourse within current AI research.

    • In order to provide unified and consistent data and functionality, enterprises need to make all their applications work in an integrated manner. However, integration has become more difficult to handle when enterprises extend their business globally, more applications are implemented for supporting business activities, and more computing paradigms are adopted, e.g., cloud, social, and mobile, just to name a few. The state-of-the-art integration solutions have limitations to address the difficulty. In this paper, point to point integration engine-P2PIE, a new integration solution is presented and discussed. The solution combines distributed execution of integration with centralized management console, which innovate the fundamental integration infrastructures of point to point paradigm, and message systems. P2PIE is developed and tested by Sandvik over the decade. The solution has addressed Sandvik’s challenges in enterprise application integration. Agility, cost reduction and reliability of this solution are proved.

  • Understanding followers’ stickiness to digital influencers : The effect of psychological responses

    • The ability of digital influencers to convert their followers into paying customers relies heavily on the followers’ “stickiness”, a topic that has not been adequately investigated in the existing literature. From a psychological perspective, this study develops a theoretical model of followers’ stickiness. Two forms of followers’ psychological responses to digital influencers are jointly considered: wishful identification and parasocial relationships. This study also categorizes and examines the moderating effects exerted by the genres of digital influencers’ revenue models, which represent a vital contextual factor for forming followers’ stickiness. A survey was conducted on Weibo, the Chinese equivalent to Twitter, with a sample of 319 followers of real digital influencers that are using different genres of revenue models. The findings indicate that both wishful identification and parasocial relationships have significant but different impacts on followers’ stickiness in different genres of influencers’ revenue models. This paper enriches our understanding of the phenomenon of followers’ stickiness toward digital influencers and provides practical guidance for digital influencers and social commerce/media platform providers.

    • Simulation plays an important role on studing the Internet of Things (IoT) traffic, which has an increasing impact on network infrastructures.The existing simulation tools and mechanisms on IoT mainly focus on simulating large-scale deployment of IoT and heterogeneous IoT applications. This paper concentrates on how to simulate the lengthy, burthty and multi-level time-scale IoT applications quickly. A time-scale data generation (TSDG) method is proposed to reduce the used simulation time of different IoT scenarios while keeping the real world characteristics of the IoT applications. Implementations of TSDG in ns-3 and simulation experiments of smart home and smart shopping centre are described in the paper. The evaluations results show that the proposed TSDG method can effectively reduce the time used to simulation IoT applications in ns-3 while reflect the IoT application traffic in the real world.

    • The public sector has increased its use of robotic process automation (RPA) in administration, decision making and citizen services. Available studies mostly focused on the specific cases of using RPA in public organizations. Thus, we lack the helicopter view of the adoption of RPA in a country. In this paper, we present the results of a national survey of RPA adoption in the public sector in Sweden. The results show that the awareness of RPA is high in the Swedish public sector although the level of adoption is still modest. Also, there are notable differences in the level of adoption between central and local government. The study goes beyond the limitations of case studies, and contribute new knowledge of RRA adoption, benefits, routine capability and governance on a national level. The knowledge and insights can serve as a reference for other countries and public administrative models.

    • Robotic process automation (RPA) is considered as a significant aspect of modernizing and digitally transforming public administration towards a higher degree of automation. By adding cognitive artificial intelligence, the use of RPA can be extended, from rule-based, routine processes to more complex applications, involving semi- and unstructured information. However, we lack a clear understanding of what is meant by cognitive RPA and the impacts of RPA on public organizations’ dynamic IT capabilities. To fill this knowledge gap, we carried out a qualitative study by conducting 13 interviews with RPA system suppliers., An abductive approach was used in analyzing the interview data. We contribute with a definition and a conceptual system model of cognitive RPA and a set of propositions for how an extended notion of RPA affects dynamic IT capabilities in public sector organizations.

    • Microblogs are revolutionising the way users produce, consume and distribute short content. The continuous content contributions of users are crucial for the sustainable development of microblogs. Knowledge regarding this user behaviour is scarce. Based on the uses and gratifications theory (U&G) and the social influence theory (SIT), this paper proposes an integrated research model with the aim of understanding the factors that affect users' continuous content contribution behaviours (CCCB) on microblogs. The data were collected from 379 microblog users in China. The empirical results indicate that perceived gratification had a positive but surprisingly trivial effect on continuous content contribution behaviours. Social influence had a strong and significantly positive effect on users' CCCB, it also had a positive moderating effect on the relationship between perceived gratification and CCCB. Users' perceived gratification was positively affected by the antecedents of self-expression, anticipated extrinsic rewards and anticipated reciprocity but negatively affected by privacy concerns. The platform attributes of microblogs (i.e. accessibility and interactivity) also influenced users' perceived gratification. This research contributes to social media research with regards to the theory of users' CCCB.

  • Municipal benefits of a mobile government solution : A study of the Swedish cases

    • Mobile government (m-government) provides a high potential to facilitate internal work processes, improve the quality of service, and increase performance of organizations in the public sector. However, only a few investigations have been conducted to explore this research area. And we lack of knowledge of evaluating the value and benefits of m-government solutions. In the paper, we identify and analyse the benefits of a mobile government solution for problem and complaint management by adopting the PENG model. Data are collected from case studies of two municipalities in Sweden. We perform thematic analysis of the data. The results reveal two main benefits of the m-government solution. Firstly, it helps the municipalities to enhance their innovative appearance and increase transparency in administration, which result in an improved social image. Secondly, the solution provides a number of benefits that have an impact on the municipalities and citizens. In particular, these benefits include an improved quality of public service, reduced costs and improved democracy. Moreover, we summarize the strengths and weaknesses of the PENG model that arises in the study. This paper contributes knowledge to the research of mobile government and increases the understanding of benefit analysis of mobile solutions for public organizations.

    • Privacy is one of the key challenges to the adoption and implementation of online proctoring systems (OPS) in higher education. To better understand this challenge, we adopt privacy as contextual integrity theory to conduct a scoping review of 17 papers. The results show different types of students' personal and sensitive information are collected and disseminated; this raises considerable privacy concerns. As well as the governing principles including transparency and fairness, consent and choice, information minimization, accountability, and information security and accuracy have been identified to address privacy problems. This study notifies a need to clarify how these principles should be implemented and sustained, and what privacy concerns and actors they relate to. Further, it calls for the need to clarify the responsibility of key actors in enacting and sustaining responsible adoption and use of OPS in higher education.

    • The transformation towards the Industry 4.0 paradigm requires companies to manage large amounts of data. This poses serious challenges with regard to how effectively to handle data and extract value from it. The state-of-the-art research of Enterprise Architecture (EA) provides limited knowledge on addressing this challenge. In this article, the Automated Modeling with Abstraction for Enterprise Architecture (AMA4EA) method is proposed and demonstrated. An abstraction hierarchy is introduced by AMA4EA to support companies to automatically abstract data from enterprise systems to concepts, then to automatically create an EA model. AMA4EA was demonstrated at an Industry 4.0 laboratory. The demonstration showed that AMA4EA could abstract detailed data from the Enterprise Resource Planning (ERP) system and Manufacturing Execution System (MES) to be relevant for a business process model that provided a useful and simplified visualization of production process data. The model communicated the detailed business data in an easily understandable way to stakeholders. AMA4EA is an innovative and novel method that contributes new knowledge to EA research. The demonstration provides sufficient evidence that AMA4EA is useful and applicable in the Industry 4.0 environment.

    • The heterogeneity of production processes is a serious problem faced by international manufacturing companies. The transformation towards Industry 4.0 and the adoption of Internet-of-Things (IoT) have produced huge amounts of heterogeneous data. The production processes and data from sites across the world cannot be shared and compared at the enterprise level. Therefore, companies cannot improve their production processes and the current state-of-the-art of enterprise architecture (EA) cannot address this heterogeneity problem. To mitigate and address this heterogeneity problem, we extend the automated modelling with abstraction for EA (AMA4EA). We demonstrate the extension using the processes and data of an international manufacturing company in Denmark. The results show that the extended AMA4EA addresses the process heterogeneity problem by automatically creating EA models that relate and compare production processes from different sites. In addition, the extended AMA4EA extracts value from heterogeneous data and visualizes them in EA models. The extended AMA4EA exhibits a novel method in EA to incorporate process and data heterogeneity. This is a significant advance to EA research because it supports EA in modelling the different realities of companies. In addition, the extended AMA4EA demonstrates how production managers can jointly analyse production processes from different sites. As a result, managers can identify potential opportunities for improvement across production sites. Through EA models, they can access data and documentation stored on different enterprise systems. These contributions pave the foundation for understanding and improving the performance of heterogeneous production processes for international manufacturing companies.

    • For continuous improvement and innovation in business processes, prioritizing processes is one of the top strategic decision-making tasks for chief information officers and business executives. However, most of the methods for prioritizing process improvement initiatives pay little attention to analysing the characteristics of processes. In addition, in the design process of these methods, the users (e.g. managers, process stakeholders) rarely participate. More importantly, how these methods can be adapted to managers’ decision-making process has not yet been fully explored. This paper addresses the need for a new method supporting managers’ decision making in prioritizing process improvement initiatives. We describe the design and evaluation of a prioritization and categorization method (PCM). The PCM consists of two models, the process assessment heat map (PAHM) and the process categorization map (CM), as well as five iterative activities. The evaluation results from Ericsson show that the PCM can produce a good-quality analysis of processes. It facilitates the decision-making process by eliciting the “collective intelligence” from key process stakeholders and managers. The findings also reveal the implications of improving the PCM to make it more configurable and dynamic. The paper contributes to business process management and proposes a novel method for prioritizing process improvement initiatives.

    • Problem/Purpose: Process prioritisation is an ill-structured and complex problem that remains a mystery phase in business process management (BPM) research. More explorative approaches are called upon to tackle process management problems, to facilitate process innovation and to design new processes in dynamic environments. This dissertation aims (i) to design and evaluate a Prioritisation and Categorisation Method (PCM) for addressing process prioritisation problems; and (ii) to explore process innovation by disruptive technologies.Research methods: This research follows the design science research (DSR) paradigm. The design exploration and the engaged scholarship approaches are also adapted. The demonstration and evaluation of the Prioritisation and Categorisation Method have been conducted with case studies in large Swedish companies, i.e. Seco Tools and Ericsson. An empirical study of the impacts of disruptive technologies on process innovation was conducted at a large insurance company in Sweden.Results: This research has led to the design and evaluation of the PCM: a new context-aware, effective and holistic method for BPM. In addition, the lessons learnt from the insurance case deepened the understanding of the challenges that are faced by a company when exploring new capabilities (e.g. processes and IT) for future business. Such lessons also emphasise the necessity of configuring PCM based upon business contingencies and industry factors in process prioritisation.Contributions: This dissertation contributes a novel method to explore BPM in a holistic, yet flexible and effective way. The challenges identified in process innovations improve the configuration capabilities of the PCM through a deeper understanding of the dynamic capabilities within organisations (Capability Layer Model-CLM). This research contributes design knowledge to DSR in the forms of the PCM as an invention, and the three design principles for the PCM: design by holistics, design by commitments and design by explorations. The research is evaluated as good BPM and good design science research.

We aim to explore the issue, and in our study of SAAB, we find three viable components to design the organizational structure so it can foster the accomplishment of sustainable BITA: (1) Strong top management initiates the management boards so stakeholders across IT and business, and at different organization levels can participate in IT planning and decision making, (2) Business managers propose and engage in business related IT initiatives so they define critical requirements and needs, and they are responsible/accountable for BITA, and (3) CIO facilitates and coordinates planning, decision making, and implementation of ICT initiatives at ICT boards with a clear strategic focus on realizing business values. The paper explores unique insights of designing a circular organizational structure and its impacts on BITA, and contributes knowledge to IT management and practice.

    • PurposeThe purpose of this paper is to demonstrate and evaluate the prioritization and categorization method (PCM), which facilitates the active participation of process stakeholders (managers, owners, customers) in process assessments. Stakeholders evaluate processes in terms of effectiveness, efficiency and relevance against certain contextual business and industry factors. This collective evaluation serves as a foundation for the management decision-making process regarding process improvement and redesign.Design/methodology/approachThe PCM is examined based on a case study at Ericsson. In total, 55 stakeholders, representing different organizational levels and functions, assessed eight core processes. Follow-up interviews and feedback after the evaluation sessions were collected for triangulation purpose.FindingsThe PCM helps Ericsson evaluate its processes within business context and industry environments. The results show that, to realize seamless end-to-end processes in the eight assessed processes, Ericsson has to make a greater effort to improve its process structures, governance and culture for fulfilling the needs of future business. Ericsson Steering Group is satisfied with the insights provided and has decided to train more stakeholders to use PCM.Research limitations/implicationsThis research is based on a single case within a specific organizational setting. The results may not be necessary generalizable to other business and industry settings. Organizations need to configure PCM in consideration of their own processes and business contingencies to explore and fulfil their process improvement purposes.Originality/valueThis paper presents a new context-aware, easy-to-use and holistic method for business process management (BPM), the PCM. The method requires the active engagement of stakeholders, it focusses on developing dynamic BPM capabilities and fully embeds organizational contingencies and contextual factors in the decision-making regarding BPM. This paper contributes a novel method to explorative BPM.

    • Green Information Systems (IS) are defined in terms of certain sustainability-related characteristics. Sustainability itself is a concept based on subjective values and value judgments, which are political, value-laden, and context-dependent. However, Green IS literature does not provide a sufficient understanding of such subjective values nor their treatment. Also, value-judgments for Green IS have hardly been considered. We adapt material value-ethics to expose the fundamentals of subjective values. Reviewing and synthesizing work in which subjective values and value judgments have been explicitly considered in sustainability decision-making, we improve our understanding of their use and formalization. Finally, we discuss our findings through the lens of material-value ethics, and offer reflective arguments towards clarifying the role of values in Green IS. The paper contributes to a deeper understanding of subjective values and subjective value judgments for sustainability, along with their critical and significant implications for Green IS research.

    • Environmental Sustainability is a global challenge. All governments are recommended to address this challenge by using digital technologies to provide e-government services and applications. In recent years, there has been a growing interest in e-government research in studying the issues of environmental sustainability. This paper provides a review of the literature that is available in the Digital Government Reference Library (DGRL) with an aim of synthesizing the knowledge and identifying the important areas for research. We assess the literature by adopting the E-government for Sustainable Development Research Assessment Framework (Estevez and Janowski 2013). The review shows that a few studies have been conducted for understanding e-government for environmental sustainability and little theoretical contribution was made. Drawing upon this assessment of the literature, we discuss several important research issues of exploring e-government services for environmental sustainability and the role of digital technologies in support of these services.

However, the e-government literature lacks studies that provide pragmatic solutions to sustainability problems through the design of artifacts, especially in developing countries. To fill the gap, the dissertation aims to design and evaluate a digital government collaborative platform (DGCP) and produce design knowledge to facilitate the collaboration between the government and citizens to address environmental sustainability issues in Sri Lanka.Research methods: The design science research methodology (DSRM) was chosen for this research. Value-sensitive design (VSD) was also adopted throughout the design process to identify and embed human values in the DGCP. The prototype and the final workable DGCP were evaluated by stakeholders following the framework for evaluation in design science research (FEDS). Multiple methods were used in data collection and analysis.Results: The result of the research was a designed and evaluated e-government artifact, the DGCP. By adopting the VSD approach, we first derived fifteen human values that were critical to DGCP design. The values were translated into thirty-one design requirements that were integrated into the prototype of the DGCP. The evaluation of the DGCP prototype indicated that the design requirements were fulfilled. Then, the evaluation of the final, workable DGCP showed that the stakeholders were satisfied with the system. Further, the evaluation also pointed out that the human values derived from the VSD approach were reflected in the DGCP.Contributions: The dissertation advances e-government design knowledge for sustainability. DGCP is an instantiation of an e-government tool for facilitating collaboration on environmental sustainability issues in Sri Lanka. The design knowledge is produced by incorporating human values and translating them into design requirements through the VSD approach. Moreover, four design principles were generalized. Integrating the VSD into the DSRM activities offers a powerful choice of method that provides a well-grounded design in context. The knowledge can be applied in other e-government designs and generate positive societal consequences concerning sustainable development.

Value-sensitive design (VSD) method is adopted by the DGCP design. Current research lacks methods of evaluating a VSD artifact that is designed and aligned with human values. Supported by the Framework for Evaluation in Design Science Research (FEDS), we conducted an ex-ante evaluation with the stakeholders. The results show that the stakeholders are satisfied with the prototype features along with their usefulness and ease of use. The paper contributes new knowledge on performing an empirical evaluation of a VSD artifact. We also emphasize the importance of evaluating design requirements that are aligned with human values as an essential activity at the prototype stage for safeguarding human values incorporated into the final design.

    • Digital technology is instrumental in designing e-government services to achieve environmental sustainability. This study aims to implicate essential human values for designing a Digital Government Collaborative Platform (DGCP), which seeks to enhance the collaboration between citizens and government officers to address environmental issues in Sri Lanka. The study adopts a value sensitive design (VSD) approach to identify human values to conceptualize the design. The results reveal 15 human values shared by citizens and officers of environmental authorities: transparency, safety, universal usability, feedback, authenticity, fairness, representativeness, accountability, legitimacy, informed consent, autonomy, awareness, human welfare, attitude, and trust. In addition to the identified human values, four system feature categories have been proposed from interviews. Thus, the study advances knowledge in designing an e-government system for collaboration between citizens and government officers, especially in tackling environmental problems in developing countries. Further, the study contributes knowledge to VSD for digital collaboration for improving environmental sustainability.

    • The collaborations between government and citizens are very crucial for addressing environmental issues, but how such a collaboration can be developed in practice is an open question. An interpretative case study is conducted to investigate ‘Wilpattu’ deforestation, one of the recent controversial environmental issues in Sri Lanka. The paper studies citizens’ activities in the social media platforms and the responses of government authorities regarding the case. The results indicate the root cause is lack of proper collaboration and coordination between government and citizens and other stakeholders. The study also reveals the societal, political factors, as well as governing structures of government authorities, exacerbate the environmental problem. By understanding the lessons learned from the study, a Digital Collaborative Platform (DCP) is proposed for potentially improving collaborations between government and citizens for addressing environmental issues in future research.

In the study, van de Poel's value hierarchy guides the value translation process. The human values are thoroughly reviewed and converted into norms and subsequently into design requirements with the consultation of information system design experts and environment-related government authority officers in Sri Lanka. As a result, thirty-one design requirements are identified for the design of DGCP. The study contributes new knowledge to the Value Sensitive Design literature in translating human values to design requirements, especially in an e-government system for a developing country. Further, the study emphasizes the importance of considering legal acts, policy, and other regulations in designing e-government artifacts such as the DGCP for environmental sustainability.

    • Purpose – The paper aims to evaluate the Digital Government Collaborative Platform (DGCP), which facilitates collaborations between the citizens and the government to address environmental issues in Sri Lanka. The DGCP is an artifact developed by the value-sensitive design (VSD) approach.Design/methodology/approach – The DGCP is evaluated following the Framework for Evaluation in Design Science Research (FEDS). Two hundred and twenty-four citizens participated in the survey based on the User Experience Questionnaire (UEQ) and open questions about human values embedded in the design. Fifteen government officers were interviewed to enhance the evaluation. Findings – The DGCP received positive evaluations from the citizens and government officers. The platform is attractive, novel and pragmatic, also generatinghedonic experiences for the citizens. The users believed that human values are reflected in the DGCP. Further, they shared a few suggestions to improve it.Originality – The paper contributes knowledge to evaluating digital government systems, especially in developing countries. The human-value-centered DGCP was evaluated using multiple methods of quantitative (i.e., UEQ Survey) and qualitative(i.e., qualitative interviews with stakeholders) techniques. Further, the systematic process of DGCP evaluation produces a case-based guideline for evaluating related and similar digital government systems using FEDS.

    • Trust and risk have been theorized and empirically approved as the most influential factors affecting individual behavior toward social media platforms (SMPs). However, the evidence is scattered and the understanding of the effects is ambiguous:To address this problem, a rigorous and quantitative meta analysis was conducted to investigate the empirical evidence of 43 studies in information systems research between 2006 and 2014. The findings suggested that trust and risk both had significant effects on individual behavior toward SMPs but that trust had a stronger effect. Moderating effects of trust objects (community members vs. platforms) and platform types (virtual communities vs. social networking sites) were found. Surprisingly, culture was found to exert no moderating effect. This paper contributes more generalized knowledge to social media research literature to the theory with regard to the influence of trust and risk on individual behavior toward SMPs. The knowledge serves as the foundation for future research efforts in social media. Implications for practice are discussed.

  • Contextualizing the rural in digital studies : A computational literature review of rural-digital relations

    • Digital technologies are changing how and where we live, work and socialize. Rural areas are distinctive spaces and places but in the current debates of new digital phenomena, digital spaces and practices risk not being contextualized with sensitivities to rural geographies. This study aims to map how digital has been examined to date in rural-focused studies, and accordingly present propositions for how rural-digital studies can be sensitive to the distinctive and diverse character of rural spaces and places. We conduct a two-stage/scale literature review, combining 1) computational topic modelling from a Global Dataset (459 article abstracts) with 2) qualitative content analysis from a sub-dataset focusing on the Nordic region (Nordic Sub-Dataset, 17 full articles). We begin with a topic modelling analysis generating ten major themes (topics) leading to an overview of how research areas are connected to the meaning of rural context. Turning to the Nordic region, as an in-depth example, we illustrate the complexity of rural digital geographies, through a qualitative content analysis. This demonstrates that digital in rural contexts are primarily positioned outwardly as social/regional development and business/economy, and less situated inwardly through individual experience and community building. Combined we show a wide spectrum of rural-digital relations but demonstrate that rural contexts in rural-digital relations need more attention. We propose three propositions to invite deeper rural contextualizations in future digital studies to uphold the importance of rural spaces and places through, by and with digital geography.
