The core of this programme are 17‘Sustainable Development Goals’ with 169 more specific targets. Two years ofintense intergovernmental negotiations at the United Nations headquarters in NewYork preceded the adoption of this agenda, which formally entered into force on1 January 2016. The programmatic timespan is short: the goals and targets under the new agenda for sustainable development should be achieved by 2030. Some targets were to be reached even by 2020.

    • This chapter provides an overview of the multi-faceted landscape of methods used to study the steering effects of the Sustainable Development Goals. After a discussion of the political use of science and the complex relations between science and politics, the chapter showcases a selection of different methods that are employed to trace the steering effects of the Sustainable Development Goals. Selecting the most suitable method for a particular research question requires understanding their main characteristics, strengths and weaknesses. The chapter highlights that all methods and tools need to be combined to comprehensively assess the political impact of the goals, the progress towards their achievement, and their overall transformative potential. As data gaps and unequal geographical coverage still hamper a broader understanding of the political impact of the global goals, we need to build bridges across language communities, disciplines and methodological camps, which still work very much in isolation.

    • Contemporary research and teaching on global environmental politics (GEP) draw upon many approaches to understanding the ways in which states and societies respond to transboundary environmental problems (see Chapter 2). Approaches that emphasize the state (see Chapter 7) and international organizations (see Chapter 8) derive in a straightforward way from scholarly work in international relations (IR), with a marked focus on domestic and international institutions and on traditional determinants of power and sources of authority as key to understanding states’ interests and actions. Alternatively, approaches that adopt a philosophically critical orientation toward IR are more inherently interdisciplinary, and build on theoretical frameworks developed in economics and sociology as well as in the humanities. The latter work frequently examines global environmental politics from the “bottom up,” and takes seriously the notion that subnational and non-state actors, transnational networks of activist organizations as well as individuals are essential to resolving the world’s pressing sustainability challenges (see Chapter 14). This chapter describes an analytical framework informed by IR scholarship for approaching research and teaching in the GEP subfield. The framework may be adapted for use with any substantive area of interest, as well as used to develop undergraduate and graduate coursework in GEP. Elaboration of the framework itself is followed by its application to a discussion of research in GEP that both captures long-standing trends and underscores new avenues of inquiry. The section on teaching GEP that follows includes suggestions for the adoption of pedagogies – specifically fieldwork and other outdoor experiences, contemplative practices, (online) games and role-plays – that are particularly well suited to the field of GEP.

    • This paper discusses the relationship between the Sustainable Development Goals (SDGs) and the long-standing human rights system of the United Nations. Thematically, these two modes of global governance strongly overlap. Several SDGs are in line with human rights obligations. At the same time, the SDGs and human rights are based on divergent logics and constructed very differently. After capturing the key characteristics of the two governance modes, this paper highlights the differences between the SDGs and human rights and introduces a novel conceptualisation to enhance our understanding of the relationship between rights-based and goal-based approaches. Against this backdrop, we assess this relationship and argue that human rights have the potential to strengthen and reinforce the SDGs. In particular, we sketch some future pathways to better integrate the 2030 Agenda for Sustainable Development with existing human rights instruments to enhance accountability, review, and participation in decision-making in relation to the SDGs.

    • In 2015, the United Nations (UN) General Assembly agreed on 17 Sustainable Development Goals (SDGs) with 169 targets as part of the 2030 Agenda for Sustainable Development. Although the SDGs, which are to be achieved by 2030, are not the first attempt to guide policy actors through global goals, they go far beyond earlier agreements in their detail, comprehensiveness, and ambition. Yet the 2022 SDG Impact Assessment, conducted by a global consortium of researchers, has shown that the first phase of SDG implementation did not lead to a transformative reorientation of political systems and societies (1, 2). As the UN SDG Summit gets underway this month to review the halfway point in SDG implementation, and a further UN “Summit of the Future” is planned for 2024 to debate global governance reforms, we present here a demanding yet realistic policy vision to adjust the course of SDG implementation.

    • In 2015, the United Nations agreed on 17 Sustainable Development Goals as the central normative framework for sustainable development worldwide. The effectiveness of governing by such broad global goals, however, remains uncertain, and we lack comprehensive meta-studies that assess the political impact of the goals across countries and globally. We present here condensed evidence from an analysis of over 3,000 scientific studies on the Sustainable Development Goals published between 2016 and April 2021. Our findings suggests that the goals have had some political impact on institutions and policies, from local to global governance. This impact has been largely discursive, affecting the way actors understand and communicate about sustainable development. More profound normative and institutional impact, from legislative action to changing resource allocation, remains rare. We conclude that the scientific evidence suggests only limited transformative political impact of the Sustainable Development Goals thus far.

    • Over the past decades, the growing proliferation of international institutions governing the global environment has impelled institutional interplay as a result of functional and normative overlap across multiple regimes. This article synthesizes primary contributions made in research on institutional interplay over the past twenty years, with particular focus on publications with International Environmental Agreements: Politics, Law and Economics. Broadening our understanding about the different types, dimensions, pathways, and effects of institutional interplay, scholars have produced key insights into the ways and means by which international institutions cooperate, manage discord, engage in problem solving, and capture synergies across levels and scales. As global environmental governance has become increasingly fragmented and complex, we recognize that recent studies have highlighted the growing interactions between transnationally operating institutions in the wake of polycentric governance and hybrid institutional complexes. However, our findings reveal that there is insufficient empirical and conceptual research to fully understand the relationship, causes, and consequences of interplay between intergovernmental and transnational institutions. Reflecting on the challenges of addressing regulatory gaps and mitigating the crisis of multilateralism, we expound the present research frontier for further advancing research on institutional interplay and provide recommendations to support policy-making.

  • Exploring Global Climate Policy Futures and Their Representation in Integrated Assessment Models

    • The Paris Agreement, adopted in 2015, paved the way for a new hybrid global climate governance architecture with both bottom-up and top-down elements. While governments can choose individual climate goals and actions, a global stocktake and a ratcheting-up mechanism have been put in place with the overall aim to ensure that collective efforts will prevent increasing adverse impacts of climate change. Integrated assessment models show that current combined climate commitments and policies of national governments fall short of keeping global warming to 1.5 °C or 2 °C above preindustrial levels. Although major greenhouse gas emitters, such as China, the European Union, India, the United States under the Biden administration, and several other countries, have made new pledges to take more ambitious climate action, it is highly uncertain where global climate policy is heading. Scenarios in line with long-term temperature targets typically assume a simplistic and hardly realistic level of harmonization of climate policies across countries. Against this backdrop, this article develops four archetypes for the further evolution of the global climate governance architecture and matches them with existing sets of scenarios developed by integrated assessment models. By these means, the article identifies knowledge gaps in the current scenario literature and discusses possible research avenues to explore the pre-conditions for successful coordination of national policies towards achieving the long-term target stipulated in the Paris Agreement.

    • Given the regulatory gap in earth system governance, numerous new governance initiatives, such as multilateral clubs, private certification schemes and multi-stakeholder forums, have emerged to tackle transboundary environmental challenges. This plethora of different governance initiatives has led to a significant increase in the institutional complexity of global (environmental) policymaking and to more interlinkages between such institutions. Chapter 6 perceives dyadic institutional interlinkages as a key ‘microscopic’ structural feature of the overall global governance landscape and most basic building blocks or units of analysis in current scholarship on global governance architectures. After defining the term institutional interlinkages, we synthesize the literature on institutional interlinkages with a particular view on the expansion of interlinkages across different governance levels and scales. Against this backdrop, we examine to what extent the existing concepts and typologies of institutional interlinkages can capture the various new interlinkages between different kinds of institutions in earth system governance.

    • Non-Technical SummaryThis article takes stock of the 2030 Agenda and focuses on five governance areas. In a nutshell, we see a quite patchy and often primarily symbolic uptake of the global goals. Although some studies highlight individual success stories of actors and institutions to implement the goals, it remains unclear how such cases can be upscaled and develop a broader political impact to accelerate the global endeavor to achieve sustainable development. We hence raise concerns about the overall effectiveness of governance by goal-setting and raise the question of how we can make this mode of governance more effective.Technical SummaryA recent meta-analysis on the political impact of the Sustainable Development Goals (SDGs) has shown that these global goals are moving political processes forward only incrementally, with much variation across countries, sectors, and governance levels. Consequently, the realization of the 2030 Agenda for Sustainable Development remains uncertain. Against this backdrop, this article explores where and how incremental political changes are taking place due to the SDGs, and under what conditions these developments can bolster sustainability transformations up to 2030 and beyond. Our scoping review builds upon an online expert survey directed at the scholarly community of the 'Earth System Governance Project' and structured dialogues within the 'Taskforce on the SDGs' under this project. We identified five governance areas where some effects of the SDGs have been observable: (1) global governance, (2) national policy integration, (3) subnational initiatives, (4) private governance, and (5) education and learning for sustainable development.   • Success factors of global goal-setting for sustainable development : Learning from the Millennium Development Goals

    • The Millennium Development Goals (MDGs) were an important precursor to the Sustainable Development Goals (SDGs). Hence, identifying the conditions that made the MDGs successful enhances our understanding of global goal-setting and informs the global endeavour to achieve the SDGs. Drawing on a comprehensive review of 316 articles published between 2009 and 2018, we identify six factors that have enabled or hindered MDG implementation. Our analysis stresses the importance of path dependencies and shows that the MDGs catalysed changes only for those countries with sufficient resource availability, administrative capacity and economic development, as well as adequate support from external donors. National ownership and NGO pressure bolstered efforts to implement the MDGs. These findings suggest that globally agreed goals do not easily trickle down from the global to the national level. Thus, this article adopts a forward-looking perspective and draws key lessons for the current implementation of the SDGs in developing countries.

    • This chapter focuses on the national level and studies interlinkages, institutional integration and policy coherence in the context of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. After defining key terms, the chapter reviews how perspectives on interlinkages have shaped a new discourse, followed by an analysis of the steering effects of the global goals on institutional integration and policy coherence. The chapter finds that some measures have been taken by national governments to advance institutional integration through coordination by central agencies and inter-ministerial exchanges. Growing policy coherence, however, is not clearly observable. Existing barriers in political-administrative systems preventing institutional integration and policy coherence have not vanished with the adoption of the Sustainable Development Goals. Although recent studies have considerably enhanced knowledge on the conceptual understanding of interlinkages, integration and coherence, empirical data about how these concepts play out in practice at national level is still very limited.

    • Many democracies find it difficult to act swiftly on problems such as climate change and biodiversity loss. This is reflected in long-standing debates in research and policy about whether democratic practices are capable of fostering timely, large-scale transformations towards sustainability. Drawing on an integrative review of scholarly literature from 2011 to early 2021 on sustainability transformations and the democracy-environment nexus, this article synthesises existing research on prospects and pitfalls for democratising sustainability transformations. We advance a new typology for understanding various combinations of democratic/authoritarian practices and of transformations towards/away from sustainability. We then explore the role of democratic practices in accelerating or obstructing five key dimensions of sustainability transformations: institutional, social, economic, technological, and epistemic. Across all dimensions we find substantial evidence that democratic practices can foster transformations towards sustainability, and we conclude by outlining a set of associated policy recommendations.

    • Non-technical summary We summarize some of the past year's most important findings within climate change-related research. New research has improved our understanding of Earth's sensitivity to carbon dioxide, finds that permafrost thaw could release more carbon emissions than expected and that the uptake of carbon in tropical ecosystems is weakening. Adverse impacts on human society include increasing water shortages and impacts on mental health. Options for solutions emerge from rethinking economic models, rights-based litigation, strengthened governance systems and a new social contract. The disruption caused by COVID-19 could be seized as an opportunity for positive change, directing economic stimulus towards sustainable investments. Technical summary A synthesis is made of ten fields within climate science where there have been significant advances since mid-2019, through an expert elicitation process with broad disciplinary scope. Findings include: (1) a better understanding of equilibrium climate sensitivity; (2) abrupt thaw as an accelerator of carbon release from permafrost; (3) changes to global and regional land carbon sinks; (4) impacts of climate change on water crises, including equity perspectives; (5) adverse effects on mental health from climate change; (6) immediate effects on climate of the COVID-19 pandemic and requirements for recovery packages to deliver on the Paris Agreement; (7) suggested long-term changes to governance and a social contract to address climate change, learning from the current pandemic, (8) updated positive cost-benefit ratio and new perspectives on the potential for green growth in the short- A nd long-term perspective; (9) urban electrification as a strategy to move towards low-carbon energy systems and (10) rights-based litigation as an increasingly important method to address climate change, with recent clarifications on the legal standing and representation of future generations.     • The marking of finiteness has long been known to differ between first language (L1) and adult second language (aL2) acquisition. Therefore this phenomenon is interesting in the study of whether child second language (cL2) acquisition proceeds like L1 or like aL2 (Meisel 2008), or perhaps in some way between the two. This is interesting for current discussions on differences due to the Age of Onset (Meisel 2009, Montrul 2008) and on the Critical Period Hypothesis. In this contribution, the use of finite and non-finite forms of lexical verbs in initial stages of French will be compared in three types of Swedish-French learners: 2L1, aL2 and cL2. A small number of learners are studied in case studies on spontaneous data, using the same methods of analysis. It will be argued, firstly, that the cL2 children clearly differ from 2L1, and initially behave like aL2 learners; and secondly, that if we compare the time of exposure of the cL2 and the aL2 learners, cL2 are more L1-like in that they get a target-like behaviour faster than aL2 learners. This means that we may consider their development as a type of intermediate between L1 and aL2.

    • The crises that cities face—such as climate change, pandemics, economic downturn, and racism—are tightly interlinked and cannot be addressed in isolation. This paper addresses compound urban crises as a unique type of problem, in which discrete solutions that tackle each crisis independently are insufficient. Few scholarly debates address compound urban crises and there is, to date, a lack of interdisciplinary insights to inform urban governance responses. Combining ideas from complex adaptive systems and critical urban studies, we develop a set of boundary concepts (unsettlement, unevenness, and unbounding) to understand the complexities of compound urban crises from an interdisciplinary perspective. We employ these concepts to set a research agenda on compound urban crises, highlighting multiple interconnections between urban politics and global dynamics. We conclude by suggesting how these entry points provide a theoretical anchor to develop practical insights to inform and reform urban governance.
